There is no doubt that Nigerians are all suffering from “Biometrics fatigue” owing to the duplicated functions of the NIMC by some of her partners like the Independent National Electoral Commission (INEC), Federal Road Safety Commission (FRSC), Nigerian Immigration Service (NIS), Central Bank of Nigeria (CBN) via BVN, Nigeria Communications Commission (NCC) via SIM Registration, National Pensions Commission (PENCom), Joint Admission and Matriculation Board (JAMB), National Health Insurance Scheme (NHIS), West Africa Examination Council (WAEC)/National Examination Council (NECO), to mention but a few; are all engaged in capturing demographics and Biometrics resulting to a colossal economic waste of time and materials running into billions of Naira because in each of these bodies/agencies, considerable amount of time ranging from hours to days are required to complete these processes which could have been channelled to other activities beneficial to the country. The Federal government is yearly duplicating identity functions through the above mentioned Agencies leading to avoidable wastage of tax payer’s money in the process. Harmonization through the Mandatory use of NIN could have saved the government billions of Naira but most political actors of government engage in duplication for dubious and selfish reasons like racketeering and also to forestall national breakthrough that would checkmate anomalies in the system. All that was required to save cost or prevent the above madness was the use of the National Identification Number (NIN) issued by NIMC just like the Social Security Number used in America, United Kingdom’s NINO etc. For instance, one going to INEC, NIS or FRSC to obtain either of their voters card, International passport, Driving License respectively are not supposed to go through same biometric rituals again. You are not supposed to be asked your name or any other long questions again except, “please give us your NIN”? Which can be electronically securedly used to get your basic data/details needed for the service(s) so desired. Thereafter, if there is a need, they will only update such information in conformity to what they want at that material time. The NIN also have the potential of helping FG fight corruption and insecurity in the country by routing our identity theft, ghost workers syndrome and easier and real time identification of who you are really dealing with in all its ramifications. The Federal government in September 2018 endorsed the Strategic Roadmap for Nigerian Digital Identity Ecosystem Project to enhance accelerated population of the National Identity Database (NIDB) managed by the NIMC. In January 1, 2019, the Federal government began the mandatory enforcement of the use of NIN for some essential services like issuance of passport, registration of voters card, opening of bank account, and transactions with social security implications etc. All these as we speak today, is still in theory owing to lack of political will power of tbe NIMC under its current DG/CEO, Engr. Aliyu A. Aziz, for active enforcement and compliance and also galvanize other financial potentials of the National Identity Management System (NIMS) project; which will make NIMC one of the most important agencies in the country owing to its other allied services such as NIN verification and authentication, lost/expired National e-ID card replacement/renewal etc. The DG/CEO has been running a very poor welfare regime since he came on board in 2015 to the detriment of the project. A look at NIMC offices/Enrolment and Registration Centers (ERC’s) nationwide has untold stories of Federal government’s neglect and indifference for this important organisation owing to lack of funding for this all important Commission in this Digital age. Employees have been turned into day time beggars as most NIMC staff have to beg for data, fuel, mouse, toners, printers, seats, A4 papers, generators, ceiling fans or standing fans etc in order to enrol Nigerians and residents into the NIDB as if the project is not pivotal for sustainable economic growth. The incompetence of the NIMC management team is first rate. NIMC management who finds it difficult to provide staff with staff ID cards will certainly not measure up in the production of National e-ID card for Nigerians. Those who registered since 2013-2018 are yet to have their cards and some have been in the waiting list for over 5 years now. The NIMC Management Team who are supposed to sell the NIMS project to President Muhamadu Buhari seems busy repeating previous budget for presentation yearly, despite increased nominal roll and backlogs of unprinted cards. This unprofessional handling of budgets by the commission and the dubious and selfish application of the poor budget is at the detriment of the Project and their staff who are the worst paid identity Managers in the World. The confidentiality and security of Nigerians data right from the President to the common man is on a timed bomb and Nigeria must rise above this threat by funding NIMC commensurately. A hungry man can be compromised by the slightest temptation. The DG/CEO must not be allowed by the Federal government to continue with his anti-staff welfare policies prevalent in the commission. One could think President Buhari is not interested in the NIMC project with the dwindling yearly allocation to the commission ever since he took over in 2015. The increasing security threats in some parts of the country which the President is desirous of curtailing, put the mandatory enforcement of the NIN as a step in the right direction. Recalled during President Buhari’s keynote address in April at the 2019 Annual Investment Meeting (AIM) meeting in Dubai (UAE), he highlighted the importance of digital identity globalization and noted that, Nigeria had keyed in through NIDB managed by the NIMC. But Federal government seeming neglect of the commission, and silence in the DG/CEO’s high handedness in handling NIMC staff welfare is a serious concern. This aberrations prompted the Association of Senior Civil Servants of Nigeria (ASCSN) NIMC Unit, to issue an ultimatum through a letter to the management on the 6th of June, 2019 and copied the Secretary to the Government of the Federation (SGF) to address poor welfare leading to incessant death which several dailies and online news media have made headlines with. Hence, in order to get it right, Federal government should increase funding of the commission and carry out a comprehensive audit of the activities of the commission with biase for her nominal roll and payroll from January 2015 to date to ascertain the veracity of the so called replacement claims of management vis a vis illegal recruitment; and to look at the epileptic renumeration pattern of the NIMC with the view of stopping executive thieving and implementing the paramilitary salary scale approved by the National Salaries, Income and Wages Commission for the Commission. Investigate the genuineness of the commission’s integration into IPPIS and why certain allowances like hazard and overtime are not paid. The first 28days allowance for new employees have not been paid for over 5 years now. There is serious need to unravel the mystery surrounding it, the refusal of the management to pay yearly steps increment and why promotion arrears the government paid other MDA’s didn’t include NIMC employees. Liverpool owner Fenway Sports Group has apologised "for the distress caused by our ticket pricing plan for the 2016-17 season" and announced general admission ticket prices at Anfield will be frozen for next two seasons after Saturday's mass walkout. Principal owner and John W Henry and chairman Tom Werner were reported to be shocked at the sight of an estimated 10,000 fans walking out of Saturday's Premier League match against Sunderland in the 77th minute in protest at increases next season which included a new £77 match ticket and the club's first £1,000 season ticket. According to reports, they were also surprised by the level of abuse directed at them -- fans chanted "Enough is enough, enough is enough, you greedy bastards, enough is enough" before walking out. Henry and Werner were reportedly keen to stress they believe the connection between supporters is "unique and sacred" and that is the reason they have acted so swiftly to prevent further damage to their relationship with the fan-base. Having promised an immediate review the American-based owners have listened to the concerns of fans and moved quickly to try to rectify the situation. As a result they have announced a number of changes to their initial proposals in a structure which will also remain for the 2017-18 season. Revenue generated from ticket prices will be frozen at 2015-16 levels; this means the highest match-day price for a general admission ticket will remain at £59 -- the lowest will be £9 and these tickets will be offered for every match with an allocation of 10,000 across the season. The highest season ticket price will be frozen at £869 and the lowest £685. Liverpool's owners have also announced the removal of game categorisations, so regardless of the opposition, supporters will pay the same price for match-day tickets. "It has been a tumultuous week,'' said an open letter jointly signed by Henry and Werner. "On behalf of everyone at Fenway Sports Group and Liverpool Football Club we would like to apologise for the distress caused by our ticket pricing plan for the 2016-17 season. "We were strongly engaged in the process to develop the ticketing plan for 2016-2017. "We met directly with representatives of LFC's Supporters' Committee and along with LFC management, wholeheartedly agreed with major concerns raised, notably: access for local and young supporters; engagement and access to Anfield for local children; access to Premier League matches for those in Liverpool most challenged by affordability. "We believe the plan successfully addressed these concerns and are disappointed that these elements have been either lost or, worse, characterised as cynical attempts to mask profiteering in the plan as a whole. Facts have emerged on why the Federal Government directed the withdrawal of diplomatic passport from unauthorised holders. An Immigration source told New Telegraph that the directive was in line with the anti-corruption war of the government as some holders of the diplomatic passport were engaged in money laundering. Diplomatic passports are being held by governors, ministers, National Assembly members, diplomats and other top government functionaries. As soon as President Muhammadu Buhari came into office, the Nigeria Immigration Service (NIS) directed holders of diplomatic passports who are no longer occupying public offices to return the passports to the Service. Last week, the Comptroller General of Immigration Service, Mr. Martins Abeshi, threatened to publish the names of those still holding the diplomatic passports illegally. He said only 200 persons have returned the documents. The source disclosed that most government officials that demand or hold diplomatic passport do so because of the rights it accord them to carry huge amount of money to other countries. A traveller is bound to declare any amount above $10, 000 while travelling outside the country. But the source said that with the diplomatic passport, the holder can take up to $2 to $3 million without being searched or interrogated by the officials of the country or that of a visiting country. He said: “I believe very strongly that in an attempt to tighten the money laundering and fiscal flight that is one of the reasons why the government is withdrawing this document. If you are carrying a briefcase full of dollars, they would know what is inside it because the scanners would show it but because of the immunity you enjoy by the virtue of the document that you are carrying they would not stop you except if the money would create an economic problem for their country. “If they believe that the money can create a crisis to their economy, the boarder agency would ask questions and probably raise the alarm. But if it is something like $1, $2 or $3 million they might overlook it because of your diplomatic passport. If it goes beyond that, notwithstanding your diplomatic passport they would act in protecting their economy. “So, people with diplomatic passport have immunity. “… Taxpayers funds are being wasted on trying to remove a perceived political ‘non-conformist’ like Saraki by hook or by crook – without adherence to the book (i.e. the Nigerian Constitution).” – Bashir Akanbi Over the past few days, the Nigerian polity has been heated up by media reports about the moves of the Code of Conduct Bureau (CCB), to arrest the Senate President, Dr. Bukola Saraki, for failure to show up for his arraignment on charges that emanate from his 2003 asset declaration form. Although the news reports have trickled in from every news agency in the country, there is an inside story that nobody is talking about. This is that inside story. It is very unfortunate that politics in Nigeria’s today can widely be described as an unholy game of personality defamation, political infighting and heavy media onslaughts on perceived political obstructers. This is the primary reason why many politicians have controlling interests in many Nigerian media houses. For example, Bola Ahmed Tinubu owns The Nation newspaper. He also owns a controlling interest in The Punch, and has been rumored to be the primary funder of Omoyele Sowore’s Sahara TV station – a subsidiary of Sahara Reporters. Additionally, Tinubu is the owner of TV Continental (TVC). It is for this reason, that since Abubakar Bukola Saraki’s emergence as Senate President, and Tinubu’s vow not to recognize his emergence, that The Nation, The Punch, and Sahara Reporters have gone on coordinated onslaughts against the Senate President. Over the past two months, Sahara Reporters and The Nation have gone as far as publishing a fake copy of Saraki’s passport in an effort to disparage him. The Nation has also been skewing the news to make their reader’s believe that there has been turmoil in the Upper Legislative Chambers. While The Punch, has served as a reinforce of The Nation’s news, publishing op-eds from virtual unknowns (perhaps writers writing under pseudonyms) that are aimed at tarnishing Saraki’s reputation amongst the populace. It goes without saying that the power of the media is the power over the masses. Needless to say, this development is unhealthy for Nigeria’s democracy. Given the fact that the news can be skewed, twisted and colored as a politician wants, doesn’t this mean that the news that Nigerian have been receiving from Sahara Reporters, The Punch, and The Nation are not infact news, but “Tall Tales According to Bola Ahmed Tinubu.” It is a pity that these Tinubu-tales are now bestsellers, however, many Nigerians are beginning to wake up and realize that not all that you read or hear in many of these newspapers is the truth. What is equally disturbing, and must be checked at once in the best interest of Nigeria’s democracy, and in order to ensure that certain individuals do not have undue influence over the matters of our national affairs is the fact that TVC, The Nation, The Punch, and Sahara Reporters have been shown to be collaborating with anti-Saraki forces in the government to bring him to public ridicule. For example, on Wednesday, the story that Saraki had a case to answer with the Code of Conduct Bureau broke first on Sahara Reporters on the evening of Tuesday, September 16th. Immediately, The Nation and Punch followed suit. This was in spite of the fact that by the next day, the individual that the case was about, Dr. Saraki, had not even been served with the court papers and processes. How did they find out a full 24 hours before the defendant was served? Surely, there must be some “snitches” in the on a vendetta mission that are colluding with these news organizations. If the aforementioned point is not strong enough, then ask yourself: “How did Sahara Reporters get access to the charge sheet against Saraki when Saraki had not yet been served?” Nigerians are not foolish. What is happening right now, is comparable to what the Peoples Democratic Party (PDP) did to Aminu Tambuwal after his emergence as the Speaker of the House of Representatives, without his party’s support. What is happening now, is that the APC, Buhari, and Tinubu, are working overtime to attempt to remove Saraki at all costs. This is even more apparent when you look at the timing of everything. Buhari promised that his ministerial list would be out by September, however, the list is not yet out. I spoke to a South Eastern Senator yesterday, who told me that Saraki’s current plight is rudimentary politics. He explained that Buhari is clearly trying to make Saraki either resign, or accept his nominees for Ministers without a proper vetting process. Nigerians have noticed that nominees like Babatunde Fowler, who was appointed to head the Federal Inland Revenue Service on Tinubu’s recommendation, has started work, despite needing to be confirmed by the Senate. At the end of the day, it is clear that the former dictator turned converted democrat, is trying to convert the principles of democracy to suit his unholy alliance with his friend from the South West. Many Senators believe that if Saraki is removed, then it will turn the Upper Legislative Chambers upside down because Ahmed Lawan, the candidate favoured by both Tinubu and Buhari, is not even accepted by the Senators in his own zone, as Ali Ndume, the current Senate Majority Leader, beat him handily to emerge as the Number 3 Officer in the Senate. Additionally, if Saraki is forced out, with 49 PDP Senators, and 58 APC Senators, the APC clearly does not have the numbers that are needed to impeach the Deputy Senate President, Ike Ekweremadu who is from the PDP. This could leave the Senate in the hands of the PDP. Finally, as Buhari is a democratically elected President not a military-installed dictator, in as much as he wants to see ‘alleged looters’ punished, he has to follow due process. The prosecution of Saraki in the CCT is a huge joke because certain procedures were clearly not followed. When the whole legal case of the Federal Government crumbles based on non-adherence to Section 3 (subsection 2 and 3) of the Act that establishes both the Code of Conduct Bureau and the Code of Conduct Tribunal, Nigerians will see that the Federal Government is being rash and vindictive, as opposed to careful and calculating.
