Within this period a day shall come when one will place sales mandate and nobody will be willing to buy, jump out has started already, if you don't know, know it from today, fear of unknown is stronger because election might be negative or positive. Negative has more percentage in this election so far as am concern, but after rain come sun. The All Progressives Congress (APC) has exposed the plan by the Jonathan Administration and the PDP to render card readers ineffective on election day, with a view to justifying their fears about the use of the card readers and ultimately to scuttle the polls. ”We can authoritatively inform Nigerians that the morbid fear of card readers by the Jonathan Administration and the PDP has now been translated into concrete action: They have hired an Israeli, Gyora Berger, to do the dirty job of jamming the card readers,” the party said in a statement issued in Lagos on Monday by its National Publicity Secretary, Alhaji Lai Mohammed. ”To those who might accuse us of crying wolf, they should realize that every alarm we have raised in the past has been true, including that the Jonathan Administration was pushing for the postponement of the elections and that they are mortally afraid of the use of PVCs and card readers APC said the Israeli was hired specifically to develop three prototype card reader jammers, and he has now developed three of such jammers (25 metres, 50 metres and 100 metres range) to be carried in the pockets of trusted PDP stalwarts on election day with a view to disabling the card readers within the state radius. The party said that apart from disabling the card readers, the jammers will also disable all telephones, iPads, etc within the states radius of those carrying them on their persons. It said an an order has been placed for 75,000 pieces of the jammers at a cost of 200 US dollars per piece, bringing the total cost to 15 million dollars. The jammers will be air freighted to Nigeria next week. ”The plan is to deploy the card jammers to the areas deemed to be the strongholds of the APC, such as the North west, North-east , North-central and the South-west. ”It is the planned procurement of the jammers that have given the confidence to the Administration and party officials to continuously boast that Buhari will never rule Nigeria, and also the reason why a chieftain of the PDP boasted last week that the card readers won’t work, thus advising INEC to make alternative arrangements,” APC said. The party said the Israeli, who has agreed to do the dirty job for a desperate Jonathan Administration and the PDP, is an enemy of Nigeria and Nigerians, who does not mind if the nation burns, as long as he has collected his pay for the dirty job for which he has been hired. It said because the opposition party has become a movement which is being propelled by the people themselves, it is difficult, if not impossible, for the Jonathan Administration and the PDP to succeed in their devilish intentions of rigging, sabotaging or scuttling the forthcoming polls. ”We have consistently said power resides in the people, irrespective of what the government of the day might think. When the people are determined to vote out any government, no amount of money, evil plots and shenanigans can save that government, as the Jonathan Administration will find out in two weeks,” APC said.

A court in Ivory Coast on Tuesday sentenced former first lady Simone Gbagbo to a 20-year prison term on charges of “undermining state security” during post-election violence in 2010-2011 that left nearly 3,000 dead.

“The court, after deliberation, unanimously condemns” the 65-year-old wife of former Ivorian president Laurent Gbagbo to 20-years in prison, court president Tahirou Dembele stated. Prosecutors had asked for a 10-year sentence.

The trial is viewed as the biggest judicial challenge faced by the post-crisis government of the west African nation.

Violence broke out in Ivory Coast in 2010 when Laurent Gbagbo refused to cede power to his rival Alassane Ouattara, who was declared the winner of a presidential poll.

Laurent Gbagbo himself has been held for three years in The Hague facing charges of crimes against humanity by the International Criminal Court (ICC). But Ivory Coast has repeatedly refused to hand his wife over to the ICC on the same charge.

The presidential couple were arrested April 11, 2011 after five months of fierce fighting following a final push by French forces against their residence.

Fervently Christian but ruthless by reputation, Simone Gbagbo has never sought to deny exercising political influence after her husband rose to power in 2000 elections in which former prime minister Ouattara was barred from standing on the grounds he was a foreigner.

"All the ministers respect me, and they often consider me above them. I've got what it takes to be a minister," she told the French newsweekly l'Express in 2001, justifying her stance after a life she said had been dedicated to activism.

"I engaged in political struggle against the former regime alongside men. I spent six months in prison, I was beaten, molested, left for dead. After all those trials, it's logical that people don't mess with me."

Test for justice

A key issue in her trial was whether she played a part in directing the death squads that ran amok in the weeks after the disputed vote.

Judicial authorities argued that the proceedings were a test of the west African country's capacity to conduct a fair trial, while contributing to national reconciliation.

As observers noted at the December 26 opening of her case -- when Gbagbo appeared in a bright yellow dress, carefully plaited hair and a defiant air -- she is not inclined to wilt in the face of adversity.

Born in the predominantly Christian south in 1949 as one of 18 children of a policeman, she studied linguistics and history before becoming a trade union activist.

Her militancy led to a jail term in the 1970s for openly criticising then president Felix Houphouet-Boigny -- Ivory Coast's first leader after independence from France in 1960 -- when he rejected opposition calls for multi-party elections.

She and Laurent Gbagbo married in 1989 after founding the opposition socialist Ivorian Popular Front (FPI), and she was later elected to parliament in the world's leading cocoa producer.

Her husband sought to change relations with former colonial master Paris, arguing that previous regimes had been servile, and the first lady proved a fierce critic of "neo-colonialism", once famously describing France's former president Nicolas Sarkozy -- a main mover in her husband's downfall -- as "the devil".

'Bloody Lady' backed by God

Supporters of Simone Gbagbo's commitment to political causes hailed her as "the Hillary Clinton of the tropics".

But for detractors, the "Iron Lady" became the "Blood Lady", amid allegations by human rights activists that the regime used teams of killers to deal with opponents.

Those concerns were reinforced when she was implicated by a French judicial inquiry into the sinister disappearance of French-Canadian journalist Guy-Andre Kieffer in Ivory Coast in 2004.

Gbagbo frequently mingled politics with the evangelical faith she practised after "miraculously" surviving a car crash and starting prayer meetings at the presidential palace.

"God is on our side, God is with us," she told a joyful crowd after her husband rejected electoral defeat. "God has already given us victory."

Families of victims have said previously they cannot win even if Gbagbo is convicted by a domestic court, while rights monitors had been keen to see how far the trial may venture in tackling crimes against humanity on home ground.

Imagine a foreign investor who borrowed 1million dollars to trade,he converted it to 160million Naira. Traded in market turned his investment to 200million. Suddenly the Naira fell to 220. Even as Nigerians continue to complain about the earnings of their lawmakers and other public office holders, a recommendation to allow former National Assembly presiding officers enjoy pension for life, has been approved by the state Houses of Assembly as part of the ongoing amendment to the 1999 Constitution, earlier passed by the National Assembly.
Nigeria’s former leaders, including those who came to power through military coups are already enjoying the privilege. Past Chief Justices of the Federation are also beneficiaries.
A total of 33 out of the 36 state legislatures voted in support of the alteration of Section 84 of the Constitution to insert a new subsection 5A to read, “Any person who has held office as President of the Senate, Speaker or Deputy Speaker of the House of Representatives, shall be admitted to pension for life at a rate equivalent to the annual salary of the incumbent President or Deputy President of the Senate, Speaker or Deputy Speaker of the House of Representatives”.
The law however came with a proviso that “Provided that such a person was not removed from office by the process of impeachment or for breach of any of the provision of this Constitution”.
The law however did not exclude public officials like David Mark, the president of the Nigerian Senate, who, as a military retiree, currently enjoys pension from the government. Nigerian public service rules clearly prohibits public office holders from drawing pension from more than one government source.

Only Edo, Ondo and Osun States legislatures opposed the amendments. All 33 other states backed the proposal, effectively completing the amendment process.
Both chambers of the National Assembly, Senate and the House of Representatives, had in 2014 approved the proposal on pension, alongside those for more than a dozen other subjects, before sending them to the state Houses of Assembly for concurrence or otherwise, in line the provisions of the Constitution. At least 24 states assembly must vote in support for any clause to pass.
The current amendment to the Constitution promulgated by the military administration of Abdulsalami Abubakar in 1999 is the fourth of such exercise.
The Deputy Senate President is statutorily the chairman of the review committee.
According to the Revenue Mobilisation Allocation and Fiscal Commission, RMAFC, the Senate President takes an annual basic salary of N2, 484,242.00 and allowances totalling N13, 911,758.00, while the Deputy Senate President earns N2, 309,166.75 and allowances totalling N12, 931,333.55.
The Speaker of the House of Representatives earns an annual basic salary of N2, 477,110.00 and allowances running into N9, 784,384.00, while the deputy takes N2, 287,034.25 and N8, 004,280.00, as salary and allowances, respectively.
The amendment, which says the former leaders of the National Assembly will draw the “equivalent of their annual salary”, adds to a growing number of legal provisions assigning lucrative retirement packages for Nigerian public officials after they leave office.
Several Nigerian governors have in the past years voted huge perks and benefits for themselves and their family members, with provisions not just for pensions and gratuities, but for foreign medical treatment for themselves and their spouses, and provisions for state burial when they eventually die.
Other amendments
The state legislatures also adopted the proposal for independent candidacy in future elections with 32 states voting in favour and four opposing. The four states are Kano, Ondo, Rivers and Yobe.
By the voting pattern, Sections 131 and 177 of the Constitution will now be altered in paragraph C by inserting after the last of the word “party” in line 2, the word “or he is an independent candidate”.
Also, 32 state Houses of Assembly voted to split the office of the Attorney General of the Federation and Minister of Justice. At the state level, the Commissioner of Justice will exist differently from the attorney general.
Accordingly, Sections 150 and 195 shall be altered to separate the two offices.
[b]On citizenship, the legislative houses accepted the insertion of a new section “25A” into the Constitution for anyone born in a state other than his own to enjoy the rights and privileges as indigenes of that particular state.
The section says, (1) “A citizen of Nigeria is an indigene of a particular community of a state in Nigeria if (a) he was born in that state; (b) his parents or grandparents belong to a community indigenous to that state; (c) he has resided in that state continuously for a period of not less than ten years; or (d) being a woman, who is married to an indigene of the community of that state, unless she chooses to retain the indigeneship of her paternal community.”
(2) “A person mentioned in subsection (1) of this section shall be entitled to all the rights and privileges as indigene of that state.”
All the states except Ondo adopted the proposal for the president to deliver an annual state of the nation address at the National Assembly. The amendment says the president will “attend a joint meeting of the National Assembly once a year to deliver an address in respect of the state of the nation.”[/b]
The report further stated in Section 67 that the president “may attend any joint meeting of the National Assembly, either to deliver an address on national affairs including fiscal measures, or to make such statement on the policy of government as he considers to be of national importance.”
The state legislature also accepted a proposal for the alteration of Section 225 to empower the Independent National Electoral Commission to deregister political parties if there is a breach of any of the requirements for registration.
Such parties would only be deregistered if they fail to win presidential, governorship of at least one state, chairmanship of at least one local government/area council or a seat in the national or state assembly election.
All the 36 state legislatures adopted the proposal from the National Assembly that the assent of the president is not required to effect an alteration to the provisions of the constitution.
Thus, Section 9 (4A) of the document will now read “For the purpose of altering the provisions of this Constitution, the assent of the President shall not be required.”
“This would be the last time any sitting president would sign the Constitution as section 9 of the same Constitution has been amended to ensure that after such amendments have been assented to by two-thirds of the country’s state houses of assembly and two chambers of the national assembly, such amendments become law,” Mr. Ekweremadu said.
