Nigeria blasts: Dozens dead as Maiduguri mosque targeted 16 October 2015 From the section Africa At least 39 people have died after multiple explosions in the Nigerian city of Maiduguri, an emergency official says. The deaths of the Boko Haram terrorists occurred at Furkati village, which is located in Geidam a Local Government Area (LGA) of Yobe State. The rescue of the 210 civilians was the result of Nigerian troops responding to a tip that Boko Haram was holding hostage the inhabitants of the villages of Ejilije, Bulagaije-lari, Bulagaije-Adamde, and Ajiri. According to military sources, the Boko Haram terrorists fled these villages once they learned the Nigerian military was advancing upon them. Many of the freed citizens were women, children, and the elderly and were subsequently moved to Internally Displaced Persons (IDPs) camps. According to Colonel Usman, Boko Haram intended to use the civilians as “human shields” in the event of a military offensive against them. The Economic and Financial Crimes Commission
(EFCC) has given former Niger Delta militant
leader, Mr Government Ekpemupolo a.k.a
Tompolo one week to appear before the
Commission on Awolowo Road, Ikoyi, Lagos or
risk being declared wanted.
In a letter from the EFCC, the Commission says it
is investigating Tompolo for unclear dealings
involving the sale of parcels of land worth about
13 billion naira to the federal government under
the last administration.
He is expected to appear at the EFCC training
room on Thursday, December 17.
A similar invitation was extended to Tompolo in
November by the Head of Operations at the EFCC,
Iliasu Kwabai but he failed to appear and no
correspondence was received from him.

Prof. Suleiman Bogoro, the Executive Secretary, Tertiary Education Trust Fund (TETFUND), on Thursday, said 28 Nigerian universities were ranked among the best tertiary institutions in Africa. Bogoro made this known at an interactive session with members of the Civil Society Organisations (CSOs) and the media, organised by Partners for Electoral Reforms (PER) in Abuja. The executive secretary said that TETFUND had made huge investment over the last four years in tertiary institutions across the country. He added that “four to five years ago, no Nigerian university was ranked among the top 100 in Africa, but today, we have 28 Nigerian universities among the best in the continent. “I thank God that even the National Universities Commission (NUC) credit TETFUND for that progression.’’ According to him, TETFUND has established Department of Research and Development with a view to encouraging partnership in research and industries in the country. Bogoro said “I am happy to work with staff that believe that education is the best avenue through which we can make Nigeria rise to more competitive level in the international community.’’ He, however, urged CSOs to continue to push for electoral reform, noting that “if we get the electoral process correct, it is likely to move Nigeria forward and deepen our democracy.’’ According to him, a lot of reforms have taken place between 2011 and 2015 which indicates that the country’s electoral system has improved. The Federal Government has paid N407,
076,805,386.30 subsidy claims to oil marketers to
end the lingering fuel crisis.
A statement from the federal ministry of finance
signed by Mr. Marshall Gundu, Director, Press of
the ministry said the Minister of finance Mrs.
Kemi Adeosun has confirmed the payment to the
oil marketers.
Adeosun noted that President Muhammadu Buhari
had directed that the payments should be “made
immediately in order to bring to a quick end the
lingering fuel crisis which has caused great
suffering to Nigerian families and businesses.”
The minister of finance also said that “despite
dwindling revenues, the government is committed
to ensuring continuous availability of fuel to
Nigerians.”
Wednesday’s payments to oil marketers she said
“include arrears from the 2014 financial year as
well as payments for the current year.”
With this payment, the federal government she
said expects the recipients to “ensure adequate
supply of fuel to end the persistent fuel shortage
in the nation.”
By making this payment to oil marketers, the
federal government said it has shown its full
commitment “to meeting its financial obligations
in respect of fuel subsidy.”
The Minister further implored the major oil
marketers to reciprocate government’s action by
doing all they can to bring the fuel scarcity to an
end.
The statement said details of the approved
payments under the subsidy scheme will be
published in the national dailies as has been the

The federal government has ordered the immediate deployment of 5,000 officers and men of the Nigerian Security and Civil Defence Corps (NSCDC) to help tackle Boko Haram threat in the North-east. The Minister of Interior, Gen Abdulrahman Dambazzau, said yesterday that the deployment of the NSCDC officers is part of government’s move to stop insurgency in the region as well as help reclaim territories and secure the northeast. This is as he advised the leadership of the Nigeria Prisons Service (NPS) to emulate the cost cutting strategy of the NSCDC, whom he said has matched allocated budgetary funds with results. Dambazzau, who described the corps as an active and leading contributor to peace and security on the national stage made the revelation at the permanent site of the corps in Sauka, Abuja. He said the officers drafted to the region will not only help stabilise the region but help secure areas that have been liberated by the Nigerian army. The minister expressed optimism that the Corps has the capacity needed to undertake crisis management operations in the country as its promotes democratic value. He said, “You have come a long way and a lot is expected of you. This is the time that the country needs you, especially in the areas of peace building in the North- East, to stabilise the areas that have been freed by the NIgerian army. “You must rededicate yourself to training so as to perfect your responsibilities. I have no doubt that you are capable. Aside providing adequate security in the region, the officers will secure places of worship and critical government assets”. Gov. Muhammad Badaru of Jigawa on Tuesday in Dutse presented N137.2 billion budget proposal to the State House of Assembly for the 2016 fiscal year. The governor said that the N137.2 billion budget for in 2016 was 37 per cent higher than the figure for 2015. He said that N62.2 billion (46 per cent of the budget) was for recurrent expenditure while N71.3 billion (52 per cent) was for capital expenditure. Badaru said that N2.4 billion and N600 million respectively was earmarked for stabilisation and contingency funds. He said that N43.5 billion, which represents 32 per cent of the total appropriation bill, was earmarked for the education sector. He said that the 32 per cent earmarked for education exceeded the 26 per cent recommended by UNESCO. The governor said that N20.4 billion was appropriated for health services, N39.2 billion for the economic sector while N7.4 billion was budgeted for the agric sector. The Speaker, Alhaji Garba Jahun, promised that the lawmakers would deliberate on and ensure quick passage of the budget. He said that the house would work with the executive to ensure rapid socio-economic development of the state. Fleeing Boko Haram terrorists attempting to escape from military onslaught in Sambisa forest, through Pulka have been intercepted and decisively dealt with by troops in blocking position in the area. Army A statement by Colonel Sani Usman, Acting Director, Army Public Relations, stated that during the encounter many of the terrorists were killed while one was captured alive. The troops also recovered a General Purpose Machine Gun, several rounds of 7.62mm (NATO) ammunitions, 47 rifle magazines, 36 hand grenades and quite a number of Shilka gun empty shells. The Minister of Power, Works and Housing, Babatunde Fashola (SAN), has officially unveiled his short term plans to address housing deficits, provide good roads and urgently increase power generation in the country with extra 2, 000 megawatts. Fashola said, during his maiden press briefing in Abuja that the Lagos-Ibadan expressway which has been under construction and the second Niger Bridge are of great importance to the current administration, thus would get urgent attention. He said year 2002 was the last time the sum of N200 billion was budgeted for road constructions in the country. The Minister further disclosed that work would soon commence on all roads that link the 36 States of the federation, adding that major roads which had been suspended due to paucity of funds and are vital to boost social economic activities in the country would be quickly revisited. It was Fashola’s maiden briefing since his resumption to office. He spoke on plans to partner with the private sector and fully privatise the power sector in order for the country to witness genuine development like the telecommunication. Part of his plans is also to immediately restore the jobs of construction workers who were laid off by local and international construction companies in the country. His words: “The records that have been made available from previous budgets show that the last time Nigeria budgeted over N200 Billion in a year’s budget for roads was in 2002. It seems that as our income from oil prices increased over the last decade, our spending on roads decreased. “As far as status reports go, the federal government budgeted N18.132Billion in 2015 and the Ministry of Works got N13Billion for all roads and highways in 2015, although it has contracts for 206 roads, covering over 6,000km with contract price of over N2 Trillion.” However, Fashola stated that government’s ability to achieve connectivity of Inter-state roads would largely depend on capital spending in the 2016 budget. He said it became imperative to pay contractors and get them back to work as soon as possible. “Our short term strategy will be to start with roads that have made some progress and can be quickly completed to facilitate connectivity. We will prioritize within this strategy by choosing first the roads that connect states together and from that grouping start with those that bear the heaviest traffic. “As at May 2015, many contractors have stopped work because of payment, and many fathers and wives employed by them have been laid off as a result. “Some of the numbers from only four companies that were sampled, suggest that at least 5,150 workers have been laid as at March 11, 2015; and if we realize that there are at least 200 contracts pending, on the basis of 1(one) company per contract,” he said. Analysing the unfortunate situation, Fashola explained that, “If each contractor has only 100 employees at each of the 200 contract sites, it means at least that 20,000 people who lost their jobs can return to work if the right budget is put in place and funded for contractors to get paid. “The possibility to return those who have just lost their jobs back to work is the kind of change that we expect to see by this short term strategy.” “In order to make the roads safer, we intend to re-claim the full width and set back of all Federal roads, representing 16% and about 36,000km of Nigeria’s road network by immediately now asking all those who are infringing on our highways, whether by parking, trading, or erection of any inappropriate structure to immediately remove, relocate or dismantle such things voluntarily. The Federal Government has broken up the controversial Petroleum Industry Bill into different versions and is proposing splitting the Nigerian National Petroleum Corporation, NNPC, into two companies — the Nigeria Petroleum Assets Management Company (NPAM) and a National Oil Company (NOC) that would be run on commercial lines and partly privatised. The Federal Executive Council (FEC) presided by
President Muhammadu Buhari on Monday
approved N6 trillion expenditure for 2016 Budget
under the Medium Term Expenditure Framework
(MTEF).
The FEC after three hours meeting approved the
three-year MTEF.
The Minister of Budget and National Planning,
Senator Udoma Udo Udoma, spoke with State
House correspondents at the end of the meeting.
He was accompanied by the Minister of
Information, Lai Mohammed and Minister of State
for Budget and National Planning, Zainab Ahmed.
According to him, an oil price of $38 per barrel of
crude oil and 2.2 million production barrels per
day were projected in the framework.
The approved MTEF, the minister said, will be

Sylva leads, Dickson storms INEC centre 13:25 06/12/2015 Yenagoa - Early results released by the Independent National Electoral Commission (INEC) indicate that the candidate of the All Progressives Congress (APC) in Saturday’s governorship election in Bayelsa State, Timipre Sylva is leading, reports NewDay. Results from the seven out of the eight local governments where elections took place on Saturday showed that Sylva is leading his closest rival, the incumbent Governor, Seriake Dickson of the Peoples Democratic Party (PDP). Results from Ekeremor, Brass, Kolokuma/ Opokuma, Nembe and Yenagoa Local Government Areas showed that Sylva had pulled ahead of Dickson, although the governor was on top in Sagbama Local Government area. On hearing the results, an angry Gov Dickson was alleged to have stormed the collation centre of INEC in Onopa, Yenagoa LGA on Saturday night. Dickon was reported to have stormed the place at about 11pm and threatened to deal seriously with agents of the APC, Werinipre Seibarugu, former Deputy Governor and Fortune Panebi, State Publicity Secretary of the APC. The Sylva/Igiri Campaign Organisation (SICO), which disclosed this, said Dickson was at the collation centre to manipulate results being collated from different wards in Yenagoa.
