The first time this budget analysis series ran was for the 2016 budget; and it becomes visible each day that the 1810 page document was a horrid, hurriedly-put, corrupt-conduit-filled piece of executive cluelessness. Well, since I’m more of a realist than any of the other-ists, I’ll just say that the fact that the world lost an entire tree to the making of the paper it was inked on is a tragedy. We have been given a sequel; the 2017 budget was presented to the National Assembly by the President in the presence of the ministers who drafted it—and even slept while the presentation was on—and it was called the “Budget of Recovery and Growth.” If you noticed, it is quite a change from the previous budget of change just like the government’s change mantra. Here are some quotes from the President’s speech on what when passed, will be arguably the most important document in the country—sorry, just checked and it is 63 paragraphs long so I will just skip to analysing the 2017 budget as we await the implementation report of the 2016 budget. The 2017 budget is N7.298 trillion. According to the government, this comprises of i. Statutory transfers of N419.02 billion; ii. Debt service of N1.66 trillion; iii. Sinking fund of N177.46 billion to retire certain maturing bonds; iv. Non-debt recurrent expenditure of N2.98 trillion; and v. Capital expenditure of N2.24 trillion (including capital in Statutory Transfers). We will begin with the State House budget, which is, 42,917,666,214. This almost double what the previous government budgeted for this in 2015 which was 23,465,865,117. Out of this, 19,970,000,000 is the total capital budget while the total recurrent budget stands at 22,947,666,214. The total overhead is 10,171,082,268 and that for total personnel is 12,776,583,946. This is the first piece in the #SaatahBudgetSeries2017, and I will be looking at the budget of the State House (which was referred to as Presidency in previous budgets). STATE HOUSE There are 16 agencies under the State House, and they are: State House Headquarters, The Office of the President, The Office of the Vice President, Office of the Chief of Staff to the President, Office of the Chief Security Officer to the President, State House Medical Centre, State House Lagos Liaison Office, Office of the Senior Special Assistant to the President on Sustainable Development Goals (SDGS), National Institute for Policy and Strategic Studies (NIPSS). Kuru, Bureau of Public Enterprises, National Emergency Management Agency, Economic and Financial Crimes Commission, Bureau of Public Procurement, Nigeria Extractive Industries Transparency Initiative, Nigeria Atomic Energy Commission and its centres, and Office of the Chief Economic Adviser to the President which funny enough the President only appointed in August of this year. The first piece of excreta I was hit with, ironically, was the “Sewage Charges” budget of the State House Headquarters” It was put at 52,827,800. That means 144,733 every day. That’s a lot of shit as far as the eye can see. Compare this with the “Sewage Charge” budget for 2015 which was 4,957,143 and for 2016 which was 6,121,643. This simply means the excreta charge went up by 1050% compared with the 2015 budget, and 850% when compared with the 2016 budget. The 52,827,800 question I want to ask now is what exactly are they shitting there? The State House Headquarters budget for “Honorarium/Sitting Allowance” is 556,592,736. Let me remind you that the previous government budgeted 174,471,371 for same item in 2015, while in 2016, this administration jacked it up to 507,518, 861. The State House Headquarters still continues to budget for “Residential Rent.” This is something I have failed to understand up till now and I wouldn’t mind someone explaining it to me. That aside, the amount budgeted for this “Residential Rent” in 2015 was 22,459,575, while in 2016 it was put at 27,735,643. I don’t know how or why, but in the 2017 budget of “Recovery and Growth,” this same “Residential Rent” went up to 77,545,700. Whoever the Landlord of that State House Headquarters is, in this economy, he must be a very lucky and fortunate chap. There is an 8,539,200 budget for “Anti-Corruption” and I’m perplexed as to what exactly it is. The last time there was a budget for “Motor Vehicles” or anything like that was in the 2014 budget by the last administration and it was a total of 132,200,000. This government came in in 2016 and somehow concluded that the State House Headquarters did not have enough “Motor Vehicles,” so they started by budgeting 877,015,000 which was something like a 650% increase from the 2014 budget for the same item. The State House Headquarters still doesn’t think there are enough “Motor Vehicles,” so in 2017 they have budgeted a total of 197,000,000 for the purchase of “Motor Vehicles” and “Buses.” At this rate, by 2019, this government would’ve succeeded in buying enough “Motor Vehicles” to drive the entire country off the edge. A United Nations expert has urged the authorities in Nigeria’s biggest city, Lagos, to ensure the 2017 budget improves funding for water and sanitation access for the estimated 21 million residents. The comments from the Special Rapporteur on the human rights to water and sanitation, Léo Heller, come after the State Governor presented the proposed budget to the Lagos House of Assembly. “Government reports indicate alarmingly high deficits in the sector, representing clearly unacceptable conditions for millions of the megacity’s residents,” said Mr. Heller. “The discussion of the annual budget is a great opportunity for the city to take steps towards delivering people their rights to water and sanitation. “It is profoundly worrying how many millions of people are exposed to this level of vulnerability,” he stressed. “There is no question that the city’s water and sanitation sector has deteriorated to this point because of the way it has been managed for many years.” Mr. Heller is urging the Government to consider alternatives such as boosting the effectiveness of the public service provider, including by adopting appropriate financing schemes and responsibly reducing water losses. “For more than a decade, the Government has adopted a hard-line policy according to which the solution would seem to only attract private capital, notably via public-private partnerships (PPPs). Numerous civil society groups have urged the Government to guarantee their right to participate in these processes,” the Special Rapporteur said. “I believe that a participatory process is key to finding an adequate solution. But the alternatives proposed by civil society are not given meaningful consideration, while negotiations to initiate PPPs between public authorities and private investors have reportedly occurred in secret,” he noted. Lagos continues to grow and residents’ access to water and sanitation is worsening. Current estimates suggest that only 10% of the population has access to water supplied by the state utility, LSWC. Many residents desperate for water now resort to drilling their own boreholes, but this practice has grave environmental and health consequences, especially when the holes are dug near soakaways that could contaminate the water. Others have to pay exorbitant prices to private vendors, who are often unregulated and provide water with no safety guarantees. Still working on the 2017 budget, EFCC seems (so far) to be winning all the awards available and I am beginning to think MAGU is really a mountain goat set for a chewing decathlon! Page 17 of 1470, EAFCC59785767 COMPLETION OF ON GOING NEW HEAD OFFICE BUILDING CONSTRUCTION N4,583,616,838. Yes, you can read correctly. EFCC wants to complete (Which means it is ongoing) their Headoffice with 4.5Billion Naira. Even if this is the total contract sum you must be worried of the figure for a country in recession. If we work with a ballpark figure of N10m average per office, then MAGU must be constructing a 450-room edifice. What really is the staff strength of EFCC? Will every staff get a corner office with cross-ventilation? Before you think I am the one contracted to nail MAGU, No. I am just someone who believes that drunks (Senators), sometimes have correct information, they just reek and belch in such a way that it is difficult to concentrate on listening to them. My General Observations so far: 1. Government should have guidelines for constructing edifices commensurate with its parastatals’ job requirements and funds available to Government. 2. It seems to me that there is no guideline for budgeting. Everyone proposes, according to the measure of the guts of their chief Executive. So far, I have not seen any proposed Government building that beats the EFCC proposal which means Magu has got guts! 3. It seems the Budget Office just provides Secretariat services to those who submit budgets. It does not draw their attention to extant rules and guidelines or for that matter, envelopes that must be maintained so that our dear country should not borrow to fund its budget. 4. We must push for Transparency in budgeting, prudence in conception and Efficiency in deployment of Government resources. Is that not supposed to be the role of the budget office? The Federal Government has condemned the move by the Senate to scrap FERMA and the plan to replace it with yet to be established, Federal Roads Authority (FRA). The Minister of Power, Works and Housing, Babatunde Fashola (SAN), while addressing the Senator Kabiru Gaya, led Senate Committee on Works, at a one day public hearing on the repeal of the Federal Roads Maintenance Agency Act and the Re-enactment of the Federal Roads Authority Bill, at the Senate building Abuja. He said that, action should be concentrated on sustaining and repositioning of the existing FERMA brand to give it more strength and valour, rather than its total scraping and replacement. Fashola expressed that all recommendations that have been made for maintenance in the would be FRA Act, should be embodied in the existing FERMA Act, which is already in existence to enhance its optimum performance, instead of total scraping; pointing out that FERMA is a brand that has been established and accepted. In his words, “repeal the existing FERMA law, re-enact it and put all of the new things we want to create inside it instead of creating a new agency, because FERMA was set up for maintenance in the very first place. It has acquired the name, it has acquired the brand, we can build on that brand instead of creating a new one” Before now, Senator Kabiru Gaya, representing APC Kano South, had sponsored a bill to repeal FERMA Act and replace it with FRA, alleging that FERMA lacked the capacity to properly maintain roads across the nation. This was due to lack of proper funding on the part of FERMA. Africa’s problem today isn’t the climate, nature has given Africa one of the best climates in the world, though we have dry areas like the Kalahari. Africa rarely experience hurricanes, tornados , monsoon and the continent isn’t located along the pacific ring of fire. Africa isn’t facing lack of natural resources, Africa has these in huge quantities and qualities from the crude oil of Nigeria and Libya to the gold of Ghana then to diamonds of South Africa. Resources isn’t African problem . Population, isn’t low fertility ,the lands are fertile and the women fertile. Then, what can be said to be the biggest problem that has become an impediment to Africa’s development? It is leadership. Leadership, leadership and leadership, this is the three factors that has seen Africa become an aid nation. A situation that has made Africa a laughing stock in the global community. Leadership is the reason that millions of Africans die daily on their route to Europe via the sea. Leadership is the major reason why African ladies are been used as a sex slave in European countries. It’s all boils down to ineffective leadership, as we are seeing in Gambia and tons of African countries. There is a pressing need for practical leadership because the development of the region is contingent on the effectiveness of its leadership. There is therefore a need for developing leaders –whose goal is the pursuit of broader moral principles in the public interests at all levels of the society regardless of gender or age. Yes, gender or age and these are two things that Africa has gotten wrong. Relegating women to the background and equating age for intelligence. Other countries of the world that are rules by young minds do have a tremendous developmental strides. People in their 40s and 50s have been noted to impact more in their society. The Renaissance Africa had in 60 was die to young leadership of the like like Krumah of Ghana , Zik of Nigeria ,Kenyatta of Kenya or even J.Rawlings of Ghana. Ojukwu of the defunct Biafra republic saw that the republic was self sufficient in economy and other Know-how and he was in his 30! This is to show the impact of youthful thinking and the old African statement must realign to the global trends, which is young leadership. Telecoms Executive & Regulators Forum (TERF). A forum where they industry stakeholders and players in the Nigerian telecom industry from regulators to practitioners came to discuss and proffer solutions on ways to better the industry . The Keynote address was presented by Olusola Teniola ,the current president of the Association of Telecommunications Companies of Nigeria (ATCON). In his opening remark” ATCON as a body is positioned to ensure that its members provide the best service in line with global best standards” he said. The ATCON president also made a case of spectrum auctioning and encouraged the industry regulator , the Nigerian Communication Commission (NCC) to ensure that those allocated spectrum are used rather than traded. However, due to the high cost of operational expenditure in the country, coupled with the scarcity of foreign exchange, this has necessitated some members of the body to trade or sell their spectrum. Umar Garba Danbatta ,the EVC of NCC was ably represented , in the EVC 8 point agenda, the EVC said that it’s it the function of the NCC to be very open and transparent to the industry stakeholders. “ As a regulator, we are not pro technology and in our eight point agenda, one of the main points is hinged on broadband penetration/access that will be guided by global best practices that will ensure ease of citizens and good governance.” The EVC said . The EVC continued “The national broadband Penetration’s plan is one of the agenda that the NCC is vigorously pursuing and today, Nigeria broadband has been adjudged as one of the fastest growing broadband globally. ” Spectrum trading is one thing that the regulator is finding permisible in the industry. In the words of Lanre Ajayi,the former ATCON resident ” companies are finding the exchange rate difficult to get and die to the economic climate in the country, most investors will want to sell off their spectrum to intended buys that will make use of them rather than warehouse these spectrum. We feel excited that NCC is looking into the issue of spectrum trading ,” he remarked. Engineer Austin , the director of NCC on spectrum management, opined that NCC will always advise on the best form of spectrum that the operator should go for, especially the would be entrants. NCC reiterated their position as a technology neutral organisation. This is to sensitize the ICT Correspondents on the Policy. The Price Floor is the Minimum Price for a good or Service; in this case Data Services.The Commission removed the Data Price Floor to facilitate Broadband Penetration and encourage more subscribers to use Data Service. The Commission in performing its regulatory function re-introduced Price Floor to prevent Predatory Pricing prevalent in the market. The Price Floor is also not applicable to smaller operators and new entrants in the Data Services Segment. The Commission is responsible to Consumers, Operators and Governement, creating a balance of all their views. The Commission does not set prices for Operators but it only sets regulatory guidelines. The prohibition order covers all new and used vehicles. A policy statement that is likely to put Nigeria and her neighbours in a very acrimonious state. The importers have been directed to tidy up their clearance till December 2016. After this period any vehicle imported through land border will be impounded and confiscated. Industry watchers have said that this is the best policy that will see the leap frivging of local manufacturing firms like innosson leap frog. The Ban is sequel to a Presidential Directive restricting all vehicle imports to Nigeria Sea Ports only. The Nigerian government is trying to shore up India through import duties which the land borders are not remitting. This move is after the blanket ban in rice and other essentials . An online commentator, Mr Abagworo said “Wonderful! Let us watch Innoson grow like the rice farmers. If this sails through then I will declare that we are having a quiet revolution. Nigeria is indeed on the right path.” This move by Buhari,the current president of Nigeria will put the country on a head on collision with other member states of ECOWAS. stakeholders have pointed out that this move contravenes the regional body agreement on trade liberalisation and treaty. Known as ECOWAS Trade Liberalization Scheme (ETLS) The ECOWAS trade agreement is in line with its objective of promoting cooperation and integration and as one step towards the creation of a common market which, according to the ECOWAS Revised Treaty, should be established, among others, through “the liberalisation of trade by the abolition, among Member States, of customs duties levied on imports and exports, and the abolition among Member States, of non-tariff barriers in order to establish a free trade area at the Community Level“1 ECOWAS adopted the ECOWAS Trade Liberalization Scheme. This was first implemented in 1979 with only agricultural products, handicrafts and crude products being allowed to benefit from the scheme. In 1990, however, it opened up to include industrial products. However, some Nigerians are not in tune with this policy, it is reported that the ECOWAS member states will treat Nigeria as a pariah and will want to distance Nigeria from the scheme of things because of this singular move by this administration.Femi, a car dealer opined ” Importing from the sea is hectic with the madness in the Tin Can port and the RoRo,we have resorted to land borders where import duties in countries like Benin and Togo are friendly and faster.This will put Nigeria at a loss because people will always find a way to smuggle these cars into the country and it will be a loss if revenue to the government ” he said . As the country is trying to diversify from oil to production,and the call to buy Nigerian product has necessitate the move by the federal government of Nigeria . It is estimated that this will save Nigeria billions of Naira and will resuscitate the ailing automobile industry. Peace can be sad to be the father of prosperity., this a cliché that all of us can relate to. For the sake of posterity, peace is being sought after for prosperity in the marshes and swamplands of River Niger Delta. A region notorious for many things and oil pipeline vandalism and bombing is one of them. Searching for peace has been one thing that the present administration has been trying to do in the Niger Delta region. A region that can be said to be “fowl that lays the golden egg. ” Just like a needle in a haystack so has finding peace in the Niger Delta region become. Not only the administration of Buhari, Goodluck Jonathan the former president of Nigeria and a son of the Niger delta couldn’t find this peace, but he “bought”the peace with amnesty and we all know that whatever type of peace that is bought will not last and this is where the country is. Having said this, Nigeria as a country is back to square zero… a chit chat with the Niger delta region, trying to find a way to free the country’s scrotum from the tight grip of the militants, what some might call armed environmentalist. Buhari, has waved the white flag with right hand and holding the olive branch in the other. It is no more “operation crocodile tears” or even alligator smile. It is a dialogue. The dialogue they had and concession made. Abuja saw an army of Niger Delta “representative” those that Nigeria are so used to for this meeting and having held such this few day in Abuja, Nigeria, capital, the meeting parades the crème de la crème in the Niger Delta region consisting of 9 States namely Ondo, Delta, Bayelsa, Rivers, Edo, Cross Rivers, Imo, Akwa Ibom and Abia. Niger Delta included Chief Edwin Clarke, His Royal Majesty, Chief Diette Spiff, former governor of Cross River, Donald Duke, former governor of Akwa Ibom, Obong Victor Atta, Ankio Briggs, Alabo Graham Douglas, Timi Alaibe, Mr. Nduka Ogbegbena and a whole lot of people such as Service Chiefs and Assemblymen. The question on the lips of watchers is, are these bunch of people the true representatives of the region? Can these people call the shots and the militants will obey? These are the underlining questions that need to be answered before the government can further engage these people. Niger Delta, yes, it’s a region that gives the country oil and petrol dollar. Yes, it is also a fact that the region has been messed up economically, environmentally and now psychologically. But , lest we forget, Niger Delta can be said to be an over the pampered child that grew up to adulthood and doesn’t understand the realities of life. Niger Delta region can be categorized like that. A region billions of dollars have been pumped into by the Government through intervention actions like OMPADEC, ISOPADEC, NDDC,13 percent derivation funding, Budgetary allocations to oil producing states, the Niger Delta Commission, over the years they have been producing petroleum ministry or NNPC DG either of the two and now they even have their own Ministry. This runs in trillion and this is also to the amazement of other Nigerian regions, yet like Oliver Twist, they keep asking for more. Yet, they always cut their nose to spite their face by bombing pipelines to curry favor. This is the Niger Delta that billions have been pumped into. Within the period of ten years, over $40 billion have been spent only in this region. Such colossal amount of money has been given to the region out of the goodwill of Nigeria as a form of their entitlements, yet the youths from Niger Delta creeks, marshlands and swampland will not find it logical to know that the country have spent more for them. The Minister of Petroleum Resources, Dr Ibe Kachikwu has disclosed that various government entities as well as oil companies in the Niger Delta region have spent over 40 billion dollars without any meaningful development in the last 10 years. Dr Ibe Kachikwu words: “The amount of money that has been put into the Niger Delta development over the last 10 years is over $40billion. This comes from the Niger Delta Development Commission (NDDC), derivation fund and investments by the oil companies. As I go to the creeks, I see no infrastructure that justifies the result of the massive investments. What this means is that the Niger Delta must begin to do soul-searching by asking themselves where the moneys go? Who took them? What were they applied to? What were the roles of our own people and other people as well in examining how the money was spent? Unless we solve the governance and transparency issues surrounding how the money was spent, it does not matter how much money is put into the place, we will be heading to square one.” He challenged the traditional rulers and other leaders of the Niger Delta to embark on a fact-finding on how $40billion spent within 10 years failed to engender development of the area. He said: “The first fundamental question we need to ask is how the institutions run and what roles are our traditional leaders play in the decision-making process on how projects are cited and executed. We must also put a sense of responsibility on delivering on infrastructural imperatives.” A region that has developed so much dependency that majority, youths of the region have either refused to engage in normal life pattern which is getting an education or learn a trade and be successful, but believing in loafing about under the guise of “our oil” mentality and refusing the principles of dignity of labour. A region that has an impressive history of allegedly government prodigality from then Ibori of Delta to Alamyesia of Bayelsa to Lucky of Edo state and so many more. When you place Niger Delta region side by side to their immediate cousins ad Neighbours , the South East region and place the money allocated to the regions side by side. You will conclude that the Niger Delta region has failed and has done so woefully. The youths should ask the so called “leaders” questions and not bombing pipelines. My dear Igbo greats, following the completion of the 4-day Igbo Summit held at the Gregory University Uturu, Abia State, to herald the 50-year Visioning programme for the Igbo nation, I hereby present to you the official communique agreed and presented at the end of the Summit. This is the official and authentic version of the communique. Kindly disregard any previous communique as they were released without full authorization: COMMUNIQUE OF THE WORLD IGBO SUMMIT HELD AT THE GREGORY UNIVERSITY UTURU ABIA STATE FROM 27TH – 30TH OCTOBER, 2016. The World Igbo Summit took place at the Gregory University Uturu, Abia State, from 27th – 30th October, 2016. The Summit was organized to bring together the great minds of Ala-igbo from across the globe to dialogue and give for Igbo nation a strategic roadmap for growth and development going forward. The Summit heralded the 50-year Visioning Project initiated to strategize, document and design a roadmap for the sustainable development of Igbo nation to catalyze wealth repatriation and reinvestment in Igbo homeland by all Igbo sons and daughters in all parts of the world. The theme of the World Igbo Summit is: Igboka – Visioning the Igbo Nation in 2066. The theme epitomizes Ndiigbo as a supreme race, a unique people, an autochthonous race and a great people of destiny whom God imbued with the manifest destiny of becoming the pride of the black race through her ingenuity, industry, dispersion, resourcefulness, creativity, hard work, honesty, perseverance and fear of God. The meeting was co-chaired by General (Sen) Ike Nwachukwu, His Excellency Dr Chukwuemeka Ezeife, Chief (Col.) Joe Achuzia, Chief Francis Oji and Chief Emmanuel Iwuanyanwu. The well attended Summit has in attendance great leaders of Igbo extractions from the East and West of Igboland including His Royal Majesty Igwe Alfred Nnaemeka Achebe (Obi of Onitsha), Eze Eberechi d**k (Chairman South East Council of Traditional Rulers), Prof, Joe Irukwu, Prof George Obiozor, Prof Ihechukwu Madubuike, Igwe Prof Chukwuemeka Ike, Mazi Sam Ohuabunwa, Prof Epiphany Azinge, Prof Pat Utomi, Igwe Engr S.O Okafor, Dr Gregory Ibe, Iyom Josephine Anenih, Chief Simon Nsobundu Okeke, Dr Ifedi Okwenna, Prof Maurice Iwu and so many other Igbo great intellectuals, professionals, businessmen, Civil society activists, gender advocates and other experts of Igbo extraction residing in different parts of the world. The Anambra State Governor Chief Willie Obiano was represented by the Deputy Governor, Dr Nkem Okeke. The Governor commended the World Igbo Summit Group and the Igbo Renaissance Centre of Gregory University Uturu for coming out with a commendable 50-years visioning project. After a three day deliberation, the Summit resolves as follows: Ndiigbo have made the biggest sacrifice and contributions to the building of the modern Nigeria and insist that henceforth will work for a Nation where the Igbo are allowed to live and operate as equal citizens without any discrimination, bias or intimidation. Ndiigbo Insist that the 1999 Constitution should be repealed and a new one enacted that will recognize the inalienable right of each constituent group to self-determination and Regional autonomy as enshrined in the 1960 Independence Constitution and 1963 Republican Constitution. We call for the implementation of the recommendations of the 2014 National Conference report as doing so will enhance the unity, peace and stability of the country. Ndiigbo hereby resolve to take full responsibility for the rebuilding of the Igbo economy and development of Ala-Igbo and hereby shall adopt the digital economy as the organizing paradigm and implementation framework for the sustainable development of Alaigbo. That in line with the recent resolution of the Southern Nigerian Peoples Assembly, the National Assembly and State Assemblies should legislate the prohibition of nomadic grazing by herdsmen and the establishment of grazing reserves and ranches with public funds. We therefore call on the National Assembly to oppose the grazing bill in both chambers. That in view of the threat by the Fulani herdsmen which constitute present and imminent danger to peace and security in Igboland, the Summit called on the Igbo Governors and the States Assemblies to immediately legislate against any form of open grazing in Igbo land. That the Biafran spirit is the Igbo spirit of enterprise, hard work and excellence that seeks for justice, equity, and fairness for all. The current agitations therefore is a cry for justice for Ndiigbo. Thus the Biafran agitation is not a threat to national security. We therefore urge the Federal Government to release Nnamdi Kanu and all other prisoners of conscience in line with the rule of law. The South East Governors should establish a Joint Commission for development of Ala-Igbo and be supportive of good Igbo initiatives. It was further resolved that henceforth Igbo Political leadership (elected and appointed) must act in the best interest of Ndiigbo and be prepared to be held accountable by the people for all their actions and inactions. We restate that the principles of Igbo Social Justice – Akulueuno, Eziokwubundu, Onyeaghana-nwaneya, Igwebuike, Ezi-afaka-ego, Egbe-bere-ugo-bere, Akon’uche, nwanyi-bu-ife, ntorobia bu-Ike Obodo would be fully applied in our interactions among Ndiigbo and our neighbours. The Summit resolved to recognize the contributions of the NdiIgbo in the DIASPORA-Africa, Europe, the Americas, Asia etc. to the achievement of our vision and committed to sharing their aspirations and challenges and we encourage them to think home and invest home.
