His duty is to ensure efficient legislative processes, preside over plenaries and maintain order. In terms of legislative responsibilities and powers, they are equal. If you like you can go and sit in the courts and tribunals, as you always claim to find out.

All Senators are equal, irrespective of their positions, they have equal voting rights and powers to propose bills, participate in debates and perform other legislative functions.
