It was weeping and wailing for the residents of Iroye street, Ilesa when a young man, identified as Wale Agbaje beat his wife to death over a minor disagreement. Residents of the area told our correspondent yesterday that the couple frequently engaged one another in squabble. One of the residents informed that Agbaje was said to have hit his wife with concrete block on her forehead which led to her sudden collapse. Sympathisers took her to a private hospital nearby. But she died on arrival there and her corps deposited in a mortuary. Detectives from ‘B’ Division Headquarters, Ilesa have arrest the man and he is currently assisting the police in their investigation into the matter. The intervention of security operative however saved the suspect from being mobbed by the residents who were angry over the development. When contacted, a top police officer who does not want his name mentioned confirmed the incident. He explained that the state command has commenced investigation into the root cause of the matter adding that the suspect would soon be arraigned before the court. Dialogue and Peaceful Resolution of the Security Challenges in the North has said that the Boko Haram leader, Abubakar Shekau, is involved in the current ceasefire deal. The chairman of the committee and Special Duties Minister, Kabiru Tanimu Turaki, who disclosed this to State House correspondents in Abuja after yesterday’s Federal Executive Council meeting, said though the ceasefire was not declared in a video, it could be relied on as his committee had been discussing with the right leadership of the sect. According to him, “When a minister speaks on behalf of the federal government, you wouldn’t say you must see the president or the vice president there. We’ve spoken with somebody who is second in command as far as Boko Haram is concerned, and he has informed the media that he has been discussing with us with full knowledge and authority of Imam Abubakar Shekau. So, we’ve no cause to doubt him. We’ve done checks on him just as they (the sect) have done checks on us also, and we’ve realised that yes, we’re dealing with the proper people and with the proper leadership of the organisation”. Assuring that all Nigerians would be privy to a ceasefire agreement that would be signed in due course, Turaki said: “We’re still working on the framework where we’ll sign an agreement and we’ll make that public. Wherever and whenever we agree on the time and place, the international and local media as well as all Nigerians will be privy to it.” He said the terms of the ceasefire agreement were still being worked on and the broader framework being discussed, after which Nigerians would be duly informed. Speaking further, Turaki said the sect opted for ceasefire having been convinced that the committee was not out to set a trap for them. The sect, he added, also considered the Ramadan period and deemed it fit to give peace a chance. The minister, however, said despite the declaration and announcement of ceasefire, the ongoing emergency rule in Borno, Adamawa and Yobe States have to remain. Turaki, who noted that his committee was also aware of another terrorist group, Ansaru, said: “...and we’re also making efforts by the special grace of God. I’ll still urge all Nigerians to continue to pray for us like they’ve been doing. I think it’s the result of their prayer that has given us this mileage that we’ve achieved. So, we’re on it, we’re not relenting as a committee. With the support of Nigerians, we’ll also get to that point very soon”. The House of Representatives has passed a resolution asking the National Assembly to take over the functions of the Rivers State House of Assembly because the lawmakers can no longer function properly. The resolution was passed after a passionate debate on the disruption of the affairs of the state assembly. The lawmakers also asked that Inspector General of Police Mohammed Abubakar should immediately redeploy River State Police Commissioner Mbu Joseph Mbu for his alleged dereliction of duty and inability to continue to provide unbiased security for democratic structures in the state. Relevant rules of the House were suspended to allow for the adoption of the votes and proceedings for onwards transmission of the resolutions to the Senate for concurrence. The senate concurrence is needed for the resolution to be lawful. The resolution of the House was sequel to the adoption of the amended resolution of a motion brought by the Chairman of House Committee on Rules and Business Albert Sam- Tsokwa. While arguing the motion titled: “ Threat to democracy and inability of the Rivers State House to sit and transact legislative business”, Tsokwa said: “On July 9, 2013, it was widely reported that hoodlums and thugs aided by five out of 32 Honourable members of the House of Assembly of Rivers State invaded the House of Assembly of Rivers State and beat up other Honourable members of the House of Assembly of Rivers State, with one of the five members of the House seizing a gun from a policeman and threatening other members of the House. “The House of Assembly of Rivers State had on previous occasions tried to hold its normal sittings and transact parliamentary business but was unable to do so as a result of the presence of hoodlums in the precincts of the House and the inability of the Police to provide the legitimate authorities of the House with Security.” The lawmaker expressed worry that the Rivers State Police Command which had pledged to provide security for the sitting of the House “watched the violence unleashed on members of the House of Assembly without any form of intervention.” According to Sam- Tsokwa, a situation where the Commissioner of Police, Rivers State is alleged to have taken sides, and five out of a thirty-two members procured thugs and hoodlums to disrupt the sitting of the House and prevented the House of Assembly from performing its constitutional functions, is worrisome. He expressed concern that five out of the thirty-two members purportedly attempted unsuccessfully to remove the Speaker and leadership of House of Assembly adding that if the situation prevailing in the Assembly of Rivers State is allowed to continue, “it will lead to a serious threat to our democracy which Nigerians fought hard to earn.” Sam-Tsokwa urged said the National Assembly has a duty to invoke its authority under Section 11(4) of the Constitution adding that given the laid out scenario, the House of Assembly of Rivers State may be unable to perform its Constitutional functions. His presentation elicited passionate debates from 18 members who spoke for and two who spoke against. Bimbo Daramola (ACN Ekiti) said “The commissioner of Police in Rivers is fueling it. The Inspector- General of Police should take the guy out of the place.” Minority Leader Femi Gbajabiamila ( ACN Lagos) said the five errant lawmakers in the Rivers State House of Assembly should be charged with treason. He said: “The country spoke with one voice a few days ago against what happened in Egypt. Would the world not now say, physician, heal thyself? Section 1 subsection 2 of the Constitution describes exactly what has happened in Rivers. In that section lies the offence of treason. If it walks like a duck and talks like a duck, it is a duck. What happened in Rivers is a democratic coup and we should treat it as such.” He urged that Section 215 (4 ) of the Constitution be amended to give the governor the power to exclusively direct the Commissioner of Police in such circumstances. Garba Datti, Deputy Minority Whip (CPC Kaduna), said the crisis in the state is planned and that the Police Commissioner “is working under instruction.” He added that President Goodluck Jonathan “knows what is happening in the state.” Yakubu Dogara (PDP Bauchi) described the event in Rivers State as a “grave situation,” adding that it is an attempt at “brinksmanship.” He added: “This is an attempt by the authority to make Rivers State ungovernable in order to impose a state of emergency. The House should stand against this new threat to democracy. As members who subscribed to an oath to defend the constitution we must take a stance on it. We should invoke the constitutional mechanism in Section 11 (4) to ensure that the they people of Rivers are constitutionally protected.” Others who supported the motion include Nmena Elendu- Ukeje, Abike Dabiri- Erewa, Eziuche Ubani, Oluchi Ibeji, Aminu Suleiman, Simon Erabo, Robinson Uwak, Ogbuefi Ozomgachi, Ali Madaki, Ali Ahmed, Peter Edeh, and Idris Legbo Kutigi. However, Ken Chikere ( Rivers PDP) and Kingsley Chinda (Rivers PDP) expressed contrary opinions saying it is wrong to take over the Assembly. Ken Chikere said: “What is happening in Rivers is unfortunate. Even when you say an arm of government has taken sides, we must look at it from a dispassionate perspective.” Two amendment by Emmanuel Jime ( PDP Benue) carried the day. The resolutions were that the House should resolve that the Inspector General of Police redeploy the Rivers State Commissioner immediately for dereliction of duty and that the National Assembly, pursuant to the provisions of section 11(4) of the Constitution declare that the Rivers Assembly is unable to perform its function and the National Assembly takes over its function. The resolution was overwhelmingly supported when the Deputy Speaker, Emeka Ihedioha, who presided over plenary asked for a voice vote. The Northern Elders' Forum on Monday said that the North would not support President Goodluck Jonathan in the 2015 presidential election. The spokesman for the group, Prof. Ango Abdullahi, stated this in an interview with one of our correspondents, while reacting to a statement by the Chairman of the Northern Governors' Forum, Babangida Aliyu. Aliyu, had in Minna on Sunday, said the North would negotiate with candidates contesting the 2015 presidential election. He denied saying only a northerner should emerge as President in 2015. Abdullahi said, "My part of the North will not support him (Jonathan). The South owe us a moral debt and they should pay. "They seem to be forgetting the moral debt they owe us. There is nothing personal against the person of President Goodluck Jonathan. There is something wrong with the system that threw him up against equity and justice." The NEF spokesman said that people should have the courage to acknowledge equity and justice. He stated, "The Northern Elders Forum has no political party. This is something that you should remember. The various northern groups including the ACF (Arewa Consultative Forum) have no political party. "What we have are political interests and it is on these political interests that we are going to direct our energies. At the moment our political interest, based on equity and justice rests with the North. "When I say we will not support him, it is not because he is Jonathan or that he is Ijaw. What we are saying is that we will look at the issues at stake and throw our weight where there will be equity." Abdullahi said that the North had not been treated fairly. According to him, the NEF has no political party or presidential candidate for now. The NEF spokesman added that there were no contradictions in the comments made by Aliyu and his Jigawa State counterpart, Sule Lamido. Lamido had in Dutse, the Jigawa State capital, said that the Peoples Democratic Party presidential ticket was not a guarantee that Jonathan would win the 2015 poll. Abdullahi said, "There is no contradiction in the position of the North. If you read what Babangida Aliyu said correctly, he said the North will negotiate the Presidency in 2015. "It does not foreclose the emergence of a northern candidate. I don't know in what context (Sule) Lamido spoke but I know he knows what he is talking about. "It is a fact that even when a candidate emerges on the platform of a party there is no guarantee that he will win the election in a free and fair contest." He recalled that the North supported zoning in 1999. This, he said, was to enable all parts of the country to have a sense of belonging. Abdullahi said, "It was the Northern Elders Forum that supported the election of the President from the Southern part of the country, first for four years and secondly for another four years. "We are not talking as if other parts of the country have no rights. We ceded our rights and supported their aspirations, and therefore, what we are saying is that for equity, fairness and balance, it is about time that there is a payback based on the kind of system so that people will not misunderstand us." The Presidency on Monday said Jonathan was ready to negotiate with the North and other zones in the country if he decided to contest the 2015 presidential election. Special Adviser to the President on Political Matters, Dr. Ahmed Gulak, said this in an interview with one of our correspondents. Gulak spoke in reaction to Aliyu's comment on Sunday. The presidential aide said that as far as Jonathan was concerned, politics was about extension of olive branches to all stakeholders and building bridges. He said the President was favourably disposed to negotiating with any bloc or zone in order to move the nation forward. Gulak said, "Politics is about power; it is about extending olive branches; it is about consultation and it is about building bridges. "President Jonathan is ready and always willing to negotiate with any bloc or zone in order to move the nation forward. "Politics is about discussing with stakeholders, all zones, all blocs and all states. He will do this should he decide to contest in 2015." Meanwhile, the ACF on Monday said the north was not insisting on a northern president in 2015. The National Publicity Secretary of the ACF, Mr. Anthony Sani, who said this in an interview with one of our correspondents in Kaduna, said the North, like other regions, would contest the presidency in 2015. Sani said that there was nothing wrong with the statement credited to Aliyu that the region was ready to negotiate the 2015 poll. The ACF spokesman said that the zoning formula had been killed and buried by the 2011 elections. Sani stated, "I think Governor Aliyu Babangida is not wrong precisely because politics of zoning has been killed and buried by the results of elections in 2011 when Nigerians voted against politics of zoning. "Where that is the case, the North will be expected to canvass for the presidency like any other sections of the country. In that case, there is nothing like North insisting on the presidency, but it will be left for dynamics of democracy to determine." The ACF's spokesman said the South used annulment of June 12, 1993 election to morally blackmail the North into accepting zoning. He stated, "When the time came for the turn of the North, then suddenly constitutionalism and politics of merit supplanted zoning. What is more? Nigerians voted against politics of zoning in 2011. "As democrats, ACF and northern leaders accepted the judgment of Nigerians in accordance with democratic tenets which demand that majority has its say and way while minority only has its say. "In proper democracy premised on triple foundation of liberty, justice and common decency, there cannot be insistence." The Academic Staff Union of Universities on Monday renewed its hostility with the Federal Government as it declared an indefinite strike action. The resolution followed the body’s National Executive Committee meeting held at the Olabisi Onabanjo University Ago-Iwoye in Ogun State on Sunday and dragged till the early hours of Monday. According to reports, 51 of the 53 branches of ASUU unanimously agreed to embark on the strike. The strike with the government, The Nation learned, followed the federal government‘s failure to honour the Academic Earned Allowance (AEA) which formed a component of the 2009 Agreement government signed with the union. Declaring the strike, ASUU chairman University of Lagos (UNILAG) chapter, Dr. Karo Ogbinaka, who addressed reporters at the university premises described the strike as a “painful yet inevitable decision.” He added that ASUU is tired of government’s dilly dallying, and cannot allowed itself to be insulted any further. Throwing more light on the AEA, Ogbinaka said it includes allowances paid as part of excess work load responsibility allowance, and allowance for supervision of Post Graduate Programmes for lecturers, head of department (HoDs), Deans and exam officers, among others. He added that the highest AEA is not more than N12, 500 per month, wondering why it has remained difficult for government to live up to its promises. Says officials connive with politicians to rig elections THOUGH the Independent National Electoral Commission (INEC) is supposed to be an unbiased umpire as regards electoral matters, the body is to some extent bogged down by electoral malpractices. According to the Chairman of the INEC, Prof. Attahiru Jega, electoral fraud is perpetrated by officials of his agency in connivance with politicians. Jega, who noted that the actions of such members and ad-hoc staff of the commission had continued to rubbish the efforts of the commission in transforming the process of electing public officers, was reacting to various criticisms which the commission received from some chairmen of political parties and stakeholders who converged on Abuja yesterday to witness the official unveiling and public presentation of Strategic Programme of Action of INEC from 2012 to 2016. The INEC chairman noted, however, that many officials of the commission who were identified to have compromised standards had been either prosecuted or dismissed from their duties in an internal exercise without media hype. Earlier in their reactions to the INEC strategic programmes for credible elections, three different chairmen of political parties , Chiefs Sam Nkire of the Progressive Peoples Alliance (PPA), Chekwas Okorie of the United Progressive Party (UPP) and Victor Umeh of the All Progressive Grand Alliance (APGA) had taken turns to urge INEC to improve on its efforts to weed out the bad eggs in the commission, stressing that their activities had continued to inhibit the efforts of the commission as well as cast doubts in the minds of Nigerians in delivering a free and fair general elections in 2015 and beyond. While Nkire stressed the need to checkmate some corrupt INEC officials who he said had given INEC a bad image by working in hand with security operatives from the army and police to rewrite election results, Okorie noted the need to expedite action on the Electronic Voting System (EVS), saying it would limit the mistakes of the commission. On his part, Umeh urged INEC to review its position on the recruitment of ad-hoc workers, saying that given some of their actions, they posed great threats to the success of INEC’s efforts in conducting credible elections. In his remarks, the United Nations Development Programme (UNDP) representative, Prof. Sam Egwu restated the organisation’s confidence in INEC and its agencies, stressing that UNDP had continuously voted its money for the Democratic Governance Project (DGP) in the country that led to the organization of a free and fair election in 2011. The agency, however, urged the INEC chairman to use the opportunity of the 2015 elections to improve on its 2011 performance which was adjudged to be credible by the UNDP “For the avoidance of doubt, UNDP is actually supporting the INEC with a number of partners that we are familiar with. But more importantly, as we commend the leadership of INEC for remaining focused on the desire to improve on the credibility of the 2015 elections beyond the remarkable achievements of the 2011 elections, we also urge the commission to improve. The strategic plan that is being unveiled today we know has been a very long and intensive consultative process which INEC leadership has been engaged for the past one year. The strategy we believe is not just to prepare for the 2015 elections, but to put in place a programme to all relevant stakeholders that can lead to the ownership of process as well as ensure that the electoral system will become stable for the progress of the country. It is our belief that we have produced a strategic plan, INEC will follow through to… so that by 2015 and beyond, we will look back and say that we have put our money to support Nigeria in the areas that matter most,” the UNDP representative stated. Earlier, Chairman, Senate Committee on INEC, Andy Uba who was represented by his deputy, Senator Abdukadir Jagere, said that democracy could only be said to have been sustained in Nigeria if INEC improves on the gains of 2011 general elections. The INEC Programme of Action Plan which spans five years has the following as core objectives: . To provide electoral operations, systems and infrastructure to support delivery of free, fair and credible elections; . To improve voter education, training and research; . To register political parties and monitor their operations; . To interact internationally and nationally with relevant stakeholders; and . To re-organise and re-position INEC for sustained conduct of free, fair and credible elections. According to the commission’s National Commissioner and Chairman, Strategic Planning, Dr. Nuru Yakubu, the action plan is action-oriented and further seeks to achieve the overall mandate of INEC. Passengers on board Arik Air flight W3 533, from Abuja to Uyo on June 21, 2013 are seeking a probe into the incident that led to the airplane zooming off, after it had reached between 50 to 100 metres from the tarmac. Blaming the situation on the absence of communication between the aircraft and the control tower in Uyo, the passengers said except a thorough investigative panel is set up by the Federal Government to look into the issue, a repeat of the situation is likely. One of the passengers, Mr. Uduak Etuk, who spoke with journalists in Uyo on Wednesday on the incident, said it was horrible for them to see the plane, which landing gear had come down, to zoom off again. He stated that it was then they realised that the traffic light in Ibom Airport had gone off. "Unless an investigation panel is set up to probe the immediate and remote cause of the incident, the situation may reoccur, which will definitely lead to national tragedy. "We want justice to be done. We want the Federal Government to hear this and look into the matter, and investigate what really happened,” he said. • Senate threatens counter-measure WARNING of the danger a proposed visa policy by United Kingdom (UK) poses to the stability of the Commonwealth, Nigeria on Tuesday stressed the need to review the move. The proposed policy would compel visitors from some countries, including Nigeria, to deposit £3,000 bond before being allowed entry. The Minister of Foreign Affairs, Olugbenga A. Ashiru, Tuesday expressed the displeasure of the Federal Government over the UK’s policy. Ashiru, who made government’s position known to the British High Commissioner to Nigeria, Andrew Pocock Tuesday, described the proposal “as not only discriminatory but also capable of undermining the spirit of the Commonwealth family.” The new development came as the Senate also Tuesday rejected the proposed policy, saying it would not accept Nigeria being part of the list. The upper legislative chamber threatened that it would push for a similar policy against the UK citizens in Nigeria or those seeking entry into the country by the time Nigeria is officially notified of the new development. Ashiru had summoned the British High Commissioner to a meeting which was held at the Tafawa Balewa House, Abuja. A statement issued by the ministry’s spokesperson, Ogbole Amedu Ode, which was made available to The Guardian Tuesday, quoted the minister as recalling with nostalgia, the times when nationals of the Commonwealth travelled freely to the UK and other member-states. “This, no doubt, deepened the strong historical bonds between the peoples of the various countries who were all regarded at that time as Commonwealth citizens,” Ashiru said. He further recalled that this time-honoured practice was unilaterally jettisoned by the UK Government in 1985, thereby weakening the bonds of the Commonwealth family. The minister further stated that the proposed policy would definitely negate the joint commitment by Prime Minister David Cameron and President Goodluck Jonathan to double the volume of trade between the two countries by 2014, just as it would hinder people-to-people contacts, which is one of the cardinal principles of the Commonwealth. He pointed out that the decision of the UK government is coming at the time the Commonwealth foreign ministers have unanimously recommended for adoption at the Commonwealth Heads of Government Meeting (CHOGM) holding in Colombo, Sri Lanka, in November 2013, a proposal to remove visa requirements for holders of official and diplomatic passports from member- states. He, therefore, called on the UK government to reconsider the proposed policy, which is incompatible with the strong and cordial relations built over the years between the UK and Nigeria. Responding, Pocock confirmed that the policy was still being developed and expressed regret that the yet-to-be announced policy was leaked to the media, as the modality for its implementation has not been worked out. He confirmed that some elements in the report are correct and the policy, could, indeed, affect a few Nigerians, especially first-time visa applicants. He further clarified that the proposed cash bond is not a general visa fee payable by all applicants. He, nonetheless, assured the minister that the views and concerns of the Nigerian people and government would be conveyed to his country. Rob Fitzpatrick, in a statement confirmed that Pocock met with Ashiru on speculation in the press regarding the possible implementation of ‘visa bonds’ for Nigerian visa applicants. Following the meeting, Fitzpatrick quoted Pocock as saying: “I welcome the chance to set out the facts on so-called “visa bonds.” “The British Government has announced that it intends to undertake a very small scale trial of the use of financial bonds as a way of tackling abuse in the immigration system (which occurs when some people overstay their visa terms). “The details of a pilot scheme are still being worked out. No final decision has been made. If the pilot were to go ahead in Nigeria, it would affect only a very small number of the highest risk visitors. The vast majority would not be required to pay a bond. Those paying bonds would receive the bond back if they abided by the terms of their visa. “Let me put this in perspective. Over 180,000 Nigerians apply to visit the UK each year. About 70 per cent or around 125,000, of those applicants are successful. Travel between our two countries is a key part of our strong cultural and business relationship. Financial bonds would be focused on only a tiny minority of potential abusers. It would NOT be a “£3,000 visa charge” as some media reporting has alleged. “As soon as more details of the policy have been decided, we will inform the Nigerian government and public fully and officially, in the spirit of our long-standing friendship, and our wish to help bonafide Nigerian visitors to work, study or do business in the United Kingdom.” The policy requires Nigerians travelling to the UK to produce a cash bond of N730,000 (£3,000, $4,600 or 3,500 euros) before they enter the UK, as they are among country nationals deemed to pose a “high risk” of immigration abuse. The House of Representatives Committee on Foreign Affairs also condemned the policy, saying it is discriminatory and unacceptable. Chairman of the committee, Nnenna Elendu-Ukeje, in a statement issued in Abuja on Monday, said such policy was not in the best interest of Nigeria and Nigerians. “This is totally discriminatory and unacceptable.
