Fresh facts emerged yesterday that more than 60 top Nigerians may lose assets and cash laundered in the United Kingdom. The Economic and Financial Crimes Commission ( EFCC) may soon submit a list of those convicted, under probe, the fleeing suspects and those watch-listed to the relevant agencies in the UK. The UK was said to be in custody of over £40 million stolen funds recovered from some Nigerian government officials in 2008. This is apart from about £22.5million recovered from the Island of Jersey. Of the cash, about £6.8million loot had been traced to ex-Governor James Ibori. Some of those likely to be affected include ex-governors like James Ibori, Diepreye Alamieyeseigha, Joshua Dariye, the late Abubakar Audu, Chimaroke Nnamani, Lucky Igbinedion, the immediate past Minister of Petroleum Resources, Mrs. Diezani Alison- Madueke, and others. Others are about 13 ex-governors on trial for financial crimes, some former ministers either on trial or under investigation, some indicted top bankers during the 2008 financial crisis. Six of the ex-governors were alleged to have acquired assets worth £15million in the United Kingdom, while in office. One of the governors allegedly paid £1.6million at a go in 2005 for a posh mansion in London. According to findings, about 60 highly- placed Nigerians, especially politically exposed persons and their fronts, have assets and looted funds in the United Kingdom and Island of Jersey. For instance, Ibori’s assets in the UK are said to worth more than $150 million. A former director of Nigerian Ports Authority (NPA) owns a flat in St George Wharf worth about 450 pounds more than 10 years ago, while another top civil servant owns 1.65 million pounds Fulham property. It was learnt that the decision of the British Prime Minister, David Cameron, to collaborate with the administration of President Muhammadu Buhari has dimmed the hope of the affected treasury looters. A top source, who spoke in confidence, said: “With the pledge of the British Prime Minister, we will just go to our shelf and reel out the list of those with suspected loot and laundered funds in the United Kingdom. “Already, we have the dossiers of all these suspects right from the days of Mallam Nuhu Ribadu as the EFCC chairman. “We can talk of about 60 on our radar, including about 13 governors, former ministers, oil subsidy suspects, indicted top bankers and some of those involved in the $ 15billion arms deals. “We will recover all the stolen funds. In fact, very soon, we may start publishing the photographs of the identified assets of some of these suspects. “In fact, the Chairman of the EFCC, Mr. Ibrahim Magu, met with the Special Fraud Office in London on Thursday. “We can seize these assets under the Interim Forfeiture Order in Sections 26 and 29 of the EFCC Act. The section reads: “Any property subject to forfeiture under this Act may be seized by the commission in the following circumstances- (a) the seizure is incidental to an arrest or search; or (b) in the case of property liable to forfeiture upon process issued by the Court following an application made by the Commission in accordance with the prescribed rules. “Whenever property is seized under any of the provisions of this Act, the Commission may-(a) place the property under seal; or (b) remove the property to a place designated by the Commission. “Properties taken or detained under this section shall be deemed to be in custody of the Commission, subject only to an order of a Court.” The EFCC and the Metropolitan Police have been collaborating in the past few years. The British government had, in 2008, expressed its willingness to return about £40 million stolen funds recovered from some Nigerian government officials. A former Acting British High Commissioner to Nigeria, James Tansley, on September 27, 2007 handed over two cheques for more than $250,000 (£126,000, 29.3m naira) to Nigeria. The UK Metropolitan Police had said the amount was only a fraction of the fortunes that the former Governor of Plateau State, Chief Joshua Dariye, and other Nigerian officials had diverted to London. A cheque for $2 million belonging to a former Governor of Bayelsa State, Chief Diepreye Alamieyeseigha, was also returned to Nigeria by the British government. President Muhammadu Buhari had during the week pleaded with the UK to return stolen funds to Nigeria. “I am not going to demand any apology from anybody. Baba Othman Ngelzarma is the National
Secretary, Miyetti Allah Cattle Breeders
Association of Nigeria, otherwise known as
Fulani herdsmen.
In this interview, he explains the challenges
confronting the Fulani herdsmen and frowns at
the negative profiling of the Fulani people.
And whereas he admits that there are a few
criminals who are of the Fulani stock, the true
situation is that Fulani herdsmen too are
victims of cattle rustlers.
I want to believe that you have seen part of
the Grazing Bills and the question is, do you
think that would solve the problem?
Firstly, before I say anything, let me use this
opportunity to condemn in totality what has
taken place in Enugu, it is extremely
shocking and I want to sympathise with the
government and people of Enugu State
irrespective of who has done it. People have
lost their lives. It is a sad happening and we
hope the security will do all they could to
fish out the perpetrators.
We, too, have suffered immensely in the
hands of these perpetrators because our
cattle are lost in their thousands, Fulanis are
always kidnapped - hardly a day passes and
you will not hear that five or 10 Fulanis have
been kidnapped for ransom. Only that it is a
silent happening and the media is not
covering it.
Fulani being kidnapped?
Yes. Every day. Find out from Kaduna State.
It’s is really sad. These are things that are
perpetrated by criminals but, surprisingly,
everybody is blaming the Fulani herdsmen;
so we are now victims and culprits at the
same time.
Since some of them are victims, do you
think these Bills will address the issues on
the table?
Yes, definitely. The law governing the
establishment of grazing reserves is not
new, it started in 1965. Later in 1978, the
Land Use Act was extended to cover it. In
1988, National Agriculture Policy also
earmarked 10percent of the total national
territory for grazing areas - that is, 9.8million
hectares of land were earmarked in 1988 for
grazing reserves. That figure was later
increased to 20million hectares.
So what happened to all the land?
What we have today is less than three
million hectares - the so-called gazetted
grazing areas cover only about three million.
We have about 415 grazing areas and
grazing reserves and forest reserves
because these are different things. The
grazing reserves are those that are gazetted.
Out of the 415, 141 were gazetted. And
those 141 reserves gazetted cover only
about three million hectares of land.
And even that one today has been damaged
by ecology, encroachment and the rest.
If that is the case, you now have state
governors who are saying they will not give
out any land. Do you think they should just
hold on to see how they could solve the
clashes first, before the Bills?
You see, these clashes came as a result of
the absence of developed grazing reserves
and the protection of those reserves. These
are areas that have suffered a lot of neglect
because the pastoralists’ livelihood has been
frequently undermined by unfriendly policies
and laws.
The policies of the past administrations have
given more attention to agronomy and not
the livestock sub-sector. That is what has
caused this problem.
This is a consequence of the neglect of this
long-term sector of the economy.
As I told you, we have about three million
hectares which have been destroyed. They
are mostly located in the northern and the
south-western parts of the country. These
are all the states of the North, as well as Oyo
and Ogun states.
How did the grazing reserves work for the
herdsmen in the past?
A lot of legislations covered them because, if
you go to the states, you have the local
government and forestry units working
effectively to protect the reserves but, today,
I do not think they are there again.
Some people think if there are grazing
reserves, that is where the herdsmen should
be?
They were occupied to some extent but
encroachment by small farmers and big-time
farmers, who acquired land to obtain loans
from banks and not for real agriculture and
the environment, over-grazing and non-
maintenance of the reserves, have rendered
them useless.
Have groups like yours met northern
governors to sensitise them to the future
dangers of not maintaining those reserves?
We have been meeting with them for quite
some time now.
So why are they not listening?
I don’t know. As I told you earlier, it is the
neglect of this sector that is causing this
problem. If past administrations had done
their work like the immediate post-colonial
administrations did, we wouldn’t be in this
situation that we have found ourselves
today. May be the reserves would have been
developed to an extent that we won’t have
these issues.
If you look at the Fulani man, the cattle
business is his livelihood, so you then
wonder why he would be pushed to the
southern part of the country in search of
grass and water because, if grass and water
were provided in the reserves in the North, I
do not think the herdsman would have the
desire to go anywhere and expose himself to
danger because he always moves with his
family. He provides security for his family
and security for his business, so how do
you expect , no matter how illiterate he is, to
go and ignite trouble for himself to get killed.
I think some people somewhere are out to
profile the Fulani herdsmen as terrorists.
Who do you think those people are?
We don’t know. That is the problem. We see
the media as going against the herdsmen
because most of the challenges we face are
not reported.
But if you don’t incident the cases with the
police, how do we report them?
The police know very much what is
happening. Go to the Police Command in
Kaduna State and find out what is
happening to the Fulani herdsmen.
I’m sure you are aware of the thousands of
cattle that are lost daily. Who are the owners
of the cattle? They are Fulani herdsmen. We
lose a lot of cattle as a result of cattle
rustling but who is doing something to
protect us? It is only once the coming of this
administration that we have seen action
being taken in that area.
There must be a faint idea of those who are
killing people in the name of Fulani
herdsmen?
They are criminals because we do not know
them.
But they say they dress like the average
Fulani men?
That cannot be ruled out. There was a case
in Taraba State two years ago. They came in
the Fulani attire but, when they were caught,
it was discovered that they were not Fulani.
Some people are trying to spoil the name of
the Fulani herdsmen. That is what we have
in the country today. They stereotype and
profile the Fulani herdsmen as criminals.
What do you do if you were in the shoes of
the victims or the media that, while carrying
out your duty, the narrative you get is that
they were kidnapped by Fulani people and
this was the ransom they paid to them. Are
you saying people should not say it as it is
because it involves the Fulani?
Look, we must confess, we have criminals
among the Fulani just like any other
communities in Nigeria where there are
criminals. You are talking about some
30million people in Nigeria. You are also
talking about 16million cattle-rearing families
in the country. So, if you go to the prison,
you will see that the Fulani are more in
number. You cannot expect a tribe that
occupies just one local government to be
compared to one with a spread across the
whole country.
So what is your group doing?
As a voluntary organisation, there is a limit
to what we can do. We have been reporting
to the security agencies and they have been
cooperating with us.
In fact, the IGP knows everything.
Take for instance the Olu Falae issue. When
it happened, a lot of media attacks were on
but we didn’t respond; we just took the bull
by the horn. We went on tour of the South-
West. We went to Lagos, Oyo, Osun, Ogun,
Ekiti and later we landed in Ondo. Finally, we
visited Olu Falae himself and we discussed
extensively and that was what laid that
matter to rest because much of what
happened then was propaganda. Definitely,
Olu Falae was kidnapped; he paid ransom
and we discovered that some people were
involved. We admit that some people have
criminal intent but profiling a whole race
because of the crimes of a few or some is
something that is not fair.
Some solutions have been proffered but a
lot of people are saying the Bills cannot
work. Some people insist that the Fulani
herdsmen have a business to run and they
should finance their business on their own
without destroying other peoples’
properties?
They are entitled to their opinion but, today,
because of the profiling, whichever
community that sees a Fulani man is
apprehensive. Sometimes, youths of the
community would push the Fulani, shoot
their cows and that is what ignites problem.
We visited Benue State during the last
administration and we succeeded in bringing
down tension. What we discovered was that
when they go to graze in the forest, an area
that doesn’t belong to anybody, people
would come and demand money from them
before they can graze. And even after
settling, another group would come and
demand for money again and, if they refuse
to pay, they shoot the cows.
When a Fulani man gets to an area, he
reports to the Fulani head in that area and
then report to the traditional leadership in
the community.
This is the culture wherever they go.
Today, we have over 30million cows in
Nigeria, and over 150million sheep and
goats. So, if you don’t plan for these things,
there is definitely going to be a problem. We
want government to settle these people in a
place because we too are tired of all these
problems.
There is this issue of AK-47?
That is one issue I would like to correct. If
you see a Fulani man handling AK-47, that is
because cattle rustling has become so much
that one wonders if there is security in the
country. With the coming of this
administration, we are seeing a lot of
improvement. No peace-loving Fulani man
would be carrying AK-47 and moving about.
What sort of improvements have you seen
from this administration?
This administration has helped us recover a
lot of cattle. I’m sure you’re aware of the
amnesty granted to some of them in Kano
State.
How do you know your cattle?
They have marks and there are traditional
ways of identifying the cows. If there are
many cows here and a Fulani man wants to
identify his own cattle from the recovered
cattle, some would sing or make some
sounds and you’ll see the Fulani man’s cow
coming out in his direction. All of them have
marks for identification.
In Lagos, we have succeeded in catching

Solomon Arase, the inspector general of police, has ordered the immediate arrest of a police officer said to be a collaborator in the attack allegedly perpetrated by herdsmen in Ukpabi, Nimbo community, Uzo-Uwani local government area of Enugu state. The police officer was simply identified as Corporal Chukwu. The IGP, who was accompanied by Chukwuka Utazi, the senator representing Enugu North, ordered that the said police officer be investigated and if found guilty, be prosecuted. He vowed to bring to prosecution those found culpable of the deaths of the community members He said: “I am not happy about what has happened and that is why I have decided to come and have an on-the-spot assessment of the situation. “I have been discussing with the senator from the area and others to enable us find lasting solution to the problem. I have been able to see what happened and we should be able to find solutions. “I can assure Nigerians that nobody has the right to take the life of any other Nigerian and go free with it. We are going to make sure that we catch them and prosecute them, and we will create the enabling environment for peace.” Arase met with John Akor, the traditional ruler of the community, and suggested that community members be vigilant and law abiding. About 50 persons have been killed on Saturday night by a group of unknown gunmen suspected to be Fulani herdsmen. The armed bandits who besieged Kwanar Dutse community under Maru local government area of Zamfara state also razed half the number of houses in the community. “I rushed to the main entrance and peeped through a hole and spotted many motorcycles, each loaded with three persons armed with heavy rifles” This was followed by sporadic gunshots and horrible wailing sounds of men, women and children being killed in cold blood. The gunmen operated till dawn without the intervention of the military, the police or any other security organ. About 50 persons have lost their lives in the attack.’ A witness, Hamza Bula, said he was awoken by the sounds of gunshots all over the community. “I quickly realized that our community was under house to house attack by insurgents.’’ The insurgents moved from house to house in a highly coordinated operation, killing everyone in sight. It was gathered that the death merchants, at the end of the deadly operation, left unchallenged with an unspecified number of cattle. Governors Okezie Ikpeazu of Abia and his Imo State counterpart, Rochas Okorocha, have said that the killing of five “Hausa- Fulani” herdsmen in a forest along the border of the two states was done by “miscreants”. Mr. Okorocha said the attack was not directed at a particularly ethnic group as two Igbos were also killed in the attack. The State Security Service, SSS, had on Saturday said it discovered mass graves of “Hausa-Fulani” residents abducted and murdered by suspected members of the Indigenous Peoples of Biafra, IPOB, in Abia State. Messrs. Ikpeazu and Okorocha spoke on Monday in Umuahia, the Abia State capital, on the outcome of a Joint Security Council meeting of the two states, apparently disagreeing with the spy agency’s statement. Mr. Ikpeazu said kidnapping had become a recurring decimal in the area, adding that the meeting was convened to make a bold statement on the security challenges that confronted both states. “We condemn the killings as it concerns the five Fulani men that were abducted and assassinated in a forest. “And we are all united in the fact that the particular forest and such other forests will be rid of criminals that use them as hideouts. “It is our responsibility to protect lives and property of people that reside in Abia, as security agencies of both states have been mandated to cross the borders of both states to hunt down criminals,” Mr. Ikpeazu said. He said the time when criminals would launch attacks and hide in Imo and or Abia State had become a thing of the past. In his remarks, Mr. Okorocha also condemned the killing, saying the culprits would be punished. “On the issue of the killing of five Fulani men that has caused tension, the culprits have been arrested and will be dealt with under the law as well as made to pay the ultimate price,” he said. Mr. Okorocha said the killing was a case of kidnapping and had nothing to do with ethnicity. “Information reaching us reveal that it is not just five Fulani men as there are two corpses believed to be Igbos from the area, so it is not a direct attack on any ethnic group”, he added. Awa Kalu, the Security Adviser to Abia Governor, said “the alleged killing of herdsmen should be in Isuikwuato Local Government Area, along the border between Abia and Imo around Uturu axis”. Nigeria's state-run oil firm NNPC and China State Construction Engineering Corporation (CSCEC) have signed a $23bn (£16bn; 18bn euros) deal. The two will jointly seek financing and credits from Chinese authorities and banks to build three refineries and a fuel complex in Nigeria. The project would add 750,000 barrels per day of extra refining capacity. NNPC hopes the construction of new refineries will stem the flood of imported refined products into Nigeria. 'Deepen relationships' Nigeria is the world's 12th-largest oil producer and the eighth-largest oil exporter. But the country imports roughly 85% of its fuel needs because of the disrepair and mismanagement of its four state-owned refineries. "We are about to deepen the existing technical and commercial relationships between China and Nigeria through the signing of a memorandum of understanding," said Shehu Ladan, head of NNPC. The three refineries will be built in Bayelsa, Kogi and Lagos states, while a location has to be confirmed for the petrochemicals complex. Residents of Ungwan Boro in Chikun Local
Government were gripped with fear over the
weekend when youths said to be numbering
up to fifty, attacked three white garment
churches, leaving two persons critically
wounded.
An eye witness said the hoodlums struck
around 5pm when some worshipers were
praying in their respective local churches.
Speaking to Independent, the Police Public
Relations Officer in the State, DSP Zubairu
Abubakar, confirmed the incident and
disclosed that one Akim Samuel of ECWA
Church has been arrested in connection with
the attack.
The PPRO also confirmed the death of 20-
year-old ThankGod Peter, who went to
Ferroro river with his friend to swim and got
drowned in the process shortly before the
attack.
His corpse according to him has been taken
to the mortuary while investigation
continues.
Efforts, he said have been intensified to
arrest the fleeing suspects for full scale
investigation.

Amidst heavy criticisms over the controversial Religious Activities Regulation Bill by the Kaduna State government, Comrade Philip Agbese, a civil rights activist, has described the bill as a biblical concept that was initiated by Apostle Paul in the Bible. The United Kingdom based activist said Governor Nasir El Rufai is more of a prophet of God than those who have predicted his death. His words: “Anyone that wants El Rufai to die does not have a copy of the New Testament or lacks basic knowledge of simple comprehension or both. The prophet calling for El Rufai’s death is not only a joker playing the brain cards of prosperity on his followers but as well guilty of the offences that are enclosed in the letters of the Bill already sent to the Kaduna State House of Assembly. “These very persons were the same goons who collected our hard earned money in foreign currency from former President Goodluck Jonathan that he would win the Presidential election. “Unfortunately, when the results turned upside down, they still shamelessly attempted to deceive their congregants that it was God who changed his mind. How do we explain the flip flops in their prophetic narratives when those calling for El Rufai’s head had predicted that he will never become Governor, that Okorocha will lose his second term and that Goodluck Jonathan was going to win again?” Supporting the move by El-Rufai, he informed that it was Apostle Paul in the Bible who encouraged Christians that all men and women should learn to conduct themselves in an orderly manner. Whoever doesn’t respect this admonishment cannot in the first instance address him/herself as a Christian anywhere in the world? He advised that the Bill when passed into law shall restrict what he termed “cut and join Pastors and Imams” from misleading people in Nigeria and should be endorsed throughout the federation and allowed to stand in order to bring about sanity in Nigeria. According to Agbese, Nigeria has the highest number of churches and mosques in the world yet the citizens still find it difficult to live together in peace and harmony due to hate preaching and sermons that have become a part and parcel of them. Troops of the 155 Task Force Battalion of the Nigerian Army on Thursday discovered and destroyed Improvised Explosive Device factory and cleared Boko Haram terrorists’ hideout in Wulwuta village, near Jere, Bama Local Government Area of Borno State. The troops also killed nine of the terrorists while one soldier was wounded in action. This is contained in a statement by the acting Director of Army Public Relations, Sani Usman, a colonel. The statement said during the operations, the troops recovered one laptop, one solar panel, a pair of Nigerian military desert and woodland camouflage uniform each, as well as bandolier vest and six ready IEDs pressure plates. Other recoveries include a loaded pistol with registration number D557954, three rounds of 7.65mm, 13 rounds of 7.62mm (NATO) ammunitions and combat boots, amongst others. The soldiers also rescued 21 persons held captives by the terrorists, comprising eight men, four women and nine children, all of who were moved to the Brigade Headquarters for further care, screening and eventual hand over to the appropriate agencies. “It is significant to state that the ever vigilant and professional troops noticed that the terrorists were determined to cause maximum casualty on them by stuffing two empty artillery shells and other cartridges with IED and batteries ready to explode,” the statement said. “They were however safely detonated by the Explosive Ordinance Device (EOD) team attached to the unit. “It is heart warming to state that the troops morale remains high and fighting efficiency is equally unprecedented.” http://www.premiumtimesng.com/news/top-news/201160-nigerian-army-kills-boko-haram-terrorists-clears-arms-factory-borno.html |
