PoliticsHandover Of PHCN Assets Begins Next Week by bcomputer101(op): 2:00am On Aug 29, 2013
The Federal Government will next week begin the
handover of Power Holding Company of Nigeria (PHCN)
assets to their new owners.
Minister of Power, Prof. Chinedu Nebo made this known
yesterday at a forum organised by the Operator of the
Nigerian Electricity Market (ONEM) in Abuja.
He said: “We congratulate our brothers and sisters who
have galvanised to invest in the power assets; this is an
example of the Nigerian resilience. We hope to sign off
protocols to handover the assets to the new owners next
week. This shows that the Electricity Supply Industry
(NESI) is going in for a big explosion.”
Represented by the Permanent Secretary of the ministry,
Ambassador Godknows Igali, he said he was delighted by
the level of progress made in the electric power
privatisation programme.
He noted the Federal Government has proved wrong the
western critics and institutions that cast doubt in the
conclusion of the payment of the 75 per cent for the
distribution and generation companies.
He said the completion of the payments shamed
pessimists.
According to him, most western countries and
institutions had, prior to the payment of the bid amounts
in the ongoing privatisation, noted that the country may
not achieve the expected outcomes.
Nebo said the forum was organised by the Market
Operator (MO) to kick off the registration of licensed
participants in NESI.
He said: “Recent events in the power sector have shown
that Nigeria has the resilience to do the right things. Let
me tell you that we have been meeting with western
countries and they have continually expressed fears that
the preferred bidders will not meet up with the payment
for their acquired assets.
“They said nobody out of the preferred bidders will be
able to pay for the power assets, but now that has been
proved wrong because the bidders have paid and it has
been successful all the way.”
He also noted that the western critics said the PHCN
labour issues as one of the likely obstacles that may
derail the privatisation, adding that the government has
so far paid about 70 per cent of the severance benefits
to PHCN workers.
“The big issue of labour also threatened the privatisation
and they pointed at it but as at today, we have paid off
at least 70 per cent of the workers of PHCN. We have
paid off the severance components and will within next
week start paying for the RSA (retirement savings
account) components.”
Executive Director, Transmission Company of Nigeria
(TCN), an MO, Mr Evarestus Mogbo said the registration
of participants in NESI was part of the rules.
He explained that the MO has been mandated to, among
others, register and maintain and prepare reports to
certify trading points for metering.
He said: “This is a formal registration of the market
participants. It is a crucial stage in the sector and this
registration process commences from this time; all
licensed market participants can commence the
registration. There are a number of conditions precedent
required of the MO before the declaration of the
transitional stage of the market.
“These include adequate metering of the trading points,
provision of meter information register, development of
market settlement software, preparation of market
procedures and preparation of market registration/
agreement formats as well as registration of NERC
licensed market participants.”

There was a twist yesterday to the candidacy of the Peoples Democratic Party (PDP) for the November 16 Anambra State governorship election.

A Federal High Court sitting in Port Harcourt ordered the PDP and the Independent National Electoral Commission (INEC) to recognise the candidate elected by the Ejike Oguebego-led faction of Anambra State PDP.

Senator Andy Uba won the primary.

But Tony Nwoye won the primary conducted by the Ken Emekeyi-led faction of the party.

Both congresses were held last Saturday in Awka.

PDP Chairman Bamaga Tukur yesterday gave the certificate of return to Nwoye as the party’s flag bearer.

Senator Andy Uba told the court presided over by Justice H.A. Nganjiwa that the primaries that produced him as the candidate followed the laid down procedures. Joined in the suit as defendants are the PDP national leadership and INEC.

The suit was filed before last weekend’s primaries. Oguebego, the state secretary of the PDP, Chief Gilbergt Okoye, and the Legal Adviser, Chucks Okoye sued for themselves and on behalf of the State Executive Committee of the PDP.

Justice Nganjiwa ordered that the result of the primaries conducted by the Ejike Oguebego-led executive, where Uba emerged as the candidate, should be upheld, pending the hearing and determination of the suit by the applicants.

He said the PDP and INEC should accept the results that emerged from the wards and state congress, pending the hearing and determination of the motion on notice or hearing and determination of the motion to set aside the interim order.

The judge said: “The first and second defendants are to forthwith comply with the order of this honourable court made on the 26th of August, 2013.”

Prior to the ruling, the court gave an exparte order restraining both the INEC and PDP from dealing with the Ken Emeakayi faction, pending the hearing of the main application. The court adjourned the matter till tomorrow.

However, at the meeting of the PDP National Working Committee (NWC) in Abuja, Tukur pronounced Nwoye the winner of the primaries and governorship candidate, following the report of Katsina State Governor Ibrahim Shema, his Gombe counterpart, Ibrahim Dankwambo, and Senate Leader Victor Ndoma-Egba, who monitored the primaries.

Nwoye was yesterday presented with a certificate of return by the national chairman.

The presentation came just as the Uba brothers, Andy and Chris, shunned the summon extended to them by the leadership of the PDP.

Also summoned alongside the Uba brothers were Chief Benji Udeozor and Mrs. Tonia Nwankwo. They were ordered to appear before the party’s leadership at 10am yesterday. None of them honoured the invitation.

They were summoned to explain their roles in the conduct of the August 24 parallel primary election through which Andy Uba emerged as PDP candidate.

Shortly after collecting his certificate, Nwoye told reporters that he remained the authentic candidate of the party.

The Southeast zone also insisted that Nwoye is the party’s candidate.

The zone’s position was made known during its Zonal Executive Committee meeting in Enugu yesterday.

Deputy Senate President Ike Ekweremadu, Governors of Ebonyi and Abia states Chief Martin Elechi and Theodore Orji, House of Representatives Deputy Speaker Emeka Ihedioha, Senator Hope Uzodinma and former PDP National Chairman Vincent Ogbulafor, among others, attended.

The Southeast PDP Publicity Secretary, Ali Odefa, who read the communique at the end of the meeting, said the zoning arrangement for all PDP’s National Working Committee given to the Southeast Zone had been retained.

He, however, stated that elections for the positions would take place, adding that people would be advised not to contest for positions that were not zoned to their states.

According to Odefa, the leadership of the party passed a vote of commendation on people from the Southeast zone that held positions in the NWC of the party in the past.

President Goodluck Jonathan is currently under pressure
from his close aides and associates to sack some
ministers and bring on board those believed to have
political value in their states.
Their argument is that in the event that the President
decides to seek re-election in 2015, many of the current
ministers do not have the required political clout to
deliver their states.
A top presidency source told one of our correspondents
on Tuesday that Jonathan's close aides had advised him
many times on the need to constitute what they
described as "election cabinet."
Such a cabinet, according to him, will comprise mostly
people who will be proud to defend the President
whenever he is being criticised.
He said a situation where ministers would sit on the
fence when the President and the government were
being criticised did not depict a cabinet that Jonathan
should have during elections.
The source added that the pressure on the President
became more intense with the open confrontation five
northern state governors have had with Jonathan.
He said, "We have told the President on several
occasions that he needs to constitute what we call an
election cabinet. He cannot go into election with this
cabinet as currently constituted. We have told him this
and proved it to him several times.
"How can you call yourself a minister and you will hear
people talking ill of your principal and attacking the
government you are serving and you will decide to be
indifferent? There are some current ministers that will
not even sit on the fence when the President is being
criticised, they will join the critics.
"We have told Mr. President that this must not continue.
If you think you cannot stick out your neck for a
government that has given you an opportunity, the
honourable thing to do is to resign; failure of which you
can be shown the way out."
The source said although the President had been
reluctant to take heed of the advice, he might soon be
left with no other option since he could not continue to
inconvenience himself on the altar of friendship.
He said since vacancies in the Federal Executive Council
had increased with the sacking of Inuwa Abdulkadir as
the minister of Youth Development, the President might
have no choice but to yield to the pressure.
Abdulkadir's exit brought the number of vacant
ministerial positions to three.
Former Minister of Defence, Dr. Bello Haliru, was sacked
in June last year while former Minister of State, Health,
Dr. Muhammed Pate, resigned on July 24.
A Presidency source said Jonathan might dissolve his
cabinet in October to create opportunities for people
with competence to take over strategic ministries.
Although it was stated that some of the ministers might
be retained, several others had been shortlisted for
sacking.
It was gathered that several ministers loyal to political
enemies of the President would certainly lose their jobs.
It was further learnt that some ministers, who have
governorship ambitions, would be relieved of their
appointments to give them the opportunity to face their
political careers.
The Presidency source stated, "The President would
make far-reaching changes in his cabinet before or on
October 1, 2013. He is even thinking of dissolving the
whole cabinet.
"I can assure you that several of the ministers are
going. There are some who would resign to pursue their
political ambitions, while there are others who are
disloyal and those who have performed below
expectations.
'The President cannot afford to keep people who can
derail his programme as we move towards next year."
When contacted, the Special Adviser to the President on
Media and Publicity, Dr. Reuben Abati, said he was not
aware of such pressure on the President.
"Honestly, I don't know. I am not aware of such
pressure," he said.

ANXIETY is mounting in major towns of Ondo State as
the Supreme Court is set to deliver its judgment over
the appeals filed on the governorship election in the
state.
The apex court had fixed today for judgment on the
four appeals brought before it by parties to the suit.
The governorship candidate of the Action Congress of
Nigeria (ACN), Rotimi Akeredolu SAN and his
counterpart from the Peoples Democratic Party (PDP),
Chief Olusola Oke had approached the Supreme Court
to challenge the ruling of the Court of Appeal that
upheld the victory of the state governor, Dr. Olusegun
Mimiko.
At the hearing in the appeals on Tuesday, the highest
court in the land had struck out the name of the ACN
from the appeal, ruling that the party is no more in
existence.
However, since the court picked today for judgment,
palpable fear and anxiety have gripped the people of
the state, particularly politicians.
Many of them gathered in tens and scores in public
places to discuss the impending judgment with each
side hoping to be victorious.
A visit to the Governor’s office, Alagbaka, Akure
showed that activities were at a low ebb as virtually
every political appointee was away because of the
judgment.
The state governor, some cabinet members, special
assistants among others are already in Abuja since
Monday, for the proceedings and the judgment.
In his reaction, Oke said all eyes are on the Supreme
court to give judgment on the deals.
Accordingly a statement signed by his Special Adviser,
Media and Publicity, Kunle Adebayo, the PDP
candidate said he believed that judgment would be
done.
He said, “We believe we have presented our case as
eloquently and as necessary. Our expectations is that
the decision of the Court of Appeal will be upturned
and that the October 20 election will be nullified.
“We believe the Supreme Court Judgment will also
serve as a deterrence to those whose penchant it is to
perpetrate rigging and manipulation. This judgment
also will become novel and have a far-reaching
implications on the 2015 elections in this country. As
it is the final arbiter in all disputations, the Supreme
Court’s judgment becomes final and the full stop. We
have no option.”

For Daniel Ohikhena, a Junior Secondary School (JSS)
One pupil in Benin, the Edo State capital, his dream was
to travel by air. He did it in a sensational way on Sunday.
Daniel hid in the tyre compartment of an Arik Air flight
from Benin to Lagos.
He never told anyone about his passion to be on a plane,
not even his mother. His only confidant was his younger
brother who he always told that he would one day travel
abroad on an aircraft.
Last Saturday, Daniel attempted to realise his dream: he
sneaked away from home to the Benin Airport.
Undetected, the teenager got to the Arik plane. He
grabbed one of the aircraft’s tyres, held on to it for the
duration of the flight, apparently less than an hour.
Like the Biblical Daniel, who escaped the lions’ fangs
when he was thrown into their den, Daniel Ohikhuna
survived the flight to the Murtala Muhammed Airport in
Ikeja, Lagos.
It was not until he was caught in Lagos under the Arik
aircraft that the stowaway realised the risk he had taken.
Following his arrest and his story in the news, security
agencies went to Benin for his parents. They got his
mother, Mrs Evelyn Ohikhena. She was quizzed
yesterday at the Benin office of the Directorate of
Security Services (DSS).
Mrs Ohikhena addressed reporters yesterday after her
interrogation.
She said her sister, who lives in Germany, informed her
about Daniel’s adventure.
The mother of four, who lives at 6, Ehigiegba Street, off
Goodwin Street in Benin, said she was still confused and
in shock over the incident.
She said: “When we started looking for him, his nine-
year-old younger brother told me that anytime they were
watching movies, Daniel always said he would take an
aircraft to travel abroad. The boy asked me to check for
Daniel at the airport. I did not believe him.
“I left home on Friday to pass the night at my elder
sister’s home. When I came back the following morning,
my daughter told me that he and Daniel had an
argument on Friday night. She said she did not find him
around the following morning.”
Mrs Ohikhena debunked the insinuation that the boy
might have made his dangerous journey following an ill-
treatment meted out to him at home.
She said: “I did not maltreat him. I don’t even joke with
my children’s education; I give them the best education.
Everybody knows me. Ask of me at Oba Market (in
Benin). The only thing that bothers me now is how my
daughter will go to school, a Federal Government
college.”
Giving an insight into the teenager’s life, Mrs Ohikhena
said: “Daniel does not have friends. He hardly leaves
home. I don’t know where he was going in Lagos; we
don’t have any relative in Lagos. I have never been to
the airport. But I cannot deny the fact that he might have
been to the airport when he was attending a private
school, but I’m not aware of when this happened.
“When I heard the news, I did not know what to do or
say. I was very weak. Several people asked me to calm
down. My only joy now is that he is alive; that is my
happiness. I want the government to help me. I did not
send him. I’m innocent.”
DSS Director Bakori Tukur said the security agency
invited the mother for questioning and not to arrest her
since her son was already in custody.

IN APC I BELIEVE!!!
I am more than happy that APC has been registered. I am happy not because I am a politician, I am happy because the perennial slavery of Nigeria (at the national level) is about to come to an end).
Many that voted GEJ and not PDP have since realised that a party cannot be separated from an individual. They are one and the same! Nigeria cannot move forward if the same PDP cabal at the centre keeps winning!!!
Since d PDP can boost of little it has done for d past 16 years, why allow the same party again? Many will also argue that all politicians are the same and APC might be more worse.
This has been d tactics PDP has been using to deceive Nigerians! In d South West for instance, no one will say Agagu, Oni, Daniel, Oyinlola and Akala are better than their successors!
That aside, how can an under performing party be kept in govt for 16 years! Politics should be about options. How can we claim we are a democratic state and a party will boast of ruling for 60 years!!!

Judgment Day seems to have come for a pastor,
Emmanuel Onu as he has been arrested by the Imo State
Police Command for allegedly conniving with others to
sell his girlfriend’s baby for N100,000.
Pastor Onu had told the mother of the baby that her
baby died at Ajiwe Street, Aba in Abia State.
The Imo state Commissioner of Police, Mr. Mohammed
Katsina told Sunday Sun that the pastor who hails from
Umunwada Onitcha in Ezinihitte Mbaise Local
Government Area of Imo State and who resided at
Avutu Obowo impregnated his church member who was
also his girlfriend, one Nkeiru Chukwuemeka.
Nkeiru was said to be in labour pains when Pastor Onu
called another lady friend (Precious Adiele) who then
introduced to them a hospital called Angel of Mercy
Hospital at 19 Ajiwe Street Aba, Abia State.
CP Katsina explained that on July 9, 2013, Nkeiru was
delivered of a baby boy. Later Pastor Onu arranged to
sell the baby for N100,000. Onu and his cohorts then told
the mother of the child that the baby was dead.
CP Kastina explained that the friend, Adiele agreed with
the pastor on how the baby would be sold. So, when
Adiele brought in the buyer, she instructed Onu to hide
so that he would not be seen. The pastor complied.
However, Adiele gave Pastor Onu just N10, 000 instead
of the N100,000 for which the baby was sold.
All seemed well with the transactions until Nkeiru started
asking to see her baby. The nurse attending to her
explained to her how her baby had died after birth.
Meanwhile, Nkeiru’s elder brother insisted on knowing
where the baby was buried. That was when the matter
went to the Otoko Police Station. That led to the arrest of
some nurses of the hospital and later Dr Azuka Odike.
Dr Odike told Sunday Sun that she hails from Udi Local
Government Area of Enugu State and attended Ebonyi
State University and currently resides in Aba, Abia State.
Odike explained that Pastor Onu came to her hospital
with his wife who was nine months pregnant and that on
July 9, 2013, “the wife was delivered of her baby in my
hospital around 9.00am”. Pastor Onu, his girlfriend and
baby left the hospital around afternoon time after they
had settled their bill of N17,000.
“Pastor Onu told me that the girlfriend has mental
disorder and that she had strangulated her sister and
her mother. Pastor Onu warned me that I have to be
careful with the baby because of his wife’s condition,”
she said.
Odike explained that it was three weeks later that
Pastor Onu came with policemen “to my hospital and
alleged that the baby was dead and that I have buried it.
They arrested my nurses and later, I went to the Otoko
Police Station to report myself. I just can’t believe this.
“I am the one who discharged Pastor Onu‘s wife with the
baby and they went away together. They alleged that
I told them that the baby was dead and I have buried it.
“I could not have buried their baby. I am not in a position
to bury their baby. Why are they coming three
weeks after to arrest me with policemen?” the doctor
queried.
On his part, the pastor said “ I am a pastor of Christ
Chosen Church of God at Obowo LGA, Imo State and I
was called by God in 2012. I am not married, but I
impregnated my church member, Nkeiru Chukwuemeka.
“When my girlfriend wanted to deliver, I called my friend,
Precious Adiele and she introduced the Angel of Mercy
Hospital to me. We went to the hospital on July 8, 2013
and my girlfriend delivered on July 9, 2013. It was Dr
Odike who assisted me to make sure my girlfriend
delivered safely.
“Immediately, Nkieru delivered, I heard the voice of the
baby. I was so happy and I left the hospital to buy some
things for her. When I came back an hour later, I could
not find the baby.
Pastor Onu explained further: “Dr. Odike told me that the
baby was dead. I took my girlfriend back to my house
and left the hospital. After some days, Nkeiru’s elder
brother came to ask about our newborn baby.
“At first they didn’t see me, later when they saw me,
they brought policemen that arrested me and took me
to Obowo Police Station and I spent one week and two
days in police custody. The elder brother of my girlfriend
asked me about the baby and I told him that the baby
was dead.
“I took them to the hospital at Aba where my girlfriend
delivered the baby. They reported the case at Otoko
Police Station and the police arrested the nurses and
staff in that hospital. The following day, Dr Odike
resurfaced and she was arrested. It was when police
investigated the matter that they discovered that the
child was still alive and not dead,” he added.
Adiele hails from Itu Obingwa, Abia State and said
“Pastor Onu is my friend. He told me that his girlfriend
was in labour. I directed them to the Angel of Mercy
Hospital and the following day, Pastor Onu told me that
the wife had been delivered of a baby . I told him that I
would soon come and see him later because I was
conducting examinations.
“ When I got to the hospital, Pastor Onu told me that the
baby was dead and he didn’t want the girlfriend to
know. When I went to meet the nurse they told me that
the baby was alive .
“Pastor Onu told me that he didn’t want the wife to know
that the baby was alive because of her mental disorder.
He said he was afraid as to whether his girlfriend could
take care of the baby because of her condition.”
Adiele added: “Pastor Onu asked me about who could
take care of the baby. Later I introduced one Ndidi to

The All Progressives Congress (APC) plans to untangle
the Nigerian National Petroleum Corporation (NNPC) if
elected into power in 2015.


It also intends to pursue a free market economy policy
and devote 10 per cent of the nation’s annual budget to
Education.


Foreign missions, especially those with stake in the oil
industry, agriculture, the defence industry and with huge
reputation in the promotion of democracy and human
rights, are already scrambling for the manifesto of the
party.


The party’s plans are contained in the manifesto which
was made available to party leaders and elders on
Wednesday.


APC pledged to ensure the emergence of modern
modular refineries products and reduce importation of
petroleum products.


The manifesto says: “APC will make the industry and
Nigeria one of the world’s cutting edge degree for clean
oil and gas technologies, scientific, mega structure
installation drilling, progressing production engineers
supported with best services and research facilities.
“Fully develop the sector’s capacity to absorb more of
the nation’s new graduates in the labour market. Make
the sector produce more home-grown world class
engineers and scientists.
“Modernise the NNPC and make it the national energy
champion. Consider breaking it up into more efficient,
commercially driven unit and strip it of its regulatory
powers and enable it tap into international capital
market.”


APC also said it would promote economic policy of free
market.


The manifesto adds: “Under current circumstances,
economic illusions have literally destroyed all growth in
the real sector by their failure or refusal to acknowledge
that the country will inevitably collapse under the current
bank rate regime.


“The APC, while supporting private enterprises and free
market economy, will take every step to eradicate
predatory capitalism.”


As at press time foreign missions had been scrambling
for APC manifesto.


A source, who spoke in confidence, said: “All these
missions have been requesting for the manifesto of APC
based on the demand of their home countries.
“I think they are interested in whether APC would come
up with new policies which are better than that of the
ruling party. We have given copies to the embassies who
have requested. But we know we are providing
alternatives in 2015.”

Akande, at a press conference, in Abuja on
Wednesday said the party has identified that the
major challenge facing the country is the failure
of governance which manifests itself in the
continuing inability of the county to meet the
basic requirements and aspirations of the nation
and of its citizenry.
“The task before our Party is clearly cut out,
that is, to create a partnership with the people
to decisively change both tone and substance of
governance in the country. We will reposition
the country decisively on the route to emerging

justice for all citizens,” he said.
Mr Akande identified some fundamental
challenges facing the country which he believes
his party would be able to confront if voted into
office. According to him, such challenges
include that of “national unity and integration;
perennial threats to security, law and order;
ensuring rapid economic growth with equity, as
well as protecting and consolidating Nigeria’s
emerging democratic tradition.”
He also promised that his party would prioritize
human development in health, education –
particularly intensification of mass women
education, and employment opportunities for

President Goodluck Jonathan has said that members of
the All Progressives Congress and other opposition
parties will be "more confused" in 2015 as they prepare
to wrest power from the Peoples Democratic Party.
Jonathan, at the 62nd National Executive Committee
meeting of the PDP in Abuja on Thursday, said any
party or group that believed that the PDP would be
rocked by crises during the 2015 elections would be
"terribly disappointed."
But the APC, through its Interim National Publicity
Secretary, Alhaji Lai Mohammed, said the President
would wake up one day and realise that in politics,
"there is a limit to good luck. "
Jonathan had told the NEC members, who resolved to
shelve Saturday's South-West congress of the party
that the early commencement of political activities was
not unconnected with opposition's worry over the
"intimidating credentials" of the PDP.
The President also attributed the formation of new
political parties to the quest by some desperate
politicians to defeat the PDP in 2015. According to
him, those behind the new parties are "confused and
would continue to be confused."
He said that the turnout at the NEC meeting was a clear
reflection of the fact that the PDP was intact.
Jonathan said, "I was not expecting to see so many
people especially our senior party members but when I
came in and saw their faces, I thanked God
because those who believe that the PDP is divided,
will all be disappointed.
"The chairman said it all; we thought that political
activities will not start so early in the country, but
because of the intimidating credentials of the PDP,
people have started meeting.
"Parties have started coming together, and new ones
are being formed. These are blessings to all of us
because those people behind them are confused about
how they will manage the PDP. They will continue to be
confused especially in 2015.
"And those who continue to think that the PDP cannot
come together; that the PDP cannot manage success will
be terribly disappointed.
"We will go to the Eagle Square (in Abuja) and take the
right decision for our party."
He said that his administration would continue to pursue
its developmental agenda in line with the PDP
manifesto in such a way that by early next year, even
those in doubt would have nothing to say.
The President said his government would be able to
achieve the feat with the expected cooperation of the
PDP.
"A number of things that Nigeria almost forgot like
railways are being brought back. And I believe that by
the time we move into (early) next year, things will
become very obvious so that those who doubt us will not
have anything to say. We promise that we are going to
do that with the assistance of the party," Jonathan
added.
He admitted that while it was natural to have
disagreement in a political party, the important thing
was the ability of those involved to resolve their
differences and then forge ahead.
After the meeting, the Acting National Publicity Secretary
of the PDP, Mr. Tony Okeke, read a communiqué in
which he announced the suspension of the South-West
congress of the party.
He cited a court order as the reason for the decision
by the NEC. Okeke said that PDP was committed to the
rule of law and upholding the sanctity of the courts.
"INEC unanimously approved and ratified 31 August 2013
as the date for the Special National Convention of the
Peoples Democratic Party (PDP). NEC commended the
Special Congresses and Convention Planning Committee
for the efforts so far put in place in the preparation for
the Convention.
"NEC acknowledged the service of a court order
restraining the conduct of the South- West Zonal
Congress earlier scheduled for Saturday, August 24,
2013. In line with our avowed disposition to upholding
the rule of Law and in deference to the court's ruling,
NEC unanimously approved the postponement of the
South-West congress.
"Consequently, NEC directed the National Working
Committee to follow through the court process and
when concluded, set a new date for the congress."
The meeting had Vice- President Namadi Sambo; the
Deputy Senate President, Mr. Ike Ekweremadu; the
Speaker of the House of Representatives, Alhaji Aminu
Tambuwal; the Chairman of the PDP Board of Trustees,
Chief Tony Anenih; 18 state governors, past chairmen,
national secretaries and other party leaders in
attendance.
Earlier, the PDP National Chairman, Dr. Bamanga Tukur,
had dismissed rumours of his imminent removal as a
creation of the media .
Tukur commended the National Reconciliation
Committee of the PDP for the job it had so far done and
appealed to all aggrieved members to "sheathe their
swords and enthrone enduring peace" in the party.
Governor Isa Yuguda of Bauchi State told State House
correspondents that the cordial atmosphere in which the
meeting was conducted was a sign that members were
now happy with one another.
He spoke after he and his Gombe State counterpart,
Ibrahim Dankwambo, met behind closed-doors with
Jonathan at the Presidential Villa, Abuja.
"The PDP NEC meeting shows that the family is
together and that everybody is working together. It is a
sign of good things to come. We are now happy with one
another. The family is together and if there was a
problem, we would have stayed longer to solve it,''
Yuguda added.
Our correspondents learnt that the NEC did not discuss
the issue of automatic tickets for Jonathan and first term
governors in order not to create further crisis in the
party.
A member of the party's NEC confided in our
correspondent that the PDP leadership believed that
discussing the issue would deepen the crisis rocking the
party.
Our source said a majority of the NEC members felt
that it was unwise to throw such a matter in the open on
a day several of the governors who had been refusing to
attend the party's meetings were back in its fold.
According to him, it is the general belief in the PDP
that there was enough time to handle the issue of
automatic tickets.
He said, "Sincerely, I can tell you that this issue of
automatic tickets was not mentioned at the meeting; the
two issues were the ratification of the August 31 date for
the special national convention, and the suspension of
the zonal ongress for the South-West.
"You know that an issue as sensitive as automatic ticket
can not be discussed in that open place; it will deepen
the crisis in the party. How can you be reconciling and
be putting that on your agenda?
"The party believes that there is time; such thing is
better handled in a strategic way."
Reacting to the President on what awaited the
opposition, the APC Interim spokesperson advised him
to devote his energies to resolving the crisis in the PDP
instead of wishing other political parties ill-luck.
"Clearly, President Jonathan is still relying on luck to
defeat the opposition APC in 2015 and that is why he
says we will be confused and disappointed. On the
contrary, the President will wake up one day to realise
that in this business, there is a limit to good luck. Not
only has his luck run out on President Goodluck
Jonathan, he has exhausted his good will with
Nigerians," Mohammed said in an SMS to one of our
correspondents.
According to him, the APC would rather engage the
President in meaningful issues of national development.
He added that the opposition party would continue to
strategise on how to get Jonathan out of power in 2015.
"If wishes were horses, beggars would ride. The
President should focus his energies to the crisis in his
party instead of wishing opposition parties ill-luck. We
are strategising to ensure that Nigerians vote for us in
2015; so we prefer to engage him on meaningful issues."

THREE persons have been arrested by the Ogun State Police Command over alleged attempt to kidnap former Miss Nigeria, Feyi Sodipo, in Abeokuta, the Ogun State capital, on Wednesday.

The suspects, two men and a woman claimed to be security operatives working for the organizers of Miss Nigeria beauty pageant, were said to have brought her from Lagos to Abeokuta, in order to forcefully retrieve a white Hyundai car with registration number LAGOS GGE 354 AJ which she won after the contest.

However, their mission was foiled as Feyi’s mother, Mrs Mary Shodipo, raised the alarm that attracted security operatives attached to the state governor, Senator Ibikunle Amosun, who came to the rescue of the ex-beauty queen.

The suspects, when asked to identify themselves failed to do so and this brought about suspicion that they were not sent by the organisers of the pageant.

The suspected kidnappers were whisked away by the security details of the governor on the instruction of the command’s Public Relations Officer, Muyiwa Adejobi, to the Ibara Divisional Police Headquarters for interrogation

PROGRESSIVES rolled out their rescue plan for “near-permanent-trauma” Nigeria yesterday.

On top of the All Progressives Congress (APC) 31-page manifesto is its determination to end power outage by generating 40,000MW of electricity between four and eight years.

Apart from liberalising monopoly of power generation and supply, APC pledged efficient tariff.

The party also said it would fight corruption by granting independence to the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

It promised to repeal the laws inhibiting the independence of anti-graft agencies.

The manifesto, which was distributed to leaders and elders of APC at a stakeholders’ meeting in Abuja, presided over by its Interim National Chairman, Chief Bisi Akande,

APC also said it would amend the constitution to remove immunity from prosecution for elected officers in criminal cases.

The manifesto reads in part: “APC in Government shall muster the political will to wage strident War Against Corruption; otherwise our post-oil economy will be disastrous.

“It is our considered view that none of our cardinal programmes will succeed if the current level of corruption and looting going on in the land is allowed to continue

“We shall strengthen and make independent the EFCC, ICPC and other anti-graft agencies and repeal the laws which inhibit their independence.

“We shall embark on public sensitisation campaign and civic education against corruption in schools and town halls.

“Shall encourage civil society organisations, advocacy groups and whistle-blowers in the anti-graft vanguard.

“We shall stop the corruption of our electoral process by making Independent National and State Electoral Commissions (INEC) truly independent.

“We shall establish special courts for corruption, after due and thorough review of the Penal Code.

“To actualise this, we shall make the appointment of the chairman and top officials of National and State Electoral Commissions public as enunciated in the Uwais Electoral Reform Report.

“On all election matters, the burden of proof shall rest with the Electoral Commissions.”

The party also said it would enhance politics and governance with reforms through more accountability and transparent process.

The party said: “APC will prevent abuse of executive, legislative and public offices through greater accountability, transparency and strict enforcement of anti-corruption laws whilst strengthening all anti-corruption agencies.

“Amend the constitution to remove immunity from prosecution for elected officers in criminal cases.

“Ensure full implementation of the Freedom of Information Act so that government held data sets can be requested and used by the media and the public at large and then published on regular basis.”

On Federalism, the manifesto added: “APC will initiate action to amend our constitution with a view to devolving powers, duties and responsibilities to states and local governments in order to entrench Federalism and the Federal Spirit.”

On power, APC has pledged to generate and distribute up to 40,000 Megawatts of electricity in four to eight years.

The manifesto said: “Power is the centre-point of the development process. All other indices of development anchor on power and energy. The failure to make power supply efficient has impacted negatively on the economy. It has made the cost of production and business high and has invariably raised the cost of agricultural produce and other finished goods and services thereby thwarting the growth of our economy.

“The crisis in the power sector is one of the major causes of the present collapse of the industrial sector and the inability of small-scale industries to thrive. To kick-start industrial growth in the country, stable and affordable power supply is an absolute necessity.

“The APC Government shall vigorously pursue the expansion of electricity generation and distribution of up to 40,000 megawatts in four to eight years. The party will also work assiduously at making power available from renewable energy sources, such as coal, solar, hydro, wind and biomass for domestic and industrial use, wherever these prove viable.

As a matter of pressing priority and urgency, tackle the paralysing lapses with electric power generation, distribution and supply.

Resolve all stalemate around the reform of the power sector and develop a transparently agreed power generation and distribution milestones with clear timelines and targets.

Liberalise the monopoly of the Federal Government in power generation and supply. We shall devolve much of power and energy to the private sector.

The gas and thermal stations will particularly be encouraged to increase their supply capacities.

Alternative power sources, including hydro, solar, coal and wind energy will be explored and developed.

Regular Turn Around Maintenance (TAM) of existing facilities will be done to ensure steady and uninterrupted utility supply.

An aggressive and efficient tariff/ revenue recovery system will be pursued. All avenues of waste, corruption and abuse will be checked.

Rural electrification will continue to be encouraged.

Improve management efficiency of the nation’s distribution system, improve commitment to consumer service and sensitise a national energy conservation and maintenance culture on electricity supply.

Regarding national security and defence, APC said it would decentralise the police and expand its local content to include community policing.

The manifesto said: “APC will urgently address capacity building of law enforcement agents in terms of quantity and quality as this is critical in safeguarding the sanctity of lives and property.

“Establish a well-trained, adequately funded, equipped and goals driven Serious Crime Squad to combat terrorism, kidnapping, armed robbery, militancy, ethno-religious and communal clashes nationwide.

“Begin widespread consultations to amend the constitution to decentralise the police command and expand local content by including community policing.”

“Push for more support in the security and economic stability of the sub-region (ECOWAS) and AU as a whole and maintain a strong, close and frank relationship with the international community.

“Take renewed measures to secure our borders, which are currently too porous for effective control of…

“Embark on vocational training, entrepreneurial and skill acquisition scheme for graduates along with the creation of small Business Loan Guarantee Scheme to create at least 1million new jobs every year, for the foreseeable future.

“Create additional middle-class of at least 1 million new home owners in our first year in government and 1 million annually thereafter, by enacting a national mortgage system that will lend at single digit interest rates for purchase of owner occupier houses.”

Determined to resolve the crisis of confidence between President Goodluck Jonathan and Governor Rotimi Amaechi, Peoples Democratic Party (PDP) governors have decided to raise a three-man reconciliation committee.

The committee, which will be under the watch of ex-President Olusegun Obasanjo, may be constituted within the PDP Governors Forum, it was learnt yesterday.

But the governors have asked President Jonathan to checkmate the Minister of State for Education, Mr. Nyesom Wike, and demanded a probe of his activities.

The decisions of the governors were communicated to the President last Friday by the Chairman of the Forum, Obong Godswill Akpabio.

According to a governor, who pleaded not to be named, PDP governors are eager to reconcile the President and Amaechi as part of steps to put the party in good stead for 2015.

The source said: “Actually, there was a meeting of PDP governors as a fall-out of a meeting with ex-President Olusegun Obasanjo. Mr. President called a meeting with Akpabio and said we should harmonise the outcome of the meetings with Obasanjo.

“We summoned the meeting of PDP governors to consider reconciliation and how to move forward.

“Some of the governors mentioned the resolution of the crisis in Rivers as central to the reunification of the party and insisted that a reconciliation committee be set up.

“We decided to raise another three-man committee to reconcile Mr. President and the Rivers State governor. We agreed that the new committee should not be part of Governor Henry Seriake Dickson’s Reconciliation Committee.

“We also reached a consensus that National Chairman Bamanga Tukur should make no input in the constitution of the panel. But we said the committee should be under the watch of ex-President Olusegun Obasanjo.”

Asked when the reconciliation committee will take off, the governor said: “I think by Friday, August 23rd, we should be able to constitute it. It may be an intra-PDP Governors Forum committee.”

The source also highlighted other issues tabled before the President. They include complaints against Wike, why Tukur should remain in office as the National Chairman and 2015 polls.

The source added: “Some of the governors said Minister of Education, Nyesom Wike should be checkmated and warned by the President because he is taking the Rivers crisis too far against the Chief Security Officer of the state, who is Amaechi.”

They said the President should ask relevant agencies to revisit how some governors were stoned during a solidarity visit to Rivers State by Wike’s supporters.

Adamawa State Governors Murtala Nyako was said to have come up with some allegations against Wike and asked that the President be notified of the minister’s activities.

On the fate of Tukur, the source said although some governors raised issues against the national chairman, most did not want him removed.

The source said: “Some of the governors said the alleged high-handedness of Tukur should be curtailed. They complained of not being carried along on party matters.

“In spite of the fact that at the tail end of the meeting, emotions rose on Tukur’s leadership style, majority of the governors said he should not be removed.”

The source also said the governors agreed that “2015 poll is around the corner and Rivers State is vital to PDP.

“They said PDP should not lose 2.3million votes from Rivers to the ongoing crisis.”

Another governor confirmed that early last Friday, Akpabio met with Mr. President on the decisions of the governors.

The source added: “Akpabio tabled all the decisions of the PDP governors to the President, who promised to look into all the issues, including observations on Wike.

“Akpabio, who is presently in the United States, is expected to meet with the President again on August 20.”

But it was learnt that Akpabio had also been reaching out to Amaechi and Wike.
