The Federal Government has declared
Wednesday, July 5, and Thursday, July 7,
as public holiday to mark the Eid el-Fitr
celebration following the non-sighting of
the moon on Monday.

The Minister of Interior, retired Lt.-Gen.
Abdulrahman Dambazau, made the
declaration on Tuesday in a statement
signed by the Permanent Secretary in the
ministry, Mr Bassey Akpanyung.

He said the declaration became
necessary following the directive by the
President General, Nigerian Supreme
Council for Islamic Affairs, Alhaji Sa’ad
Abubakar III to the effect that the
Ramadan fast would continue on Tuesday
as a result of the non-sighting of the
moon.

The minister urged Nigerians to use the
period for sober reflections and ensure
harmony, unity and peaceful co-existence.
He also called for full support to the
administration of President Muhammadu
Buhari in his sustained effort to pursue
socio-economic and political growth of the
nation.

He wished Nigerians a peaceful
celebration.

The Federal Government had earlier
declare Tuesday and Wednesday as public
holiday.

Senate President, Bukola Saraki; his deputy, Ike Ekweremadu; and his predecessor, David Mark, on Monday urged Muslim faithful to sustain the values and virtues which the Holy month of Ramadan taught them in the last one month. The trio stated this in separate statements they issued in Abuja to felicitate with Muslims on the occasion of this year’s Eid- el-Fitri celebration. Saraki, in his statement by his Special Adviser, Media and Publicity, Yusuph Olaniyonu, in Abuja, in commemoration of this year’s Eid-el-Fitri, also urged all Nigerians to remain steadfast and prayerful in the face of daunting socio- economic challenges. He said that the challenges were surmountable “if we all realign our character and deeds in tune with the wishes of Allah.” He stated that the country can only regain its lost glory when the citizenry uphold the virtues of good neighbourliness and eschew intolerance of other people’s opinion, corruption, abuse of power, disregard for due process and disobedience to the laws of the land. Saraki said, “I urge all Nigerians, across religious divides, to remain steadfast, prayerful and patriotic. The virtues of moderation, piety, regular supplication to Allah and being our brother’s keeper should subsist beyond the Ramadan. Beyond this, every Nigerian should seek to contribute to rebuilding the nation with renewed vigour. “I also urge Boko Haram insurgents and other agents of destabilisation across the country to retrace their steps and give peace a chance in the spirit of the Eid-el- Fitri. “Again, Nigerians who nurse one grudge or the other against the state should seek for legitimate and peaceful means of expressing their grievances so that it will be possible for their position to be better understood and addressed through constructive dialogue. “Similarly, let us all refrain from using violence to express our stand on issues. Violence only destroys; it does not build. Let us also shun greed and other vices capable of undermining the socio-political growth of our dear nation.” Ekweremadu, in his message, called on the Nigerian Muslims to use the occasion to pray for divine intervention in the face of the various forms of difficulties confronting the nation. Ekweremadu called for unity and concerted efforts among Nigerians, irrespective of their various religious, tribal and political inclinations. He said, “On this blessed occasion, I rejoice with the Nigerian Muslims and wish them a hitch-free Sallah celebration. I equally urge them to carry the lessons of the Holy month of Ramadan beyond the month by remaining a people who forgive and eschew rancour and bitterness, while also remaining just and sincere in their dealings with fellow Nigerians. “As Nigerians, we must continue to strengthen the spirit of oneness, regardless of religious, ethnic, regional and political diversities, for that is the only way to surmount our daunting challenges and build a greater Nigeria.” Mark, on his part, decried the rampant cases of violent crimes in the country, just as he challenged all men of good will to rise up to the occasion to remedy the situation. He lamented the spate of crimes; ranging from terrorism, kidnapping, armed robbery, vandalism and religious extremism which were fast destroying the fabrics of our society. He said, “Violent crimes are fast destroying our national landscape. The situation is alarming. This time calls for patriotism and service to rescue the situation. “This is no longer an assignment for government alone. All hands must be on the deck. It is not the case between Cain and Abel, where one insists,’ I am not my brother’s keeper.”

The Civil Defence, Fire, Immigration and
Prisons Services Board has approved the
suspension of four senior officers while
the Controller-General of Prisons, Ja’afaru
Ahmed in his capacity, also approved the
suspension of 10 junior personnel of the
prison.
This followed the escape of two high
profile inmates, Solomon Amodu and
Maxwell Ajukwu who were standing trial
for culpable homicide from lawful custody
in Kuje Medium Security Prison on June
24, 2016.
A statement on Monday in Abuja by the
Prisons Service Public Relations Officer,
Francis Enobore, said the affected
officers and men include, the Officer in-
charge of Kuje Prisons, DCP Musa Tanko;
SIP Buhari Dogo; PIPs Stephen
Edogbanya; Patrick Teru; IPs Usman Peter
and Dennis Makum.
Others are IP Fassan Akin; SPAs Daka
James; Adamu Luka; SPA Zakari Yunasa ;
PAs Asnamal Samuel, Ejegwa Patrick, Isah
Ibrahim and Ngede Salifu
It said, “The suspension was sequel to the
outcome of the preliminary investigation
into the incident and in consonance with
Prisons Service Rules 030406 (2008)
Revised Version; the officers were
suspended from duty to allow for
unhindered trial process.
“The commissioned officers among them
are to be served with letters of query
while the junior staff will be given Form
96 (Charge Sheet ) to explain their role in
the unfortunate saga.”
Meanwhile, efforts to recapture the
fleeing prisoners in collaboration with
sisters security agencies are on-going.
This is in addition to tightening security
measures in prison formations nationwide
to forestall a repeat of such incident, the
prisons service said.
The statement said the CG solicited the
cooperation of members of the public to
volunteer useful information that could
assist in the re-arrest of the fugitives.

THE Economic and Fi­nancial and Crimes Com­mission (EFCC) has com­menced investigation into how a syndicate succeeded in transferring the sum of N216.66 million from the Central Bank of Nige­ria (CBN) account of the Federal Inland Revenue Services (FIRS) into an il­legal account opened in the name of a company using the Awolowo Road, Ikoyi, Lagos branch of a new gen­eration bank.

EFCC is not only prob­ing the illegal transfer, the anti graft agency would also look into the role of the Police High Command in handling the petition earlier sent to it by the real owner of the Ibadan based company, Citadel Concepts Limited, whose company name was used to open the illegal account.

The company’s Managing Director, Mr Joseph Benja­min discovered the infrac­tion when he went to rec­oncile his account with the FIRS and was subsequent­ly, invited by the police to unravel how his company opened an unauthorised account.

Not satisfied with the police investigation which turned the table against him, Benjamin forwarded a petition to the office of Vice President, Profes­sor Yemi Osibanjo who directed Acting EFCC Chairman, Ibrahim Magu, to look into the matter.

A source at the commis­sion confirmed to Daily Sun that several people connected with the open­ing and operation of the account have been interro­gated, even though investi­gation is ongoing.

Daily Sun also gathered at the weekend that inter­rogators from EFCC have obtained documents from the affected bank men­tioned in the petition, the Corporate Affairs Com­mission, the three compa­nies connected with the fraud, the CBN and FIRS.

Another source said many officials of these or­ganisations were quizzed while forensic analysis of specimen of signatures used in opening the ac­count has been carried out.

The role of the police in an earlier petition to the office of the Inspector General of Police is also under scrutiny as a result of allegations made against the police in the cause of investigations by the com­mission.

For instance, part of the document submitted to the EFFC for investigation was to unravel why the police declined requests for the release of the case file to the Lagos State Di­rectorate of Public Pros­ecution and the trial of the petitioner for false in­formation under the penal code.

The anti graft agency would also unravel how far the police has gone in the arrest and interrogation of some highly placed people mentioned in the petition sent to it.

The Governor of Delta State, Ifeanyi Okowa, has set up an eight-man organising committee towards the celebration of the state’s 25 years of existence. The Delta State Press Unit said in a statement on Sunday that Okowa announced the inauguration of the state’s silver jubilee planning committee at a recent press conference held in Asaba, the state capital. The governor, according to the statement, advised the committee to organise a celebration that would harness the unity and peace that bound the various ethnic groups in the state together. Okowa, who spoke through the Delta State Commissioner for Information, Mr. Patrick Ukah, said the anniversary, which would be driven by the private sector, was aimed at appraising the achievements of the state in the last 25 years. “This administration resolved to celebrate Delta @ 25 to take stock of the journey so far, achievements recorded and plot further and better approaches at peaceful co-existence among the various ethnic groups, new development paradigm and refocusing the fundamentals of government to achieve greater and result-oriented improvements in the lives of our people,” Okowa said.

An Igbo socio-political and cultural organization, Igbo Improvement Union (a.k.a. Oganiru Ndigbo), said it had directed its lawyers to institute legal action against the police and the military for failing to protect the people of Ukpabi -Nimbo community, Enugu State who were murdered by Fulani herdsmen. The group contended that the security agencies were negligent in their duties by allowing Fulani herdsmen to murder the people of the community in cold blood. The union said this in a communique issued at the end of its meeting on Friday in Abuja and signed by its President, Chief Ugochukwu Agballah, Secretary, Chief Edozie Njoku and eight members. The IIU stated that Nigeria, as presently constituted, is not working, noting that far-reaching recommendations of the 2014 National Conference can act as a stabilising factor. It called on President Muhammadu Buhari to, as a matter of urgency, implement the report of the conference or subject the recommendations to a referendum. The communique read, “Igbo Improvement Union has mandated its lawyers to initiate legal action against negligent members of the Nigerian security forces who failed to protect the life and property of the people of Ukpabi -Nimbo Community who were murdered in cold blood by genocidal Fulani herdsmen. “The Union took a dispassionate look at the instability in the country and reasoned that the solution to the ongoing separatist agitations in the country lies in restructuring. “The union therefore called on the government of President Muhammadu Buhari to, as a matter of priority, implement the report of the 2014 National Conference or subject the recommendations to a referendum.” It noted that restructuring would serve the cause of a united and progressive Nigeria as against the separatist agitations that it said had become the order of the day in the country. The Union called for the release of Nnamdi Kanu, the leader of the Indigenous People of Biafra from detention in line with the judgement of the courts, stressing that his continued detention and incarceration is illegal, inhuman and an act of provocation.

The presidency on Friday clarified that its
officials were not listed as witnesses to
deliberately testify against the senate
presiding officers and the two top
National Assembly management officials
currently facing prosecution over the
alleged forgery of the Senate Standing
Rules 2011.
The Senior Special Assistant to the
President on National Assembly matters,
(Senate), Senator Ita Enang, who made the
clarification at a news conference in
Abuja, said top presidency officials,
including himself, listed as prosecution
witnesses, were going to court as
members of the seventh senate.
Enang and the Special Adviser to the Vice
– President on politics affairs, Senator
Babafemi Ojudu, were among the 14
prominent Nigerians already listed as
prosecution witnesses in the criminal
case.
He said his clarification became necessary
in view of the fact that there were “false
publications and insinuations that
Presidential Aides have been lined up
against the presiding officers of the
senate and others in the case.
He said his name was being listed as a
witness based on his position as the
Chairman of the Senate Committee on
Rules and Business in the seventh senate,
which is saddled with the responsibility of
amending the rule book.
He said, “I was the chairman of the Rules
and Business Committee of the 7th
Senate which ended plenary on June 4,
2015 and the 8th Senate was inaugurated
on June 9, 2015.
“That upon a written petition to the police
on the subject of alleged forgery of the
Standing Orders by some Distinguished
Senators of the 8th Senate the lnspector
General of Police through one DIG Dan
Azumi J. Doma, wrote to the Clerk of the
National Assembly through his letter
dated July 1, 2015.”
Enang said the police requested the Clerk
to the National Assembly, Alhaji Salisu
Maikashuwa, to inform some key officials
of the 7th Senate to have an audience
with Doma on or before 6th July 2015.
The affected officials included, Senate
President, (David Mark), Deputy Senate
President (Ike Ekweremadu), Majority
Leader of the Senate, (Victor Ndoma-
Egba), Clerk of the National Assembly,
(Maikashuwa), Clerk of Senate (Ben
Efeturi), Chairman Rules and Business
(Enang) and the committee’s clerk (Ogozy
Nma).

A Federal High Court in Abuja on Thursday ordered that a former Governor of Abia State, Orji Uzor Kalu, and his co- accused would on September 27, be arraigned on the charges of money laundering involving alleged diversion of about N3.2bn belonging to the state preferred against them by the Economic and Financial Crimes Commission. Justice Anwuri Chikere fixed the date for arraignment after rejecting a defence counsel’s application to defer it till when the Supreme Court would deliver its judgment on a pending appeal challenging the validity of the charges. The EFCC had, in 2007, preferred the charges against Kalu alongside Jones Udeogo, and the former governor’s company, Slok Nigeria Limited. In the amended charges of 34 counts, the accused were said to have diverted a cumulative sum of N3.2bn from the Abia State Government’s treasury while Kalu was the governor of the state. The case had however failed to make progress as all the three defendants had separately challenged the court’s decision dismissing their notices of preliminary objection to the charges, at the Court of Appeal and later at the Supreme Court. The Supreme Court had on March 18, 2016, dismissed Kalu’s and Udeogo’s separate appeals and ordered them to face their trial. But Slok Nigeria Limited’s lawyer, Mr. Solomon Akuna (SAN), had on May 16 drawn the attention of Justice Chikere to the pending appeal by his client in the case and urged the court to adjourn the case indefinitely till when the Supreme Court would rule on it. He had said two appeals numbered; SC.215/2012 and SC.264/2012 had been heard and determined but the third appeal, SC.264A/2012, filed by Slok yet to be heard by the apex court. Justice Chikere had then further adjourned the case till Thursday. Akuna again on Thursday insisted that the arraignment could not take place until the apex court’s judgment was delivered. He asked the court to further adjourn for mention of the case, but the prosecuting counsel, Mr. Rotimi Jacobs (SAN), disagreed with the defence lawyer and urged the court not to adjourn for definite arraignment of the accused. Jacobs cited provisions of the Administration of Criminal Justice Act which he said prohibited stay of proceedings in a criminal trial. The prosecutor asked the defence lawyer to go to the Supreme Court to obtain an order for stay of proceedings if he was interested in halting the trial. The judge agreed with the prosecuting counsel and fixed September 27 for the arraignment of the accused.

The Supreme Council of Elders of
Indigenous People Of Biafra on
Wednesday disowned the Niger Delta
Avengers and the Movement for the
Actualisation of the Sovereign State of
Biafra.

“Preachers of violence might be infants or
non-existent during the 30-month
Nigerian Civil War,” the group said,
The Deputy Chairman of IPOB’s Supreme
Council, Dr. Dozie Ikedife, stated this at a
press conference in Nnewi, Anambra
State on Wednesday.

Ikedife was reacting based on the claims
by some IPOB and MASSOB members
that the groups were aligning with the
Niger Delta militants as well as other
militants in the country.

The IPOB chief said there was no such a
thing, adding that he witnessed the Civil
War and saw how millions of people,
especially from the South-East, were
slaughtered and properties destroyed.
He insisted that he would certainly not
support any war because any life lost
would not be replaced, but properties
could be replaced.

The ex-Ohanaeze President said, “The
IPOB group I belong to is governed by the
Supreme Council of Elders. There is a
faction led by Nnamdi Kanu that abuses
the elders, preaches violence and ethnic
hatred.

“We do not believe in that. The MASSOB
led by Ralph Uwazuruike from its
inception preaches non-violence based on
the philosophy of the late Indian leader,
Mahatma Ghandi.

“If the militants have been blowing up
pipelines, I don’t see how my group that
has been following legal and diplomatic
process will align with them. We have
quite a different philosophy and modus
operandi towards the issue of self-
determination.

“The two factions of the IPOB and the
two factions of MASSOB are all talking
about self-determination of the
indigenous people of Biafra. But their
approach is not the same.

“The aim may be one but the method
differs. We have not and cannot depart
from dialogue, legal and diplomatic
process and of course you know we are in
court with the Federal Government over
this issue of self-determination.”

On the prevailing economic hardship in
Nigeria, Ikedife said, “It is a worthy
sacrifice for the citizen to endure the hard
living conditions now and enjoin a better
future later.

He added, “I see the current hardship as
darkness before the break of the daylight.
“We have now discovered that the
economy was so badly managed before
now that it requires some efforts,
sacrifice and patience to get it right
again.”

Speaking during a visit to PUNCH Place, the corporate headquarters of PUNCH Nigeria Limited, Kilometre 14, Lagos-Ibadan Expressway, Ogun State, on Tuesday, Soyinka said decentralisation of the nation would ensure healthy rivalry among the component units.

The laureate said it was wrong for previous administrations in the country to say that Nigeria’s sovereignty was non-negotiable, submitting that the position was antithetical to development.

Soyinka added, “I am on the side of those who say we must do everything to avoid disintegration. That language I understand. I don’t understand (ex-President Olusegun) Obasanjo’s language. I don’t understand (President Muhammadu) Buhari’s language and all their predecessors, saying the sovereignty of this nation is non-negotiable. It’s bloody well negotiable and we had better negotiate it. We better negotiate it, not even at meetings, not at conferences, but everyday in our conduct towards one another.

“We had better understand it too that when people are saying ‘let’s restructure’, they have better things to do. It’s not an idle cry; it is a perennial demand. The Pro-National Conference Organisation was about restructuring when this same Obasanjo said it was an act of treason for people to come together to fashion a new constitution. Those were fighting words; that you’re saying, ‘I commit treason because I want to sit with my fellow citizens and negotiate the structures of staying together’ and ask the police to go and break it up and arrest us.

“I remember that policeman, who said if we met, that would be treason. I wasn’t a member of PRONACO at the time. That’s when I joined PRONACO. If you’re saying to me, ‘I am a second-class citizen; I cannot sit down and discuss the articles, the protocols of staying together’ and you’re trying to bully me, I won’t accept.”

He said Nigeria could not continue with a centralisation policy, which encouraged what he described as “monkey dey work, baboon dey chop” mentality.

Soyinka said the over centralisation of government had resulted in resentment among constituent states, adding that the phenomenon was insulting and promoted anti-healthy rivalry among states.

He stated, “We cannot continue to allow a centralisation policy which makes the constituent units of this nation resentful; they say monkey dey work, baboon dey chop. And the idea of centralising revenues, allocation system, whereby you dole out; the thing is insulting and it is what I call anti-healthy rivalry. It is against the incentives to make states viable.”

He said the centralisation of government led to the proliferation of states during the military era when, according to him, a state was created because the girlfriend of a certain military leader hailed from the state.

He said it was high time government established state police to check the rising security challenges in the country, stressing that policing was more effective when localised.

Soyinka added, “I know people get nervous about that expression. If you go to a place like England, you sometimes see two, three, four police (officers) just walking casually unarmed, but they are observing everything.

“Now, if policing is all of that, then I think the police are more efficient if they are based within a smaller constituency than a larger one. Within such constituencies, the policeman virtually knows everybody. A federal, centralised system of police lacks that advantage.

“So, I find it very difficult to accept that people can be nervous about the state police. State police has been abused. Nobody is denying that; it’s historical. Don’t tell us because we know already. But isn’t centralised police also abused? Look at what’s been coming out from the last elections, not just the police, but the military.”



Condemning the killings perpetrated by Fulani herdsmen across the country, the Professor of Comparative Literature said the phenomenon had become an albatross that must be tackled frontally by the Federal Government.

Soyinka said the intrusive nature of Fulani herdsmen was no longer a remote problem for him personally, alleging that some Fulani herdsmen had invaded the privacy of his residence in Abeokuta, Ogun State.

“It is no longer a remote problem for me. It is an actuality,” he said, recalling that the killings carried out by suspected Fulani herdsmen in Enugu some months ago was mismanaged by the government.

“In Enugu, why did it take so long to investigate the killings? It’s like the case of Ese Oruru. What is all this? What is security for? That thing should have been addressed immediately. (In Enugu), they shouldn’t have waited for directives from Buhari or anybody. This is a crime against humanity. There should be no debate about it.

“The military should have been drafted there immediately; the police, first of all, and the military – if necessary. I found out that the victims were arrested; what’s all that about? This menace is underestimated. If they had reached my secure place in Abeokuta, then it is no longer a remote problem.”

He faulted the proposal to create grazing reserves for herdsmen in the country, saying rather than do that, ranches, where members of the public could go to buy cows and goats, should be created.

The octogenarian said the term “grazing reserve” would convey the meaning that government had carved out some people’s land for herdsmen to use for their commercial enterprise.

“The word ‘reserve’ is the problem. If there are ranches, it doesn’t matter where they are built, ranches are a commercial proposition, it isn’t a Fulani issue. You can create ranches so that cows, goats could be bought there. This shouldn’t be an instrument of politics, race or ethnicity.

“But when you talk about reserves, it suggests that people can bring cattle from Futa Djallon, Senegal, and if they get here, they can get reserve. If it’s a ranch, it’s a pure commercial proposition, you want to trade. I will like to see these cattle people go back to the position they were before in which there was mutual collaboration between them and farmers,” he said.

Soyinka called on Buhari to consider the report of the 2014 National Conference convened during the tenure of ex-President Goodluck Jonathan, lamenting that the country had been moving round in circles without direction.

“We have a habit of consigning files to the dust shelves and then we start all over again. The (confab) report that came under Jonathan is even more superior to the one that I participated in as a member of PRONACO and I think that should be addressed seriously.

“The recommendations strike me as workable, practical, and in fact, as answering some of the anxieties of this nation. This is something I think that Buhari should tackle seriously,” he said.
