The Draghi Put: The Truth About the ECB and Bond Buying

Week of July 29, 2012

What’s there to say about what’s going on in Europe now? Just a few words: “European Central Bank President Mario Draghi is lying to everyone.” On Thursday, President Draghi said at a very informal investment conference that the ECB would do “whatever it takes to preserve the Euro” and global financial markets rallied immensely: the Italian MIB stock exchange rallied over 5%. Everything in Europe would thus be fixed, right? Wrong, so terribly wrong.

A key phrase that was left out of financial media’s coverage of President Draghi’s commentary was that he indicated that the ECB would do anything and everything so long as it was “within our mandate.” But the bond buying program that many investors seemingly clung to as what President Draghi meant when he uttered those few words, is very much against the ECB’s mandate.

As per Article 123 of the Treaty on the Functioning of the European Union, “Overdraft facilities or any other type of credit facility with the European Central Bank or with the central banks of the Member States (hereinafter referred to as ‘national central banks’) in favour of Union institutions, bodies, offices or agencies, central governments, regional, local or other public authorities, other bodies governed by public law, or public undertakings of Member States shall be prohibited, as shall the purchase directly from them by the European Central Bank or national central banks of debt instruments.”

What Article 123 is saying that monetary financing – like a bond buying program set forth by central banks – is illegal. Jens Weidmann, head of the Bundesbank (Germany’s central bank) and arguably the most important ECB member asides from President Draghi, said on November 11, 2011 that Article 123 of the EU Treaty imposed a legal "prohibition on monetary financing", implying that the ECB cannot attempt to shore up the debt markets of Italy and Spain for covert fiscal support.

We do not think that Mr. Weidmann will be altering his stance any time soon; and thus we find that President Draghi is lying to everyone. Reports on Friday indicated that other ECB policymakers were indeed shocked by President Draghi’s comments, and that a meeting had been arranged between President Draghi and Mr. Weidmann to discuss potential rate cuts and another longer-term refinancing operation (LTRO). But given German hesitation (in reference to a bond buying program for Italy or Spain, Finance Minister Wolfgang Schaueble said on July 28 that, “No…this speculation is not true.”

When I heard Solar Plexus, I didnt like it...it was below my expectation because the last Mohit's album was just on hot and point( Tenten, Jasi, and so on). But I never said the songs are wack...cos some would definitely like it.

Its better u say u dont like OYATO than degrading a song thats trending at the moment. I can connect with the song cos mo yato.

Now that Dbanj has confirmed to the world that Don J aint the only producer he can work with...all he needs to do now is to blend with J Sleek. And this is the first track so expect more from him as he drops his album before the end of the year.
I can bet it that Don J would be surprised Tuface's producer could make such an afrobeat.
