ARRANGEMENTOF SECTIONS

Short title.

Interpretation.

QUARANTINE ACT

AnAct to provide for and regulate the imposition of quarantine and to make other provisions for preventing the introduction into and spread in Nigeria, and the transmission from Nigeria, of dangerous infectious diseases.

[27thMay, 1926] [Commencement.]

Short title
ThisAct may be cited as the Quarantine Act.

Interpretation
Inthis Act, unless the context otherwise requires—

“dangerousinfectious disease” means cholera, plague, yellow fever, smallpox and typhus, and includes any disease of an infectious or contagious nature which the President may, by notice, declare to be a dangerous infectious disease within the meaning of this Act;

“localarea” means a well-defined area, such as a local government area, a department, a canton, an island, a commune, a town, a quarter of a town, a village, a port, an agglomeration, whatever may be the extent and population of such areas.

Power to declare any place an infected local area
ThePresident may, by notice, declare any place whether within or without Nigeria to be an infected local area, and thereupon such place shall be an infected local area within the meaning of this Act.

Regulations
ThePresident may make regulations for all or any of the following purposes—

(a) prescribing the steps to be taken within Nigeria upon any place, whether within or without Nigeria, being declared to be an infected local area;

(b) prescribing the introduction of any dangerous infectious disease into Nigeria or any part thereof from any place without Nigeria, whether such place is an infected local area or not;

(c) preventing the spread of any dangerous infectious disease from any place within Nigeria , whether an infected local area or not, to any other place within Nigeria;

(d) preventing the transmission of any dangerous infectious disease from Nigeria or from any place within Nigeria , whether an infected local area or not, to any place without Nigeria;

(e) prescribing the powers and duties of such officers as may be charged with carrying out such regulations;

(f) fixing the fees and charges to be paid for any matter or thing to be done under such regulations, and prescribing the persons by whom such fees and charges shall be paid, and the persons by whom the expenses of carrying out any such regulations shall be borne, and the persons from whom any such expenses incurred by the Government may be recovered;

(g) generally for carrying out the purposes and provisions of this Act.

Penalties
Anyperson contravening any of the regulations made under this Act shall be liable to a fine of N200 or to imprisonment for a term of six months or to both.

Provision of sanitary stations
ThePresident and within each State, the Governor thereof, may provide such sanitary stations, buildings and equipment, and appoint such sanitary anchorages as he may think necessary for the purposes of this Act.

Jurisdiction of magistrates
Proceedingsfor imposing any fine or imprisonment under this Act or for recovering any expenses incurred or charged by the Government in carrying out the provisions of this Act may be commenced before and determined by any magistrate.

State quarantine and powers
If,and to the extent that any declaration under section 2 or 3 of this Act has not been made, and to the extent that regulations under section 4 of this Act have not been made by the President, power to make any such declaration and to make such regulations may be exercised in respect of a State, by the Governor thereof as fully as such power may be exercised by the President, and subject to the same conditions and limitations.

They are all fake news. My mum retired since 2016 and has not received a kobo as pension. I asked her last week and the story is still the same. They're coming. God must specially punish people who are withholding pensioners benefits in Lagos cause I see it as sheer wickedness

It's not fake news.
Former governors starting from Fashola reformed the pension system and they make sure (New) pensioners are paid every quarter.
What they do now is that you are paid according to when you retired. I.e the person that retired first get entitlement first unlike the old system which was characterised by who you know.
Before a person can retire and get his money within six months whereas some have been on queen for more than 5years.

The major problem is that there were backlog of unpaid entitlement for many years even before Tinubu govt. don't forget also that the money is a huge one and people retired from service virtually everyday.
It's such a complicated thing. The person the OP refers to knew the procedure but government can do better even if it means taking loan to pay up the backlog.

So what is the standpoint of the Qur'an with regard to women? Women are indeed commanded by Allah to cover their heads and wear modest clothing, however, in Islam this is not a sign of denigration or subjugation to men, rather, it is a sign of chastity, modesty, and the fear of God. It also designates this woman to all men who might deal with her that she is to be dealt with with respect. This could be compared to the situation in the West when one meets a nun or priest, how the nun's habit and the priest's robes signal those who meet them that this person does not condone vulgarity of speech or evil actions. What about the rights of women in Islam? Are they indeed, as the popular propaganda would have us believe, "second class citizens"? Let us read the Qur'an:
"And they (women) have rights similar to those of men over them in a just manner"
The noble Qur'an, Al-Baqarah(2):228
"And their Lord has heard them (and He says): Verily! I suffer not the work of any worker, male or female, to be lost. You proceed one from another. So those who fled and were driven forth from their homes and suffered damage for My cause, and fought and were slain, verily I shall remit their evil deeds from them and verily I shall bring them into Gardens underneath which rivers flow. A reward from Allah. And with Allah is the fairest of rewards."

What most of us don't know is that before any action is taken in government circle so many things must have gone underground.

On d issue of TSA, The CBN and economic management teams of the previous government who initiated the idea must hv look over it. (positive and negative) So you can't blame the president for giving go ahead on the implementation except you want him to discard d idea.

The real issue is, what has the banks done with the money when it was in their vaults? Rather than lend the money to productive sectors of the economy they would prefer to invest it in treasury bills and other govt bonds and make quick money without doing anything.

Imagine banks investing govt money kept with them in govt bills and bonds and collect between 12- 15% interest from the same govt for doing nothing. Money that ought to be used for developmental purpose going to private purse.

Imagine how many Nigerians would be gainfully employed if banks had lend at least 2 trillion of the TSA fund in SMEs and our textile industries or even in building refineries?

What Happens to OP, if WAEC discovered a mass cheating and decided to cancel the whole results of the centre?

There are three ingredients by which you can correct/condemn a bad habits /deed.
1) Use your hands
2) Speak up against it OR
3) Condemned it in your mind
but d least among them is d third.

If you cannot do any of the three above, then it's better you keep quiet.

No wonder Nigeria is not progressing.

I wonder why we are always not sincere in this country. We all clamour for development and say we loathe corruption yet we're the first to defend our corrupt leaders.

If GEJ is found culpable why not? if the next governments after GMB found him culpable, why not? We all want to enjoy the good of the Europe/America yet we don't want to copy the good behaviour of her citizens. How many Europeans and Americans will support a corrupt leader?

And down there in our street and locality, where a petty thieves are caught, we will be the first among several others who will shout kill him, burn him alive. At that point, his name and tribe is irrelevant, his reasons for stealing is inconsequential.

Yet, we're all here talking of precedence. Which precedent is better than wiping out corruption in our dear country? and making our leaders conscious of the fact that, one day they will be call to account for there misdeed.

I found this interesting and feel like sharing it here. It also reminds me of the stock market crash of 2008-2009.


In Zimbabwe, a man appeared and announced to the villagers that he would buy monkeys for $20.00 each.
The villagers seeing that there were many monkeys around, went out to the forest and started catching them.
The man bought thousands at $20.00, and as supply started to diminish, the villagers reduced their effort.
He further announced that he would now buy at $30.00. This renewed the efforts of the villagers and
they started catching monkeys again. Soon the supply
diminished even further and people started going back to their farms.
The offer increased to $40.00 each and the supply of monkeys became so little that it took so much effort to even see a monkey, let alone catch it!
The man now announced that he would buy monkeys at $100.00! However, since he had to go to Jo'burg on some business, his assistant would now buy on his behalf.
In the absence of the man, the assistant told the villagers, "Look at all these monkeys in this big cage that the man has collected. I will sell them to you at $80, and when the man returns from the city, you can sell them to him for $100.00 each." The villagers came together with all their savings and bought all the monkeys.
Then they never saw the man or his assistant, only monkeys everywhere!

Even if naira is officially devalued to 400 today, and our only source of foreign currency keeps on falling, the gap between official and black market will widen again. It is a matter of demand and supply.

Before you blame Emefiele, just understand that should CBN pump in money into the economy without corresponding increase in output, there will be stagflation. Even the dollar problem is as a result of low productivity leAding to low/no export of goods and services. infact, I have no time to waste for you. Go back to school before you start defending your Madam.
you want government to reduce tax at the same time increase expenditure? where do you expect them to get the money from? or are you saying government should borrow for consumption?
