Even though, Lagos looks over-crowded, it is still the safest city in Nigeria. The state government spends huge sum on its security, providing well equipped response patrol cars and different security units around the city. Thousands of tourists and visitors visit the city every year and they appear to be at ease anytime they are around. It has low crime rate, no religious crisis, wonderful parks, environmental supporters and friendly people. http://www.travelstart.com.ng/blog/top-10-safest-cities-to-visit-in-nigeria/ |

overhypedsteve: you sound smart, but how you were able to avoid understanding such a simple concept baffles me. The public officials are supposed to serve both gay and non gay right Americans on general services right? But where they offering Services that would compromise their believes prior to this time? No. Before the court ruling it was ok to prevent gay from adopting kids, getting marriage license and benefits, but after the ruling things have changed. Conservative office holders will not want to compromise their believe. So this is not a case of general social services but specific sensitive services as stated in the article. A gay man has the right to get health insurance, but may be denied from gettin a marriage license from a conservative marriage clerk. He ll sue and call his father and mother and some human right activists and his fellow gay people to match and lead a protest, cnn will broadcast it that a cruel clerk refuses to allow two gays get married, what the governor is trying to do is to prevent such a thing from happening. You can not as a public official sit right there and say to a gay person that you can not issue marriage licenses because of religious beliefs. It's against the law and what comes next is getting sued, fines and paying damages which the governor's charade can not prevent legally. His silly law can not shield them against lawsuits, contempts, fines and damages. If your religion is more important to you than your job, then resign like many are doing and go look for another job that has nothing to do with offering services to gay people.. The governor apart from giving these clarks false sense of legal security is a damn hypocrite, you can not defend and uphold other people's rights while they deny other people in his care their rights. This is the legal and laws of the land concept I need you to get into your head. |

After Suit Filed Against Clerk, Couple Issued Marriage LicenseA same-sex couple in East Texas, who alleged that Smith County Clerk Karen Phillips denied them a marriage license on June 26, sought a court order to force Phillips to issue them a license in the wake of the U.S. Supreme Court's opinion in Obergefell v. Hodges. As it turned out, Karen Wilkerson and Jolie Smith didn't have to fight for their license in the courtroom because Phillips' office issued them a marriage license on June 29.
Paxton's Opinion
Professor Peter Linzer of the University of Houston Law Center said that Paxton opinion is "very carefully written" but ducks the question of what happens if a county clerk and all of its employees don't want to issue same-sex marriage licenses for religious reasons. Linzer said that Paxton is saying "if there's somebody else around to do it, it's OK if you don't do it." "It's a plausible argument. The only objection from my point of view is the people seeking the license may be insulted," Linzer said. Professor Richard Rosen of Texas Tech University School of Law said county clerks are government employees bound to uphold the constitution, and the U.S. Supreme Court held that same-sex marriage is a constitutional right. "Texas is bound by the decision and ultimately is going to have to issue marriage licenses in every county," Rosen said. As long as someone in a county clerk's office will issue a license, Rosen said, he doesn't see a problem. However, Rosen, who said he is used to following orders after spending much of his life in the U.S. Army, said, "I personally have a problem with government officers refusing to obey a law because they happen to object to it." http://www.texaslawyer.com/id=1202730863750/Lawsuit-Filed-Against-Clerk-Who-Refused-Marriage-License-to-SameSex-Couple?slreturn=20150603174017The governor can play around and display his bigotry and prejudice with his bigoted friends, but he can not disobey supreme laws of the land. |

overhypedsteve: you guys will read something you ll not understand what you read but you ll still carry hand and start criticising it. Obviously referring to yourself. The governor is trying to ensure that people that refuse to offer services to gays are not targeted by the law. There is no law on any book targeting any private individual or entity for refusing to offer services to gay people so the governor's action was meaningless, unnecessary and grandstanding. It was pure waste of time.... Take for example the sacking of a marriage licensing officer bcus of her refusal to license gay couples or the closing of a saloon bcus it closed it doors to gay customers. There's a clear difference between private individuals, businesses and public officials paid with tax payers money to offer services to tax payers including gay people. There's a reason why county clarks are resigning instead of issuing licenses to gay people. They know as public officials refusing to issue license to gay people is against the law so the best thing for them to do is to quit their job and resign.. Public officials can not discriminate against other people because of their, gender, sexual orientation, religion and so on. Read the article again carefully maybe you ll get what it is trying to say. The governor's actions can not protect discriminating public officials against law suits which they'll lose hands down and this is why many of them are resigning instead.. You need to understand the difference between public and private and quit confusing yourself.. |

Ibsgal: Actually, he isn't taking an action against the law itself, he's simply stating that businesses and individuals can refuse services to the homosexual population if they feel as though it is a violation of their freedom of religion. Homosexuals can still get married in Texas, but they can't force a person or business owned by a person of faith to participate in the prep that goes into a wedding such as joining of hands, catering etc. A lot of businesses already practiced this right around the country, even before same-sex marriage became legal in all 50 states. I don't remember any law forcing private entities to do anything against their religious beliefs. The supreme court's decision says no such thing so this is more like fools errand and crying wolf over nothing.. |

The law is not even forcing people to do anything against their religious beliefs to start with so of what relevance is the governor's silly and redundant action? If churches, pastors and others state have issues dealing with gay marriages, they are free to refuse participation, but the state can not deny gay folks marriage licenses and or state services. His grandstanding and goofy actions is just for show because the supreme court's decision is the law of the land and he has no choice but to obey or get sued, sanctioned and even pay fines and damages. His actions has zero leg to stand on legally so there's nothing huge about his meaningless charade designed to fool his own people... |

Residents and shop owners in Uyo, Akwa Ibom State, on Wednesday lamented loss of property and goods worth millions of naira to flooding.
They accused the state government of insensitivity and of poor handling of drainage channels in the state capital.
The flood, which swept through IBB Way, Ukpong Ebet, Akpa Ebet, Akpan Ukpo, Udo, Urua Ikpa streets, among others, affected many shops and houses.
At Ukpong Ebet Street, Off IBB Way, shop owners were seen savaging bags of beans, processed cassava (gari) from the water.
One of the traders, Mr. Eyo Okon, said he and his younger brother were trying to salvage some of their goods from the flood.
He said, “I don’t have money to rent another shop. This is the only business I am doing to take care of myself and my family.
“As the rainy season has started, I cannot tell how we are going to survive. When it rains, we are always at the mercy of the flood.”
A resident, Mr. Stanley Udo, told PUNCH METRO that all the drainage channels constructed around Abak Road Housing Estate empty rain water into the area. He added that neither the government nor the construction companies thought it wise to construct gutters that could take the flood away from the area.
He said, “We have lost property worth millions to flood. Every year we continue to suffer since we do not have somebody to construct drainage channels in our areas. The government has done nothing to control the flood here.
“One thing that baffles me is that our area is opposite Akwa Ibom State Secretariat. Once the area is flooded, the major road, IBB Way, is also flooded.
“If the government had cared and was serious to do something about flooding in this area, it would have constructed drainage channels around IBB Way which would have taken the water away.
“Businesses only thrive here during the dry season. In the rainy season, many of the people who own shops here leave; they cannot expect customers to wade through the water to buy goods from them. http://www.punchng.com/metro-plus/aibom-residents-lament-loss-of-property-to-flooding/It's the same situation every year... |

Reference: My own argument is simple. If the IGR is that good, good enough to repay the loans then why do you need the loans when typically these projects take years to complete. A typical 4-lane 200 mile highway has a typical completion period of 48 months. Rail lines take even longer. Why the rush. Something doesn't add up. Incomes are either exaggerated or expenditure is suspect. Of what relevance is IGR that amounts to nothing in terms of overall responsibilities? N20 monthly billion IGR x 12 months = N240 billion N10 monthly allocation x 12 = N120 billion N240 billion + N120 billion = N360 billionAnnual budget is N489 billion That's N129 billion shortfall that they still have to make up from somewhere to serve 20 million people with decayed infrastructures. While states like Akwa Ibom with less than 5 million people have N500 billion plus budget regardless of IGR. Lagos state's huge IGR is a myth against what it amounts at the end of the day and in terms of actual operating budget and this is why they still have to borrow to make things work and fund capital projects. When people make noise about IGR in Lagos state, they are basically clueless because it is still nothing when it comes to formulating budgets and overall responsibilities.. |

DELTA TO CONTEND WITH N636BN DEBT – OKOWABy Festus Ahon
ASABA—DELTA State governor, Dr Ifeanyi Okowa, yesterday, decried the financial position of the state and disclosed that the government had over N636 billion debt, including contractual obligations, to contend with in the next three years.
Addressing the state legislature, Okowa said: “A total monthly deduction of N4.60 billion will be made from our FAAC receipts with effect from this June through to March 2017, and thereafter N1.098 billion monthly until September 2018.
‘’This leaves us with a balance of N3.4 billion assuming the FAAC allocation stays at N8.03 billion.
“The receipt from Internally Generated Revenue, IGR, is about N2.0 billion monthly, after deducting cost of collection.
Okowa
http://uncova.com/delta-to-contend-with-n636bn-debt--okowa Lagos state's Total debt is N435 billionLagos state with 20 million people and the 2nd largest workforce in Nigeria pays out N6 billion in wages every month so why is small Delta state with Total population/Less than 5 million paying out the same wage bill amount like Lagos state.? Scheming and ghost workers of course.. There are countless projects on the ground to justify Lagos state's debt of N435 billion with, but what's on the ground in Delta state to justify their N636 billion debt with? Nothing.... The metro rail alone when completed is capable of generating billions and more than enough to pay off everthing the state own and still keep making billions every month for many decades to come to fund many more visionary projects to serve Lagosians. The 10 lane Lagos Badagry expressway is our economic gateway in and out of Ecowas/West Africa so the FG shouldn't abandoned that road and their responsibility. Spending money on that road and the rail line spells measurable economic benefits for the people of Lagos state and Nigerians on general. This is the kind of projects sovereign countries execute with federal funds, but this single project is the largest public works project in Africa and it's being done by an ordinary state in Nigeria. But wait
support a range of reforms relating to fiscal sustainability, budget planning, budget execution and the investment climate in the state.
Not even for capital projects World bank loans funds the construction of the Lagos metro rail, Lagos Light Rail project, expansion of Badagry road project and the Mile 12-Ikorodu road project, 36 new firefighting engines and supplies to save your lives and property among others. They don't have to specify capital project for you to know exactly that budget implementation and investment climate means funding capital projects budgeted for. For any serious society and economy to attract value and investment, you have to invest in and upgrade your infrastructure. It takes more than your pissy FG allocation and IGR that amounts to $3 billion to manage 20 million people and decades of poor and neglected infrastructure. Other climes with less population and decades of development like NY budgets over $100 billion and still have over $100 debt. Borrowing is a bad idea if you have zero capacity to repay the loan and so far Lagos state is yet to default on any loan, they have comfortably repaid loans and bonds with change left in their loan payment funds reserve. They have over N100 billion in loans repayment bank accounts that generates interests specifically to fund their loan obligations. Fitch upgraded the state’s National Long-Term rating from AA to AA+ with a stable outlook which is an indicator of the financial resilience of Lagos. You don't get such ratings and respect if you are financially irresponsible. Lagos's credit ratings is better than many countries in Africa. You people need to first understand loans, how it works and the value it adds to your economy and your lives. Lagos state is Africa's 5th largest economy and it didn't get there by accident... If the people managing Lagos are not doing a great job, Nigerians won't migrate to Lagos and Lagos wont be economic sanctuary for millions of Nigerians from all over Nigeria. |
