The office works directly with the president. They can use any amount of money you can ever think of for National security without the approval of the Senate. Money used on national security cannot be questioned , investigated or divulged, only the NSA and the president and some few will have details, its highly confidential. Simple English, AND means inclusive. When you talk about how many states do Nigeria have then you will say 36 STATES AND ABUJA .It means inclusiveness of Abuja. That is why votes from Abuja were added to the other states to make a complete figure for each candidates.
The verse 25% in 24 states means if you can get it in Abuja like you get your votes, it will be counted for you .I.e you can get 25% in 23 states while you also got 25%in Abuja, it will be added to your number of captured states to make it 24 states. Because it is an integral part of the country..

There is no oversight here , it's was deliberately done and in good faith. This is the inauguration of a president whose 80% igbos does not want, to avoid security glitches and unforeseen circumstances, it is better to appoint people you trust to handle the preparation of the eagles square.
You can never tell , there may be a sabotage from people who are not happy with you ,those who doesn't want the inauguration to hold by all means.

Most ministries are in COMPSS , and some MDAs. The COMPSSsalary structure is very poor level 10 in some MDAs gets as slowly as 80k plus per month, then you add their Peculiar allowance to it making 100k plus ..Workers in NNPC,FIRS,CBN,NIA,PPMC, and other super agencies are on a fabulous salary structure.

It is not a salary increment , it is called Peculiar allowance. It depends on what percentage your agency or ministry is paying you as your monthly Peculiar allowance. And it only applies to federal government workers on CONPSS .Your salary remains the same but if your agency or commission, or ministry pay you Peculiar allowance, then you get another 40% Peculiar allowance form federal government.

What was actually increased is not the salary of workers on CONPSS salary structure but a 40% increment on the Peculiar allowance of the workers.
Most of the ministries and agencies that were poorly paid on this useless CONPSS received their normal April salary and the 40%of their salary being calculated as their peculiar allowance

If Abuja has a special status, why add the votes to the total votes ? If you are looking at 25% in Abuja then the votes that comes out of Abuja should stand alone like the purported 25% that some people think that should d stand on it own..
The moment you count the votes that comes from Abuja and add it with the rest of votes from other states , then the 25%from Abuja will also be added with other states, it cant stand alone.
