Let me break it down for you properly. How can a university graduate (not even an under-graduate) write GCE and still be getting Es and Fs

You are also leaving out the most important requirements and dabbling into irrelevant and unnecessary stuffs!
The constitution is unambiguous about the requirements for being a president!
A minimum requirement is a WAEC certificate which he has presented hence he is qualified!
