The Attestation issued to President Mohammadu Buhari has continued to generate More controversy as Reno Omokri has accused the president of influencing the Nigerian office to issue a certificate. Reno who is a lawyer took to his Facebook page to bear his mind on the action of the Nigerian office. He wrote :

"The Headquarters of The West African Examination Council (WAEC) is in Ghana. They are immune to political control by President Muhammadu Buhari. In 2015, Move On Nigeria wrote WAEC Headquarters and they said they have no record of Buhari’s certificate. Also, University of Cambridge confirmed that they did not use the alphanumeric grading system in 1961 which appears in Buhari’s ‘certificate’"

Many on social media were not left out calling the attestation an Honorary WAEC certificate while others say ot was genuine but with a stamped letter from WAEC Headquarters in Ghana disowning Buhari this controversy is far from being over .

Mr. Clem Aguiyi the founder and President of Move on Nigeria have disassociated himself from the regurgitated news making rounds on the internet associating his name with President Buhari’s certificate saga. I am not in court with the president neither was I part of any court processes in the past, it’s important we set the record straight.
Mr. Aguiyi who is a critic of the Buhari’s administration said that he doesn’t know who is using his name on the issue but that he first saw his name linked to the certificate saga on the internet and later in some national dailies during the campaign period. He said he was surprised because I never specifically wrote to WAEC or Cambridge for any result verification. I was surprised at this but saw it like some of those campaign issues, which very often are meant to distract the other side and not because they are factual reports.

‘With the campaign long over, what faces Nigeria now is good governance and no more the qualification or other wise of the winner. Even during the campaign those of us on the other side knew that the APC candidate was well qualified to run for President. We knew that he is more than qualified to run for president given his record of service as a retired Army General , ex-Head of State , ex-Governor and Former Minister of Petroleum’ .

Mr. Aguiyi in a statement distributed to Journalists in Lagos admitted that the PDP allowed the WAEC controversy to rage so that it will distract the APC campaign and slow down their momentum but the tactics never worked’. He admitted that APC ran a better organized campaign and won deservedly but dismayed that the party is unable to replicate the same tact in managing its success as government.

Mr. Aguiyi urged Nigerians to move beyond whether the president possessed WAEC certificate or not and focus on getting the administration to fulfill its campaign promises to the masses.

He noted that he remains a critic of the government wrong policies because he is a stake holder and there are people whose job it is to hold the government accountable just like there are people who will always support the government whether the government is right or wrong.

“Both the critics and the president’s rabid supporters are all acting in public interest and should be allowed to co-exist in the interest of democracy. Those who criticize government policies and actions are neither enemies of the state nor enemies of the president just like all those shouting his praises today are not necessarily his friends. The President will know his friends when he leaves power”.


Answering questions on the recent public spat between the President and his wife Mr. Aguiyi said both first couples were right and wrong in their utterances but that Nigerians should focus more on the teachable moments rather than the drama of what the President said or what the wife said.

In my view the first ladies statements teaches that the President is not infallible; that he can be criticized and disagreed with without the fear of any loss. Now that we know his wife is close to the people, I will encourage Nigerians with solutions to our myriads of problems to reach her so that even from the other room she can table our petitions before the president.

President of the Senate, Dr. Abubakar Bukola Saraki, has commended the President Muhammadu Buhari-led Federal Government for adopting the “Every Child Counts” education policy initiated by his (Saraki’s) administration 10 years ago.

Saraki claimed to have adopted the policy when he was the Governor of Kwara State.


In a statement signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, and forwarded to DAILY POST on Friday, the Senate President applauded the government for keying into his decade-old vision for education reform, which was initiated to resuscitate public education in Kwara State by ensuring an improvement in teaching quality across the state and building strong educational institutions in the state through the development of the Ministry of Education, the Teaching Service Commission and strengthening the State Education Management Information System, EMIS.

“I commend the Federal Government for adopting and modifying the ‘Every Child Counts’ programme that we began in Kwara State in 2008 for the entire country. This shows that this administration values such time-tested ideas that leave a positive impact on the lives of our people – especially our young children.

“Right now, our nation is suffering from a rising epidemic. We have over 10.5million out of school children across the country. In order to systematically and strategically cut down on this number, we must work to implement the ‘Every Child Counts’ policy across the country,” the Senate President stated.

Saraki also emphasised that the Federal Government must work to ensure that improving the quality of teachers through constant training and re-education – which was a central focus of the Kwara State model – must play a central role in the Federal Government’s policy approach.

“Teachers are the bedrock of our educational system. The better and more equipped our teachers are, the smarter and more educationally sound our young children across the nation will be. Hence, it is important that as we work to build strong educational institutions through this repackaged policy, we must also work to enhance the individual capacities of our teachers to meet the demands of a constantly changing world,” he said.

Saraki called on other states across the nation to study and emulate the Kwara State model, while also commending his successor, Governor Abdulfatah Ahmed, for sustaining the model that his administration began in 2008.

“Right now, we must look beyond our political affiliations to address the issues that are important to our people. Other states across the nation should key into the successes of the Kwara State model, as the Federal Government has done, to ensure that we not only get our students back in the classrooms but also to improve the quality of their education through strategic and holistic reforms,” the Senate President stated.

Administrative Structure

While the Test Development Division produces the syllabuses and tests to be taken, the Test Administration Division conducts the tests and issues results and certificates. In achieving their goals, the two divisions are actively supported by the General Administration Division, the Computer Services Division and the Finance Division. The Heads of these five divisions report to the Head of national Office.

My question to WAEC, What picture was used in this certificate? Why must a picture be used.?The used of pictures started sometimes around 1999/2000 or so. Why not issue him a certified true copy. Can an ordinary Nigerian get such treatment from your office?

If you’ve lost your OCR certificate, you can apply online for a replacement or a certifying statement. You’ll need to complete the application form online. We will then search for your records and send you:

A replacement certificate – for vocational qualifications, such as NVQs.
A certifying statement of results – for general qualifications, such as GCSEs or A Levels. This is an official copy of the final examination results held by us.

You can get a replacement cert for vocational qualifications like NVQs, geddit?
For general exams like GCE, WASC, ...etc, a 'Certifying statement of results' is all that can be provided.
Now here is a riddle for you; since Cambridge was rather quick off the mark to address you and other TANoids directly in 2015, with the clarification contained in the screen shot I uploaded earlier, why has it not disputed the results posted by Katsina College?

Did you not read the excerpt I provided, which shows that Premium Times was able to obtain the master sheet published by Cambridge?

PREMIUM TIMES obtained the computer printout from Cambridge University as well as a statement of result, signed by the current principal of Katsina College, dated January 21, 2015.

Has that examination board disclaimed it at any point?

What about the remarks made by Alex Ajayi, the former registrar of WAEC who attests to issuing Buhari's certificate?

I took examiners to Cambridge for training across 10 years and trained them in Nigeria. I had the opportunity of issuing WAEC certificates to three former Heads of State: Buhari, Abacha and Babangida in the 60s. When I was in WAEC, I was put on the council of the University of Ife (now Obafemi Awolowo University) in 1966 by the national government of Aguiyi Ironsi.

#2 Mathematics was not an absolute requirement in 1961.

In a new post on its website, the university confirmed result grades for the examination in 1961 were issued in numbers, not letters, as suggested by critics of Mr. Buhari who have dismissed the results he presented as fabricated.

According to Cambridge, “Examination results were classed in grades from 1 to 9”.

“1, 2,3,4,5 & 6 indicate a Pass with Credit; 7 & 8 indicate a Pass; 9 indicate a Failure,” the school said.

Results tendered by Mr. Buhari shows he had credits in English Language, Geography, Health Science, Hausa Language; failed in Mathematics and Woodwork, and had a pass in Literature in English.

In its post, Cambridge said for candidates to qualify for its certificate in 1961, they needed to pass English, and not necessarily Mathematics.

To pass the School Certificate, candidates had to pass examinations in a variety of groups. It was compulsory to pass English Language, but not Maths, in order to gain the Certificate,” the university said.

The details followed intense controversy over whether Mr. Buhari, a former Head of State and retired Army General, completed his secondary education.

The Issue is that Buhari did not Credit Maths. If you read the principal's letter it states that Buhari will Pass English and Maths with Credit which is the criteria for being a military officer.
Buhari is Qualified to run for office of President but not Qualified to be in the Military ab initio.

In a new post on its website, the university confirmed result grades for the examination in 1961 were issued in numbers, not letters, as suggested by critics of Mr. Buhari who have dismissed the results he presented as fabricated.

According to Cambridge, “Examination results were classed in grades from 1 to 9”.

“1, 2,3,4,5 & 6 indicate a Pass with Credit; 7 & 8 indicate a Pass; 9 indicate a Failure,” the school said.

Results tendered by Mr. Buhari shows he had credits in English Language, Geography, Health Science, Hausa Language; failed in Mathematics and Woodwork, and had a pass in Literature in English.

In its post, Cambridge said for candidates to qualify for its certificate in 1961, they needed to pass English, and not necessarily Mathematics.

After all, an affidavit still carries weight in our country.

What is more, for all you and I know, Jonathan/Dasuki might have ensured he got the same short shrift treatment he got from the ARMY he onced served from WAEC also. Sure we can ruminate over the "ifs" and "hows" now, but let's never forget why his "missing certificate" became an issue in the first place - to stop him from contesting, out of fear!

While Oil Bunkerer Atiku continues posturing with his party bag of tricks containing 'false promises', posterity is there to remind us of his antecedents.

Bunkering:
However, the cheap price of the subsidised fuel in the Nigerian market has promoted another type of stealing. This is called 'bunkering'. Originally this bunkering covered the theft of crude oil. Every day the Nigerian economy loses between 150,000 and 320,000 barrels of oil. These are stolen by 'bunkerers', who have small tanker vessels which load the oil in the Delta and tranship this stolen oil to offshore tankers which deliver this stolen oil to other West African states. Further inland illegal tanker trucks load their stolen oil and refined products and drive these into neighbouring countries for black market sale. At the current price of around US$50 per barrel this amounts to a 'leakage' of around US$7.5 to US$16 million a day for the sale of crude oil. The sale of refined products adds to the total. On a monthly basis this amounts to around US$365 million or US$4.4 billion a year.

This illegal trade was pioneered under President Abacha when Akhigbe, Victor Ombu and Ibrahim Ogohi perpetrated the smuggling of petroleum products from Port Harcourt and Warri to neighbouring West African countries. When a real effort at anti-corruption was undertaken by the journalists of the 'Insider', retribution was swift and severe. The editor-in-chief, Chucks Onwudinjo, and Janet Mba-Afolabi, both executive editors of Insider, a weekly magazine, were picked up by men of the State Security Services. Their arrest and detention were on the orders of Atiku Abubakar, the vice-president. They were arrested on Monday, November 24, 2004

While the nation enjoyed Ed-el-fitri public holiday, the trio cooled their heels at the Panti Police Station in Yaba, Lagos where they were detained for a story the Insider ran in its November 24 edition. The story, which made the magazine's cover alleged that Abubakar and a close colleague were behind a bunkering ring recently smashed at the Forcados and Escravos Creeks.

Specifically, Atiku was accused of being behind three of the vessels, MT Gloria. MT Tina and MT Sara, which had about 4,000 metric tonnes of crude oil aboard, while his colleague was allegedly linked to two vessels, MT Berinelo and MT Breton 1 with 17,800 metric tons aboard. The eight ships captured in the bunkering deal collectively had about 124 million barrels on board valued at N35 billion.


On August 30, security officials attached to the Vice-President, Atiku Abubakar, attacked and beat into coma, Akintunde Akinleye, a photojournalist with the Daily Independent newspaper. He was eventually compensated in a face-saving mission by the Vice President. He received $1,900 and N 56,287.00 cash.

This bunkering has continued despite the efforts of the Joint Task Force and other law enforcement officers largely because bunkering has the blessing of the local state governors and the high federal officials who condone and prosper from the bunkering operations.

When the Senate Seating of August, 2011 asked the Russian company the whereabouts of the $120million dredging money, the company's Deputy Managing Director, Vitaly Kuzrestov, said that the money has been used for Environment Impact Assessment." EIA kii you there. �

FG's Five percent share in Eleme Petrochemical worth USD27 million was never presented to at the National Council on Privatization before t'was sold to Indorama.

Indorama recovered this amount selling Polyethylene and Urea to the entire west Africa sub-region in just 14 months.

The Atikulate Business Theory: Sell to yourself Government assets that leaves millions in penury, to set up personal businesses that provides for a few. @Atiku didn't employ the few hundreds he employed because he likes them, he needs them to work to preserve what he took from Government.

HOW ATIKU MADE NIGERIA THE POVERTY CAPITAL OF THE WORLD

A. NigerDock is the largest ship fabrication yard in West Africa sub region. When it was sold, its Ex-MD Engr. Nkpubre Okon, openly stated how "Mr Job Creator" ignored the Transport Ministry then to Open bid for NigerDock.

The VP's camp preferred bidder, 'Global Energy' that agreed to increase NigerDock's workforce from 4,800 to 6,000 as part of privatization agreement dismissed 2,200 immediately it took ownership. Jagal Group that took over after Global Energy lost out on power play also sacked 1,400.

B. Nigeria Port Authority reform was purely contrived to grab landed properties. 10,000 workers were sacked & 133 bids opened for NPA properties consisting of 68 properties in Apapa, 28 houses in Ikoyi. The highest reserves bid was for a property in Ikoyi fixed at N390.4 Million.

C. NIGERIA RAILWAY
Did @atiku forget how 7000 railway workers were sacked in 2005 without compensation to reduce its workforce to 6,300? Another 1,260 were fired in 2006. When ATIKU and his Headmaster were leaving in 2007, they left ~N5 Billion in unpaid Railway pension arrears.

D. FEDERAL SECRETARIAT IKOYI
In 2006, Babalakin's Resort Ltd acquired this 15 storeys prime asset overgrown with weeds from @atiku and OBJ through a Development Lease Agreement (DLA) for N7.2Billion. A Court has asked Buhari to pay N54 Billion to Babalakin for their blunder. https:///cD7bTBBD6f.

The DLA, dated October 10, 2006, granted Resort Ltd a 99-years lease to redevelop the Federal Secretariat complex, that OBJ & ATIKU had abandoned for 7 years into 480 luxury apartments. This was at the eve of their departure from government. The transaction was one for the road.

The DLA hit the rocks when Lagos State Govt in the interest of the public indicated willingness in acquiring the Federal Secretariat complex. LASG insisted it should be accorded right of first refusal since LASG is the Issuing Authority of the C of O, coupled with other reasons.

Finally, lets compare OBJ & @atiku's first 3yrs in power to the first 3yrs of PMB that hasn't retrenched one civil servant, but has bailed out states on salaries. Lets not forget Atiku was in charge of the economy and OBJ gave him free hand until Galaxy Backbone scandal happened.

In 2002, first 3yrs of the ENDORSEE and the ENDORSER, manufacturing accounts for 6% of GDP. Nigeria's GDP fell by half for d first time in 20yrs. This was d year all textile factories in Nigeria closed down and unemployment was 28% within d formal sector alone; I repeat, alone!!

In 2002, UN estimated that 70% of Nigerians live below poverty line compared to 48.5% in 1998 under a military rule. Life expectancy fell from 54yrs to 51yrs. Two-fifth of every child below age 5 were malnourished and only 50% of d 128Million Nigerians have access to clean water

National Health Insurance Scheme (NHIS) Executive Secretary Professor Usman Yusuf on Thursday denied suing President Muhammadu Buhari or Secretary to the Government of the Federation (SGF) Boss Mustapha over his “suspension”.

He said he had accepted the directive to proceed on leave of absence from Monday and remains loyal to the President.

According to him, he only went to court to seek interpretation of the NHIS Governing Council’s powers to suspend him two days before he got the letter asking him to proceed on leave of absence.

He vowed to suspend the legal proceedings and not to interfere with the Independent Fact-Finding Panel set up by the Presidency.

Yusuf, through his lawyer Mr Uche Val Obi (SAN), said the news that he took the Presidency to court over his purported suspension by the NHIS Governing Board was fake.

Obi clarified that his client approached the Federal High Court through an originating summons filed on October 29, with NHIS, Minister of Health, and the Attorney-General as defendants.

The SAN said Yusuf sought judicial interpretation and determination of questions on the propriety or otherwise of the Governing Council’s action in suspending him without Presidential approval or following due process of law.

Obi said Yusuf also sought consequential order setting aside his suspension by the Council, including its appointment of a General Manager to act in his place during the period of the purported indefinite suspension.

Obi said the suit was served on the defendants on October 30.

The SAN said Yusuf received the letter from the office of the SGF on October 31 at 4.30 pm from the Minister of Health directing him to proceed on administrative leave on the President’s approval.

“Having received the Presidential directives as conveyed in the SGF’s letter aforesaid, our client hereby confirms that he welcomes the Presidential intervention and remains obligated to fully and strictly comply with the directives.

“He will accordingly be proceeding on administrative leave with effect from Monday, 5th November 2018 so as to give room to the Independent Fact-Finding Panel set up by the Federal Government to carry out its important task of investigating the allegations of infractions leveled against him by the Governing Council of the Scheme.

“Similarly, our client wishes to pledge his continued loyalty to Mr. President and to fully cooperate with the incoming Overseeing Director, Mr. Ben Omogo, with whom him he has already met, and the Independent Fact-Finding Panel set up by the Presidency to deal with the matter.

“In view of this development, to ensure that there is no interference with the work and finding of the Panel and as instructed by our client, we shall be taking prompt steps to suspend the pending legal proceedings aforesaid,” Obi said in a statement yesterday.

As per how the grades are awarded, I'm not sure that's contested here. I was expecting to see where Cambridge indicated that they cannnot re-print Buhari's result if he requested for it.

So why hasn't Mr Buhari made this request.

For general exams like GCE, WASC, ...etc, a 'Certifying statement of results' is all that can be provided.
