The naira firmed to N266 to the dollar on the unofficial market on Wednesday, gaining 1.5 per cent after the Central Bank of Nigeria sold dollars to exchange houses and as demand for the US currency slowed, traders said. The central bank sold $10,000 to each of more than 2,000 bureau de change operators, Aminu Gwadabe, the head of Nigeria's bureaux de change association, told Reuters. He said the intervention would be the last for the year. The naira had fallen to a record low of N280 to the dollar last week after the central bank advised commercial banks to limit how much customers could spend abroad using their debit cards. "The pressure on the market has slowed because most businesses are closing down for the year, while the number of those travelling abroad has fallen," Gwadabe said. On the official interbank market, the naira closed at N199.50, some 1.26 per cent weaker than the central bank's peg rate. Traders said since the central bank closed its intervention window this week, the naira has been trading at two naira above the peg rate. Kano State Hisbah Board repatriated 60, 822 beggars to their respective states of origin and other countries between 2014 and 2015. The Director-General of the board, Alhaji Abba Sufi made the disclosure on Monday in Kano in an interview with the News Agency of Nigeria (NAN). He said that the beggars were arrested at different locations within Kano metropolis. “Some of the beggars were arrested and handed over to the police while others were taken to court for proper prosecution,”he said. Sufi said that those arrested were made up of 20, 348 adult male and female beggars and 10, 658 children beggars. He explained that out of the number, 12, 310 were from Kano state while 16, 988 were from Katsina, Kaduna, Jigawa and Niger states while 270 were foreigners. The D-G added that 22 beggars were handed over to the police, 82 were taken to court while 86 who were found to be suffering from mental disorder were referred for medical attention. No fewer than 370,000 members of the Peoples Democratic Party (PDP), in Jigawa have defected to the All Progressives Congress (APC). The National Chairman of APC and eight governors on the party’s platform, received the defectors in Dutse on Sunday, amid jubilation The News Agency of Nigeria (NAN), reports that the governors present at the occasion were Bindo Jibrila (Adamawa), Abubakar Bello (Niger), Atiku Bagudu (Kebbi), and Bello Masari (Katsina). Others were Muhammed Abubakar (Bauchi), Kasim Shetima (Borno), Abdulazeez Yari (Zamfara), and Hafiz Abubakar, Deputy Governor of Kano State. Receiving defectors, the National Chairman of APC, John Oyegun, said the calibre of the defectors was an indication that APC was on the right track. Mr. Oyegun said that anyone who truly loved Nigeria and believed in the leadership of President Muhammad Buhari to lead the country to path of greatness was always welcome to the party. He commended Governor Muhammad Badaru for his good leadership in the state which he said led to the harvest of former PDP chieftains in the state. In his remarks, Mr. Badaru, who said that the number of defectors was more than 370,000, pledged that APC would be fair to them and that they would be treated like the old members of the party. The defectors included 16 serving local government chairmen, and Ibrahim Khalid, the state Chairman, Association of Local Government Chairmen (ALGON). Eight serving Vice-Chairmen of local councils in the state and Lawal Abdu, the immediate past Secretary to the State Government, were also among the defectors. The list also has Hameed Malammadori, former Minister of Power and Steel, and Saminu Turaki former Governor of the state. Mustapha Kiyawa, former member, House of Representatives; Bashir Adamu, Yusuf Galambi and some members of the House were also among the defectors received at the event. Bashir Adamu, who spoke on behalf of defectors, said they defected because they were no longer comfortable with the PDP. The Tin-Can Island Port (TCIP) Command of the
Nigeria Customs Service (NCS) on Monday said it
generated N26.3 billion in November, up from
N24.7 billion generated in October.
The Public Relations Officer (PRO) of the
Command, Mr Chris Osunkwo, told the News
Agency of Nigeria (NAN) in Lagos.
Osunkwo in his breakdown said that the
command generated N15.15 billion from import
duty and fees, and N5.4 billion from five per cent
Value Added Tax (VAT).
He said the Federation Account levies consisting
of charges on wheat flour, rice, cigar and wheat
grain fetched the command the sum of N2.1
billion.
Osunkwo said N3.5 billion paid into the Non-
Federation Account by the command was
collected from levies on sugar, Iron,
Comprehensive Import Supervision Scheme (CISS)
and ECOWAS Trade Liberalisation Scheme (ETLS).
“In October, we made approximately N24.7 billion,
while we made N26.3 billion in November.
“A lot of factors are responsible for the increase,
particularly the warning by the Area controller of
the command, Comptroller Zakari Jibrin, that we
must collect every kobo for government.
“The level of compliance is gradually improving
because we have just celebrated the second
anniversary of PAAR (Pre-Arrival Assessment
Report)
“PAAR just clocked two on Dec. 1 and among the
things PAAR is here to achieve is to make the
trading public become more compliant,’’ Osunkwo
said.
He said that honest declaration reduced the time
in doing business, adding that the level of
compliance by importers and exporters had
increased.
Osunkwo commended the Comptroller-General of
Customs, Retired. Col. Hameed Ali, for “taking the
service to the next level’’.
He said the comptroller-general was working
tirelessly in making sure that the service would be

The Nigerian Army on Thurdaysaid its troops, deployed for the counter-insurgency in the troubled North-east, killed 49 Boko Haram insurgents within the last one week in a series of assaults in Borno State. Also during the same period, the army said 150 persons who were being held by the insurgents as human shields in confrontation with them were rescued. It also revealed that several arms, ammunition and improvised explosive devices (IEDs) were recovered in the battle with the insurgents. Addressing a press conference in Maiduguri, the Theatre Commander of the military counter- insurgency operation in the North-east, Operation Lafiya Dole, Maj. Gen. Yusha'u Abubakar, said the operation was carried out in various hideouts of the Islamists in the Bama-Fulka and Alagarno axis of Borno. He said: “It is important to announce that our gallant troops conducted various operations along Bama-Fulka and Alagarno areas of Borno State, which yielded fruitful results in the ongoing fight against Boko Haram elements. “During the episode, the troops had an encounter with some terrorists, who suffered serious casualties. “In the Alagarno axis, 15 insurgents were gunned down, while 34 others were killed along Bama- Fulka Road. The troops have also rescued 150 people, mostly old men and women, as well as children. “The captives who were abducted from their homes by the terrorists, were being held as human shields.” He added that recent successes recorded by the troops followed the serious setback suffered by the terrorists after losing their major enclaves. “Let me make it clear that Boko Haram has been degraded and weakened by the military after a series of assaults, and the morale of our troops has been very high. “Nigerians are very impressed by the performance of the task force in recent times. The military has no time to waste but to crush the remnants of the terrorists and move forward,” Abubakar said. December 15, 2015 The Kaduna State governor, Nasir el-Rufai, says he will set up a judicial commission of inquiry into last weekend’s deadly clash between the Nigerian Army and members of the Shi’ia Islamic Movement, which left more than 60 people dead. The army said troops used force after members of the group barricaded a road in Zaria and attempted to kill the chief of army, Tukur Buratai. The exact number of casualties is still unclear, but majority of the victims are believed to be members of the Shi’ia sect. Ibrahim El-Zakzaky, the sect’s leader, was arrested by the military, after his wife and son were killed in the violence, the group said. The killings have sparked international condemnation, with calls for a transparent investigation. In a broadcast Thursday, Mr. El-Rufai announced a ban on processions — in all parts of the state — that could result in roads being barricaded. He also said a judicial commission of inquiry would be set up by the state government to look into the incident in Zaria. The governor said the composition and terms of reference of the commission would be announced within two weeks. He assured the people of the state that the government was committed to securing the state and upholding the rights of every citizen. “We have witnessed sad events in Zaria,” the governor said. “There have been tragic consequences and needless loss of lives, and we extend our condolences to the families that have been affected.” “In this sombre moment, the government has directed that steps be taken to address the humanitarian fallouts of the security operations,” he said. Mr. El-Rufai said, “everyone has a fundamental right to their faiths and beliefs, but no one has any right to practice their faith in ways that diminish, distress or inconvenience others”. He therefore announced that “henceforth, no person or group, under any guise will be allowed to block any road, obstruct public highways, occupy public facilities or inconvenience citizens in Kaduna State”. “Anybody that needs to march may do so, but they cannot take over public facilities or disrupt social services and commercial activities in Kaduna State, and any march or procession can be undertaken only with the prior knowledge of, and protection of the police to prevent the breakdown of law and order,” he said. The commission of inquiry is to be set up under the Tribunals of Inquiry Act. It will examine the immediate and remote causes of the Zaria incident, and assemble a factual and authoritative account that the government can study and act upon, he said.
