Last week Wednesday, the Nigerian Presidency issued a directive for the immediate clearing up of the Apapa gridlock and the restoration of law and order in its environs within 2 weeks. Roads affected are roads that lead to the two seaports in Lagos state – the Apapa Port Complex and the Tin Can Island Port. The major cause of the gridlock on affected roads are parked heavy-duty trucks along affected roads. See The Presidential Directive HERE Less than a week after that directive was issued, parked trucks are speedily disappearing from major roads and bridges that they are known to have parked trucks parked on. Traveling along the Ikorodu expressway down to Eko Bridge, not a single parked truck was seen. This reality gives the roads a more organize outlook, thus enabling a free flow of traffic on the busy expressway. This is not the first time parked trucks have been relocated from these expressways and bridges. So, is it safe to say this is freedom at least from the nuisance of parked trucks in Lagos? In Lagos, these cars are a common sight at the Lagos-Badagry Expressway axis. Have you ever wondered at their weird design? This way, they can carry much more contrabands into the country to the destinations of their patrons. In reconstructing these cars, their suspensions are given a relatively extreme lift. This way, the weight of the cargoes in the boot does not force the rear end to touch the ground when the car is in motion - especially in undulating or rough terrains. Earlier today, a commercial bus popularly referred to as "Danfo" somersaulted on the Third Mainland Bridge in Lagos. The accident was the result of a burst a tyre suffered by the Danfo. It was constructed as a major route to evacuate cargo out of Lagos seaports (Tin Can and Apapa ports) without running through the spine of the city. 3. The Apapa-Oshodi Expressway is also a major route into the country from Murtala Mohammed International Airport and the Trans-West Africa Highway from Badagry. 4. Due to aging, neglect, and the damaging effects of heavy-duty trucks carrying cargoes to and from the ports, the Apapa-Oshodi Expressway has virtually collapsed. 5. On August 2013, the Goodluck Jonathan administration approved contracts for the reconstruction of Oshodi-Apapa Expressway. 6. The contract was awarded to Julius Berger (Nigeria) Plc, for N15 billion, with a completion period of 15 months. 7. The construction of the expressway by Julius Berger was broken down into phases: Section 2 Phase II (Mile 2 –Barliet- Ilasa) was completed in 2015. In 2017, the Dangote Group made a proposal to the Buhari administration for them to repair the Oshodi-Apapa Expressway and adjoining roads. 9. The proposal by Dangote include the reconstruction of the road network starting from Creek Road, Liverpool, Tin Can, all through to Marine beach to Mile 2 to Oshodi to Oworonshoki and to the Toll Gate. on the Lagos-Ibadan expressway. 10. According to the Minister of Power, Works, and Housing, Babatunde Fashola, the proposal by Dangote Group came as a single solution to the port evacuation problem. 11. In July 2018, the Buhari administration approved the contract for the reconstruction of the road from Apapa to the toll gate on Lagos-Ibadan expressway in Lagos state. 12. The reconstruction contract was awarded to Dangote Group. In exchange, the Federal Government will grant Dangote Group a ten-year tax holiday. 13. The amount approved for the construction project was N72.9billion. 14. The decision to award Dangote the tax-for-road contract was based on an existing ‘infrastructure-for- taxes’ provision of the Companies Income Tax Act (CITA), known as the “Exemption of Profits Order 2012”. This law was signed into law by Goodluck Jonathan, Nigeria’s former president. This policy was further enforced by an executive order (Executive Order 007) by President Buhari in 2019. 16. The stretch of road to be reconstructed by Dangote would cover a distance of 35-kilometer (Starting from Creek Road, Liverpool, all through to Marine beach to Mile 2 to Oshodi to Oworonshoki and to the Toll Gate). 17. The road will be constructed using concrete and cement. Using concrete is considered cheaper, faster to complete, far more durable than asphalt and hardly develop potholes. 18. When completed, the road will be made up of 10 lanes – five lanes on both sides – three on the main carriageway, two on service lanes. It will also include drainage, rehabilitation of some of the bridges and interchanges. 19. Dangote Group contracted the reconstruction of the 35km road to an indigenous construction firm, Hitech Construction Company Ltd. 20. On 17, November 2018, the Federal Government flags-off reconstruction of Apapa-Oshodi-Oworonsoki-Ojota Expressway. 21. In April 2019, Hitech Construction Company Ltd commenced reconstruction work on the extensive 35-kilometer stretch of roads. 22. Earlier today, a blue BRT Bus with an unknown registration number had an electrical fault which resulted in it getting completely burnt. The Fire was eventually put out by officials of the Lagos State Fire Service. Officials of LASTMA were on ground to manage the traffic situation. The indefatigable personnel of the LASEMA Response Unit (LRU) eventually salvaged the burnt bus from the scene. Apapa is home to 2 of the nation’s active seaports - the Apapa Port Complex and the Tin Can Island Port. Traffic gridlock at the Apapa axis of Lagos state has been a major cause for concern as it has made doing business at the seaport and the surrounding environment tedious. The directive mandates the immediate removal of all trucks from the bridges and roads within Apapa and all adjoining streets leading into the Apapa axis. To facilitate this important assignment, operators of trucks and tankers have also been directed to vacate the Port Access Roads within the next 72 hours. This directive follows an emergency meeting convened by President @MBuhari and chaired by Vice President @ProfOsinbajo on the 25th of April, 2019. Other members include a special unit of the @PoliceNG led by a Commissioner of Police, representatives of the Truck Transport Union, the Lagos State Government @followlasg through the Lagos State Traffic Management Authority (@followlastma), and other relevant MDAs.The @NigerianNavy and all other military formations have also been mandated to withdraw from traffic management duties in and around the Apapa axis, while military and paramilitary checkpoints in front of the ports and environs are to be dismantled. In addition, LASTMA @followlastma has been authorised to move into Apapa as the lead traffic management agency, while @nigerianports is to commence the immediate use of the Lilypond Terminal and Trailer Park A as a truck transit park. The Good Book says, “Love your neighbour as yourself”. Therefore, we’re left with no choice but to love them. However, some neighbours sharing the same residential compound with us can do things that often drive us crazy. For instance, they do certain things with their cars that if not well-managed could lead to a dispute. At such times, they make you wish you could afford to live in a self-compound. For those who live in shared compounds, you will relate to the pain caused by some neighbours, especially the inconsiderate ones that never think of others, but just themselves. Indeed, peaceful communal living requires some special skills and patience. Anyway, here, we look at the top annoying habits that our neighbours put up with their cars. https://autojosh.com/wp-content/uploads/2019/05/neigbours-car-1.jpg Honking their horns endlessly for the security to open the gate After a hard day, you settle in your apartment for some peace and quiet. Then arrives your neighbour, and the tranquillity ends with the loud blaring of his/her car horn. And this happens often when they try to get the attention of the security man to open the gate for them. It could be really annoying if the neighbour in question is not the patient type, as the honking can go on for long like a performance by a deprave member of a symphony. Taking Eternity To Come Out To Repark You need to go out in a rush. But your neighbour's car is parked behind yours, thus blocking your way out of the compound. So, you send a message to him/her to come out to move their car in order for you to exit the compound. However, it takes forever for the neighbour to come out. You become livid. But you somehow contain your anger. The worst part is having to wait for ages for them to move their car. Still, you find a way to avoiding confrontation. Leaving the House When They Blocked Your Car So you need to leave the house with your car. You reach out to your neighbour whose car is blocking your access out of the compound, only to be informed that the neighbour left the house without his or car. Calling you at Awkward Times for You to Repark Just at the point when you are slipping into bliss in your apartment, a neighbour calls you out to re-park in order to make it easy for him/her the way to drive in or out. Such a request could drive one crazy. Wasting Parking Space In some compounds, parking space is very limited. So, any available space is greatly cherished. However, there are some neighbours who would drive in and leave a huge space ahead of them, or park their cars atrociously. In the process, they take up more bays of parking space. Technically, they deprive those that are yet to return home with parking space. If these neighbours were to park properly, the parking space could fit more cars in the parking area. Blocking The Driveways With their Cars You have had a horrible day, so you drive to your house, only to discover that your neighbour has blocked the driveway or the entrance into the compound with his/her car. Arrghh! Reserving Parking Space for their Spouses Most shared compounds operate a parking policy of first come, first served. However, some neighbours do not have a problem with violating this policy by using their cars to park in a certain manner in order to reserve a space for their spouses who are yet to arrive home. https://autojosh.com/wp-content/uploads/2019/05/neigbours-car-2.jpg Disturbing the Peace With Their Car Audio System They go into their parked car in the compound and without any plan to drive out. There, they blast the car audio system without any consideration for the desire for quietness by their neighbours. Parking Too Close To Your Car They park too close to your car that it becomes impossible to open your car door in order to get in. Perhaps, they expect you to board your car through the sunroof. Similarly, they park too close to your bumper that opening your boot becomes impossible. Littered Driveway With Toys Driving in or out of the compound is sometimes made harder when you have to take extra caution not to drive over the toys or playthings of your neighbour's kids that customarily litter the driveway. Their Kids Turns Your Car Chassis To A Writing Board Well, not that you are against learning, but using your car as a writing platform is not a delightful way to encourage our neighbour's children to pursue an education. And, Yes. That thing could really drive one crazy. Parking in your Designated Space In some compounds, each occupant is allocated designated parking spaces. However, some neighbours do not have any qualms encroaching on other neighbour's parking space. Even worse is when they do not direct their guests to park elsewhere! Their Visitors taking Up Parking Space In compounds with very limited parking space, some neighbours let their visitors park in the residents’ car park, blocking the access or taking space designated for other residents. Even more frustrating when there is plenty of street parking available. Too many cars parked in the compound Ok. Parking space is scarce. However, a neighbour does not have any problem populating the compound with far more number of cars that he or his family needs. Honking Their Horn To Get Their Wives Or Kids To Come Out They get into the car faster than their wives or children who seem to always take forever to get out of bed, clothed, fed and ready for work or school. Earlier today, an open truck lost control due to brake failure and crashed into a building. The accident happened at Iyana-Isolo, inwards Itire in Lagos state. Thankfully, there was no casualty. It took the combined effort of LRU, LASTMA, and men of the Nigeria Police Force to salvage the truck from the crash scene. But these days, it’s sometimes a struggle to sell one car in a day. This is so because prospective patrons find it difficult to access the location because of the bad condition of the roads, and the obstacles caused by the parked trailers on the road. Tin Can Island Port in Apapa, Lagos, is one of the two relatively active seaports in Nigeria. The second one being the Apapa Port, also situated in Apapa. Nigeria currently generates about N1trillion from ports operations across the country. About 75% of that amount is generated from the Apapa and Tin Can Island Island seaports. https://autojosh.com/wp-content/uploads/2019/05/Tin-Can-Island-Port-1-2.jpg Some school of thought believes that the amount generated from the ports could have been more if the Apapa roads were in good condition. Another school of thought believes that several trillion more would be realized from the ports in the country if the other seaports in the country were made more active. Now, that is a story for another day. Meanwhile, a visit to the Tin Can Island Port reveals an environment that is a picture of disorganization and filth. The environment – especially in front of the gates – is populated by traders, clearing agents, different law enforcement agents, touts, long trail of parked trailers, etc. All of them hustling for attention, or to gain entrance into the port complex, or trying to extort patrons of money, etc. All of these, together with the dirty environment, makes this port – one of Nigeria’s major non-oil cash cow – an eye-sore. A bus handrail is a device that is designed to be grasped by the hand to provide stability or support for standing bus passengers during transit. Handrails are common in large urban public transport such as buses or train. Handrails in high-capacity mass transit buses are useful for standing passengers, especially during rush hours. However, in Lagos, the unsanitary condition of handrails in buses is a major cause for concern. Just like the buses, the handrails exhibit visible signs of filthiness. With their appearances, it is doubtful that these handrails have ever been cleaned since the buses were purchased. Such an unhygienic condition could lead to the outbreak of an epidemic. He will be Governor for just 4 years, yet the achievements of Governor Akinwunmi Ambode have dwarfed the achievements of some of his predecessors that superintended for longer periods. His accomplishments in the infrastructural development of the transport sector in Lagos state are awe-inspiring. During his stint as Governor, Ambode constructed 2 flyover bridges: the Abulegba and Jubilee (Ajah) flyovers. The construction of another flyover in Agege is ongoing. Sometime in 2018, Gov. Akinwunmi Ambode gave the approval for the construction of a flyover at Fagba intersection at the Iju-Ishaga axis. This is to ease the perennial traffic gridlock and reduce travel time within the axis. That project appears to be on hold. However, a flyover bridge along the newly reconstructed Oshodi-Airport road, by NALCO bus top, is fast approaching completion. When completed, the Airport road bridge, out of the 4 flyovers bridges he initiated, will be the third flyover bridge completed by the Ambode administration. Globally, potholes are nuisances on roads. In many countries, billions of dollars are wasted to fix potholes. Potholes cause damage to vehicles. Their presence on the road also results in thousands of fatal road accidents. Potholes are also the reason for traffic gridlocks on roads. Potholes are formed by water intrusion, temperature variations, and the stresses of cars and trucks constantly running over a road. Every road deteriorates. The driver of a retired Commodore in the Nigeria Navy committed a traffic offence and ran away from arrest. His disappearance temporarily absolved him from punishment. However, his employer wasn’t spared. The arresting traffic authority, LASTMA, made the owner of the car suffer the consequence. Commodore Oduyemi (Rtd) was made to do community service as a punitive measure for the offence committed by his diver who had absconded. The community service required him to deliver a lecture to members of the LASTMA staff. The lecture title was “Relationship with the Military”. So be careful of who you give your cars to drive. This is no longer funny. The spate of suicides in the country is becoming alarming. Almost on a weekly basis these days, news of suicide are reported. While we were still trying to come to terms with the suicide story of Shepherd House Church gospel minister yesterday, the Rapid Response Squad of the Nigeria Police Force averted another case of suicide. According to the social media post of the Rapid Response Squad, the individual attempting to leap to his death from the Third Mainland Bridge is a Chartered Accountant. The post goes thus: “This man, (name withheld) was prevented from jumping off 3MB into the Lagoon this morning. We had a little chat with him and he revealed that he’s a graduate and a chattered accountant. Creek Road was a prime location in Apapa, Lagos. It was home to many maritime organizations. That was before Apapa and the surrounding environs became notorious for bad roads, parked trucks, and traffic gridlocks. Sadly, many of these organizations have relocated from that location. Creek Road is an arterial road that is used to evacuate cargoes from the Apapa Port Complex. The activities of cargo truck severely degraded Creek Road. Thankfully, revival for the road is on its way. Creek road will benefit from the reconstruction work that was recently approved by the Federal Government. N72.9billion was approved for the reconstruction of roads from Creek Road-Tincan Island-Beach Land right through to Oworoshoki to the tollgate end of the Lagos-Ibadan expressway. The project is a Public-Private Partnership (PPP) model.
