WARRI—THE Itsekiri, under the aegis of Itsekiri National Youths Council, INYC, has petitioned the House of Representatives over alleged exclusion of former militants of Itsekiri extraction from the amnesty programme.

The petition, by Messrs David Tonwe and Isaac Dorsu, National President and General Secretary, respectively, to the Speaker, Alhaji Waziri Tambuwal, alleged “we are constrained to draw your attention to the deliberate refusal of the Presidential Special Adviser on Niger Delta, Mr Kingsley Kuku, whose office is saddled with the responsibility of implementing the post-amnesty programme in the Niger Delta region, to accommodate ‘qualified’ youths of Itsekiri extraction into the post-amnesty programme, despite the fact that these former armed youths had given up all illegal arms to representatives of the then amnesty committee.

They had and also completely renounced militancy, in response to the June 2005-2009 proclamation of amnesty for Niger Delta militants.”

The group alleged that “from media reports over 23,000 former armed youths have benefited from the post-amnesty programme. It is now clear to us that Mr Kuku is least interested in accommodating any ‘qualified’ youth of Itsekiri extraction into the post-amnesty programme, and the reason for this anti-Itsekiri position can, among others, be located within the context of the inter-Ijaw and Itsekiri differences.

”Given the extent to which he is prepared to go in denying any Itsekiri youth, irrespective of meeting the necessary requirements for participating in the post-amnesty programme, we are constrained to humbly seek the intervention of this House.”

The petition which was presented on the floor of the House by the member representing Warri Federal Constituency, Mr. Daniel Reyenieju, has been referred to the House Committee on Public Petition.”

The House had earlier set up a joint committee to look into the level of implementation of the amnesty programme. The action was necessitated by reports of disgruntlement from different groups and individuals from the Niger Delta region alleging selective approach to the implementation.

UN rates Onitsha among world’s fastest growing cities

The United Nation,UN Habitat has rated the commercial city of Onitsha among the five fastest growing cities in the world. The photographs of the cities will be formerly displayed in Shangai, China in October during the world exbition to mark the UN-Habitat Day.
The UN-Habitat team led by a famous international photographer, Mr. Alessandro Scotti disclosed this during a courtesy call on Governor Peter Obi at the Government House, Awka.
According to Scotti, the other four cities are in Morocco, China, Malaysia and Brazil. He said Onitsha was chosen for the project because of its peculiar significance and noted that its display to the world will showcase its unique attributes.
Mr Scotti who thanked Governor Obi for establishing collaboration between Anambra State and UN-Habitat, noted that the project will further strengthen the partnership aimed at developing the city and the state.
Responding, Governor Obi said the choice of Onitsha for the project was a further sign of world’s recognition and interest in the state. He explained that the state’s partnership with UN-Habitat has restored hope that the state will be rebuilt in an organized manner and restated the commitment of his administration to rebuilding the cities in line with structural plans.
Earlier, the Commissioner for Lands, Mr. Peter Afuba said the recognition of Onitsha and Anambra State was a result of Governor Obi’s efforts and recorded achievements in town planning.

ONITSHA, ANAMBRA STATE—A computer scientist and former deputy governor of Anambra State, Dr. Chinedu Emeka, has developed a computer software that could be used to track criminals and check their activities in the country.

Emeka, who was deputy governor under Governor Chinwoke Mbadinuju’s administration, said he decided to embark on the research and develop the system as criminals were not being punished for offences committed.

Emeka, who just bagged a Phd in computer science from Nnamdi Azikiwe University, Awka, said if criminals were caught and punished, prospective criminals would have a rethink before venturing into crimes.

He said there was a need for a national data base of criminals, such as the one he developed, that would be easily accessible to security agencies in the country.

He called on government and private institutions to patronize the Ivory Towers when seeking for solutions to challenges such as provision of power supply, computer software, alternative raw materials/ enhancement of existing raw materials and staff training.

Emeka called on politicians to always provide funds for universities to carry out research and development in the universities and advocated that energy should be re-channeled towards recognition of excellence in research and development.

He said government and private sector could encourage this by setting out annual prizes for most useful indigenous scientific discoveries, best made Nigeria computer software and most useful implement designed for farming.

Osun State Government has accused the Olagunsoye Oyinlola administration of spending N450m to pull down a state-owned hotel.

Commissioner for Finance, Budget Planning and Implementation, Dr Wale Bolorunduro, stated this at a news conference in Osogbo on Tuesday.

The news conference was a reaction to an allegation by the Osun State chapter of the Peoples Democratic Party, which said the Rauf Aregbesola administration did not pay workers salary in March.

He said, “The Aregbesola administration is not an irresponsible government. The people of Osun can attest to the fact that our administration has never owed civil servants; we pay salary and meet our obligations at the end of each month.

“It is calamitous that the Osun PDP-led administration that spent N450m in pulling down a state-owned hotel, which was built by the Isiaka Adeleke administration and furnished by the Theophilus Bamgboye administration, can still talk.

“It is in the record books – the contractor who did the pulling down, the duration of the contract and the amount spent on it. Oyinlola and members of his cabinet should be languishing behind bars if our anti corruption crusade is operating fully.”

Bolorunduro recalled that the Oyinlola administration embarked on white elephant projects of building six stadia while the education, health, transport and water sectors suffered.

He said, “It’s only a visionless PDP government like that of Oyinlola that could go cap in hand to borrow N18.38bn and use a chunk of the money to build stadia when a majority of the people languished in abject poverty.”
