MINISTRY OF LABOUR ACCREDITS NAFIL TAILORING WORKSHOP, RECOMMENDS IT FOR N-POWER PROGRAMME

The Federal Ministry of Labour and Employment has accredited the Nigerian Air Force Investment Limited (NAFIL) Tailoring Workshop in Kaduna and recommended it for use as a training centre for tailoring and garment making for the N-Power Programme of the Federal Government. With this accreditation, the NAFIL Tailoring Workshop would be able to award Trade Test Certificates to its graduates. The Certificate of Accreditation was presented in Kaduna by the Representative of the Minister of Labour and Employment, Mr Ibrahim Jibia, who is the Ministry's Director Skills Development and Certification Department. The Director commended the NAF for initiating such a laudable programme to enable youths acquire skills in tailoring and garment making. He urged other members of the Armed Forces to emulate the NAF to assist youths to become employers of labour through skills acquisition. Mr Jibia recalled that he led a team to assess the equipment and the overall environment of the workshop in September 2018 for the purpose of accreditation. According to him, “this is the only place we have visited for this kind of exercise and are satisfied even on our first visit”. He also expressed satisfaction with the level of participation of the local community in the tailoring workshop.

In his remarks, the Managing Director (MD) NAFIL, Air Vice Marshal (AVM) Abubakar Bagare, stated that the NAFIL Tailoring Workshop was the initiative of the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, to primarily make the NAF self-sufficient in uniform production. He revealed that the workshop was initially to be established in partnership with a foreign firm, with the NAF being required to contribute 300 Million Naira. He noted, however, that NAFIL seized the initiative and established the workshop with less than 45 Million Naira, thus abiding by one of the key drivers of the CAS’ Vision which is “Reinforcing a culture of self-reliance and prudent management of resources”. He further disclosed that the workshop, since inception, has been an avenue to train NAF personnel, their wards and members of the host community. The MD NAFIL added that the workshop has produced over 52,000 pairs of uniforms for the NAF and other security organizations.

Speaking during the event, the Air Officer Commanding Air Training Command, AVM Muhammad Suleiman, said NAFIL had not only provided the means to save hard earned foreign currency but had created an avenue for the development of NAF personnel, their wards and the host community. He extolled the leadership quality of the CAS in domesticating many aspects of NAF functions in order to harness abundant potentials in the Service. With a total staff strength of 106, comprising one officer, 37 airmen/airwomen and 68 civilians, the workshop runs round the clock in 3 shifts with various types of industrial tailoring machines.

COUNTER INSURGENCY: NAF GRADUATES ANOTHER SET OF PERSONNEL FROM REGIMENT TRAINING CENTRE, TRAINS 2,251 IN 3 YEARS

The Nigerian Air Force (NAF) has graduated another set of personnel from basic and advanced regiment courses, including specialized courses such as the Force Protection in Complex Air and Ground Environment (FP-CAGE), Special Forces Instructors’ Course (SFIC) and Combat Search and Rescue (CSAR) Course, at the Regiment Training Centre (RTC), Kaduna. The combined graduation, which took place today, 6 December 2018, brings the total number of personnel trained in FP-CAGE and Special Forces (SF), since the NAF entered into partnership with the British Military Advisory Training Team (BMATT) and the Four Troop Team in 2015, to 2,251. The ceremony also witnessed practical demonstrations by the graduating students of the various courses.

In his remarks at the graduation ceremony, the Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, noted that the graduation of a total of 769 NAF personnel drawn from the Regiment, Air Police and Intelligence specialties, was indeed a laudable achievement which would no doubt immensely contribute to the fight against insurgency and other forms of criminality whilst also enhancing the execution of the NAF Base Defence Architecture. The CAS added that since he assumed office, the NAF has continued to build a sustainable and functional air force that is highly responsive to Nigeria’s contemporary security challenges.

Air Marshal Abubakar explained further that the NAF had undertaken several air and ground related capacity building initiatives which were meant to significantly enable the Service to have depth, flexibility and capability to operate either singly or jointly with sister Services and other security agencies. He noted that the desire to make the NAF the best in the sub-region necessitated new platforms, equipment and specialized training. He therefore seized the opportunity to thank the Commander-in-chief of the Armed Forces, President Muhammadu Buhari, for the priority attention given to the requirements of NAF which had resulted in the acquisition of 18 brand new aircraft in the last 3 years; with another 12 A-29 Super Tucano aircraft and 6 Agusta 109 Power Helicopters being expected from the United States of America and Italy, respectively. He assured the President that the Service would continue to make judicious use of the resources entrusted to it. He also specially appreciated BMATT, the Royal Air Force and the Government of the United Kingdom (UK) for their continued support and commitment to the NAF, in particular, and Nigeria, in general. He also appreciated the Four Troop Team for their unwavering commitment to building NAF’s capability. He equally commended the efforts of the Air Officer Commanding Ground Training Command as well as the Commandant RTC and his team of instructors for the excellent job they were doing while urging them not to rest on their oars.

While congratulating the graduating students, the CAS noted that the courses were deliberately designed to be rigorous to ensure enhanced professional performance upon completion. This, he said, was aimed at enthroning professionalism. He therefore implored them to put all they had learnt on the course to maximum use to safeguard lives and property of Nigerians at their paces of deployment. The CAS further charged them to be disciplined, vigilant and apolitical at all times while resisting any entreaty to be used by 'disgruntled elements' in the society. He also seized the opportunity to assure all Nigerians that the NAF, working in partnership with other Services and security agencies, would continue to work assiduously towards peace and security in the Northeast, Northwest and all other parts of the country where security challenges exist.

Earlier in his welcome address, the Commandant RTC, Wing Commander Steven Sekegor, thanked the CAS for providing the enabling environment for the Centre, noting that the school was able to attain another milestone achievement because of the immense support received from NAF Headquarters. He pointed out that the curricula of RTC Courses had been re-structured to make them more effective and efficient in training personnel to meet the ever changing complexities of military operations either during war or in peace time. He said the graduating students were exposed to both theoretical and practical training, which included weapon handling and marksmanship practice, live shooting at the range, contemporary field tactics, insertion and force protection skills for guarding critical assets, swimming/rescue at sea and survival training in different terrains/environments, among many others, which had prepared them to be more effective and efficient in carrying out assigned tasks.

While giving highlights of the FP-CAGE course, the Detachment Commander of No 5 RAF, Force Protection Wing, Wg Cdr Kevin McMudro, stated that BMATT and the UK Government were committed to providing all necessary assistance to build the capacity of NAF Regiment in order to add value to the efforts of the Nigerian Armed Forces in tackling the irregular warfare challenges facing the country. He noted that the Team had observed tremendous improvements in the quality of the products of the training in successive sets they had trained up to the current 7th batch of FP-CAGE graduating students. Similarly, the Four Troop Team Leader, Major Rohi Zechut, expressed satisfaction with the quality of the 50 SFIC graduands, who were selected as the ‘best-of-the-best’ from about 500 SF personnel. He expressed confidence that these personnel would form the core of the instructional staff for future SF training in the NAF.

As part of the ceremony, there were practical demonstrations by the graduating students of the various courses covering countering of low level air defence threat; insertion/extraction and CSAR exercise simulating the rescue of a downed pilot in a denied environment as well as a counter vehicular convoy ambush demonstration. Another highlight of the graduation ceremony was the presentation of awards to students who distinguished themselves during the various courses.

TROOPS NEUTRALISE BOKO HARAM TERRORIST AND RECOVER WEAPONS

Troops of 117 Battalion, 28 Task Force Brigade, Operation LAFIYA DOLE in conjunction with some members of Civilian Joint Task Force, following a report on the presence of suspected Boko Haram terrorists in a hideout, embarked on fighting patrol along Yachida, Korongelen, Bombula and Forfor axis, Damboa Local Government Area of Borno State, Tuesday 4th December 2018. The Troops came in contact with the terrorists and engaged them at Forfor village.

During the encounter, one of the Boko Haram terrorists was neutralized, arrested two, while several other terrorists fled with gunshot wounds. The gallant patrol team recovered one AK-47 rifle, a magazine, 21 rounds of 7.62mm (Special) ammunition, a 36 Hand Grenade, magazine pouch and a Motorcycle.
Unfortunately, two soldiers sustained injuries and have since been evacuated to 28 Task Force Brigade Field Ambulance for medical attention.

MASSIVE REORGANISATION AS NIGERIAN ARMY APPOINTS NEW OPERATIONAL COMMANDERS IN OPERATION LAFIYA DOLE

In order to inject new hands in the fight against terrorism and other operations, the Nigerian Army has today Thursday 6th December 2018, authorised the posting and appointments of some of its senior officers. Those affected by the new posting and appointments include some Staff Officers and Commanders at various levels.

Specifically, the newly promoted Major General OT Akinjobi, Head of the Operations Monitoring Team at the Office of the Chief of Army Staff, has been appointed Commander, Sector 3 Operation LAFIYA DOLE, while Major General MG Ali, Commander 9 Brigade has been appointed Commander of the newly created Nigerian Army Special Forces Command, Brigadier General BR Sinjen, Commander, Integrated Fire Support and Brigadier General FO Omoigui, has been moved from 2 Division Nigerian Army to Army Headquarters Department of Training and Operations and appointed Director of Operations.

Brigadier General TA Lagbaja is to take over as Commander 9 Brigade, Nigerian Army, Brigadier General OR Aiyenigba, Director Land Warfare at the Armed Forces Command and Staff College is to move to the Office of the Chief of Army Staff as Head of Operations Monitoring Team, while Brigadier General AU Kuliya is to take over as Director Land Warfare at the Armed Forces Command and Staff College.

Similarly, new Brigade Commanders have been appointed for some of the Brigades at Operation LAFIYA DOLE. These include Brigadier General EF Oyinlola, 22 Brigade, Brigadier General VU Okoro, 25 Task Force Brigade, Brigadier General AB Mohammed, 26 Task Force Brigade, Brigadier General AO Oyelade, 27 Task Force Brigade, Brigadier General MT Usman, 28 Task Force Brigade and Brigadier General MG Kangye, 37 Brigade, while Brigadier General AS Ishaq has been appointed as Coordinator, Nigeria Police Force for Operation LAFIYA DOLE.

New Commanders have also been appointed for the various Army Headquarters Logistics Commands at the theatre. These include Brigadier General AG Ibrahim, Brigadier General PN Okeson and Col OA Aminu for Logistics Base I, II and III, respectively. Similarly, the posting has affected several Commanding Officers of the various units in Operation LAFIYA DOLE, amongst others.

The Chief of Army Staff has also directed that all those affected by the posting in the theatre, must remain committed and fully in charge until they are properly relieved in line with standard operating procedures and military professional ethics.

PRESS BRIEFING BY BRIGADIER GENERAL JOHN AGIM ACTING DIRECTOR DEFENCE INFORMATION ON THE CONDUCT OF OPERATION 777 BY JTF OPERATION DELTA SAFE

PROTOCOL

1. It gives me great pleasure to be in your midst today to brief you on the activities of Operation 777 conducted by Operation Delta Safe (OPDS). It will be recalled that OPDS was established on 24 Jun 16 with the mandate to protect oil and gas infrastructure and deter militancy, crude oil theft, illegal bunkering and other criminality within the joint Operation Area (JOA) that could impact negatively on the socio economic activities in the Niger Delta in particular and the country generally. The Task Force comprises of Land, Maritime, Air, Police, DSS, and NSCDC Components. The Operation area covers Bayelsa, Delta, Imo, Rivers as well as southern parts of Abia, Akwa Ibom, Cross River, Edo and Ondo states. Operation Delta Safe recorded huge achievements that have resulted in increased oil and gas production. In order to reinvigorate all our operations nationwide, Defence Headquarters launched operation 777 on the 8 Oct 2018 and was activated by HQ OP Delta safe on 10 Oct 2018.

2. Operation 777 therefore is aimed at Curbing crude oil theft, illegal refining of Petroleum Products, illegal oil bunkering, Communal clashes, kidnapping, piracy, cultism as well as to eliminate militancy within the JOA. Based on the Threat assessments, the conduct of operation 777 has being intelligence driven. Consequently, intelligence surveillance and reconnaissance using air assets were deployed in all sectors to identify militant camps, kidnappers den as well as perpetrators of crude oil theft, illegal oil refining and bunkering.

3. The entire operation principally involves robust patrols around the creeks, major highways and flash points within the JOA. In some instances, aerial surveillance of identified hotspots of criminalities was conducted.

4. It is gratifying to observe that significant achievement has been recorded by OPDS since the launch of Operation 777. For instance, anti-illegal bunkering /anti illegal refining operation was carried out in Okaki community in Bayelsa State which had become notorious for crude oil theft and illegal bunkering/refining activities along AGIP pipeline with huge success. Apart from the destruction of the illegal site, one of the most wanted militant and a member of ‘’kill and Bury’’ gang by name Gift Apollo aka ‘Thousand’ was arrested. The group was responsible for the attack and death of own Soldiers deployed to Abua/oduma in August 2018. Also destroyed are other massive illegal refining camps at Yeye, Jones and Chanomi creeks, Benneth Island in Delta State, Alekiri, Bidare and Iyalama creeks in Rivers State.

5. Furthermore, in a bid to eliminate militancy and reduce the spate of incessant attacks on shipping within the JOA, identified active militant camps at Okparakiri, Sanikiri, Ke community, Elem Okporama and Olukirion were destroyed. On a tip-off, suspected sea robbers/cultists from Kelekele community terrorizing Abonnema- Buguma waterways were arrested. Infact, 4 suspected sea robbers enroute to other hideout in Kelekele creek were intercepted and arrested. They have given useful information that will help to rid the general area of criminal activities.

6. Our troops deployed at Asaba arrested 2 suspected drug peddlers by name Nduka Ozigbondu and Mofi Ndibuisi along cable point Roundabout with large quantity of Indian hemp and other substances suspected to be hard drugs. Subsequently, the suspects and recovered items were handed over to National Drug Law Enforcement Agency (NDLEA) for further action. Similarly, troops in conjunction with NDLEA personnel raided identified drug spots, in Alaka, Ajamogha and Ugbenbe general area. 16 suspects were arrested and substances suspected to be hard drugs (Cocaine and Marijuana) were found in their possession. The suspects and items were handed over to NDLEA officials for further action.

7. Unrelenting efforts of OPDS to rid the JOA of criminal elements yielded positive reults when 160 cultists led by Unyime Friday Ibanga also known as Englishman Overcomer from Island cultist group in Etim Ekpo LGA of Akwa Ibom State laid down their arms. Weapons recovered and put out of circulation would drastically reduce activities of criminals.

8. On 22 Nov 2018, troops acting on tip off intercepted and arrested 12 people operating a wooden boat carrying 1,706 bags of foreign rice suspected to be smuggled from Cameroon at Mbo River, Mbo LGA of Akwa Ibom State were handed over to Nigeria Customs Service Akwa Ibom State Command for further action. In another development, troops deployed at Ibaka intercepted and arrested 2 wooden boats at Ebughu River in Mbo LGA with 4 and 5 crew each conveying 202 Fifty kilogram bags and 326 fifty kilogram bags of rice respectively suspected to be smuggled from Cameroon. Both the suspects and the rice were handed over to Nigeria Customs Service Comptroller General Strike Force in Akwa Ibom for further investigation and prosecution.

9. During the period under review, 7 Nigerian Agip oil company maintenance workers kidnapped while carrying out an assessment of a blasted well head at Azuzuama LGA in Bayelsa were recovered and abductees released unharmed.

10. In another development, 5 armed robbers who attacked Udy king filling station in Calabar South were neutralized and the stolen money and some weapons recovered.

11. Since the launch of Operation 777, the Task Force has destroyed 436 illegal refineries. Also destroyed were 609 Cotonou boats, 1,507 surface tanks and 1,538 drums used for illegal bunkering. Furthermore, Operation DELTA SAFE arrested 266 persons for various crimes who have been handed over to appropriate government agencies for prosecution. On the whole, during the period under review, the following recoveries were made:

a. 230 different types of arms
b. 240 assorted ammunitions.
c. 11 barges
d. 101 outboard engines
e. 78 other boats
f. 13 tanker trucks
g. 51 other vehicles
h. 135 pumping machines and
j. 34 generating sets.

12. Gentlemen of the press, let me use this medium to report that, sometime in August this year, Defence Headquarters received petition against the Force Commander, OPDS Rear Admiral Apochi Suleiman of some wrong doing. The Chief of Defence Staff, General AG Olonisakin constituted a committee to investigate the veracity of the allegations. I am proud to announce that, the panel findings shows that the allegation was false, infact, it was criminality fighting back. The findings also show that, the Standing Operation Procedure established by the Commander and his team has been responsible for the successes recorded by OPDS and now Operation 777.

13. Also in pursuant of its civil-military obligations, OPDS has made efforts to ensure that there is peace in the JOA. This is carried out with engagement of companies and communities in areas where there are disturbances. Within the period of Operation 777, over 40 issues have been resolved amicably. It is worthy of note that, the host communities in the JOA continue to prefer OPDS arbitration through CIMIC to conventional legal system. With this level of trust and confidence, the Force has minimal cases of human rights abuses occasioned by confrontations with troops by aggrieved communities.

14. Let me add that these achievements would not have been possible if not for the support of the locals and stakeholders in the JOA. It therefore shows that the people are ready to cooperate with security agencies to put to an end all forms of criminalities so that socio-economic activities would be sustained. I therefore urge the general public to report any form of criminalities within their communities for prompt action. I want to assure you all that OPDS will remain professional in the discharge of their duties.
