His Excellency Dr Abdullah Al Mandoos : “The UAE Research Program for Rain Enhancement Science is evidence of our leadership’s vision that the world’s most pressing challenges can be solved through transformative and bold thinking.” Abu Dhabi-UAE: 13 February 2017 – The UAE Research Program for Rain Enhancement Science has officially launched its Third Cycle this January by calling on researchers, scientists and technologists worldwide to submit innovative proposals to advance the science and technology of rain enhancement globally. Inaugurated in 2015, the Program offers a grant of US$ 5 million over a three-year period to be shared by up to five winning research proposals, selected by a two-stage review process, based on international best practice. Launched by the Ministry of Presidential Affairs of the UAE in early 2015 and overseen by the UAE National Center of Meteorology and Seismology (NCMS), the UAE Research Program for Rain Enhancement Science is an ambitious initiative of global scope designed to stimulate rain enhancement research. Public or private, non-profit or for-profit organizations, as well as individuals from any country, are invited to propose new technologies and evaluative and modelling techniques to increase the efficiency of rain enhancement. Commenting on the progress of the Program since its inception, His Excellency Dr Abdullah Al Mandoos, Director of the National Center of Meteorology and Seismology (NCMS), said: “With our ambitious Program having already attracted significant international interest, the NCMS is leading international efforts in rain enhancement science and fulfilling the potential of the United Arab Emirates as a sustainable and knowledge-based economy. The UAE Research Program for Rain Enhancement Science is evidence of our leadership’s vision that the world’s most pressing challenges can be solved through transformative and bold thinking.” Alya Al Mazroui, Manager of the UAE Research Program for Rain Enhancement, said: “The UAE Research Program for Rain Enhancement Science is already having a significant impact in terms of generating accelerating new research in the field and facilitating new and highly productive international scientific networks. Our Third Cycle’s launch is both a call for a renewed effort and a signal of our determination to continue building the Program as a focal point for productive scientific and technological exchange between the world’s leading experts in water security solutions and innovations.” Providing continuous technical support, data, logistics, facilities and advice to all the awardees, the National Center of Meteorology and Seismology oversees the Program’s role in global research and development. The Program’s Secretariat manages the delivery of each awardee’s project according to an agreed timescale, provides strategic direction, and evaluates the progress of awards through regular reports and site visits. Potential applicants are asked to submit Letters of Intent (between 300 and 500 words) by midnight on February 16. The submission deadline for Pre-proposals (between 2 and 3 pages maximum) is March 16. Once evaluated, the entries will be evaluated and shortlisted by an international review committee: these candidates will be asked to submit their full proposals by midnight, August 16. The awardees of the Third Cycle will be announced in January 2018. The two-stage selection process will evaluate the technical aspects of the proposed projects and their potential to contribute to advancing the effectiveness and efficiency of rainfall enhancement, based on the following elements: Overall Scientific and Technical Merit, Significance and Innovation Research Approach Qualifications of the Research Team Required Resources and Budget Contribution to Capacity Development in the Field Detailed information about submissions and the program can be obtained at www.uaerep.ae . |

By Levinus Nwabughiogu ABUJA-President Muhammadu Buhari will tomorrow write the leaderships of the two chambers of the National Assembly to formally notify them of his return to the country from London, United Kingdom. Also, the President will resume his official duties. Special Adviser to the President on Media and Publicity, Mr. Femi Adesina confirmed the resumption on Sunday when Vanguard contacted him on the issue. He had twitted last Friday of the development. “PMB will Monday transmit letter to N’Assembly on his return to the country. That makes his return to work formal, and constitutional,” he twitted It will be recall that President Buhari on January 19 transmitted a letter to the National Assembly informing them of his 10 days vacation in London. He also transmitted the powers of his office to his Vice, Professor Yemi Osinbajo according to the provisions of the 1999 Constitution (as amended). The President however failed to return after the 10 days which elapsed on February 6. He later wrote another letter to the Parliament, extending his leave, informing them of his doctors’ advise to stay put abroad and run a series of medical tests. The extension was indefinite as no date of his return was given. The President however returned to the country last week Friday after spending 51 days in the United Kingdom to attend to his health. Meanwhile, Adesina has denied knowledge of an impending cabinet reshuffling. The same was the case with the President’s Senior Special Assistant on Media and Publicity, Mallam Garba Shehu. Both men who spoke to Vanguard on the phone Sunday evening said they were not in the picture of any cabinet changes. While Adesina responded thus: “The President has not discussed that with me. However, Ms. Otobo was arrested and later granted bail after filing a N500 million naira suit against the pastor. Although Apostle Suleman has denied ever having anything to do with the lady except the possibility of helping her just like he does to numerous others in need, the alleged scandal won’t die off the media as claims and counter-claims from both sides have kept on coming. Even the wife of Apostle Suleman, Dr. Lizzy Suleman has in a video said she knows her husband is not a cheat.
