He either refunds the money or he can no longer withdraw money from the account. If the op goes further to escalate it as a criminal act, his BVN gets flagged and all his accounts goes on NO DEBIT. He will be arrested whenever he steps into any bank in Nigeria.
How do I know all these,I have made such mistake as the OP and I had the account restricted. I didn't go further to get an affidavit and stuff. Also I have paid someone for a job and he defaulted. I reported the account to my bank and it was frozen. The guy started calling and begging me to help him fix the problem

He is not trying to encourage people to take loans. People taking loans increases the money supply and CBN under him have stated countless times that their is too much money in circulation (not necessarily because there were too many loans given out, but because he claims Emefiele was just printing money anyhow and spending it). Basic monetary economics says when money supply increases irrationally, prices go up as the money loses its worth, and that is what he is trying to stop. He is trying to control the supply of money (take money out of the system) and thats what practically all the policies he has unleashed (raising lending rates, increasing Treasury and Bond yields and now curbing commercial banks ability to lend by reducing LDR) are aimed at.

I've been using the Mi 11 lite 5g for about two years now. Its a strong and beautiful phone (everytime I bring it out of its case, people marvel at it) and to be honest it's been a good buy.
The downsides are, the battery is a bit average now, as I kind of have to charge it everyday (note I am practically always on my phone) and Xiaomi's software still has it hiccups.
However if you can still get it almost new at the price you state (thats how much I bought it almost 2 years ago), I'd rush it.
