DISTURBED by the political crisis in Rivers State, President of the Christian Association of Nigeria (CAN), Pastor Ayo Oritsejafor has said that the political actors who were mainly Christians should retrace their steps as they had made Nigeria a laughing stock in the eyes of the world. He spoke in an interview at the weekend, saying it was sad that such politicians threw decency and decorum to the wind and called on them to play politics according to the rules in order to promote democratic culture and ideals. He lamented that they had indulged in shameful and uncivilized acts which were attitudes that cannot promote democracy. His words: “I feel terrible about happenings in Rivers State. I feel terrible for many reasons. I feel terrible because it is making Nigeria a laughing stock in the world. I feel terrible because it is happening in the part of the country where I come from. I feel terrible because, many of the actors are supposed to be Christians. I feel sad because those involved in these things ought not to get themselves involved in these kinds of things at all. “Politics must be played with rules to guide. So what are the rules in Nigeria? The leadership of the Peoples Democratic Party has told the leader of Congress for Progressive Change, Maj.- Gen. Muhammadu Buhari (retd.), and the National Leader of the Action Congress of Nigeria, Asiwaju Bola Tinubu, to stop parading themselves as saints and democrats. It said it had taken stock of the activities of the two men and came to the conclusion that they were bitter because they knew that "they will lose the 2015 general elections despite the so-called merger of their parties which is built on deceit, corruption and falsehood and as such want to invent excuses" ahead of time. PDP Acting National Publicity Secretary, Mr. Tony Okeke, in a statement in Abuja said, "Buhari and Tinubu, who are well-known despots, lack the moral justification to pontificate on democracy, especially when all their actions are dictatorial." But the ACN, through its spokesperson, Alhaji Lai Mohammed, berated the PDP, saying its leadership lacked knowledge on happenings in the party. Mohammed asked the PDP leadership to look inward in order to be able to realise that there were works to be done in-house before it could accuse others of inaction or dictatorship. Okeke said, "In 2003, he forced John Nwodo Jr. and other presidential candidates in the then All Peoples Party to step down for him, leading to the famous 'I weep for Nigeria' statement by Nwodo. In 2003, Buhari imposed himself and failed. In 2007 and 2011, he imposed himself and failed. If he imposes himself and his lackey, Tinubu or Tinubu's wife as a running-mate in 2015, he will also fail." The statement also described Tinubu as a man lacking in democratic credentials. Okeke said, "Tinubu has been going around making statements to portray himself as a hero of democracy from which imaginary pedestal he continues to vilify and accuse the PDP of working against Nigeria's democracy. "It is to say the least, rather pathetic that the opposition leader has failed to realise that Nigerians have since become fully aware of his antecedents as he has continued to exhibit crass dictatorship in the leadership of the ACN and states controlled by the ACN." Mohammed, however, carpeted Okeke on his claim, saying he had little or no knowledge of issues he was raising. He said, "Oluremi Tinubu represents Lagos Central Senatorial District while Mamora was representing Lagos East. You can see the level of ignorance from the people who are representing the self-acclaimed biggest political party in Nigeria." He said, "The PDP seems not to know the different between endorsement and election. Endorsement does not stop election and primary. "What is happening in Rivers State is a case of intolerance. Most times we want to have a constitution amendment process, constitution review or an issue of general importance, I have keenly understudied that our major problem has been Religious Extremity and regionalism in the name of power conquest. The passage of the Girl-Child Law where every little girl will have some rights during her childhood should ordinary be the bane of discussion, that is, the nationalisation of such, vis-a-vis the Gender-Based Violence Law, should be aggressively canvassed, but now, a major setback has been caused by our Nation's Senate in a religious familial arrangement. Coming to take a look at it from the academic point of view, a 13-year Old child isn't grown, irrespective of the fact that she may/might have had her menstruation. The cervix of a gal of 13, isn't matured for sex, infact, the womb is still susceptible to compromise and abuse of foetus. In those days, it was reported that our great. great grand mothers had their first menstruation in their. husbands house, and in the later-part of the story, we hear that she gave birth 15times and only 3 is alive. That's to say that the womb has compromised the foetus and an abuse of the girl's genitals. Let's in furtherance, address this from the point of morals. How reasonable will a 27-year old man in his right sense of mind decide to marry a 13years old girl not to talk of above 30years. Am not against Islam as a religion because we are all convinced about our different religions and which we think we should adopt, but my problem on policies like this is basically 2: Religious Extremity and Regionalism. The quest of passing such a terrible clause in our new constitution shouldn't be mistaken for religious attentiveness but fanaticism and extremism. We extremise things in this country and majorly from a particular region who will always want to prove we are ontop of the situation. I used to believe from what I have read in books that in True Federalism, Religion isn't a prominent Factor. A nation that preaches federalism and yet debates "our religion says" is only been fanatical. I have been saying this but people will not want to listen that our thoughts, perspectives, orientation, culture, religion, origin and history isn't helping the co-existence of the nation, even though we preach one Nigeria. I believe we can still turn things around with our protest votes. Let's all sign the protest register against the passage of the Senate on 13-year Child Marriage (Marriage of Minors). It's like legitimizing the abuse of the nation's little girls. Speaking on behalf of my little sister who is less than 13 years and could be abused on that clause. Thanks.! |

There are concerns in government circles that the country's revenue projection for the 2013 fiscal year may not be realised. Saturday PUNCH learnt that the gross oil revenue accruing to the Federation Account had dwindled seriously in recent times. The drop in revenue has raised fears that the Federal Government may not be able to implement the 2013 budget. Sources in government attributed the drop to massive oil theft, illegal bunkering and pipeline vandalism. Figures obtained by this newspaper, showing the monthly allocations to the three tiers of government by the Federation Accounts Allocation Committee, revealed that the country only realised N3.893tn as gross federally collected revenue in the first six months of 2013. This sum, according to an analysis of the document, showed a shortfall of N321.73bn against the projected revenue of N4.215tn that was projected for the country for the six months period. According to the FAAC document, the monthly budgeted gross federally collected revenue for the country is put at N702.54bn. This is expected to be realised from three revenue sources - mineral revenue, N465.057bn; non- mineral revenue, N158.711bn and Value Added Tax, N78.77bn. However, further investigations revealed that the N3.893tn revenue for the first half of this year was earned as follows: January, N651.26bn; February, N571.7bn; and March, N595.71bn. In the months of April, May and June, revenue receipts by the country were N621.07bn, N590.77bn and N863.02bn respectively. In the same vein, the country recorded significant revenue drop between January and May. The shortfalls were recorded as follows; January N51.28bn; February N130.84bn; March N106.84bn, April N81.47bn and May N111.77bn. Curiously, there was a surplus of N160.48bn in June as the country's revenue receipts of N863.02bn exceeded the budgeted sum of N702.54bn owing to completion of pipeline repairs in some terminals. It was gathered that unless the revenue generating agencies step up their efforts and leakages in the oil sector were taken care off, the country might only realise about N7.78tn for the 2013 fiscal year instead of the projected N8.43tn going by the first-half revenue trend. During the week, the Coordinating Minister for the Economy and Minister of Finance, Dr Ngozi Okonjo- Iweala, said that the country was losing 400,000 barrels of crude oil per day to illegal bunkering and vandalism of oil pipelines. Okonjo-Iweala, who appeared before the House of Representatives Joint Committee on Appropriation/ Finance in Abuja last Tuesday, had said, "We are losing revenue; 400,000 barrels of crude oil are lost on a daily basis due to illegal bunkering, vandalism and production shut-in. "I have to clarify that it is not as if the entire 400,000 barrels is stolen, no. What happens is that whenever the pipelines are attacked and oil is taken, there is a total shut down. All the quantity of oil produced for that day will be lost because it means government cannot sell it and it means a drop in revenue." The minister explained that this was the reason President Goodluck Jonathan sought to amend the 2013 Appropriation Act as against sending a supplementary budget to the National Assembly. She pointed out that with the revenue shortfalls currently facing the country, there was no way the government could afford a supplementary budget. Okonjo-Iweala told the committee, "You cannot talk of supplementary budget when your revenue is going down. That is why we are asking for an amendment to restore the money that was removed." Worried by the shortfall in revenue, the Federal Government had constituted a committee headed by the Governor of Bauchi State, Alhaji Isa Yuguda, to address the oil theft problem. Other members of the committee are the Governors of Delta, Dr. Emmanuel Uduaghan; Anambra, Mr. Peter Obi; and Gombe, Alhaji Ibrahim Dankwambo. The rest are the Minister of Finance, Director General of the Budget Office of the Federation, Dr. Bright Okogu; and the Accountant General of the Federation, Mr. Jonah Otunla. Okonjo-Iweala said the committee had also resolved to address the root cause of the revenue challenges facing the country. Reacting to this development, the Managing Director, Financial Derivatives Company Limited, Mr. Bismarck Rewane, warned that a revenue drop could hurt the nation's economy. Rewane said, "If indeed about 400,000 barrels of crude oil are lost every day, that's about 20 per cent of daily oil production. Remember crude oil is the mainstay of Nigeria's economy. If they take away 20 per cent of your salary, you know how that will affect you. Nigeria cannot survive on what will be left if that amount of revenue is lost every day." But a public intellectual and economist, Henry Boyo, expressed surprise that Nigeria had lost so much to oil bunkering despite the huge sums government had spent to secure oil facilities and pipelines. "It is quite surprising that despite the huge amount that has been spent by the Federal Government to put in place security patrols on the coasts of the Niger Delta, oil bunkering has reached this stage. ," he said. Also, political economist, Pat Utomi, said the diversification of the nation's revenue streams, and not worries about a drop in revenue, should be government's immediate concern. He said, "I have always belonged to the school of thought that suggests that only a small percentage of the oil revenue should be shared between the tiers of government "I have even suggested, even though with tongue in cheek, that Nigeria should cap its oil wells so that we can make a conscious effort at developing other sectors. All kinds of individuals who should not have been anywhere near governance are running to become public servants because of oil revenue. "We have been killing other sectors of our economy. Maybe we need to be broke to return to our senses and dedicate more time to other sector such as agriculture, and manufacturing," the economist said. Striking university teachers on Wednesday insisted that they would not return to the classrooms until the Federal Government honoured fully the 2009 agreement and Memorandum of Understanding signed by the two parties. This came as there were conflicting reports from the University of Jos over the institution post-Unified Tertiary Matriculation Examination. While the striking teachers insisted on Wednesday that the exercise would not hold, the school authorities said the screening was in progress. University teachers under the auspices of the Academic Staff Union of Universities embarked on a nationwide industrial action on July 1, 2013. However, the Ibadan Zonal Coordinator of ASUU, Dr. Adesola Nassir, during a briefing at the University of Lagos, on Wednesday insisted that the strike would not end until the Federal Government respected the signed pact. The zone has members drawn from UNILAG, University of Ibadan, Obafemi Awolowo University, Ile-Ife, Osun State; Olabisi Onabanjo University, Ago-Iwoye, Ogun State; Lagos State University, Ojo; Tai Solarin University of Education, Ijagu, Ogun State and the Federal University of Agriculture, Abeokuta, Ogun State. Nassir explained that though the union met with the government's representatives, including the members of the Senate Committee on Education last Monday, the meeting ended in a deadlock. He said, "This is because the Federal Government is still not being sincere to address the issues at stake. "The strike will remain for as long as it takes the Federal Government to be faithful to the implementation of the 2009 agreement and its renegotiation as contained in the Memorandum of Understanding reached by both parties in January last year." He explained that the FG's response to the action since it started had shown that it was not ready to address the challenges facing the nation's university system. Meanwhile, the ASUU UNIJOS chairman, Dr. David Jangkam, has urged parents not to send their children to the school for the post-UTME. He said, "No parent should send their children to UNIJOS because the ongoing strike is total, comprehensive and indefinite and so no academic activities in whatever form is supposed to take place." However, the university said the screening was in progress. Speaking with journalists on Wednesday, its Registrar, Mr. Jilli Dandam, called on the public and participating candidates to disregard any contrary announcement from the striking teachers. A reckless police driver behind the wheels of a van attached to the FESTAC police station has been accused of hitting a woman and her baby, causing brain damage in the nursing mother. Several sources related to the woman told SaharaReporters that the accident happened on June 23, 2013 as the police driver sped dangerously against the flow of traffic on a one-way lane along the busy Oshodi-Apapa Road, hitting down the unsuspecting woman and her baby. “The accident was avoidable, and could have been avoided if the police man obeyed simple traffic regulation that marked the road as one-way,” said a relative of the injured woman. “Now, the action of this [police] man has resulted in serious brain injury to the mother.” The source revealed that the accident happened at Church bus stop along the Oshodi-Apapa express road. An eyewitness said the victim, Taskirat Anjolaiya, was alighting from a public bus with her child and had not noticed the furious police van coming from the wrong traffic direction towards her. One of the victim’s relatives disclosed that the driver of the police van, identified as Corporal Friday, told their family that he was driving his boss’s mistress to the airport, apparently to catch a flight, and had to maneuver through traffic to get his passenger quickly to her destination. An eyewitness said the police corporal seemed to act with drunken disregard for other road users. “As he was driving, he was waving his hand and shouting at drivers who were driving the right way to clear out of the road,” the witness told SaharaReporters. “He kept driving that way until he eventually knocked down the woman coming out of the bus with her baby.” Family sources said the badly injured woman and her baby were rushed to the emergency ward at the Lagos University Teaching Hospital (LUTH). Doctors reportedly discovered that she had sustained a pelvic fracture, facial bruises, and brain injury. The baby, Ammarah Anjolaiya, also suffered deep facial cuts and a broken jaw. A family source said Corporal Friday’s first concern at the scene of the accident was to immediately arrange a cab to convey the “madam” in his car to her destination. He later provided the injured woman’s family with N70,000 for treatment. The source said the culprit subsequently abandoned the victims of his reckless driving at the hospital. “We have so far spent above N500,000 on treatment and upkeep,” said the source. Another family source told SaharaReporters that the victim’s husband, Sulaiman Anjolaiya, had been unemployed for several months. “His wife was the bread winner of the family and now she is down with mental and physical injuries due to the behavior of this police corporal who has now abandoned them to the fate he inflicted on the family,” she said. Our sources disclosed that the family of the victim had a shocking experience when they visited the FESTAC divisional police station to meet with the Divisional Police Officer, Ibrahim Zango, whose mistress was being taken to the airport at the time of the accident. “DPO Zango spoke to us in a very rude manner before offering us additional ten thousand naira,” said one of the victim’s relatives. He added that the DPO said the woman being driven by the reckless police driver was “just a relative.” Mrs. Taskirat Anjolaiya is currently receiving treatment at LUTH for her physical and mental injuries. Unknown gunmen have attacked and ransacked a police station Kaura township in Southern Kaduna according to security sources. One of our source stated that the attacked left several policemen injured in the part of the state frequently attacked by gunmen. The source further stated that the attacks continued into the night as there are still sporadic gunshots heard in the entire area. •Legislators weaken NLC, TUC The Senate yesterday killed the proposal for six-year single tenure for president and governors as it voted on recommendations for further alteration of the 1999 Constitution. The lawmakers also rejected local government autonomy and mayoral status for the Federal Capital Territory (FCT). It curiously voted ‘yes’ to make any woman eligible for marriage even if she is underage. It endorsed a proposal that Presidential assent shall no more be required for the purpose of altering the Nigerian Constitution. It also approved a proposal that a presidential or governor’s assent would not be required after a bill passed and transmitted to the president’s or governor had stayed for 30 days with the president or governor as the case may be. It granted financial autonomy to State Houses of Assembly. The Senate also endorsed first line charge for State Independent Electoral Commission, State Houses of Assembly, Auditor-General of the State and State Judiciary, but failed to approve first line charge for the Attorney-General . Before the historic voting began, Senate President David Mark reminded senators that they were on the threshold of history. Mark told the lawmakers, that for any clause to pass, 73 yes votes were needed. “I urge every Senator to vote according to his conscience. Every voting will accordingly be reflected on the votes and proceedings of the Senate. We have gone through this before and because of the importance of the issues slated for voting, we are not to resume debate again. You must, therefore, endeavour to vote according to your conscience,” Mark said. On presidential assent for Constitution amendment, the Senate voted that “for the purpose of altering the provisions of this Constitution, the assent of the President shall not be required.” In all, 95 senators endorsed the proposal while three opposed it. Clause 4 which sought the alteration of Section 29 of the Constitution almost threw works. In the upper chamber into turmoil. The Section is on renunciation of citizenship. It states (29)(1) “Any citizen of Nigeria of full age who wishes to renounce his Nigerian citizenship shall make a declaration in the prescribed manner for the renunciation. (4) For the purpose of subsection (1) of this section (a) ‘full age” means the age of eighteen years and above (b) any woman who is married shall be deemed to be of full age.” The Constitution review Committee recommended that the Section 29(4)(b) should be deleted. The Senate voted 75 ‘yes’ and 13 ‘no’ to delete the Section. The endorsement of the clause by the Senate became a battle between Senator Ahmed Sani Yerima (Zamfara West) and other senator. Yerima said the clause is against Islamic law and insisted that it should not be deleted. He noted that declaring maturity age for women is against Islamic law. He said the Constitution forbids the National Assembly from making law on Islamic matters. Yerima insisted that a second vote should be taken on the passed clause. Mark said he is not an expert on Islamic law and added that if Islamic scholars raise the same sentiment, it should be revisited. But Senator Danjuma Goje (Gombe Central) took up the matter from Yerima. He accused the Senate President of double standard. Mark took exception to the accusation and reiterated that he had been very consistent in the consideration of the clauses. He wondered why the issue should be made a personal matter. Following insistence by Yerima, Mark agreed that the clause should be revisited. Mark said, “Once more, because of the serious nature of the laws we make and because we want our actions to stand the test of time, we will revisit the issue raised by Yerima. “This is because of the sensitivity of issues that has to do with religion, we should revisit it so that we take another vote on it. “But Yerima is a member of the Constitution Review Committee, he should have raised the issue at that level.” Deputy Senate President, Ike Ekweremadu who chaired the review committee said that the clause has nothing to do with religion. Ekweremadu added that the Constitution Review Committee felt that a woman should be old enough to renounce Nigerian citizenship. He recalled that Yerima said the clause is unconstitutional at the review level but insisted that the clause has nothing to do with religion. A total of 99 Senators registered to vote on the controversial clause. The repeated vote showed that 60 Senators voted to retain the clause while 35 voted to delete it as recommended by the review committee. After the vote Mark said: “Once you are married, you are deemed to be of age whether you are one or two years it doesn’t really matter.” Immediately the clause was killed, there was outrage in the gallery as many spectators felt that the upper chamber had endorsed under age marriage. Yerima was later shouted down when he attempted to thank Senators for voting to retain the clause. On assent to a bill, the Senate passed alteration to Section 58 by inserting a new subsection “5A” which states: “Where the President neither signifies that he assents or that he withholds assent, the bill shall at the expiration of thirty days become law.” A total of 100 Senators registered to vote, 89 voted ‘yes’ while 11 voted ‘no’. The Senate also approved the alteration of the Section 100 by inserting a new subsection “5a” which reads: “Where the Governor neither signifies that he assents or that he withholds assent, the bill shall at the expiration of thirty days become law” On Section 81, financial autonomy to Attorney General of the Federation. A total of 100 Senators registered to vote. While 59 Senators voted that financial autonomy should be granted the Attorney General of the Federation, 41 voted ‘no’ The clause failed to pass. A total of 83 Senators voted ‘yes’ to grant the Auditor- General of the Federation, 16 Senators voted ‘no’ while two abstained. On Revenue Mobilisation, Allocation and Fiscal Committee, 99 Senators voted ‘yes’ to grant it autonomy while two voted ‘no’. On National Human Rights Commission, the upper chamber voted 94 to six to grant the commission financial autonomy. The senate also approved that all labour matters would henceforth be handled at the state levels. Observers contended that this new development would weaken the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) at the national level. The clause which states that “Any person who has held office as President or Deputy President of the Senate, Speaker or Deputy Speaker of the House of Representatives, shall be entitled to pension for life at a rate equivalent to the annual salary of the incumbent President or Deputy President of the Senate, Speaker or Deputy Speaker of the House of Representatives was passed with a vote of 86 ‘yes’ and 13 ‘no’ with one abstention. Mark jokingly said that the clause was endorsed ‘overwhelmingly.’ The Senate endorsed financial autonomy for State Independent Electoral Commission; State Houses of Assembly; Auditor-General of the State; and State Judiciary. But the lawmaker opposed first line charge Attorney General of State. The Senate voted 86 against,14 in favour and one abstention to nail the coffin of the clause on six year single tenure for President and Governors. On separation of the office of the Attorney General of the Federation from the office of Minister of Justice, the Senate voted 62 in favour and 35 against. The clause failed because at least 73 votes in favour were required. On direct payment to local governments from the Federation Account, 59 Senators voted in favour while 38 voted against while two abstained. The clause failed. The clause which sought to confer the power on the Attorney General to direct investigation in certain cases was killed with 62 Senators against and 31 in favour. The Senate killed the clause for Mayoral status for the FCT with 57 votes in favour, 39 against and two abstention. The Senate failed to remove the National Youth Service Corps Decree 1993 from the Constitution. It also failed to remove the Public Complaint Commission Act, National Security Agencies Act and the Land Use Act from the Constitution. It endorsed the changed Afikpo North and South Local Government Areas to Afikpo and Edda Local Governments. It also endorsed the change of Egbado North and Egbado South LGAs to Yewa North and Yewa South LGAs. Labour was deleted from the Exclusive List to the Concurrent List with 77 votes in favour and 17 against. Two Senators abstained. The Senate also voted in favour of Railways being placed on the Concurrent List. The votes tied at 72 Senators in favour and 23 against. Mark broke the tie by voting in favour of Railways going to the Concurrent List. The Lawmakers also removed pension matters from the Exclusive List but it failed to remove Prisons from the Exclusive List. Despite explanation from Senate Leader, Senator Victor Ndoma-Egba and Senator Umaru Dahiru that the removal will solve the problem of prison congestion, the Senators voted against the removal. The Senate also voted against removing the Chief Justice of Nigeria and other serving Judicial Officers as Chairman and members respectively of the Federal Judicial Service Commission. Chairman, Senate Committee on Judiciary, Senator Umaru Dahiru said that the CJN, Justice Mariam Aloma Mukhtar, wrote to request the status quo be maintained. Ekweremadu also informed the Senate that the CJN wrote to say that she was not comfortable with the clause. He said that the clause is before the Senate to take a decision on the matter. Mark also said that not withstanding the letter of the CJN, the Senate will vote on the clause. The clause was defeated with a vote of 72 against and 26 in favour. Mark voted against the removal of the CJN as Chairman of Federal Judicial Service Commission. The Human Rights Writer's Association of Nigeria (HURIWA), has called on the National Judicial Council (NJC) to probe the prosecutors who handled Maj. Hamza Al-Mustapha's case. The call is contained in a statement issued on Monday in Abuja and jointly signed by the National Coordinator of the association, Mr Emmanuel Onwubiko, and the National Media Affairs Director, Miss Zainab Yusuf. Al-Mustapha, a former Chief Security Officer to the late Head of State, Gen. Sani Abacha, was sentenced to death on Jan. 30 last year over the murder of Kudirat Abiola on June 4, 1996 in Lagos. Some shocking discoveries have been made in Maiduguri, the beleaguered Borno State capital that is the engine -room of the Boko Haram insurgency. The Joint Task Force (JTF), Operation Restore Order II, found mass graves, tunnels and bunkers in Maiduguri, the Borno State capital. JTF spokesman Lt.-Col. Sagir Musa showed reporters shallow graves, tunnels and bunkers at Bulabulin Nganaram yesterday. He said Boko Haram men who died in gun battles with security troops were buried in the graves. Around the shallow graves in the open field were decomposing bodies and human bones. There was a big bunker where the JTF said it discovered a cache of weapons. The bunker, according to the JTF, was dug behind a two-bedroom apartment, making residents to believe it was a sewage pit. There were also tuunels, which are believed to have served as passage for the insurgents from their hideouts. Bulabulin Nganaram is believed to be the main stronghold of the insurgents. The JTF, in a statement by Col Musa, said: “The Joint Task Force (JTF) between 3-8 July, 2013 dislodged Boko Haram terrorists from their main enclave in Bulabulin Nganaram, Aljajeri and Faluja areas of Maiduguri metropolis. “During the encounter, some terrorists were killed in the fire fight, including the main Amir of Bulabulin Nganaram (who was on the wanted list of the JTF with a ten million naira bounty). He was responsible for the killing of a teacher and three students of Sanda Karami Secondary School, Ruwan Zafi Maiduguri. Many abducted women, girls and children were rescued and handed over to their families by the Task Force. “During the search of the areas, many arms and ammunition of various calibres buried in houses and cemeteries were recovered. Decomposing corpses of those killed by the terrorists were also found in soak- away and mass graves of terrorists killed. Troops also discovered vast network mouse-holes linking compounds and underground tunnels as well as bunkers under houses. Troops are still searching the area for more weapons, ammunition and mass graves. The JTF uses this opportunity to appeal to members of the public for support and more information on terrorists’ activities.” Despite Boko Haram leader Imam Shekau’s denial, the Committee on Dialogue and Peaceful Resolution of Security Challenges in the North insisted yesterday that the ceasefire negotiation with the sect is still on course. The committee said Nigerians should expect “something positive” before the end of the week. It, however, said it would not take up issues with Shekau in order not to lose focus. A member of the committee, who spoke in confidence with our correspondent, insisted that the committee had made progress in its negotiation with Boko Haram. The source said: “The ceasefire negotiation is still on course; there is no going back. Before the end of the week, something positive will come up that will vindicate our claim that we are negotiating. “We do not want to counter what Imam Shekau said, but before the end of the week, there will be something positive.” Asked to clear the air on Shekau’s denial of ceasefire, the source said: “We doubt indeed if Shekau made that statement. And if he did, we are raising these issues: Do they know Mohammed Marwana or not who was the person we met with? Has anyone come out to say that Marwana is not a member of Boko Haram? Has anyone disputed the position of the Deputy Leader of Boko Haram which Marwana claimed he is occupying?” The source stressed that neither the Chairman of the committee nor any of its members said they met Shekau. “We had talks with Marwana, who represented the group,” he said, adding: “The Boko Haram leadership up till now has not disowned Marwana, who also defended the sect last week that it was not behind the killing of 36 students in a secondary school in Mamudo in Yobe State. Marawana told us that Boko Haram members were not behind the gruesome killings. The sect has also corroborated Marwana’s position. “If Marwana is not a member or one of the leaders of the sect, Boko Haram leadership would have disowned him by now. In March, one Abdulazeez said he was speaking for Boko Haram and his claim was swiftly dismissed. “So, we will not take up issues with Shekau because if we do, we will now leave substance and begin to chase the shadow. “We do not want anything that could derail our ongoing talks with Boko Haram.” On the claim by the Defence Headquarters that it was not involved in ceasefire negotiation, the source said it was not yet time for Defence to be involved. “This committee does not report to the Chief of Defence Staff or any of the service chiefs. We are expected to report to the President and Commander-In-Chief of the Armed Forces, Dr. Goodluck Jonathan, who will then decide on how the military and other security agencies should be involved,” the source said. Miss Miracle Eze, a 25-year-old Mass Communication student of Ebonyi State University (EBSU), has been found dead in her room at Ishieke campus of the university. Miss Miracle, a 200 Level student was found lying faced down and naked by the men of Nigeria Police Force, Ishieke Division, following a report by other students living in the same Henriv Lodge wih her. It was gathered that she had returned to the hostel at night to prepare for her General Studies (GST) examination slated for the day she was found dead (Tuesay, July 9). But the door and windows were locked from the inside till Wednesday night when friends started looking for her after she failed to turn up to take the examination. When the police finally broke open her iron door, the only thing found around her decomposing naked body which laid motionless on the floor were the GST text and exercise books she used while reading. It was also discovered, when the police tried to cover her naked body, that she was burnt on the stomach; fueling suspicion that she might have died of electrocution. Miss Miracle who hailed from Nsukka, in Enugu State, according to sources in the hostel, returned to the hostel crying uncontrollably and intimated one of her female friends that she was being stalked by a male student, simply identified with the alias “Alhaji” who had allegedly been demanding to have a love affair with her, but she reportedly declined because she had a fiancé who had already gone to her family for formal introduction. It was further gathered that while she was still explaining the issue to her friend, the said Alhaji called her phone number and she was instructed not to answer the call. Later in the evening, the said Alhaji allegedly visited her and left, after which the ugly incident occurred. Meanwhile, Miracle’s corpse has since been moved to the Federal Teaching Hospital Abakaliki (FETHA) mortuary. The Ebonyi State Police Public Relations Officer, DSP Sylvester Igbo confirmed the incident to our reporter, adding that for now the police were still investigating the matter to be sure that the girl died of natural causes or otherwise.
