Earlier this today, popular Nollywood actor, Kate Henshaw, reported on Twitter how a “somebody” – a euphemism for VIP – stopped his convoy and came down to urinate in public. In Nigeria, public urination is a common feature on our streets and roads. However, poor sanitation and open defecation continue to blight the city’s drive towards this achievement. Sadly, the government has done little to provide sufficient decent public toilets. The lack of public toilets robs people of their dignity. It has been said that eateries and filling stations are compelled by law to keep their toilets neat and make them available to members of the public. However, compliance with this law is very poor. An Uber driver has been arrested in San Mateo, California, USA for burglary. According to the report, the driver took his riders to the airport, then drove back to their home, and tried to break in. Surveillance footage from a doorbell camera showed him approaching the front door on Thursday and then walking away from the house. Police say he was chased off when the security alarm went off. A CCTV footage showed him breaking into another home a few blocks away. The house was ransacked and a number of items were stolen. It was discovered from the footage that he spent four hours cleaning up the place. The riders had reportedly rented the house through Airbnb. The police were able to use that uber and the CCTV footage information to arrest the Uber driver, Jackie Gordon Wilson, 38, at a home in Rancho Cordova, near Sacramento. They say some of the stolen property was found in the home and he had on the same clothes he was seen wearing in the videos. Wilson was charged with first-degree burglary, attempted first-degree burglary, and resisting arrest. The 156-kilometre Lagos-Ibadan railway will be ready in May this year (2019). This was according to the Managing Director, Nigerian Railway Corporation, Mr Fidet Okheria, On February 8, following that announcement, the Minister of Transportation, Rotimi Amaechi, led several dignitaries on a train test-ride from Iju to Abeokuta. The test run ride was to signify the commitment of the Federal Government to the new railway project. The section that was test-run is the 62 kilometres stretch beginning from Iju (Lagos), which is Kilometre 21 to Kilometre 82 at Laderin, Abeokuta in Ogun state. This was planned to commence shortly after the test run. The free train ride will run from Lagos to Abeokuta. Members of the public were expected to board the train at the Iju station in Lagos. In anticipation of a crowd, the Nigeria Railway Corporation (NRC) printed train tickets ahead of the announced date. Sadly, the free train ride on that date never happened. According to Rotimi Amaechi, the Chinese contractor suspended the three months free train ride due to security and safety of passengers. Autojosh.com recently visited the construction site of railway track from Iju (Lagos state) to Agbado (Ogun state) to see the level of work there. While we were there, we observed a serious pace of work going at the Iju-Agbado axis. However, from our observation of the state of work there, the free train ride would not be possible any time soon. The reason for this – chiefly – is that two lanes of railway tracks are being planned for the project. Currently, only one exists on that stretch. Also, work to relocate the old narrow gauge track has not started there yet. We inquired from a Nigerian worker on the site, who craved anonymity, of his opinion on when the Lagos-Ibadan railway project would be ready. He was unequivocal in his response that it will not be anytime soon. He hinted that it might run into years. He attributed his opinion on the constant stoppage and resumption of work on the site. President Muhammadu Buhari will be visiting Lagos before May 29 to commission the Oshodi Transport Interchange. This news was confirmed by officials of the Lagos state government. The Oshodi Transport Interchange will be Africa's first mega bus terminal. The Oshodi Transport Interchange is part of a process to rebrand Oshodi, with the aim of giving Oshodi an ultra-modern outlook. During the visit, the president will also commission the 10-lane Oshodi-Murtala Mohammed International Airport road. Both projects are two key legacies that the outgoing governor of Lagos state – Akinwunmi Ambode – would be leaving behind as governor of the state. Construction work is still ongoing at the Oshodi Transport Interchange. The tragic event occurred over the weekend. It was captured by a CCTV camera at a fuel station at the Caltex garage in Kenilworth in Cape Town, South Africa. The CCTV footage showed gratuitous gun violence and the execution of a man inside a BMW. The public execution of the motorist is believed to be gang-related. From the CCTV footage, a man inside the BMW pulls into the station and parks next to a petrol pump. He opens his window and begins a dialogue with someone just out-of-shot on the driver’s side. Then, two of the shooters – one wearing a grey hooded shirt and the other a black gilet – emerge from behind the tanks. They dash towards the car and began firing their pistols at the driver from point blank range. The shots fired at the target went on for long, ostensibly to ensure that the victim did not survive the attack. Reports confirmed that the attackers were later apprehended. The rainy season is just about kicking off. Countries – especially those in the tropical region – that have witnessed severe cases of flooding due to heavy rainfall in recent years, are putting measures in place to avert such crisis from repeating itself. For instance, in Kenya, the government is taking proactive steps to ensure that there are no flooding in city centers especially in big cities like Nairobi, Mombasa, etc. There, the authorities are making concerted efforts to clear up blocked drainage systems. ahead of the rainy season. Blocked drainage systems in cities can lead to flooding, a situation where water is diverted from the channels into roads, homes, etc. Sadly, in Lagos state, a place prone to flooding, and also a place that is supremely notorious for blocked drainage systems, there has been absolutely nothing done to rid the drainage systems of refuse. How the airport is nestled in between mountains and the very short length of the runway is among what makes this airport a very dangerous airport; hence very difficult to land. According to records, there have been multitudes of crashes at the Lukla Airport which have claimed several lives. Bruce Campbell, a retired 64-year-old American engineer, has always had a creative vision. In 1999, Campbell purchased a Boeing 727 aircraft from Olympic Airways, based at Athens Airport, USA. He bought the aircraft for a whopping sum of $100,000. After acquiring it, he had to transport the massive aircraft to a forest in Hillsboro, Oregon, where he already owned a 10-acre piece of land that cost him $23,000. Transporting the plane from Athens, Greece, to Oregon proved to be the most daunting task. Transporting the aircraft cost him about $120,000. There, he turned the otherwise scrap of a plane into a beautiful upcycled masterpiece. Campbell believes that airplanes can have so much potential outside of their intended use. This was how this man used a good dose of imagination, an old plane and a large plot of land to create one of the most unique houses in the world. Not everyone you see on road driving is as calm as they may look. This driver took it entirely to another level after some FRSC officials allegedly damaged his precious car. The aggrieved driver attacked the FRSC officials with something that looks like 2x2 wood. The officials had no option than to flee from the aggrieved driver in their van. This is a video of a fully loaded fuel tanker at Ibafo, along the Lagos-Ibadan expressway. The tanker developed a leak, thus making the content of the tanker to spill profusely. Rather than maintain a safe distance, some passers-bys - mostly area boys - got containers to take the fuel gushing out of the tanker. An official of the FRSC was on the ground to manage the situation. This, however, did little to discourage the young men who were more interested in salvaging as much fuel from the tankers for themselves. Watch the video HERE. It is one thing to make laws, it is another thing to follow through with proper enforcement of such laws. Since 1999, successive governments in Lagos state became famous for instituting brilliant and cutting-edge laws or public rules - especially in the road transport subsector. Sadly, each of them ended up failing miserably in enforcing some of these laws. Soon, it becomes evident for all to see that the willpower to enforce these laws or public rules is practically non-existent. Often, the reason for poor enforcement is credited to re-election considerations. Unlike in the military dispensation, there is always the fear of the possible diminished political capital of the governor or his political party, as a fallout of their a strict enforcement of some of these laws. On 29, May, there will be a new government – one that will be headed by Babajide Sanwo-Olu. Will Sanwo-Olu be daring enough to enforce some of these road transport laws and rules that have made Lagos state rank poorly in road traffic management? See below some laws and rules in the road transport sector that we expect Sanwo-Olu to enforce without fear of whose ox is gored. Ban on the operation of “Kabu kabu” https://i1.wp.com/autojosh.com/wp-content/uploads/2018/07/kabu-kabu.jpg?w=600&ssl=1 “Kabu kabu” are unregistered taxis – or those that are not painted in the designated colours of commercial vehicles in Lagos state. In the twilight of the military rule in Lagos, state, the activities of Kabu kabu operators were issues of concern to the government. Apart from security concerns, they were hard to regulate and tax. However, with the return of democracy, moves were made to legislate against the practice. During the Fashola administration, the Ministry of Transportation originated an act that was forwarded to the State House of Assembly for the regulation of Kabu Kabu operations in the state. The act had ideas on to ensure that cab operators get licenses from the ministry in order to operate. The regulation was necessary so that the lives of residents would not be at risk. Apparently, that effort turned out to be a waste of time and effort. Ban on Okada https://i2.wp.com/autojosh.com/wp-content/uploads/2019/01/Okada-In-Lagos-11-1.jpg?w=600&ssl=1 Commercial motorcycle better known as “Okada” is one of the greatest public nuisances that has ever afflicted Lagos state. This ubiquitous mode of public transport gained notoriety for a number reason. For instance, these necessary evils contribute significantly to the high patronage witnessed at orthopedic hospitals in Lagos. Okadas are also the most convenient mode of getaway transport for criminals – especial in locations with busy traffic. Successive governments in Lagos state had made efforts to outlaw this mode of public transport without success. However, the administration of Babatunde Fashola – in 2012 – took the bull by the horn by instituting an assertive ban on Okada operation. The ban restricted Okadas from plying 475 roads in the metropolis. Today, that ban appears to exist only on papers. Wastebaskets in Commercial buses https://i2.wp.com/autojosh.com/wp-content/uploads/2019/04/waste-basket.jpg?w=600&ssl=1 The habit of throwing liters from mobile vehicles contributes to the notoriously poor sanitary condition of Lagos state. To check the practice, the administration of Bola Ahmed Tinubu mandated that commercial vehicle operators should have a wastebasket in their vehicles at all time. This measure was necessary to ensure that passengers in commercial buses no longer throw things out of commercial vehicles. At the time, drivers of commercial buses were compelled to purchase small government-endorsed and branded wastebaskets. Theses wastebaskets were sold to commercial drivers in Lagos state at exorbitant prices. Sadly, time later proved that that policy was one intended primarily as a revenue drive for the government and perhaps empowerment for their cronies. Helmet https://i1.wp.com/autojosh.com/wp-content/uploads/2018/07/Funny-helmet-1.jpg?w=600&ssl=1 Naturally, motorcyclists- especially Okada riders – are required to use a helmet and provide one for passengers. This rule was never really enforced in Lagos state. In 2008, the Fashola administrator instituted a road traffic policy that makes it illegal for motorcyclists and their passengers to commute without protective headgear. The government even came up with a policy that compels commercial motorcyclist to use only government-provided helmets. The enforcement of that rule was only sustained for a brief period. It is the practice of Danfo conductors hanging out of their buses, while the bus is in motion. Hanging on Danfos is considered as some sort of professional “swag” in the league of danfo conductors. Successive governments – civilian and military – have issued threats and warnings against the practice. Yet, it did little to curb the practice. The administrations of Tinubu, Fashola and the outgoing Ambode administration, have demonstrated no sincere resolve to stem this dangerous practice. Prohibition of Danfo Bus Drivers From Working More Than 8 Hours Daily https://i0.wp.com/autojosh.com/wp-content/uploads/2018/07/danfo-driving-end-of-work-1.jpg?w=600&ssl=1 Fatigue, due to driving for long hours, contribute to some reckless and dangerous driving by commercial drivers in Lagos. In 2013, to reduce incidences of fatigue-inspired road mishaps, the Fashola-led government came up with a harebrained idea. It was a law that prohibited bus drives from working more than 8 hours daily. The government depended on Section 44 of the Road Traffic Law. The law stated that commuter bus drivers are barred from driving for 8 hours at a stretch. On January 2014, enforcement of that law started. However, like other otherwise good policies, the Lagos state government demonstrated the lack of will-power to enforce this road traffic law. This reality has led million to trade on the street and engaging in other similar informal economic activities. Street trading has become a major contributor to the incredible GDP of Lagos state. Sadly, street trading is one of the big menaces on the roads in Lagos state – sometimes contributing to traffic gridlocks. It has been an issue of great concern to successive governments in Lagos state. However, in 2016, the Ambode administration started a campaign to rid roads of hawkers and street traders. Enormous state resources were invested to promote this project. For instance, street signs to indicate the prohibition of street trading on roads were produced and installed around the state. However, and ostensibly due to the fear of a possible backlash at the polls, the entire plan was jettisoned. Gated streets https://i0.wp.com/autojosh.com/wp-content/uploads/2018/07/gated-street.jpg?w=600&ssl=1 As part of a plan to ease Lagos state of traffic gridlocks – especially during rush hours – the Fashola administration outlawed the system where streets or roads that would have provided alternative routes to motorist are gated. Residents and Landlord Associations were instructed by the state authorities to keep their street gates ajar until late in the evenings. Upon implementation, this policy proved effective in decongesting traffic in some traffic gridlock-prone roads. Lately, that enforcement appears to have been significantly relaxed. Principally, this system was necessary to stem the tide of criminal activities facilitated with the use of Danfos. A notable instance is the incidences of “One Chance”. To that end, every danfo and Molue were designated on specific routes. To ensure compliance, the routes that each Danfo was assigned to were printed on their chassis. The enforcement was taken seriously but not for so long. To regulate their activities on the roads, 0n August 3, 2012, the Fashola administration enacted the Lagos road traffic laws. This law was unambiguous in the outright ban of the activities of the Agberos (NURTW, RTREAN, etc.) both at motor parks and at bus stops. In simple terms, by that law, the mere sight of an agbero on the street or bus stop is a crime against Lagos state. Curiously, the enforcement of that law by the chest-beating Fashola administration only lasted for 3 days. Interestingly, that law still exists. Yet, there has been no political will to enforce it. The owner of this boat went overboard. He threw caution to the wind and did something very inappropriate. He carried 12 school pupils on his boat on the Lagos lagoon with the pupils not putting on life jackets. The question now is: What could have been the faith of those kids if there had been a mishap? Even if he’s a fish and very good at swimming, he won't be able to save the life of 12 of them. The management of National Inland Waterways Authority (NIWA) on a control inspection on Monday intervened and brought the boat owner to book. According to the agency, a boat carrying 12 pupils of the Government Secondary School, Tarkwa Bay from Osborne to Marina in Lagos was arrested on Thursday March 28, because none of the pupils had life jackets on. The agency further revealed that all the pupils were below 16 years old. “The route is one of the busiest. Most shockingly, none of the children wore a life jacket on that open boat. A standard approved life jacket is an essential requirement for water transportation and its use is mandatory, for it is the only tool that helps to ensure the survival of lives in the unfortunate event of a boat mishap. “What is more, nobody can rule out the possibility of a mishap occurring on any trip at any given time due to several factors that may be beyond human control. NIWA places a very high premium on the safety of lives on water. We had only recently toured all passenger jetties in Lagos on sensitization campaign on safety, with particular emphasis on the use of life jackets, among other requirements. We view this incident as a gross travesty of this campaign, which consequences could have been the avoidable loss of precious young Nigerian lives. “Consequently, the operator and driver of the impounded boat would be charged to court under extant laws, so as to serve as a severe deterrence to other operators in the industry. We have lost so many lives from boat mishaps that every necessary step must be taken to protect further loss of lives on our waterways. “NIWA will not relent in its determination to monitor activities on the inland waterways with routine and control inspections.
