President Muhammadu Buhari has directed
the immediate activation of the Bilateral Air
Service Agreement (BASA) signed by Nigeria
with the State of Israel in 2013.
This is contained in a statement signed by
Mr Celestine Ogugua, Head of Media, Nigeria
Christian Pilgrim Commission (NCPC) and
made available to newsmen on Thursday in
Abuja.
It stated that the NCPC boss, Mr John-
Kennedy Opara, disclosed this at the Nnamdi
Azikiwe International Airport, Abuja , before
the departure of Niger, Kaduna and
Adamawa States’ pilgrims to the holy land.
It stated that Opara commended the
President for making it possible for the
commission to fly pilgrims directly to Israel.
The statement said that the activation of the
agreement would make flights from Nigeria
to Israel for the intending pilgrims stress-free
and reduce the long-hours’ flights for them
to the holy land.
It said that apart from the spiritual benefits
the pilgrims would derive from the exercise,
the commission was partnering the Israeli
Ministry of Agriculture to train pilgrims.
The training would be in skills’ acquisition in
agriculture related areas and leadership, it
said.
It urged the intending pilgrims to pray for the
country while in Israel.
The statement also said that Gov. Abubakar
Bello of Niger had admonished the pilgrims
to be good ambassadors of Nigeria and
Niger while in the holy land.
It stated that Bello cautioned them against
defecting in Israel and advised them to pray

The chairman House Committee on Appropriations, Abdulmumin Jibrin, has confirmed that the National Assembly did not forward the details of the 2016 Appropriations Bill to President Muhammadu Buhari for assent. He said it was a regular practice of the National Assembly to send details to the president weeks after passing the budget, saying there was nothing abnormal for the president to sign the budget without seeing the details. Presidency sources had told PREMIUM TIMES Tuesday that Mr. Buhari refused to approve the budget a week after its passage, insisting on seeing its details as passed by the National Assembly. The National Assembly last week passed a N6.06 trillion 2016 budget, reducing the president’s N6.08 trillion slightly. In a statement Wednesday, Mr. Jibrin said it was the tradition of the National Assembly to scrutinize the details of the budget before its being forwarded to the Presidency. “The general public should note that the MTEF and 2016 budget proposal came to NASS very late. You will also recall that a lot of dust was raised over different versions of the budget circulated in the national assembly. Further, some ministers disowned the content of the budget during defence before NASS. “Amid these inconsistencies and discrepancies, the NASS had been deeply engrossed in perfecting the anomalies, ironing out of the wrinkles and stretching the twists inherent in the 2016 appropriation bill. “In order for the nation to move forward and avoid stagnation of administrative processes, the tradition is that the bill is passed and forwarded to the presidency for assent, while the lawmakers continue to work on the details. There is nothing abnormal about this practice and yet nothing abnormal about a president assenting a budget before or after seeing the details. In any case, the budget details are usually sent within a week or two after passing the budget. “In view of the inconsistencies, errors, omissions and padding that characterised the 2016 Budget, it would be unpatriotic of NASS to forward the budget details without being extra-careful, meticulous and cautious in discharging its duties. This is to ensure we do not make same mistake that the executive made. “The Appropriation committee needs to scrutinize the original proposal sent by the president vis-à-vis the reports of various Standing Committees of the House of Representatives and the Senate to arrive at a clean copy of the budget details. This will in no way affect any envelop already passed or the aggregate expenditure. “The NASS holds the President in high esteem and will continue to support him. There were several instances where we demonstrated our support to the present administrations in the past. “At the risk of sounding immodest, the NASS approved the President’s Special Advisers without hitch, approved ministerial nominees without rancour, approved Supplementary Budget without delay and displayed a rare show of patriotism in the receipt and passage of the 2016 Medium Term Expenditure Framework and budget. “The 2016 Budget is the most challenging budget the NASS has ever passed in its recent history. Taking into account the many controversies and omissions, particularly in NYSC, Prisons, Pensions, personnel shortfalls, among others, the budget failed in many respects to connect with the policy thrust of the government. “The NASS Appropriation Committees worked round the clock to address some of the omissions, bring up to date allocations in the budget towards the policy direction of Mr. President, particularly issues relating to security, anti-corruption and economic diversification. “Given the foregoing efforts, it is therefore unfair for accusing fingers to be pointed at NASS when the Presidency defers or delays assent to the budget. Nowhere in the world that a budget is presented to the Parliament, and expect it to be passed warts and all without subjecting it to the rigours of scrutiny, debate and painstaking processes and inputs of the parliament. “The NASS will continue to exercise its constitutional duty of appropriation to the latter. While recognising the President’s power to withhold assent, the NASS is also constitutionally required and has power to veto. But we don’t want that to happen and we don’t see this happening in this case. “It is obvious that some fifth columnists are crying wolf where there is none and are also bent on creating friction and disharmony between the NASS and the Presidency,” Mr. Jibrin said.

Borno State Governor, Kashim Shettima, on Monday said for 19 days after over 200 girls were abducted from their dormitory in Chibok, former President Goodluck Jonathan failed to call him or any official of the state government to make enquiry or empathise with the state over the incident. Mr. Shettima made the disclosure on Monday when former President Olusegun Obasanjo, who is on a two-day visit to the University of Maiduguri, visited him at Government House in Maiduguri, the Borno State capital. In a lengthy speech filled with encomiums for Mr. Obasanjo, the governor said he was confident that the abduction of the Chibok girls would have been handled differently were the former President (Obasanjo) in power at the time of the incident. The girls were abducted as they prepared for exams in April 2014. Many Nigerians, including Mr. Obasanjo, blamed government’s inability to locate the girls on Mr. Jonathan’s poor handling of an incident that sparked global outrage and concern. Hosting Mr. Obasanjo on Monday, the Borno governor recalled how the former President, who left office nine years ago, fought vigorously for peace during his tenure, repeatedly telephoning governors, traditional rulers and other peacemakers in trouble spots across the country. “In our own case, Your Excellency, after the Chibok abduction of over 200 schoolgirls in April, 2014, it took 19 days for me to receive a call from the Presidency,” Mr. Shettima said. “I brought this mainly to show the difference, because we will only appreciate scenarios when we make comparisons.” The governor added, “”Your Excellency, Sir, I was privileged to have worked closely with Chief Innocent Audu Ogbeh as Honourary Adviser to me on Agriculture. He selflessly assisted us in fine-tuning our Agricultural programs from 2012 to 2015 which made him to frequent Maiduguri at the heat of the Boko Haram insurgency. I remember that in one of his visits, we had one conversation in 2014 after the Chibok schoolgirls abduction. I was actually lamenting to him on governance at the Federal level with relations to poor handling of the Boko Haram insurgency. “As I was lamenting to him, Chief Ogbeh said something to me and I quote; “Look, I might have had some political difference with President Olusegun Obasanjo but to say it as it is, if Obasanjo had been President while this insurgency is happening in Borno and other parts of the northeast, you would have witnessed what responsive Leadership entails”. “Chief Audu Ogbeh went further to say that from his point of view, His Excellency, Chief Olusegun Obasanjo was one of Nigeria’s most hard working President. He described President Obasanjo as a highly energized workaholic. Chief Ogbeh made these remarks as a leader in the defunct Action Congress of Nigeria at a time Baba Obasanjo was a PDP leader. “Besides Ogbeh, I had a conversation with a former Governor who told me that while he was a sitting Governor during Baba Obasanjo’s regime as President, there was a time Baba called him countless number of times in one day to get update over a crisis that erupted in the Governor’s State. “Someone even told me that as President, Baba Obasanjo had phone numbers of traditional rulers and resident heads of security establishments in States that were prone to crisis and he sometimes spoke with them directly to get first hand information. “Without crisis, he created time to call traditional rulers to make enquiries about communal stability, ethno-religious coexistence and community policing in order to forestall problems. In our own case, Your Excellency, after the Chibok abduction of over 200 schoolgirls in April, 2014, it took 19 days for me to receive a call from the Presidency. I brought this mainly to show the difference, because we will only appreciate scenarios when we make comparisons.” The former President’s visit to the state is at the instance of the University of Maiduguri (UNIMAID), following his request to excuse himself from the forthcoming UNIMAID convocation billed to hold soon. Mr Obasanjo, who arrived Maiduguri at about 11am, immediately visited Mr. Shettima, at the Government House. The governor said Monday’s visit was the former president’s first call at the Borno Government House since 1976. Mr. Shettima could not hide his excitement, describing himself lucky and privileged to receive Mr. Obasanjo in his office as a sitting governor. “Your Excellency, Sir, majority of Nigerians salute you; we adore and respect you and we shall forever be grateful to you for standing for the unity, continued existence and the recovery of Nigeria when Nigerians needed you most,” he added. Mr. Obasanjo, who commended the Borno State governor, called on the Federal government to embark on detailed research to document the Boko Haram insurgency for posterity to learn from. The Federal Government on Tuesday, December 8, has proposed N500 billion in the 2016 budget as social investment. This was contained in the Medium Term Expenditure Framework (MTEF), sent from President Muhammadu Buhari dated December 8, 2015 to the National Assembly. In the letter, the programmes include social feeding programmes initiatives, conditional cash transfer to the most vulnerable and post National Youth Service Corps (NYSC) grant. This will be performed in collaboration with the state government to institute well- structured social welfare programmes. The statement read in part: ” The Federal government will collaborate with state governments to institute well-structured social welfare intervention programme such as: school feeding programme initiatives, conditional cash transfer to the most Vulnerable, and post NYSC grant. The school term is not a religious issue. The tendency to place a religious hue on everything is irresponsible. Pupils in Kaduna State will have their Easter break on the prescribed public holidays and return to school to conclude the second term. The curriculum is based on a 12-week term. The schools resumed for second term on 18 January and will complete the 12 weeks in April. Kaduna State will not curtail its school term to 10 weeks. The Consul-General of Cameroon in Lagos, Nigeria, Dr Paul Ekorong a Dong, on Thursday appealed to President Muhammadu Buhari to give waivers for more Cameroonian products to be in Nigerian markets. Ekorong a Dong told the News Agency of Nigeria (NAN) in Lagos that his government had over the years been approaching the Nigerian government to allow more Cameroonian products into the Nigerian markets. According to him, Cameroon cannot currently export wood, soap, oil, chocolate and cocoa products to Nigeria. “Once again, the Cameroonian government will like to appeal to President Buhari to consider giving waivers for more of our products that are presently not available in Nigerian markets. “We have already submitted a list of products that Cameroon should have liked to be given waivers by the Nigerian government. We are still waiting for their response. “We are very ready to bring these products to our Nigerian brothers and sisters,’’ he said. Ekorong a Dong expressed optimism that the waivers would enhance win-win trade cooperation between both countries. The Consul-General said that the current trade relation between both countries was more favourable to Nigeria, adding that there were currently more of Nigerian products in Cameroon.
