Have you wondered why states set up various task forces charged with special duties?
There are officials in the U.S who are employed to give out parking tickets. The states are allowed to enact laws that make their activities legit. They are in no way confused with actual policemen who are tasked with safeguarding lives and property. Again, there is a difference.

In Lagos, Kidnapping is punishable by death. In Ogun, it is a different case.

If in the North, they decide to adopt a law making Fornication a sin, I dont like it but if their assembly passes it, then it stands.

The only problem will be if the National Assembly has allowed it and they want to disallow it
Every state can set their own penal code but not the security agencies entrusted with enforcing the law. There is a difference. The topic is not about laws or penal codes but the enforcement of it.

Especially to a child who does not know any better. Crime happens everywhere in the world but what matters is the reaction of society to said crimes. Let's compare both societies and see which one is filled with demented individuals. Guy the measure of a country is guaged by the quality of it's citizens.
