In British Royalty when they see you as someone they really like they will extend their hand to you for a handshake. The norm is that you wait for them to extend their hand first before you accept it.

Specifically december 4th 2019 Prince Charles and Queen Elizabeth both snubbed Trump. Prince Charles rather shook the hand of Trumps Wife but totally disregarded trump and so did the Queen who was standing right beside Charles
