This scene was captured near the entrance of the prestigious Victoria Garden City (VGC) - a gated community (estate) off Lekki Express Way, Ajah area, Lagos State. VGC is home to some high-network Nigerians including Nigeria’s Vice-President, Yemi Osibanjo. A section of the road leading to the main entrance – especially in front of the NICON Hotel, Lagos - has gain notoriety for being always flooded even at the slightest rainfall. Recently, it rained, and in order for residents and some visitors to move around, an excavator was employed to move them across the flood water. China keeps breaking its own World Records in terms of bridges and related infrastructure. For instance, the records of the world’s highest, longest, and fastest-built bridges were broken by China one by one in recent years. And, another record has just been retired. Below are pictures of the main body of a newly constructed bridge in China. The bridge is the world's highest and second longest steel-trussed suspension bridge. It was jointly built by the Chinese provinces of Guizhou and Sichuan. The bridge connects SW China's Guizhou and neighbouring Sichuan. The mega suspension bridge of Gulin-Xishui expressway, successfully completed closure last week Thursday. The 2,000-meter-long bridge has the world’s highest tower and second largest span of its kind. It was at Shitta Roundabout in Surulere, around the flyover. This particular rainfall cannot be described as heavy. And it did not even last for more than 6-7 minutes. However, it created quite a significant puddle of flood water on the road. No thanks to the absence of effective drainage channels to redirect the water from the road. The newly-sworn Governor of Lagos state, Bajide Sanwo-Olu kicked off his tenure with an itinerary that included a visit to the deplorable Mile 2-Apapa Expressway. That stretch of the expressway has been a major source of concern for Lagos state and to the country at large. While there, the Governor paid a visit to the new truck park that is currently being constructed for the relocation of parked trucks that has become a menace to the society.Sanwo-Olu who addressed residents of the Apapa area assured them that plans were on the way to find a lasting solution to the gridlock in the area. The new Governor of Lagos state made the inspection tour of the traffic situation in Apapa in the company of his deputy, Obafemi Hamzat. The reconstruction of the expressway has commenced. It is been carried out by Hitech Construction Company and financed by the Dangote Group. Potholes are responsible for many auto crashes and traffic gridlocks in the state. However, there is an agency of the Lagos state government whose responsibility it is – among other functions – to ensure that roads are potholes-free. That agency is the Lagos State Public Works Corporation (LSPWC). Principally, the LSPWC was formed with the aim of handling public works such as road rehabilitation and construction with more aggression and with emphasis on Direct Labour approach. Most of them are riddled with potholes that keep expanding in width and depth. However, there is an interesting trend on roads in Lagos these days. It is now becoming a common sight to see officials of LASTMA carrying out road repairs, sometimes from their personal funds. Private Companies Can Now Construct Roads In Nigeria. To See Why, Click HERE |

He is doing it through his business conglomerate, the Dangote Group. Dangote Group is taking advantage of the “Tax Exception Law of 2012” and Executive Order 007 (2019) policies of the Federal Government. These policies were designed to give tax reliefs to private sectors that invest in road construction in the country. Thus far, Dangote has re-constructed some important Federal roads, and – together with some other corporations- is onto a project to construct 19 more Federal roads. Beyond the construction of these roads, Dangote is currently revolutionizing road construction with the use of cement (concrete) as opposed to asphalt. https://autojosh.com/wp-content/uploads/2019/05/apapa-wharf-100.jpg Roads built with concrete are far superior: they are more affordable, durable, safer, stronger and they do not require frequent maintenance as asphalt roads. It also saves fuel for motorists and protects tyres from wear and tears. The maximum life cycle of asphalt roads is said to be about 20 years, while that of a rigid pavement or concrete road lasts for 40 years or more. AG Dangote Construction Company, an arm of the Dangote Group, executes road construction work for the conglomerate. Dangote also outsources construction works to other construction companies. Below are some roads that Dangote has constructed and some ongoing ones. The Dangote Group recently reconstructed the 26-km road. The road was reconstructed as part of the company’s Corporate Social Responsibility (CSR) projects. The reconstructed Itori-Ibese concrete road was commissioned on June 3, 2016. Apapa-Wharf Road (Lagos state) https://autojosh.com/wp-content/uploads/2019/05/Reconstructed-Wharf-Road-Apapa-10.jpg On June 17, 2017, the Federal Government signed a contract with AG Dangote Construction Company Ltd and some other stakeholders for the reconstruction of the Apapa-Wharf Road, Apapa, Lagos. The project was to be supervised by the Ministry of Works and Housing and funded by AG Dangote Group, the Nigerian Ports Authority (NPA) and Flour Mills of Nigeria Plc. The 4-kilometre dual carriageway, built with cement, has a median, walkways and side barriers on the various sections painted in black and white The construction of the Apapa-Wharf Road costs stakeholders N4.34 billion. On September 2018, reconstruction work on the Apapa-Wharf Concrete Road was completed. On November 22, 2016, the Dangote Group and the Federal Government signed a contract for the reconstruction of the Obajana-Kabba road. The Obajana- Kabba road is one of the roads that link the North and the South of Nigeria. The 44 -kilometers Obajana- Kabba road is said to be the longest concrete road project ever constructed in Nigeria. The road reconstruction, which started on April 10, 2018, has been completed. The project cost the Dangote Group N11.5billion but the job was awarded to the Group on tax concession basis at N5.24billion. The difference of N6.2billion is part of the Corporate Social Responsibility (CSR) of the Dangote Group. The project came as a big relief as it has already eased travelling and connectivity across the regions. AG Dangote Construction Company – an arm of Dangote Group – constructed the Obajana- Kabba road rigid pavement road. Oshodi-Apapa Expressway-Oworoshoki-Toll Gate (Lagos state) https://autojosh.com/wp-content/uploads/2019/05/Mile-2-Apapa-Road-22.jpg In July 2018, the Buhari administration approved the contract for the reconstruction of the 35-km of roads in Lagos. The construction will start from Creek Road, Liverpool, Tin Can, all through to Marine beach to Mile 2 to Oshodi to Oworonshoki and to the Toll Gate. Dangote Group will fund the project in exchange for a ten-year tax holiday. On September 12, 2017, the Federal Government and Dangote Group signed the contract for the construction of the roads. The amount approved for the construction project was N72.9billion. When completed, the road will be made up of 10 lanes – five lanes on both sides – three on the main carriageway, two on service lanes. It will also include drainage, rehabilitation of some of the bridges and interchanges. On 17, November 2018, the Federal Government flags-off reconstruction of Apapa-Oshodi-Oworonsoki-Ojota Expressway. Dangote Group outsourced the reconstruction of the road to an indigenous construction firm, Hitech Construction Company Ltd. The construction work is expected to be delivered within two years. Earlier today, popular automobile marketer, Lanre Shittu Motors, joined the league of automobile assemblers in Nigeria. This happened when they rolled out hundred of JAC trucks off their assembly line. The event took place at their assembly facility in Lagos, located at Amuwo-Odofin on the Oshodi-Apapa Expressway. The multi-million dollar assembly plant operation started last December. Over the years, Nigeria has been suffering from a huge infrastructure deficit. Successive governments in Nigeria have always put up the excuse of insufficient resources to invest in building new or upgrading old infrastructures. Some might ask: why has the private sector not been supportive of the government in building public infrastructure – especially roads? Well, the answer is simple. These companies pay huge taxes to the government. These taxes are meant to be used by the government to build roads and other public infrastructure. Naturally, after paying these huge taxes to the government, these private sector players would not be motivated for that sort of charity. Section 3, Paragraph 1 of the exemption order, reads: “Any company that incurs expenditure on infrastructure or facilities of a public nature shall be entitled to an exemption from income tax of an additional thirty percent of the cost of the provision of the infrastructure or facilities in the assessment period in which the infrastructure or facilities were provided.” Based on this law, on June 19, 2017, President Mohammadu Buhari-led federal government signed an MoU with some private companies for the repair of Apapa-Wharf Road. The companies include Dangote Group, Flour Mills Of Nigeria PLC. These companies funded the repair of the 4-Km road dual carriage road. Also, in November 2016, The Dangote Group signed a contract with the Federal Government for the construction of a 42.5KM Obajana-Kabba Road in Kogi. Apapa-Oworonshoki end of the Lagos-Ibadan expressway. To further give impetus to the ‘infrastructure-for-taxes’ law, President Muhammadu Buhari signed a new Executive Order 007. This Executive Order 007 (2019) permits private companies to fund the construction of major road projects in the six geo-political zones of the country. The railway line is going to be the first Double Standard railway line in Nigeria. The 156 kilometers railway track is being built according to Chinese standard and technology. The project which will cost $1.6billion dollars has employed the services of about 7000 Nigerians in the construction. This design of this railway line is based on traffic volume forecast of over 3.2 million tons of goods/cargoes per annum, while the passenger services can take 16 pairs of passenger trains. This project is multi-functional for both passenger and freight services connecting three states-Lagos, Ogun and Oyo. The railway line in the nearest future will be extended from Ibadan to Ilorin, Minna, Kaduna, and Kano and will link the Federal Capital Territory via Kaduna. The dedicated BRT Lane was designed for the use of buses operating the BRT service. The dedicated lane was structured into the BRT system to enable speedy transportation of commuters to their destinations. By law, non-BRT vehicles are strictly prohibited from using the lane. However, of late, it has become quite confusing as to whether that law is still in enforcement in Lagos state. This is so because it is now a common sight to see non-BRT vehicles use the dedicated BRT lanes. The lanes are now used by Okadas, Danfos, personal vehicles, military or police vehicles, etc., to escape traffic bottlenecks. Interestingly, the once-upon-a-time efficient BRT Lane Monitoring task force appears to have gone missing. And, curiously, LASTMA officials– who are the primary enforcers of this law – seem to have decided to look the other way. Violation of this law is particularly noticeable on the Ikorodu-Expressway BRT lane corridor.
