Well it may interest you to know that referendum does not have to be in the constitution before it can be used.

There was a referendum in Nigeria in 1961 to allow British Cameroon decide if they want to join Nigeria or the Republic of Cameroon. There was no Referendum in the Nigerian constitution at that time.

The only thing required for a referendum to be held is an order of the National Assembly.

This is not true. Without a constitutional amendment to the constitution inserting a referendum clause, your quest is DOA. The territory called British Cameroons was not a part of the Federal Republic of Nigeria in 1961, but it was under a UN trusteeship administered by the UK. At no time before 1961 was the British Cameroons administered as being part of Nigeria.
