do non-indigene from the north and west u tag as parasites beg for jobs from the oil companies? (No)

when the north was in a similar position as ur beloved ND and had tin minning going for them, did the berom or hausa indigenes have any qouta allocatiön for employement or chase and complained about non-indigenes?
