WE'VE BUILT PH LAW SCHOOL CAMPUS TO BE SELF SUSTAINING - WIKE

*As Gov. Wike hands over more titled document to chairman, Council of Legal Education, Chief Ngige.

Rivers State governor, Nyesom Ezenwo Wike has reemphasised that the Dr. Nabo Graham Douglas Campus of the Nigerian Law School in Port Harcourt has been provided to be a self sustaining institution in Nigeria.

To achieve that mandate, Governor Wike, on Monday, handed over the Certificate of Occupancy (C of O) of adjoining property to the campus acquired by the Rivers State government to the Chairman of the Council of Legal Education, Chief Emeka Ngige, SAN.

The presentation was made when Governor Wike conducted the Chairman of the Council of Legal Education, Chief Emeka Ngige, SAN, together with the Director General of Nigeria Law School, Prof. Isa Hayatu Chiroma, SAN and other dignitaries round structures within the Law Campus that are completed and ready for formal handover.

Governor Wike said the acquisition of the adjoining property to the campus will enable the operators of the campus to use them for sundry commercial and revenue generating activities in order to meet the financial needs of the Law School in Port Harcourt.

"We are using this opportunity to present the Certificate of Occupancy of the property we have acquired and paid for by the Rivers State government for the Nigerian Law School, Dr. Nabo Graham Douglas, Port Harcourt Campus to you (Chairman).

"We are giving the property to you for the purposes of making some revenue to run this campus. Whatever revenue derived is to be utilised for this campus alone.

"Very soon, the State Attorney General and Commissioner for Justice and the Director General will meet to prepare a Memorandum of Understanding. It will ensure that you won't take revenue from here to subsidise for other campuses. Any money you make here, put it here in this campus."

Governor Wike also told them that with the construction work on all the structures in the campus now completed, the state government awaits the Council of Legal Education to choose a date when they desire the campus be formally handed over to them.

In his response, Chairman of the Council of Legal Education, Chief Emeka Ngige, SAN noted that they were on inspection of the facility and are amazed at what they have seen.

"17th July 2021 was when we came for the foundation laying ceremony and His Excellency promised that this project will be delivered in one-year. Behold, today is June 27th, not up to July yet and he had delivered.

"Recalled that when we were doing the ground breaking ceremony, His Excellency promised that every month he will give this campus N10million for four years, and will be given in advance, that is about N480 million to run this institution.

"When I learnt that he had acquired adjoining property; houses, shopping malls and other business facilities for the Law School to rent out to raise revenue to run this institution. I can tell you it is unparalleled."

On his part, the Director General of Nigerian Law School, Prof. Isa Hayatu Chiroma described the Dr. Nabo Graham Douglas Campus in Port Harcourt as the best and mother of all Law campuses in Nigeria.

"On behalf of the Council, we are very grateful for a promise made and promise kept. This is the turning point in the history of legal education in Nigeria."

During the inspection of the lecturers quarters in New Government Residential Area in Port Harcourt, former President of the Nigerian Bar Association, Onueze C. J. Okocha, SAN, said governor Wike is a performer, who keeps promises and has delivered the Dr. Nabo Graham Douglas Port Harcourt Campus that is tastefully constructed and furnished before the record time he set for himself.
Also speaking, former President of the Nigerian Bar Association. Okey Wali, SAN, noted that Governor Wike has done this to show that he is a lover of democracy and for promotion of the judicial system in Nigeria.

The Rivers State Attorney General and Commissioner for Justice, Prof. Zacchaeus Adangor, SAN, described the project as historic and iconic because there is nothing like it across the country. He said Governor Wike has provided it as a commitment to advancing legal education in the country.

I and my husband live in a mini flat (a room and parlor self contain) and since the very day we got the place early last year, his younger brother has been living with us because he fought with their father and my husband told him to come over to his place (we weren't married then but live together) so he continued living with us till he went to school last year November, and we were both happy that we can finally have our own privacy.

Meanwhile my husband has a very nosy family, different family member keep coming to visit Everytime and spending up to 2 weeks until I change attitude to them and make them leave.

Fast forward to December, a month after his brother left, the parents called to let his sister move with us, hubby declined but his family won't budge so he accepted.

Now hubby has travelled abroad and the sister wouldn't leave, I don't know what to do, she doesn't do anything here and she's rude. I want her to leave, I've tried stopping all the comfort she enjoys when her brother was around.

Madam I really do sympathize with what you're passing through, the blame squarely lies on your husband that has proven incapable of protecting your interest. Just try and find something doing that will keep you out of the house and also reduce opportunity of confrontation with your sister inlaw.

There was mild drama at the Supreme Court, Abuja, on Thursday as a Lagos-based human rights lawyer, Malcom Omoirhobo caused a stir in the courtroom when he appeared in the full traditional attire of an “Olokun priest” to attend court proceedings.

The lawyer said he dressed to court in that manner to exercise his fundamental human rights following the judgment of the Supreme Court that allowed all Nigerians to express their way of worship and the use of hijab in schools and public places.

It would be recalled that the Supreme Court had on Friday given approval to female Muslim students to wear hijab to school in Lagos State.

Five out of the seven members of the court’s panel which sat on the case ruled in favour of hijab while the two remaining members dissented.

The lawyer, who arrived at the court at about 9:05 am, created a scene in the courtroom when other lawyers who had been seated were taken by surprise to see him robed in traditional attire to look like an herbalist.

The lawyer who gained entry into the court was barefooted with feathers attached to his wig.

He was also wearing a gourd on his necklace with cowries and a red wrapper tied around his waist.

He dared the police officers and security guards who approached him to go out saying that he has the right to come to the court in his traditional regalia without any harassment in line with the judgment.

The court proceedings were abruptly stopped when the presiding justice suddenly announced that they would be going for a short break.

Though it could not be immediately ascertained what was responsible for the short break.

The situation attracted a large crowd who thronged the courtroom to catch a glimpse as people were seen using their mobile phones to take his pictures.

Malcom who addressed journalists said, “I am very grateful to the Supreme Court just last week Friday they made a very resounding decision that promotes Section 38 of the constitution. That is our right to freedom of thought, conscience, and religion. That we are free to express our way of worship in our schools and in our courts. That decision was reached on Friday and that has encouraged me.

“Because I am a traditionalist and this is the way I worship. Based on the decision of the Supreme Court this is how I will be dressing henceforth in court because I am a strong adherent to “Olokun” the god of rivers.”

Malcom said the implication of the judgement was that every Nigerian, including doctors, police, military students, and journalists, can now wear their mode of worship in public places.

He added that he was not against the judgement rather he was happy with the decision because it strengthened and enriched the rights of all Nigerians as stipulated in the 1999 Constitution of the Federal Republic of Nigeria as amended.

The Federal High Court judgment in 2021 is a nullity. There has been a. pending case on this matter since 2018..The SC is yet to decide on it. A Federal High Court in Lagos in 2018 ruled that it is Federal government that has the constitunal power to handle marriage matters including the printing of certificates as eshirinef in 1999 constitution. Disatiisfied the Unified LGs approached the Appeal Court and lost again .Yet it was taken to the SC. We wonder the relevance of 2021 judgement on a case still pending at the SC.
On what premise is the judgement a nullity, was it set aside by a superior court...if you follow the reportage the case birthed 2018 and judgement was passed 2021 and there is no mention of appeal by the defendants. Besides the judgement upheld the relevant sections of the constitution which empowers only the local government to carry out such responsibilities.

The Port Harcourt City Local Government Area of Rivers state on Monday sealed off the premises of the Federal Ministry of Interior marriage registry.

This sealing off of the premises was to enforce a Federal High Court order issued by Honourable Justice D. E. Osiogor on December 8, 2021.

The council in the company of representatives of the inter-governmental marriage committee, bailiff of the Federal High Court and security agencies stormed the premises of the Federal Ministry of Interior’s marriage registry located at Railway Close, behind Nitel in Line, Port Harcourt to enforce the court order.

The court order sighted by our correspondent marked FHC/L/CS/816/2018, has Etiosa LGA of Lagos state; Egor LGA of Edo state; Owerre Municipal LGA and Port Harcourt City LGA as plaintiffs.

The Honourable Minister of Interior, the Attorney General of the Federation and Minister of Justice, and Anchor Dataware Solutions Limited were defendants.

Speaking to a newsmen after the sealing of the premises, the Secretary, Port Harcourt City Local Government, Barr. Chile-Kay Owuru, said they were empowered by the law to seal the facility.

Owuru explained that the law empowered only local government councils to conduct marriages and issue certificates.

He said, “We are here alongside the inter-governmental marriage committee and the bailiff of the Federal High Court to seal up this facility because we have a court judgement ordering that the Federal Ministry of Interior and Anchor Dataware Solutions Limited have no right whatsoever to conduct marriages and issue marriage certificates under the marriage act of the Federal Republic of Nigeria.

“Marriage act is the function of the 774 local governments as contained in the constitution.

“So my advice to the general public to get proper information, those people that want to get married should approach the local government marriage registry, we have an office here where marriages are conducted by law.

“My advice to the general public is that they should discountenance that facility. They should stop going there, because by this judgement, any marriage conducted by the Federal Ministry of Interior is null and void and of no effect. It is illegal.”

Owuru further said,”The proper place to conduct your marriages is the local government and the certificates would be issued to you.”

Explaining when the said court order was issued, the council scribe said, “The matter was initiated in 2018 precisely and the landmark judgement was delivered on the 8th of December, 2021, by Honourable Justice D. E. Osiagor, who perpetually restrained the Federal Ministry of Interior from conducting marriages and issuing of marriage certificates under the marriage act.

“We know that one of the cardinal functions of the Local Government as contained in schedule 4 of the 1999 is the conducting of marriages, issue marriage certificates, even birth and death certificates.

“That is the exclusive function of the local government donated to the local government by the constitution of the Federal Republic of Nigeria, but surprisingly some persons are carrying out this function.”

Speaking to newsmen, lead counsel for Local Government Councils in Nigeria and Secretary General, Inter-governmental Marital Committee, Roger Adedimeji, said henceforth, any marriage conducted in the Federal Ministry of Interior in Rivers State is deemed illegal by law.

“The judgement ordered that it’s only the local government that can register all types of marriages including customary marriages and if there is anybody registering marriages apart from the local government, it is illegal and void.

“Such certificate would not be recognised, especially since the judgement was issued.”

Responding to the development, a staff of the Federal Ministry of Interior who identified himself as John Oloko, said the local government council touted court order was fictitious.

He stated, “This issue of local government and the ministry of interior had been going on, there had been judgement on the same issue in 2014, 2016 or thereabout, which had been against them (local government.)

“Now you have a case, if the judgement did not favour you, what are you supposed to do, are you not supposed to appeal?

“They never made appeal first attempt, they never made appeal second attempt, they went to a court of same jurisdiction to take this judgement.

“Even the judgement they are talking about is not the entire ministry, so I am not happy at all with what is happening here today.”
