President Goodluck Jonathan on Saturday said he has approved the disbursement of N1 billion to the military for the upgrade of detention camps where suspected insurgents are held across the country.
The President disclosed this during an interview with journalists in Paris, France, shortly before his departure to Nigeria at the end of a two-day summit on peace and security in Africa hosted by President Francois Hollande.
Mr. Jonathan said he gave the approval for the disbursement, following series of complaints by local and international human rights groups on the conditions of barracks which housed the detention camps.
He said he was specifically concerned about a human rights report on the situation of Giwa barracks where some of the suspected Boko Haram detainees were kept.
PREMIUM TIMES had reported exclusively on the Giwa barracks and other detention facilities in Borno from interviews with victims and their families as well as security sources. A Human Rights Watch report also lamented the situation at the barracks.
“They were talking about some conditions in the barracks and because of that, not quite long, I released N1 billion to make sure that they expand the facilities in detention camps, particularly the camp in Giwa Barrack that they complained about.
“Boko Haram faithfuls that are arrested are being detained in some numbers of places and not only Giwa barracks.
“Following complaints that I received, about that particular barrack, I called the Chief of Defence Staff to go and use the army engineers to quickly expand and improve the facilities so that people arrested will live under normal human conditions,’’ he said.
The president also claimed that reports of human rights abuses by the Joint Military Task Force (JTF) were over-blown by the media and most of the reported torture and killings were carried out by the Boko Haram group and not the military.
“The issue of human rights abuses is blown out of proportion. Whenever they have major encounter, Boko Haram destroy at will, they kill at will, some of these destructions that are being ascribed to the Nigerian Army are actually by the Boko Haram sect,’’ he said.
The military has been accused of several human rights abuses in their battle with insurgents, including the killing of scores of civilians in Baga, Borno State. Several hundred homes were also burnt, allegedly by soldiers, in retaliation for the killing of some soldiers by insurgents in the community.
Mr. Jonathan also noted that the state of emergency declared in Borno, Yobe and Adamawa States has greatly curbed the excesses of the Boko Haram.
“Before the emergency rule, even Abuja which is at the centre of the country was not safe. You could recall how the world became alarmed when the UN building in Abuja was bombed and even the Police headquarters in Abuja and a military market also were bombed; as well as a popular newspaper house.
“But with the declaration of state of emergency, we have been able to get to a point that our challenges are now in Borno State and Yobe State.
“Even the Adamawa State, the third State that the state of emergency covers, within this period, there are no issues unlike before that there were repeated issues of killings and bombings.
“Though, we are still having this issue of occasional attack, but definitely, the emergency rule has helped,’’ he said.
Mr. Jonathan disclosed that the recent attack by Boko Haram in Maiduguri confirmed that the group has international backing adding that the operations of the sect had gone beyond the local militia group which it was earlier classified.
“Initially, we felt that they were local and as such, some people advocated that because of poverty, these locals carried weapons against the State. So you expect that sophistication will be minimal and you will be able to contain it easily. But looking at the calibre of weapons they have, you will find out that they have gone beyond the local expectation.

Big questions in Walker crash probe
Four days after the crash that killed actor Paul Walker and his friend and financial manager Roger Rodas, big questions remain unanswered, including:
Did anything go wrong with the vehicle?
The Porsche Carrera GT the two men were in has three times the horsepower of the average car. It's powered by a V-10, 610-horsepower engine. At $450,000 new, it flies down the road and is notoriously difficult to handle.
A top driver has called the car "scary," Autoweek magazine reported.
Rodas was the sixth owner of this one, the magazine said.
Rodas was driving Saturday, according to autopsy results released Wednesday by the Los Angeles County coroner's office.
Authorities say speed was a factor in the crash. Still, Walker and Rodas were both experienced drivers, leading many to question whether something went wrong with the vehicle.
Jim Torp, a car enthusiast who was at the charity event where Rodas and Walker had been just before the crash, said he thought he heard some kind of blast before the car slammed into a light pole. "What the first explosion was -- I don't know if their tire blew up, because it sounded like a tire blew on the car," Torp told CNN on Monday.
How fast were they going?
The area where the crash took place -- a wide business park road in Valencia, California -- has a reputation for being popular with drivers who like the thrill of going fast. In recent years, authorities have tried to stop the speeding in the area.
A 45-mph speed limit sign was on the light pole knocked down by the Porsche. A security camera video, which does not show the car itself, suggests that black smoke started to rise from the vehicle about a minute after the light pole and tree fell.
A Los Angeles County Sheriff's Department investigation is focused on how fast the 2005 vehicle was going.
Skid marks on the asphalt near the crash site, which indicate a car had done doughnut spins, also are being examined, but Torp told CNN that he looked closely at the skid marks and believes they were left by a car with smaller tires.
Was anyone else in danger?
Amid the outpouring of grief for the deaths of Walker and Rodas, many people are also asking whether the ride had endangered pedestrians or other drivers. It took place at 3:30 p.m. Saturday.
Online stories about the crash are filled with comments from readers saying it's fortunate that no one else was killed or injured.
In 2001, when the first "Fast & Furious" movie was released, Walker talked about the dangers of drag racing. "Nothing would be worse than a 120-mile-an-hour blowout, on a surface street, you know, with pedestrians lining up and down. You know, it's just common sense, it's just not worth the risk factor," he said.
Authorities have ruled out drag racing in this accident, and those who knew Walker and Rodas say they were not the sort of people who would risk their lives and others' in a race.

The attempt by the Peoples Democratic Party (PDP) in Edo State to score a cheap political point by donating a sum of N250,000 to the widow, Mrs Joy Ifijeh, who was berated by Governor Adams Oshiomhole for violating the order against trading on major roads in the state, has been rebuffed.

The PDP launched what they called a widow’s charity on Tuesday where they intended to give the widow a cash gift of N250,000 but she ignored them, after receiving N2million and an apology from Oshiomhole.

Nigeria football officials are set to implement a code of conduct which they hope will prevent future rows with the national team over bonus payments.
The move is designed to ensure there is no repeat of the dispute that almost caused the country to miss out on this year’s Fifa Confederations Cup.
Players threatened to strike over a 50% cut in their bonus for June’s 2014 World Cup qualifiers in Kenya and Namibia.
Sports minister Bolaji Abdullahi has forwarded a code of conduct, drafted by a committee he set up for immediate implementation by the country’s football federation.
The minister had said that the report of the Segun Adeniyi Committee would be implemented to the letter.
“That’s the right step to take so that the Nigeria Football Federation can implement this before the World Cup,” Julius Ogunro, special assistant to the sports minister, told BBC Sport.
“It [the code of conduct] was kept away to allow the team focus solely on securing a World Cup ticket.
“Now is the right time to get it done and the NFF as a parastatal of the sports ministry are well aware of its importance.
“We need to prevent a bonus row like the one which fueled anger and almost embarrassed the country before the last Confederations Cup in Brazil.”
Back in June, Nigeria’s players had initially refused to to go to the Confederations Cup following their 1-1 draw in Namibia in a World Cup qualifier as they were unhappy with the bonus payments offered by the Nigeria Football Federation (NFF).
The Presidency intervened and made extra money available, eventually allowing the squad to travel to Brazil – two days late and only about 24 hours before Nigeria’s opening game against Tahiti.
The five-part document spells out the obligations of the NFF, coaches and players called up to the national team. Non-compliance could lead to fines, suspensions or even expulsions.
Pay rows have often surrounded Nigerian teams, with coaches not paid regularly, while players have resisted any attempts to review their win bonus during important qualifiers or at major tournaments.
There have been several attempts to introduce a code but they have often been met by a stiff resistance from players in the past.
“This will hopefully bring an end to ugly incidents that often portray the country in a bad light during major tournament,” Ogunro said.
The code of conduct spells out some dos and donts for the Eagles and the football administrators.
It mandates the NFF to officially inform players what they are entitled to before assignments so that bonus row will be avoided.
Players, through the captain or representative are obliged to remain in camp under the code of conduct or leave.
Other matters under the code of conduct include media relations, players’ conduct in camp, authority of coaches over players, etc.

LAGOS — Lagos based lawyer and activist, Barrister Bamidele Aturu, yesterday, dismissed the Federal Government’s sack threat to striking university lecturers, saying that government has failed to appreciate the rot in the university system. Rather, he said government should meet the demands of Academic Staff Union of Universities, ASUU.
Aturu, who spoke at the 6th Annual Law and Social Development lecture and public presentation of a book, ‘Law and Practice of the National Industrial Court,” at Lagos Airport Hotel, said it is “sad” that the Fededral Government has failed to appreciate the rot in the university system which ASUU wants corrected,” adding that members of ASUU would not be cowed by such threats.
Condemning the “resume or be sacked” order, Mr. Aturu said: “The truth of the matter is that we no longer have universities in Nigeria. This explains why many people among the ruling class have their children and wards in foreign universities.
“The demands of ASUU in my view are legitimate and patriotic. The government should do everything possible to meet those reasonable demands in order for our schools to be reopened as quickly as possible.”
He recalled attempts by previous military governments to cow ASUU which failed, and warned that the threat of the education minister will also fail.
The guest lecturer, Professor Sofiri Joab- Peterside of the Department of Sociology, Universtity of Port Harcourt, who spoke on ‘The Economy, the Rogues and the Law: The Development Conundrum,’ noted that, “the average Nigerian lives on less than one dollar a day. There are no roads, just as the public hospitals themselves are “dead” and the high education sector practically broken with ASUU on strike for more than four months over the Federal Government’s unfulfilled agreement, while the culture of impunity has become an integral part of the norm of political appointees.”
Also, Barrister Aturu, who insisted that those responsible for the accident that killed Professor Festus Iyayi be brought to book, said, “Iyayi did not die in an accident, he was murdered, pure and simple.
“We reiterate our call for the driver of the escort vehicle that snuffed the life out of this noble champion of the oppressed to be fished out and prosecuted. They may have privatised the economy; we won’t let them privatise our lives.”
He also dismissed the on- going National Conference, saying that it will not achieve the objectives of the original proponents of the idea. Though, he spoke against the decision to boycott it, suggesting that progressive organisations should use the forum to state their views on the state of the nation.
Professor Sofiri Joab- Peterside, also a guest speaker lamented that Nigeria has been unable to make any remarkable development as a result of corruption .

Yemisi Oyebanji, a widow, who owns a small scale frozen food shop in Ojodu area of Lagos, has been a sad woman in the last one month. Though her husband died four months ago, her sadness stemmed from the fact that her small shop, which she started in early September may soon be closed due to dwindling electricity supply.
Speaking to Sweecrude on her ordeal she said “Since the first week of November, I have been encountering losses on a regular basis, as the products in my freezers easily get spoilt due to the constant blackout in this area. I lost four cartons of chicken and three cartons of turkey worth about N40, 000 in the last three weeks due to poor power supply. Not only do I encounter blackout, the bill has increased. How can a small shop like mine pay as much as N9,500, as against the N3, 000 I paid last month?” She queried.
Oyebanji told Sweetcrude that the constant blackout is threatening her means of livelihood and has put her in a position that she would not know how to take care of her five children who are below 11 years. Her condition was made worse by the fact that she has no generating set as a backup, thus leaving her at the mercy of public power supply.
Her story is not different from many other Nigerians. Sule Ajiki, a welder in Ogba area of Lagos, who set up his outfit in August this year, is in a fix. Since he started his business, he is yet to make a head way because patronage has not been forthcoming due to acute instability in electricity supply. He told Sweetcrude: “Since I started this business in August, I have not been able to find my bearing. Patronage has been low, because power has been unstable. But it became worse in November. I used to have five hours of electricity, but now I hardly get it for two hours. How do I survive?” he asked.
Ajiki also stated that his worry borders more on the exorbitant bill which he was given this November. “I thought the handover of PHCN to the private sector would bring change to my business. I am disappointed because apart from the almost non-existent electricity, the bill is scary. Can you believe this (shows his last bill), I am required to pay N5, 400, whereas before now, I used to pay N2, 000. Where do they expect me to get the money from? It is frustrating,” he lamented.
For Sunday Effiong, a barbing salon operator in Alausa, Ikeja, Lagos, the power situation in his area has not improved since the handover to private investors in the sector. According to him, “We were happy when we learnt that PHCN has given way to private hands. Our hopes were raised. We thought we were in for better days, but in the last one month, we have not seen any improvement. We used to have 8-10 hours of electricity daily, but now we have about four hours, if we are lucky.”
To his surprise, the last bill he got in November showed that his service charge has increased by 100 percent, from N750 to 1, 500. He is contemplating “going without public power supply for now until things get clearer. Effiong told Sweetcrude that if not for his generating set, his business would not have been functioning effectively.
The experiences of Oyebanji, Ajiki and Effiong show the growing concern of many Nigerians who had looked forward to improved power supply, after several years of power outage, blackout and interrupted electricity supply by the defunct Power Holding Company of Nigeria, PHCN. Since independence in 1960, the issue of power outage and blackout has become the norm rather than the exception, such that some Nigerians believed that uninterrupted electricity supply would never be achieved in their generation.
The situation was not made better by successive governments which promised to shore up the mega watts so as to give the populace the much needed regular power supply without success. Nigerians have therefore looked forward to the day power outage would be a thing of the past. It was such hope that greeted the November 1, physical handover of PHCN to private owners.
However, one month after the handover, the power situation appears to have deteriorated, while the bills have been increased drastically. Also, some hidden charges have been introduced to the shock of customers. For example, a resident of Ilasamaja area of Lagos, who simply identified himself as Victor, bought a recharge card worth N5, 000, for his pre-paid meter. On getting home, he discovered that the service charge has been increased by 100 percent, from N750 to N1, 500. He was more annoyed by the fact that in the last three weeks, he has not had three hours of power supply in a day. He has relied more on his generating set on which he spends N6, 400, a week for petrol.
He is not alone. Hugo, a resident of Okota, got his shock when he discovered that his bill was increased from N6, 000 to N7, 200. When he complained at the Okota office of West Power and Gas Limited, the new owners of Eko Electricity and Distribution, he was told it would be rectified. “This is a massive fraud. It is a transfer of fraud from the public sector to the private sector. There is no enabling law that protects the consumer. People are given huge bills to pay without a commensurate supply of electricity. It is unfair,” he said.
Hugo’s is not an isolated case. Sweetcrude learnt that there has been no significant change since the handover of PHCN to private investors. Bills are still based on estimates. For one, the pre-paid meter issue has been suspended, making it easier for estimated bills to thrive. Also, no new equipment has been installed to replace the old ones in the GENCOS and DISCOS. Moreover, more than half of the defunct PHCN workers were laid off without any replacement yet. Consequently, things are still done the old way in these successor companies.
Fundamental to the operation of the GENCOS and DISCOS is gas supply. When the former President Olusegun Obasanjo administration built some of these power plants, gas supply was not factored in. This has left them comatose. It has also contributed to the low capacity production of the companies, which culminated in power outages being experienced always. The new investors have to grapple with laying gas pipelines and signing agreement for gas supply. This means that Nigerians have to wait for a long time before they experience uninterrupted power supply.
Last week when the nation experienced massive fluctuation of electricity, it was attributed to inadequate supply of gas to the various power plants in the country and the non-payment of gas fee by the new investors to Nigeria National Petroleum Corporation, NNPC. Power supply was said to have dipped by 450MW from the peak generation of 4,500MW.
However, the Transmission Company of Nigeria (TCN) said the drop in power supply occurred due to reported vandalisation of the gas pipeline supplying gas to Okpai power plant in Delta State, which resulted in the shutdown of the power station and unavoidable power rationing nationwide.
The General Manager (Public Affairs) of TCN, Mrs. Seun Olagunju, said the repair of the pipeline was been done, but it would take a while for power supply to stabilise in the country.
According to her, “There has been about 450MW reduction in electricity generation from Saturday, 23rd to Tuesday, 26th November, 2013 due to reported vandalisation of gas pipeline supplying gas to Okpai power plant in Delta State, resulting in the shutdown of the power station, and unavoidable power rationing nationwide.
“TCN is reliably informed that repair work is expected to be completed within three days and Okpai power plant will expectedly; resume generation last week Wednesday, 27th November, 2013.
“TCN regrets inconveniences to the Federal Government and our highly esteemed electricity consumers nationwide and enjoined members of the public to work with the government in protecting installations and facilities meant for our socio-economic welfare.”
Now that the GENCOS and DISCOS are in private hands, what legal rights do the citizens have? Can they be sued?
Julius Onyeokoro, a legal consultant on energy matters told Sweetcrude that people have to look at the enabling laws that gave birth to the new companies before taking any legal action. According to Onyeokoro, “The main argument they will put up is that they are only distributing, while the government transmits. They cannot give what they do not have. However, they can be sued on defective fluctuations, metering, non-maintenance of wires, default of contracts signed with suppliers. But in terms of transmission, government is still in charge and cannot be sued.”
When reminded that the National Assembly is yet to pass a law authorising the handover of PHCN to private investors, Onyeokoro said, “The law unbundling PHCN automatically repeals the law that created it. Waiting for the National Assembly to pass a law to that effect is like drawing back the hand of the clock. You cannot put something on top of nothing,” he said.
Similarly, Sam Amadi, Chairman, National Electricity Regulatory Commission, NERC, the sector regulator, said that the issue of enabling laws setting up the new companies was taking care of by the Electricity Power Sector Reform Act of 2005.
“The Electricity Power Sector Reform Act takes care of that. The Act unbundled PHCN and gave birth to the new companies,” he said. On the issue of legal rights of the citizenry, Amadi said, “The legal entity has not changed. They can be sued.” He, however, reminded the people that the facilities hitherto owned by PHCN now belong to the new investors.
Sweetcrude was able to access the Electricity Power Sector Reform Act, 2005. According to Section 6, “All bonds, hypothecations, securities, deeds, contracts instruments, documents and working arrangements that subsisted immediately before the initial transfer date and to which the Authority was a party, shall, on or after that date, be as fully effective and enforceable against or in favour of the initial holding company as if instead of the Authority, the initial holding company had been named therein.”
Also, the Act, in sub-section 7, stated, “Any cause of action or proceeding which exited or was pending by or against the Authority immediately before the initial transfer date shall be enforced or continued, as the case may be, on or after that date by or against the initial company in the same way that might have been enforced or continued by or against the Authority had this Act not been passed.”
While Nigerians have been complaining of the shortcomings in the new dispensation, the new investors appear to be overwhelmed by the challenges confronting them since the handover. At the just concluded first general meeting organised by NERC, in Abuja, Mrs. Funke Osibodu, Director, Benin Electricity Distribution Company, said, “There is so much confusion in the public and we need to look at how to address this. For instance, the public believes they are not supposed to pay anything until January; that they should not be disconnected until then; and they believe they can come and stand in front of you and collect pre-paid meters just like that.”
She explained that many electricity consumers are yet to understand that power system consists of generation, transmission and distribution. According to her, “Anything that happens anywhere, even if it is not your concern, it is assumed that it is your doing. The public believes that the lack of power is because the new owners in distribution companies do not know what they are doing.
“But in reality, it is a GENCO problem as a result of gas shortage. At one point, we were about going on air to make people know the true position.”
Also speaking, Dr. Jamili Gwamna, Managing Director/Chief Executive Officer, CEO, Kano Distribution Company, said that the power allocated to his company has been below capacity and as such has reduced the DISCO’s revenue expectation. According to him, “Our power allocation has been low in recent times. How on earth will customers pay me and how will I pay money also? There has not been power and when you threaten to disconnect consumers, they tell you to hurry up with the disconnection process.”
For Mr. Adeyemi Adenuga, Managing Director/Chief Executive Officer, CEO, Geregu Power Plc, the challenge borders more on the system operator in the sector, whose activities do not go down well with his company. “The system operator that is supposed to know that capacity declaration is, what they should use to measure capacity continues to use another thing outside what is in the Multi Year Tariff Order 2 agreement and outside the interim rules that have been provided. “We are not happy and I think that the regulator, apart from coming up with all these beautiful rules, should make sure that the people who are there are actually keeping to these issues,” he said.
Though the new investors did not talk about funding, it was learnt that huge investment would be needed to put the GENCOS and DISCOS on track in order to meet the aspirations of Nigerians.
Recently, the Bureau of Public Enterprises, BPE, said that the electricity distribution companies handed over to private investors on November 1, would require about $1.8 billion (about N288 billion) as capital expenditure over the next five years to attain efficiency and meet the required capacity. The Director-General, BPE, Mr Benjamin Dikki, said the Discos would be required to spend a total of $357.7 million within one year.
According to the DG, out of the $357.7 million, Abuja DISCO would be expected to invest $36.6 million; Benin DISCO, $24.3 million; Enugu DISCO, $27.2 million; Ibadan DISCO, $43.86 million; Jos DISCO, $22.75 million; Kaduna DISCO, $29.96 million; and Kano DISCO, $30. 38million. Others are the Eko DISCO, $45.2 million; Ikeja DISCO, $58.74 million; Port Harcourt DISCO, $25.5 million; and Yola DISCO, $13 million.
In addition to the above investment, Dikki said $357.7 million was expected to be injected into the distribution networks annually between now and 2017, which would amount to about N1.8 billion.
Such capital outlay would be challenging given the Central Bank’s directive that banks should scale down funding in the power sector, while international lenders are said not to be favourably disposed to lending to Nigerians due to what they described as volatile polity
But Bekuochi Nwawudu, Director, CBO Capital, an investment advisory and project development firm, who is also an energy expert, said that the power companies would get the money to fund their projects. He said, “Telecommunications companies found the money and expanded. Oil companies have borrowed significant amount. Power will be the same. The question is will people pay their bills and thus will revenues/profits be generated? If this happens, then in addition to banks, Pensions funds have capital and bonds can be issued, the banks do not need to do it all.”
On the issue of gas supply which is central to firing up the power plants, Nwawudu said,” The companies should take a partnership not ownership approach. They should sign advance contracts that pay a fair price – to support gas capital sourcing and they should focus on the power margins/ volumes and not necessarily backward integration.”
Nwawudu explained that the privatisation of the power sector has thrown up opportunities in the economy, “The impact is huge. Cheap power improves our manufacturing competitiveness. There are opportunities for electricity generation using alternative fuels and there will be implementation of smart grids.

President Goodluck Jonathan has approved N280 million for the payment of outstanding of national team coaches led by Stephen Keshi.

This payment, which was approved on Friday, will cover not just the Super Eagles coaches, but other national team coaches like former Flying Eagles handler John Obuh.

“The memo from the minister of sports is about 280 million naira to cover for all the coaches in the Super Eagles who are being owed about seven months or so,” a source in the Presidency informed

“The amount also includes the outstanding owed former Flying Eagles coach John Obuh.”

Obuh’s unpaid salaries are put at over 25 million Naira and date back to 2010. This year, the former Flying Eagles coach petitioned the Senate over his unpaid salaries.

With barely four days to the Brazil 2014 World Cup Draw in Rio de Janerio, Brazil, Nigeria’s head coach, Stephen Keshi, has said that his team is unfazed by the big names and as such he is not bothered about which countries Nigeria is drawn with.
Keshi, in a chat with supersport.com, noted that he was not particular about the seeded nations he would prefer his team to face in the 2014 FIFA World Cup in Brazil, noting that like the other 31 nations that have qualified, the Super Eagles had equal opportunities of progressing as far as possible at the Mundial.
“First it is good we have qualified for the World Cup which is the main aim at the start of the qualifiers. For me, I’m open to facing any team at the World Cup as we cannot determine who and who we want to play against,” he said.
“All 32 countries have equal opportunities because they are the best from the different continents of the world at the moment. Same goes for Nigeria. I believe we have a team that can do well and go as far as the final.
“Our concern right now is to do well at the World Cup next year. The World Cup is always a big stage to show what you’re capable of doing as a player and as a team. But right now we will concern ourselves with preparing for the World Cup rather than bother about who our opponents will be. By next month we will know that and from there we will know what to do,” Keshi told supersport.com on Friday.
Brazil, Spain, Germany, Argentina, Colombia, Belgium, Switzerland and Uruguay are the seeded teams in Pot One and Nigeria’s Super Eagles could be drawn alongside one of them for the group stage.
“We welcome any team we are drawn against and we will be prepared to give our best,” Keshi reacted when told about the seeded teams.
The African champions are likely to be seeded in Pot Three alongside the continent’s four other representatives, Ivory Coast, Ghana, Algeria and Cameroon.
The delegation of Nigeria for the 2014 FIFA World Cup draws is expected to leave the country tomorrow for Bahia in Brazil where the event will take place.
The FIFA World Cup draws will hold on December 6, while the finals will run from June 12 to July 13, 2014.

The shortlist for the award was drawn up by 44 football experts across Africa, who based their choices on players' skill, technical ability, teamwork, consistency and fair play.
A record number of fans then voted for their favourite either online or by text message.
And those fans have considered Toure to be the standout African player over the past year, in recognition of the Ivorian's displays of power, pace, creativity and goals.
Toure said: "Thank you to all the fans around the world who continue to support me. It shows how much fans love you and appreciate your job as well.
"It's something special because it's not the vote of the manager or the club or the captain of the national team, it's just the fans.
"When you have a lot of fans behind you, it's always amazing. And I'm very happy as it is the fans who have given it to me - so I'm very appreciative."

While 2013 was not the most successful in terms of silverware for Toure - he did not manage to win anything with club or country - he still impressed hugely with his consistently high level of performances.
And after the disappointment of failure to defend the Premier League title with City, Toure came back stronger at the start of the new season and has added a new dimension to his game in the form of free-kicks.
He curled in a sublime effort against Newcastle United on the first day of the season and repeated the feat against Hull in his side's next home match. Toure has scored four times direct from a set-piece so far in the league this term in a total of seven goals for his club.
In 2013 to date, Toure has found the net 13 goals for club and country - a very respectable figure for a midfielder.
Allied to his clinical finishing, Toure's drive and leadership have helped City to fourth in the league table.
He was also a key figure in Ivory Coast's successful qualification for next year's World Cup finals in Brazil.
The Elephants needed to shrug off a disappointing Africa Cup of Nations Campaign earlier in the year - they lost in the quarter-finals to eventual winners Nigeria - and Toure has been inspirational.
Off the field, Toure has led the fight against racism after suffering abuse during a Champions League match against Russia's CSKA Moscow in October - demonstrating a strength of character to match his sporting ability.
The unsavoury episode might have affected the form of lesser players, but Toure has been exceptional ever since.
And in the fifth consecutive year he has been nominated for the BBC African Footballer of the Year award, Toure has finally been voted the best player on the continent.

A New Jersey canine that was crowned the world’s ugliest dog in 2007 and later became the topic of a children’s book preaching acceptance has died. Elwood was 8.

His owner, Karen Quigley, says the Chinese crested and Chihuahua mix died unexpectedly Thanksgiving morning. The Sewell resident said Elwood had been dealing with some heath issues in recent months but appeared to be doing well.

Elwood was dark colored and hairless — save for a puff of white fur resembling a Mohawk on his head. He was often referred to by fans as Yoda, or E.T., for his resemblance to those famous science-fiction characters.

Elwood won his crown at the annual ugly dog contest at the Sonoma-Marin County Fair in California a year after he had finished second.

Quigley had rescued Elwood in 2005, when he was about nine months old.

“The breeder was going to euthanize him because she thought he was too ugly to sell,” Quigley has said.

After garnering the ugly dog title, Elwood became an online darling and developed a worldwide fan base. During his life, he appeared at more than 200 events that helped raise hundreds of thousands of dollars for animal rescue groups and nonprofit animal organizations.

Inspired by her pet, Quigley wrote “Everyone Loves Elwood,” a popular children’s book that promoted a message that it’s OK to be different. Quigley said the book shares lessons of love, compassion and perseverance and encourages readers to be kind to animals.

“He made people smile, he made them laugh and feel good. It was wonderful,” Quigley said Saturday. “He will truly be missed.”
