Narrow Guage is outdated. The countries that have it are those that built in 17th century of which the countries you listed are part of them. They only maintain it like other reasonable countries but don't construct new ones.

This scam railway is simply for transportation of resources/cargoes to North because no reasonable person will board a train from ph to Awka only to reach the destination next day (reason for narrow Guage). They will start with passengers but will change overtime to their true intention in few years because nobody will board it.

The width determines the speed a rail line can take just like width of cars. The narrower it is the lesser it's balance because of Center of gravity levels
