koboko69: The draft of “My 100 Days Covenant with Nigerians” accidentally went viral in January before the policy and research directorate of the APC presidential campaign organisation had discussed it, TheCable can report.
However, TheCable can also report that while it is true that Candidate Muhammadu Buhari did not see or approve of the “100 Days” document, campaign insiders insist that he saw the second document, “My Covenant with Nigerians”, contrary to claims by his media office.
The first document puts timelines to promises to be fulfilled within Buhari’s first 100 days in office, but the second document contains only milestones without specific dates.
It would appear Buhari’s grouse is with the one that has timelines, but his media team has denied both documents.
A member of the policy support group — a body of intellectuals sympathetic to Buhari’s cause — had originated the idea of condensing all the campaign promises into an easily readable and digestible document. The volunteer, a political scientist who holds a PhD and once lectured at Canadian and American universities, developed the outline of the document, spicing it with his own ideas of how the APC presidential candidate could align with the hopes and aspirations of Nigerians and appeal to the electorate.
The man behind the idea, who is well known in the Nigerian civil society circles, was one of the several intellectuals who worked day and night behind the scene to promote the candidature of Buhari. Having sketched the outline of the document, he sent electronic copies to members of the APC policy and research directorate for further discussion, inputs and adoption — ahead of a final presentation to Buhari for approval.
GONE VIRAL
TheCable understands, however, that a member of the directorate, a medical doctor and politician from the south-west, sent the document to his friends who then published it on the internet before it had even been discussed or approved. All efforts to recall the document failed as it had gone viral, with thousands of
Buhari’s supporters instantly sharing it on Facebook, blogs and Twitter. The following day, traditional newspapers picked it up and gave it wider publicity — but there was no rebuttal from the campaign organisation as the document became an instant hit. It was believed to have won a lot of supporters and admirers for Buhari, especially on the aspect of publishing his assets and encouraging all would-be appointees to follow suit.
His opponent, President Goodluck Jonathan, had refused to make his assets public, famously saying in a TV interview that he did not give a “damn” about the criticisms against his stand.
Thereafter, the APC policy directorate, headed by Kayode Fayemi, former governor of Ekiti state, developed a different document, “My Covenant with Nigerians”, which it passed on to Buhari for approval.
“The second document prepared by the committee aligned more with the party manifesto but there was no timeline attached to it. It was well received by Buhari who read through it and made comments and corrections,” a member of the campaign team told TheCable.
The document was then produced in pamphlets and distributed at the venues of the town hall meetings held by Buhari across the country — and there was no objection from the candidate or members of the party hierarchy and the campaign organisation.
NOT MY WILL
Femi Adesina, the special adviser to the president on media and publicity, was the first to hint that Buhari was not on the same page with his party on the documents.
“You need to get his words right, go and check all that the president said during the campaign, in no place would you see it attributed to him as a person [as promising to publish his assets],” Adesina said in a recent interview, sparking off debate in the media. “But then there is a document by his party, the All Progressives Congress, saying he would declare publicly, so we need to set that right, it’s a declaration by his party.” Garba Shehu, senior special assistant to the president on media and publicity, has now denied outright that Buhari saw either of the documents, blaming it on “too many communication centres” during the campaign, some of which he said were “on the loose”. “As the director, media and communications of that campaign, I was responsible for internal and external communications and these so-called documents that were flying around didn’t have my signature,” Shehu said. “I didn’t fund them and I didn’t authorise them.
From what President Buhari himself had said at Chatham House (on February 26, 2015), he had no iota or knowledge of those documents. So, people cannot hold him to account on something to which he did not commit himself.” TheCable understands some of the people who worked for Buhari during the campaign are unhappy with their “public execution” by the presidential spokesmen. “To describe people who toiled tirelessly and selflessly for the campaign as being ‘on the loose’ is most uncharitable and very unfair,” one of them told TheCable.
“This is not how to reward people who did not collect one kobo, people who paid their way to the country from Europe and from the US to work for Buhari. You should have seen people working day and night simply because they believed it was time for change in Nigeria.”
WHAT BUHARI SAID AT CHATHAM HOUSE
Buhari had said at the Chatham House while responding to a question on his first 100 days in office: “The second [question]: high expectations and what to do with the first 100 days. Yes, I respect that question because quietly I was thinking about these high expectations. Those who are following the trail of our campaigns can see how people are turning out, some becoming emotional and crying. “I am really getting scared that if I get there they will expect miracles within the next week or months. That would be very dicey handling that one. I think we have to have a deliberate campaign to temper high expectations with some reasonableness on the part of those who are expecting miracles to happen. “Just to go first to the ‘first 100 days’, some of it is fraudulent and I don’t want to participate in any fraud in any form. Nigerians know that we are in trouble as a people and as a country. When we get there we will quickly get correct intelligence of what is on the ground and inform Nigerians and just learn what I have just read. “We will make sure that the misappropriation and misapplication of public resources will not be allowed. You would be surprised by how much savings we will realize. That saving will be ploughed back into development and this is what I can promise. But I would remove that ‘100 days’”

Now that policy is to protect patients, so that they aren't diverted for selfish purposes.
Now, back to this scenario, guess the lady was brought in by fellow students who must've stood there arguing why there are no spaces, which is wrong!
If she was brought in an ambulance, the ambulance would've seen that the facilities are already stretched and she can't be received and make a swift turn to the next big health facility. So, that's why I tell you, the whole situation is pitiable and wrong! Well, the bolded is one of the big problems. The hospital/A&E department has no contingency plan. So if you are overwhelmed you just shut up shop while people bleed to death in your waiting area. Una strong sha. I don't think I will be able to sleep after one of these events. People can be moved from a bed to accommodate a more ill patient. If they cannot be moved to a trolley/chair, all it takes is to expedite the transfer of those who have already be earmarked for admission to ward... this does not take 50 minutes. A simple retriage with determine who goes where. Your triage argument would have worked if there was adequate space and staff.! This is absolutely wrong, traige is most effective when you do not have the resources. It enables you decide who you have to spend your scarce resources on. A B C D etc The problem is that we do not have adequate health care facilities. What is adequate health care facilities? Yes we do not have it, neither does UK or USA. That is why they strive to continuously improve their facilities. Having said that, we have better facilities that several African countries but the produce better outcomes. Let me digress a bit, I agree with you that our facilities could be better, what have the medical profession done to improve that? When was the last time you went on strike to improve facilities? I know that the medical profession are on strike 6months out of twelve usually over pay. Something was wrong with the care, your attempts at rationalizing it does come across as insensitive. She's a candidate for their medical centre, where the doctors should've started the resuscitation andd be in a better position to transfer her and ensure that she is received by a facility ready and able to give care. The entire situation is wrong but you are wrong on which aspect of care was faulty. Lets break this down a notch. 1)You are an accident and emergency department, people come to your for medical care. 2) Without this medical care, they will die. 3) There are several hospitals in Port Harcourt 4) "You are full", "You have no space" 5) Someone comes to you for medical help Do you A) Attend to them immediately, B) Do you ask them to go to another hospital or C) Do you keep then in your "full" department, knowing that they would not be attended to , as they bleed to death? Kinfunfun22: Half knowledge is bad. Triaging is applicable where you have sudden mass casualties like in a road traffic accident involving tens of people. You don't triage when patients are coming one after the other in a medical emergency unit. You don't know how often those in the A&E have transferred to the ward and discharged other patients (and still have no bed space), so it's better we all shut up and stop acting like we can do better or that we know all. Yes I agree half knowledge is bad. Use google , its your friend. Everyone who gets to an Accident and Emergency Department should get triaged. That is how you determine who gets seen immediately and who can wait and who you can ask to get out of your department. Go read it up Now let me school you. An accident an emergency department is not a bus. You do not take a certain number of passengers and shout shop and drive a way. It is the common access to a hospital. "We do not have space" is not an option. Emergency Department is like a post office sorting office, you sort patients by specialty and dispatch those that need transfer to wards or for discharge, you stabilise and resuscitate those that need it. ( these are a minority of patients as majority are walking wounded). Now when someone comes in, you triage and based on severity of new admission, you go and reassess those already admitted and prioritize your resources for use by the ill ones. Besides, it shouldn't be the students rushing her to UPTH, there's a reason why they have a medical centre in the university. The resuscitation should've started there.
Though it pains me how we lose young and great minds in this country, I think we direct our anger at the wrong quarters!
These same students protesting would gather and cheer a politician that visits their school and forget that the doctors and nurses you're tongue-lashing now can't expand the hospitals, they can't buy extra beds, they wouldn't have rejected the patients that came earlier and filled the bed spaces!
We need to learn to channel our grievances to the right quarters! Instead of protesting in the hospital environment, go to the government house and scatter everything there and get them to truly hear your pain!

(Disclaimer...I do not work for UPTH, or any of its affiliated institutions.)
First off, I commiserate with the students of Uniport as well as the lady's family over this untimely death.
Second....let's look at this case.
They got to the hospital. Most likely....they got to the Accident and Emergency Department....the Emergency Ward. And they were told by the nurse....No space.
When the nurse tells you no space...there most likely is NO space. Most nurses in charge of A and E do not turn away any patient who comes to them for help. And when there was no space...there most likely was no space.
The problem is that we do not have a good emergency response in this country. Here is how it is done in developed countries. The girl slumps, her fellow students immediately start CPR (which they have learned) and someone calls an ambulance. The ambulance arrives....and the ambulance drivers and paramedics start first aid. Meanwhile...they have an idea of where the nearest hospital with free bed space is....and they rush her there in the ambulance (Or sometimes by helicopter.). On arrival....there is a team of docs and nurses waiting for the patient.
It does not happen in Nigeria. And yes....UPTH is filled up because A and E can get busy(I should know). I have worked in hospitals where A and E is quiet during the day...then all hell breaks loose at night. And unfortunately...patients die because there is no space...or because the Casualty officer and the nurse are overstretched serving several patients.
So, the students should not blame the medical folks here. Instead....blame the lack of planning in our country. Port should have several tertiary level hospitals that are equipped to take care of several patients. The fact they do not is hardly my colleagues fault. And it won't be right to treat the patient on the floor either.
In a hospital....a tertiary hospital....no space means no space. The number of patients there was probably too many. So....unless the students have proof that there was space and the nurse was lying....I see no case of medical negligence. I see a case for better leadership from Abuja though....and for Buhari to appoint a health minister quick quick. Rubbish! Ever heard of triage? At every stage, you should be able to carry out a quick assessment and decide who is very ill and needs admitting and who can be moved/discharged to create space. |

More importantly, a slow down in job creation is a feature of all new governments as they use their first few months to chart a new direction for their regime. The fact that Nigeria was practically in comatose makes our own case worse.

MrNL: The request sent to the Senate by President Muhammadu Buhari for approval of a $75 million loan request by Edo State may be running into turbulent waters, as protesters, on Wednesday, stormed the National Assembly, urging legislators not to approve the request by the Edo State government.
President Muhammadu Buhari had on Tuesday, August 4, 2015 written to the National Assembly seeking the approval of the loan being the second tranche of the $ 225 million World Bank granted the Edo State government under the 2012-2014 external borrowings.
The protesters displayed placards at the main entrance of the National Assembly, with some of the placards reading: “Don’t approve the loan”, ” We don’t want loan” and ” We want action”.
They stormed the assembly at about 10.a.m. when Senators were going in for the day’s legislative duties.
In the same vein, the Senate, on Wednesday, referred the request to its Standing Committee on Local and Foreign Debts.
The motion for the loan request was moved by the Senate leader, Senator Mohammed Ali Ndume, and it was seconded by Senator Philip Tanimu Aduda of the FCT.
Ruling on the motion, the Senate President, Senator Abubakar Bukola Saraki, granted Ndume’s request and referred it to the committee on debts.

To be honest, for a moment I couldn't give a concrete well thought answer to that question. Below are some of the things I thought our president failed to achieved No assurance with the US support for arms, equipment and intelligence to accelerate ending the insurgency in the NE No concrete economy policy and plan (This was evident during the CNN Amanpour interview when asked about the economy) No clear cut ways of how to recover looted and stolen money by some of our rogue both serving and past politicians. Not a single well documented partnership deal was sealed in any area. Was it infrastructure development, power, education, health, technology and services? Nothing Didn’t discuss anything about the AGOA (African growth and Opportunity Acts) Extension and Enhancement Act. To me this is one key and vita area he would had brought to the table as Nigeria being the power house in Africa development. Apart from the 'no to gay marriage' which they are using to score cheap political points that wasn't part of the official agenda in the first place, please what other things the recent visit able to achieved? Oh well, maybe he went to thank the America for helping him win the election.
