Splitting the Kano emirate is not bad at all. People are complaining because the controversial Sanusi is the Emir of Kano at the time it happened. This is good for local traditional institutions. Will strengthened its effectiveness and is ultimately good for the local people of the state. For this act, Ganduje has immortalized his name in Kano and posterity will always remember "he was the gov that split the ancient Kano emirate into 5 modern emirates".

I have never understood why so many commentators on this subject comfort themselves with the emboldened statement above.

Governor Dickson Declines Assent To Bill Seeking Life Pension For Bayelsa Lawmakers

The Bayelsa State Governor, Seriake Dickson, has declined assent to the bill seeking lifetime pension for lawmakers in the state as proposed and passed by the Assembly.

Mr. Daniel Iworiso-Markson, the State Commissioner for Information, in a statement said the governor conveyed the decision to decline assent to the bill in a letter to the Speaker of the Bayelsa State House of Assembly on Monday.

The Governor held consultations with the Assembly members in his country home of Toru-Orua, where he explained his reason for declining assent.

He said the bill was inconsistent with Section 124 of the Constitution of the Federal Republic of Nigeria as amended.

Governor Dickson said that he was of the view that the State Assembly lacked the powers to expand the categories of public servants who should be entitled to a pension.

He said that he had to withhold assent to the bill because the State which was bedeviled with a lot of challenges in spite of its low Internally generated revenue base and unstable earnings from the oil economy was the only state out of Nigeria’s 36 states to come up with such a bill.

According to him, he was guided in the decision by the principle that government should not be for a select class of the privileged in the society, and would not discard it over seven years into his administration.

“The lawmakers and indeed the Nigerian populace would attest to the fact that all decisions of his administration were guided by the strong urge to protect the public interest and promote the general good”.

He said that the quest to protect the vulnerable against the privileged few inspired the populist programmes of his administration which include the Bayelsa Health Insurance Scheme with over 150, 000 beneficiaries, the Education Trust Fund, the scholarship programmes that are supporting our young people in their studies both locally and outside the country, the various empowerment programmes, support for the aged, the most vulnerable, massive employment, public housing and a number of other social intervention programmes which are already taking root.

He commended the leadership of the house for the healthy relationship with the executive organ and the high level of productivity as shown by the high number of bills and motions passed during the period insisting that their place in history was guaranteed.

He said that notwithstanding his decision to decline assent to the bill, he still holds the Assembly in very high esteem.

The Governor also noted that he had to set up a committee on the contributory pension scheme to make it workable so that the assembly members and other appointees at the state and local government levels who are interested can take advantage of it.

The Governor urged the Assembly members to liaise with the committee adding that if legislative action was required after the work of the committee, he would readily communicate with them.

How Saraki, Tinubu, Odili, others rob their states blind through obnoxious pension laws

Kwara

...The 2010 law gives a former governor two cars and a security car, replaceable every three years. The governor is also entitled to a “well-furnished 5-bedroom duplex”, furniture allowance of 300 per cent of his salary (which totals over N6 million).

The law also gives the governor five personal staff paid for by the state, eight policemen, three SSS operatives(of which one must be a female), free medicals for the governor and the deputy.

Other entitlements are 30 per cent of salary for car maintenance, 20 per cent for utility, 10 per cent for entertainment, 10 per cent for house maintenance.

As a senator, Mr. Saraki is currently drawing a monthly salary and a quarterly allowance of at least N40 million.


Lagos
...Mr. Tinubu cornered for himself and his former leaders of the state pension for life, two houses – one in Lagos and another in Abuja (The notorious Akpabio’s law ranks better here as the house could only be either in Akwa Ibom or Abuja, not both).

The Lagos law also gives the governor six cars replaceable every three years( 3 for the governor, 1 pilot, 2 backup cars), furniture of 300% of his salary as governor to be paid every two years, a security detail same as in Kwara state, free medicals for the former governor and deputies and their immediate families.

Other benefits are 10 per cent house maintenance, 30 per cent car maintenance, 10 per cent entertainment, 20 per cent utility, and several domestic staff.

Rivers
...Like Lagos, the new law gives the former governor a house in Rivers State and anywhere in Nigeria. The former governor is also entitled to pension for life at the rate of the governor’s basic salary, 300 per cent of salary for furniture paid every four years, three cars every four years, free medical, and 10 per cent for house maintenance.

The law gives the former governor a security detail comprising two SSS operatives, four police officers, 30 per cent for car maintenance, 10 per cent entertainment, 20 per cent utility and several domestic staff.

Zamfara
...The law gives Mr. Sani and other former Zamfara governors pension for life, two personal staff, two vehicles replaceable every four years, two drivers, free medical for the former governors and deputies and their immediate families in Nigeria or abroad.

The law also gives the former governors a 4-bedroom house in Zamfara and an office, free telephone and 30 days paid vacation outside Nigeria.

Gombe
...The former governors are given pension for life, two vehicles changed in four years, two drivers, free medicals in Nigeria and abroad, a house anywhere in Gombe.

Outrage as Dickson signs bill for Bayelsa lawmakers’ life pension

A crisis is brewing in Bayelsa State over a bill passed by the House of Assembly approving life pension for all past and current members of the legislature.
It was learnt that stakeholders in the state, including civil society organisations and political parties are preparing to protest.

The House of Assembly had triggered anger last Wednesday when it hurriedly passed the bill sponsored by the Leader of the House, Peter Akpe.

The bill approved N500, 000 post-service monthly pension to a speaker of the assembly, while a deputy speaker will receive N200, 000 and a member N100, 000 .

The swift passage of the bill by the lawmakers without conducting any public hearing angered most indigenes, who accused Governor Seriake Dickson of being the person behind the bill.

They perceive Akpe as a very close ally to the governor, having been a leader of the House. As such, Akpe is said to have sponsored most of the executive bills in the House.

A source at the Government House said the governor may assent to the bill very soon, not minding the protest from the people of the state.

According to the source, Governor Dickson may have been the one who sponsored the bill to assuage the bitter feelings of some party members, including the current Speaker, Benson Konbewie, and Peter Akpe, who lost out in the last election.

While the speaker lost the House of Representatives seat to the All Progressives Congress (APC’s) Preye Oseke for the Southern Ijaw constituency, Akpe lost in the primaries of the Peoples Democratic Party (PDP), and therefore will not be coming back to the House.

The Guardian learnt that to make matter worse, the Government House has been silent over the controversy trailing the passage of the bill, making observers to believe that the governor may sign it soon.

The source said the governor and principal officers of the House had several closed-door meetings before and after the passage of the bill, fueling speculation that the bill is as good as a ‘goal’.

But civil society organisations and the opposition APC are not relenting in their bid to stop the bill with a planned massive but peaceful protest in the state capital, beginning from today.

According to the chairman of the state Civil Liberty Organization (CLO), Nengi James, the bill will not hold as it is against the collective wish of the people.

He described it as draconian, murderous and of no public interest “and so will be resisted not only through public protest but through intellectual discourse and other means possible.”

A former secretary of the CLO and coordinator of the planned protest, Morris Alagoa, said the action was necessary to tell the government that all was not well with the bill.

“You may play to the gallery and even display your ignorance in grand style. Every other Bayelsan seems to be asking why groups, institutions and individuals are silent about the recently/secretly passed lawmakers’ pension bill by the Bayelsa State House of Assembly.

“But I tell you, those waking up three days or more after the roguish bill was passed to ask the question (above) are insincere to themselves and seem to be taking delight in playing to the gallery.

“Except some institutions and groups, I have never seen anything in recent times that has united Bayelsans like this vexing pension for lawmakers, not just on social media, but on the print and electronic media, apart from the state government-owned media outfits for obvious reasons.

“Bayelsans of different walks of life have been venting their disapproval and anger at the action of the lawmakers since the bill was passed. And the condemnation has been total. Bayelsans will march in unison on the streets and roads of Yenagoa against the obnoxious and anti-people bill.
“The electorate are the employers and that is why provision for recall is made in the electoral laws. The coalition does not want any political colouration as far as this is concerned, it is just Bayelsa people rising for Bayelsa.”

Some APC faithful are also planning their own protest on the streets of Yenagoa today.

Though details were sketchy yesterday, the organisers, who do not want their names in print, said the protest would be massive and total

One of the organisers said: “The people need to exercise their right of expression as guaranteed by the constitution and democracy. So, consultations are on.”

A chieftain of the APC, Preye Aganaba, described the bill as self-centered, insensitive, preposterous and a sad reflection of the inordinate desire of the lawmakers for self-enrichment.

Meanwhile, the Socio-Economic Rights and Accountability Project (SERAP) has sent an open letter to Governor Dickson, urging him to reject the proposed life pension bill.

The group also asked the governor to use his office as the “trustee of the state’s resources and consistent with your constitutional oath of office, to prevail upon the House to immediately withdraw the self-serving bill.”

SERAP, in a statement by its deputy director, Kolawole Oluwadare said: “Public officials have a legal commitment to discharge a public duty truthfully and faithfully. Should you assent to the bill as proposed, SERAP will institute legal proceedings to challenge the legality of the legislation and ensure full compliance with constitutional provisions and Nigeria’s international anti-corruption obligations.

“The bill amounts to an incorrect and improper performance of public functions. It’s clearly an abuse of legislative functions by the lawmakers. Rather than sponsoring bills that would improve access of children in Bayelsa to quality education, the lawmakers are taking advantage of their entrusted public positions to propose a bill to collect large severance benefits.”

According to the organisation, the lawmakers are clearly the major beneficiaries under the proposed legislation. Therefore, by passing the life pension bill, SERAP said, Bayelsa State lawmakers have violated the constitutional and international prohibitions on conflicts of interest.

The letter read in part: “The people of Bayelsa would expect you, as their governor, to use your entrusted public office to act in the public interest, including by rejecting the life pension bill and prevailing upon the House of Assembly to immediately drop the bill.”

The group stressed that conflicts of interest as well as perceptions of such conflicts would undermine public confidence in the integrity and honesty of not only the Bayelsa State House of Assembly but also Dickson’s government, if urgent action was not taken to prevail upon the House to drop the bill.

The Trade Union Congress of Nigeria (TUC) cautioned the House of Assembly against the proposed life pension.

If passed, they argued that the new bill would repeal the existing pensions for governor and deputy governor law of 2003.

They called on the state legislature to drop the idea, vowing not to leave any stone unturned in its fight for good governance and accountability forthwith.

In a statement yesterday by its president, Bobboi Kaigama and Secretary General, Musa-Lawal Ozigi, TUC described the development as the height of impunity, insult and a deliberate attempt to widen the scope of fraudulent activities by politicians in the state.

Okonjo-Iweala Wins 6-Year Libel Case Against Online Newspaper, Pointblanknews

September 28, 2018

ABUJA (Sundiata Post) – The High Court of FCT, Abuja has ordered an online news platform, Pointblanknews to pay a total of N200m in damages for a libelous story it published – and refused to retract after it was proved to be false – against former Minister of Finance, Dr Ngozi Okonjo-Iweala in 2012.

According to Paul Nwabuikwu, media adviser to Okonjo-Iweala, the judgment by Justice Chizoba N. Oji in suit No. FCT/HC/CV/2602/12 also included an order of perpetual injunction restraining the defendants – the platform and its founders Jackson Ude and Churchill Umoren – from defaming Dr Okonjo-Iweala in the future.

Pointblanknews had published the false story, OKONJO-IWEALA BUYS N1.2 BILLION ABUJA MANSION in its edition of January 10, 2012 in which it alleged that Okonjo-Iweala had purchased “a massive home in Maitama, Abuja for a whopping N1.2 billion”.

The website alleged that Dr Okonjo-Iweala paid for the property located at No 3 Nwaora Street, Off, Gana Street, Maitama, Abuja, claiming that an unnamed source at the “property management company” confirmed the purchase.

According to the false report: “The Coordinating minister’s mansion, is a 7-bedroom duplex with boys quarters and a swimming pool, a massive masters bedroom with an adjacent bedroom dubbed ‘Madam’s Bedroom’ . The mansion, which is still unfurnished, could wear a tag of over N2 billion after furnishing. It has a red clay roof. The property is complete with top shelf marble imported from Italy, gold trimmings and chandeliers in the living rooms, bedrooms and a very expansive kitchen.”

Pointblanknews also accused the former minister, without any proof, of “pocketing $2 billion (two billion dollars) in commission in the last debt buy-back deal under the presidency of the Olusegun Obasanjo’s administration” (sic).

The story was subsequently proved to be a complete fabrication as Mr Fabian Nwaora, the owner of the property who was identified in the report came out to say that not only had Dr Okonjo-Iweala not bought any property from him, the building in question was still up for sale.


In response to a rebuttal issued by the minister’s spokesperson, Pointblanknews declared: “We have overwhelming evidence to prove she owns the mansion but if she insists we are wrong, she knows where to seek redress”.

But the platform was mostly absent in court throughout the duration of the case which went through two judges.

The court imposed general damages in the sum of N50m and exemplary damages in the sum of N150m against the defendants jointly and severally.

In a country where corruption is the order of the day and politicians have looted the country to a point of recession, the likes of Jackson Ude the publisher of pointblanknews and people like him have a field day picking on one politician after the other to blackmail, the model he adopts is a simple one, he brandishes the threat of publishing incriminating evidence and stories of a politicians corruption, a typical corrupt office holder pays him to not publish such a story and he smiles to the bank and in the case when a politician is not forthcoming Jackson Ude goes full throttle attacking the person with series of unverified and unsubstantiated reports just to malign the image of the politician and often times he is eventually paid to stop the stories.

In the past he has been accused of blackmailing T.A Orji of Abia state, Uche Ekwunife of Anambra State, stories of his blackmailing antics have been published on Sahara reporters a good number of times, and we have it on good authority that he pleaded with Sahara publisher to remove the stories, after publishing a story "Okonjo-Iweala buys N1.2 billion Abuja mansion!" which was targeted at damaging the image of Okonjo-Iweala certainly as a result of her refusal to fall for his cheap blackmail antics, Okonjo-Iweala sued Jackson Ude for libel.

In recent times Jackson Ude has gone underground scamming and blackmailing politicians and he has also become a blackmailer for hire, used by politicians to attack opposition and supposed enemies, he has become adept in the game of tarnishing the image of public servants in return for monetary gains, in due time we hope the government will do the needful and bring the likes of Jackson Ude to justice for perpetrating blackmail online.

Chief of Army Staff, Gen T. Burutai awarded a contract of $444k to his girlfriend, Maryam. Funds paid thru the Nigerian Army Ordnance Tailoring Factory to one 313 Bureau De Change in Wuse Zone 4 Abuja. 313 wired the $444k to a Bank account in Dubai linked to Gen Burutai. LOADING!

Now I am not sure how to react to this one.
Should Jackson Ude, a known harbinger of #FakeNews, be given the benefit of the doubt?
Or should his allegations be taken with a pinch of salt?

Footnote: If there is a scintilla of credibility to what I read here, Tukur Yusuf Buratai needs to be given his marching papers and then subjected to the full weight of the law. Over and out.

55 Nigerians stole over N1.34 trillion in 8 years — Lai Mohammed

Nigeria’s Minister of Information and Culture, Lai Mohammed, has stated that 55 Nigerians have stolen over N1.34 trillion from the country’s treasury from 2006 to 2013.

Speaking at a press conference on Monday in Abuja, Mr. Mohammed said since the nation was on the verge of winning the war against insurgent group, Boko Haram, the nation and its people should also partake in yet, another war on corruption.

Mr. Mohammed said if Nigerians failed to cooperate with the governing All Progressives Congress administration under president Muhammadu Buhari, corruption would “kill the country”.

“Gentlemen, the situation is dire and the time to act is now. For example, between the period 2006 and 2013, just 55 people allegedly stole a total of 1.34 trillion Naira in Nigeria. That’s more than a quarter of last year’s national budget,” he said.

Out of the stolen funds, the minister said 15 former governors were alleged to have stolen N146.84 billion; while 4 former ministers stole N7 billion; 12 former public servants, both at federal and state levels, stole over N14 billion; 8 people in the banking Industry allegedly N524 billion; while 11 businessmen allegedly stole N653 billion.


Giving reasons why Nigerians should “own” the war against corruption, Mr. Mohammed said using the World Bank rates and costs, showed that one third of the stolen funds could have provided 635.18 kilometres of road; built 36 ultra modern hospitals, that is one ultra modern hospital per state; built 183 schools; educated 3,974 children from primary to tertiary level at 25.24 million per child; and built 20,062 units of 2-bedroom houses.

“This is the money that a few people, just 55 in number, allegedly stole within a period of just eight years. And instead of a national outrage, all we hear are these nonsensical statements that the government is fighting only the opposition, or that the government is engaging in vendetta,” he said.

The information minister said Nigerians must therefore support the government in the ongoing war against corruption, irrespective of political, religious or tribal leanings.

“If you have stolen public funds, you must not go scot-free. Everyone and every arm of government must rise up to be counted in this epic war, and defeat is not an option if our country is to survive.

“As President Muhammadu Buhari likes to say, if we don’t kill corruption, corruption will kill Nigeria. There is no better way to say it,” he said.

Mr. Mohammed said the impression being created by a cross section of Nigerians that the war against corruption wa a vendetta against the opposition, and that indeed it is one-sided, was erroneous.

“This is not true and indeed very nauseating,” he said.

The minister gave example with the latest issue of the $2.1 billion arms deal, saying that it is clear that funds meant to fight terrorism were deployed to another fight- “the fight to keep then President Goodluck Jonathan and his party, the PDP, in power at all cost”.

“So far, based on what we know, no one who has been accused of partaking in the sharing of the funds has denied receiving money. All we have heard from them are ludicrous reasons why they partook in sharing of the money.

“One said he collected N4.5 billion for spiritual purposes, another said he received N2.1 billion for publicity, while yet another said he got N13 billion to pay someone else for the Maritime University land.

“Based on these revelations, should we now fold our hands and allow these people to go away with public funds? Is anyone thinking about the innocent soldiers who lost their lives just because they did not get the necessary weapons to fight the terrorists? What about the families left behind by these soldiers who were sent to their early graves because of the misappropriation of these funds?

“What about those who lost their means of livelihood after the terrorists overran their towns and villages? What of the millions of Nigerians, especially women and children, who are now living in IDP camps? Is it not clear that the cruel fate that has befallen these unfortunate people is a direct result of the misuse of the funds meant to fight the terrorists? Are these not the true costs of corruption?,” he said.

Mr. Mohammed challenged the media to always bring to perspective what corruption has done to Nigeria, its people and image at the international level.

He said the Nigerian media must always reflect how corruption stifles economic growth, hinders the fight against poverty, leads to decay in infrastructure and reduce educational standards, lowers life expectancy, stunts the fight against maternal and infant mortality and impacts negatively on the general livelihood of the citizens.

Apart from the media, the Information Minister also identified, the judiciary arm of government as one of the critical players that would help rid the country of corruption.

“Unless this very important arm of government fully joins in waging
this war, the pending cases of corruption will just drag on until they outlast this Administration,” he said.

The Minister said his Ministry was also planning to carry a sensitization programme on the war against corruption to all the corners of the country, leveraging on the wide reach of the National Orientation Agency, NOA.

He said he would partner with other agencies of government, especially the anti-corruption agencies and the police, as well as the Presidential Advisory Committee on Anti-Corruption.
