Udom Still Needs N1.2 Billion to Complete Akwa Ibom Lagos Lodge, So Far N840 Million Already Spent (Photos of the Lodge)

About N1.2 billion is still needed to complete the Akwa Ibom State Governor’s Lodge located at 36 Femi Okunnu, Street off Bourdillon Road, in Ikoyi, Lagos, Commissioner for Housing and Special Duties, Akan Okon, has said.

Mr Okon told the visit members of the Akwa Ibom State House of Assembly Committee on Appropriations and Finance, Friday, that his ministry only accessed N840 million out of the N1.2 billion proposed for the project in the 2017 budget.

He said the balance of N1.2 billion his ministry is requesting in the 2018 budget will complete the project in March this year, but this sum does not include finishing cost for the lodge.

The original contract sum for the project, according to the commissioner, was pegged at N2.1 billion.

Although the commissioner would not give details of the percentage of work at the new lodge, propellerng.com observed that the project may have advanced up to about 60 to 70 percent completion.

Mr Okon said the new building was started in June, last year, to replace the old lodge located at Bishop Aboyade Cole Street in Victoria Island, the area which is now used more for commercial purposes than residential.

Adherents of other religions in Akwa Ibom state have demanded from the Executive governor of the state, His Excellency, Mr. Udom Gabriel Emmanuel, befitting halls for their worship.

The worshippers who were drawn from different religions other than Christianity stated their request through an open letter which they addressed to the state governor.

Akwa Ibom State , South-South Nigeria, which was carved out from the old Cross River State, is dominantly a Christian state.

Acting under the auspices of The Citizens Forum for Freedom of Worship (CFFW), a non-governmental organization in the state, the group noted that their request became necessary following series of actions of the state government which have proven a glaring segregation against them, even when they are bona fide citizens of the state.

The group, which comprises faithful of minority religious organizations operating in the state, such as Eckankar, Islam, The Ancient and Mystical Order Rosae Crusis (AMORC), African Traditional Religion (ATR), and other religious bodies, made their position known Thursday, during a media chat at the St Patrick Primary School, Abak Road, Uyo.

CFFW said they have decided to present their demand to the governor, stressing that the recent foundation laying for the building of a massive worship center for a certain religion without any reference and provision for them was according to them, an affront to the Constitution of the Federal republic of Nigeria, 1999 as amended.

The text of press briefing read by the convener of the group, Otuekong (Dr.) Jeremiah Effiong Akpa-ube, on behalf of other faithful, read thus in bits : “Gentlemen of the Press. We call you here today to brief you on the series of injustice meted out on us by successive governments of Akwa Ibom State.

We wish to state here categorically that though these injustices did not start today, the recent action of our governor, Mr. Udom Gabriel Emmanuel, who has earmarked land and other resources, made possible by citizens’ monies in form of taxes, for the building of a massive worship center for a certain religion, Christianity, is the last straw that broke the camel’s back”.

While noting that they have been ‘stomaching’ other forms of neglect by the Akwa Ibom state government such as non-recognition during special occasions, the CFFW hinted that building a worship center with state resources for one religious body while neglecting others like them, was a sign of preference of a certain religion by the state over others which negates stipulations of the Nigerian constitution.

“We are here representing the neglected religions in Akwa Ibom state. Here, we have members of Eckankar, which of course you know is the religion of light and sound of God. We have thousands of members in this state.

There are also the representatives of the Muslim Community here in the state where our indigenes occupy positions in their welfare board in this state. Let us also use this opportunity to correct the impression that Christianity is the most preferred in the world.

Here, we have the representatives of the largest Rosicrucian Organisation in the world. It is known as the Ancient and Mystical Order Rosae Crucis, AMORC, with a vast number of followers in the state. The extent of their spirituality is incomparable.

“There is also the African Traditional Religion (ATR), which is unarguably the oldest religion in any part of Africa. We have adherents here too. This is just to mention but a few of religions being practiced today in this state. (We can’t list all of them in this press statement but they are all listed here in this letter that we are going to send to Mr. Governor.) We are pained today because even when we contribute to the development of the state in our respective capacities through payment of taxes, the state government still uses our taxes to empower other people through ‘preferred’ religion.

“Some of our members are heads of government parastatals, contributing our quotas to successful running of government. It is on the basis of this that we send this appeal to all our members in different fields to join our effort at demanding from the state government our rightful share of worship centers at the city center to enable us exercise our faiths in line with our belief system.

This request has become necessary as all the religions in the state cannot use the government-facilitated worship hall, which by its nomenclature and inclination has been dedicated only to one religion-Christianity”, the statement noted.

It would be recalled that the Udom-led government of Akwa Ibom state had on Sunday, January 21, 2018, organized the foundation laying ceremony of 8,500 capacity International Worship Center.

The ground breaking which was performed by the General overseer of the Redeemed Christian Church of God, Pastor Enoch Adeboye, was witnessed by leaders of churches within and outside the state. It was not clear as at press time the amount set aside by the state government for the project, but unconfirmed sources within the Hilltop Mansion said the project could gulp about N10Billion.

If your going to use electronic card payments they other options are pretty unneccessay. The other payment options require electricity aswell. I mean just scan license plate then so traffic moves flows.

The other point about setting up motels and mechanics seem unneccessay. Don't truckers already have rest stop locations whenever they don't just sleep in truck?

Abuja – The Federal Government says it will adopt motorists’ friendly platforms, such as phones, smart cards and electronic cards on windscreen for toll payments.

Mr Chukwunwike Uzo, the Director of Highways, Planning and Development, Federal Ministry of Power, Works and Housing, made this known in an interview in Abuja on Sunday.

The plans are ongoing by the Federal Government to re-introduce toll gates across the country.

Uzo said the idea was to make toll payment easy and reduce cash payment at toll gates.

According to him, the use of cash will not be totally eliminated, but will be reduced to the barest minimum to ensure that motorists are not delayed at toll gates.

He, however, said the toll gates would run as businesses to create employment for Nigerians.

“We are evaluating, studying and trying to map out all the facilities we need to put in those areas where we have toll plazas in the past.

“We are not looking at it only as toll plazas, but as a business venture, so that we can create employment for Nigerians.

“We want to set up facilities like mechanic workshops, restaurants, rest rooms and little motels to create employment for people living around the toll gates,” he said.

Uzo said the facilities would provide safe environment for travelers to fuel and stretch their legs before continuing their journeys.

He said that the reintroduction of toll gates was a government policy that would certainly be implemented on completed sections of federal roads.

“That is why we are monitoring road contractors, because government does not want to put toll gates on roads that are not in good conditions.

“The key thing is that driving from Lagos to Maiduguri, a distance of about 1,600km, without paying anything to maintain the road is not wise.

“There is no country that operates its roads like that.

“We have the biggest spread of road network in the sub-region and it is an asset that is expected to yield revenue,” he said. (NAN)

Bello Maigari, Chairman of Amansea Cattle Market, Awka South Local Government Area of Anambra, said his members were ready to contribute to the economy of the state through payment of all the levies and taxes.

Mr. Maigari who spoke on Sunday in Awka, while briefing journalists, described the relationship between the cattle breeders and host communities in Anambra as cordial.

He said that currently, his members only pay veterinary services levy, but noted that they were in talks with officials of the state government to work out an internal revenue arrangement to be paid to the state.

“We are discussing with the state government on the revenue that our members will be paying apart from the veterinary services fee we are currently paying.

“Before now, there was lots of people collecting money from cattle sellers in the states across the country, but the federal government has abolished all that.

“Here in Anambra, we are about to sign a Memorandum of Understanding (MoU) with the state government on what we will be paying as revenue and how we will be paying it,’’ he said.

The chairman, who is also the secretary of Hausa community in Anambra, said the Amansea Cattle Market had operated for about 20 years without harassment because of the good understanding that exists between the cattle sellers and the host community.

He said they understood that the land where they currently occupied belonged to a family whom they pay royalty to, and also obtain permission from communities where they graze their cows.

He said his members buy feed for their cattle instead of moving around with the cattle for grazing.

“We know that the place we are using now belongs to a family, we respect that and pay them royalty, and everyone is happy.

“At times we buy feed from the north, a bag cost N3,000 and you need three of it to feed five cows every day,’’ he said.

Mr. Maigari thanked Governor Willie Obiano of Anambra for setting up the Cow Menace Committee, which he said had contributed greatly to achieving peace in the state.

He said that the committee had intervened in crisis which would have degenerated to full fledged conflict with his members and different communities in the state.

He urged Mr. Obiano to help them develop the land that had been allocated to them to enable them relocate, as development was fast approaching their present market.

He said there was need to fence the place, provide security, water, and other amenities, including place of worship.

“This place is getting choked because of the development, we are appealing to Gov. Willie Obiano to help develop the land he has earmarked for us so that we can move to the place,’’ he said.

It is now over a year since nickel, a world class solid mineral, was discovered in Dangoma of Kaninkon Chiefdom in Jema’a Local Government Area of Kaduna State, but not much has been done due to huge funding required for the exploration and community related issues, Daily Trust finding reveals.

Nickel is a silvery-white lustrous metal with a slight golden tinge. It belongs to the transition metals and is hard and ductile, the mineral has international value but it’s exploration requires huge investment.

After the initial fanfares of the discovery that is believed to be a game changer in the Nigerian mining sector, several stakeholders questioned the delay in take off of the project as well as the progress made.

A private mining syndicate, Comet Minerals, headed by Hugh Morgan, a mining industry veteran, discovered the mineral in the village. 

Recently, a team comprising Mr. Morgan, Professor Louisa Lawrence, Stephen Davis, and Steven Pragnell  said it has concluded research work on the samples and found it of high grade and worthy for investment.

The position was made known at the Africa Down Under Conference which held in Perth, Australia, in September this year. The company said the discovery had “important implications” for nickel exploration worldwide.

According to it the metal named “Titan”, measuring 0.1-5.0 millimetres in diameter and weighing an estimated three weight percent, was found on the southern margin of the Jos Plateau, near the rural villages of Dangoma and Bakin Kogi, Kaduna State.

Sources said Mr Morgan was in the country recently where he updated the government on their effort to commence exploration but that will take some time due to huge investment requirement.

He said they are currently sourcing for funding from international financial institutions and for partners to commence the exploration of the mineral.


Responding, the President, Nigeria Miners Association, Alhaji Sani Shehu, said  his association was not aware of the source of the delay but whatever the reason, it was quite disturbing.

He said it was surprising that despite the huge potential of the titan deposits, investors were yet to take it serious. 

Speaking to Daily Trust on the development, a resident and community leader at Dangoma village, Edward Enoch, admitted that foreign miners came to the area and mapped out some area and hinted that excavation is set to start by January as they are still putting everything in place.

Enoch added that there is security presence in the village but not in the area where it was discovered.

On compensation, he said that was outstanding for now. When the mineral was discovered, it became the genesis of crisis between locals and Fulani herdsmen at Dangoma as both are claiming that the land belongs to them.

He however believed that everything will be settled when an agreement is reached.


Minister of Mines and Steel, Dr Kayode Fayemi said so far government has helped secured the area and participated in the efforts to confirm the grade by the company.

Kayode who spoke through his Special Assistant, Media, Yinka Oyebode said the federal government in collaboration with the Kaduna state government has engaged the communities, facilitate for the support projects that will assist the people in the area.

He assured that with the progress so far, come 2018, something will definitely come up in the area. 

Nikel is between $10,000 to $12,000 per tonne and the Dangoma is believed to be sitting on millions of tonnes.

Actually the current contract with Israeli firm was signed in October 2017.

The navy should be doing more to secure the maritime domain since its their job. The reality however they have failed to do so in the coast. NIMASA contracted the firm since the navy been too busy out at sea and focusing on pipeline activities. A lot of sea robbery and kidnapping happens by coast. I would like a coast guard set up within navy for this task.

The Nigerian Navy in Lagos on Thursday said it arrested 19 vessels carrying out illegal activities within the nation’s territorial waters last year.

The Flag Officer Commanding (FOC), Western Naval Command, Rear Adm. Sylvanus Abbah, disclosed this when the House of Representatives Committee on Navy visited the command in Apapa, Lagos.

““Since June 2017, the patrol efforts at sea, complemented by the Maritime Domain Awareness Assets led to the arrest of some vessels found carrying illegal activities at the sea.

“”It is pertinent to state that most of these vessels have been handed over to relevant prosecuting agencies.

“”This is in line with the Harmonised Standard Operating Procedures on arrest, detention and prosecution of vessels and persons in Nigeria’s maritime environment,’’ he said.

Abbah said that the vessels were arrested for illegalities ranging from piracy, crude oil theft, illegal and unregulated fishing, sea robbery, amongst others.

“The arrested vessels included MT Wollorf, MT Vine, MT Glenstar, MT Sisi Comfort, MT DA Chris, MT Dove 1, Lurongyuanyu 215, Lurongyuanyu 216,

Others were; Lurongyuanyu 217, Lurongyuanyu 218, MT Matrix 1, Hai Long, Marion, Arc Charley, MT Thyword, MT Queen of Peace, MT United Venture, MT United Trador and MV Miracle,’’ he said.

In his remarks, Chairman of the Committee, Abdussamad Dasuki, said the team was on-the-spot assessment of the units and bases under the Navy’s Western Naval Command in Lagos.

Dansuki flayed the Nigeria Maritime and Safety Agency (NIMASA) for awarding a multi million dollar contract for patrolling the nation’s maritime domain to an Israeli firm.

He said ceding patrol of the nation’s waterways and other critical national assets to such foreign company was to the detriment of the navy.

He added that the constitutional role of the navy was to safeguard and patrol the coastal waters and the nation’s Exclusive Economic Zones (EEZ).

“”The maritime trust fund fell under maritime security and anti-piracy, thus the move to circumvent the navy out of its constitutional roles will not be allowed to happen.


“”One of the challenges we are having at the House has to do with the sister agency of the government which is NIMASA.

““A situation whereby it’s giving out jobs that are ideal for the Nigerian Navy and contractors in Nigeria to foreigners, especially jobs that have to do with our security, is not acceptable,’’ he said.

““We have the Nigerian Navy and it should be empowered. We should promote what we do locally so I see no reason why we cannot contract the job to them.


“”It is not acceptable and we have made it loud and clear. We will continue to work until something is done about that particular situation,’’ he said.

The committee also visited the Naval Training Command, headed by the Flag Officer Commanding, Rear Admiral Obi Ofodile.

In another development, the FOC said that naval personnel deployed to Igbokoda in Ondo State, responded to a distress call that some militants had attacked and disarmed some policemen.

“”Our men at Igbokoda raced to a village called Aiyetoro after they got a signal that some hoodlums had attacked and disarmed some mobile policemen stationed there.

“”Our men gave chase and disarmed them. They were able to recover two of the three arms from the militants. We are on top of the situation,’’ he said.

The chairman of the House of Representatives committee on IDPs, Refugees and Initiatives on North East, Sani Zorro, has condemned the arrest of Cameroonian separatist leaders by the Nigerian government.

The group leads a movement for an independent English-speaking Ambazonia State, which seeks to break away from the domination of the French-speaking Cameroon.

The men were arrested by security operatives in Abuja and have been held incommunicado, a lawyer representing other members of the group said.

The decision of the government to arrest them has drawn condemnations, with Amnesty International warning against extraditing the activists.

Mr. Zorro said the arrested officials are asylum seekers, and should not be deported because their lives would be in danger.

“Deporting them is illegal and it contravenes section 33 of the United Nations Geneva convention under treatment of refugees,” Mr. Zoro told PREMIUM TIMES.

“Nigeria will be committing a major illegality if it deports them back to Cameroon.”

He said Section 33 of the Geneva convention prohibits forceful deportation of asylum seekers to where their lives are in danger.

He said there is a need for Nigeria to benefit from the policies and best practices of the United Nations as well as countries that have also experienced this kind of crisis.

He added that some of the refugees are less than 2km away from the Cameroonian boarders and Cameroonian soldiers cross their borders in pursuit of these refugees, which is illegal.

“They cross Nigerian territories to go to the camp where they are and arrest some of them on allegations of the refugees bearing arms,” he said.

He said the implications is that hostilities can break up between Nigeria and Cameroon.

Cameroon has witnessed months of unrest as the push for the independent state intensifies, resulting in clashes between protesters and the police which has led to the death of many nationals.

Anglophone Cameroonians say they have been marginalised for years by the central government and the country’s majority French-speaking population.

The agitation for secession heightened in October 2017 when the “Ambazonians” declared an autonomy over their region during the anniversary of their union with the French-speaking side.

These are the kinds of policies of live and let live that are needed. Much as we condemn all these violence, the governor of Benue State was very immature in handling the whole issue. Banning an unforgiving set of people unilaterally, without exhaustive consultation outside the state or thought about possible consequences was the immediate cause of the violence. Matured minds like David Mark would never be that careless.
Yeah the Benue governor was foolish expecting a failure like buhari like buhari to uphold law and order. It's not like it's his job or took an oath. Why should you expect herdsmen to move to the other 34 states where their activities are legal it's pure tyranny.

The Federal Government has explained the reason for its planned establishment of cattle colonies, saying it is a measure to quickly curb the incessant bloody clashes between farmers and herdsmen.

Chief Audu Ogbeh, the Minister of Agriculture and Rural Development, said this when Gov. Simon Lalong of Plateau visited him in Abuja.

Mr Tolu Makinde, the Director, Information, said this on Thursday in a statement by Mrs Oluwakemi Ogunmakinwa.

The minister noted that the policy would not transfer communal land ownership to herdsmen wherever it was established.

Ogbeh was reacting to fears by some citizens that the policy was an attempt by the Federal Government to forcibly collect land from citizens and hand them over to herdsmen.


He noted that there was no truth in speculations that the government was conspiring to grant supremacy over communal land to herdsmen.

The minister commended the Plateau Government for its interests in developing agriculture.

“Cattle colony is not using herdsmen to colonise any state. It is going to be done in partnership with state governments that will like to volunteer land for it.

“The Federal Government will fund the project and those wishing to benefit from it will pay some fees.

“While ranching is more of an individual venture for the herdsmen and those wishing to invest in the livestock sector, cattle colonies is a larger project where up to 40 ranchers can share same facility that will be provided by the government at a reduced rate.

“Already, 16 states have volunteered land,’’ he said.


The minister said the Federal Government would soon hold a stakeholders’ forum with the herdsmen and other stakeholders on the implementation of the new policy.

Earlier, Lalong said that he was at the ministry to understand the new policy.

He said that the state would key into the policy to maintain peace in the state.

“I happen to be one of the persons that keyed into the ranching policy when it was introduced.

‘‘We saw some lands in Plateau and we provided them for the implementation of the policy.

“The Federal Government will fund the project and those wishing to benefit from it will pay some fees.


“The introduction of this policy is of interest to us, that is why we are always here.

“We also heard about the introduction of another one, that is the cattle colony and I said let me still come back again. We will also key into this policy,’’ he said.

Professor Ben Ayade, the Executive Governor of Cross River State has for the first time explained the reason behind the decision to present NGN1.3 trillion as estimated spending for the year 2018. Adding that, “it was because the investment outlay for the year is more than that”.

Ayade disclosed this while addressing the Kasuk 2 community in Calabar when during a ground breaking ceremony for the USD1 billion Calabar Virgin City which is a partnership arrangement with Mark Sino construction coy limited.


He said that: “When we gave a budget of NGN1.3trillion Naira, I knew why my budget was 1.3 trillion because my investment outlay for the year is actually going to be much more.

“Doing a 276 kilometers six lane superhighway, fully digital plus a deep seaport of 20 meters draft, the deepest port with a three kilometers shoreline.

“That is the biggest port in Africa. The road is the biggest in Africa from the poorest state in Nigeria.


“It means that the man sitting there… I can’t say all of these if I don’t know what I am doing. Why am I a Professor? Why am I a Lawyer? Why am I a Senator? I know what I am doing.

“So, when I announced the budget what happened? a lot of investors started coming. There must be a lot of money ready to be spent in Cross River State. And they started coming.

“Now, their (Mark Sino) investment is one billion dollars. That is over 360 billion, almost 30 percent of my budget has been met.


“From my 1.3 trillion, I am already sure that I have at least 360 billion from my 1.3 trillion budget because the sophistry and understanding of a budget is providing a vehicle and a warehousing structure where the concepts, dreams and visions of a state organ is warehoused.

“And, a budget is the aspiration of a government. Unfortunately over time, instead of the application of the deficit budgeting strategy, we have gone for the enveloped strategy which is limited by scope, applicability and use”.

Governor Ayade had on November 30, 2017 presented the 2018 appropriation bill tagged; “Budget of Kinetic Crystallisation” with a view that it will cater for the state’s infrastructure needs for the next decade.

The budget drew mixed reactions from residents and Nigerians has since passed second reading in the house and is expected to be passed into law with minimal legislative resistance.

When you refine crude oil in Niger delta it's illegal but when you mine gold in zamfara the government looks the other ways.

THE Minister of Mines and Steel Development, Dr Kayode Fayemi, has lamented huge losses the country makes over illicit gold trading.

Fayemi made this known at his recent 2017 End of Year Ministerial Briefing held at the Ministry’s headquarters in Abuja.

According to him, the vast majority of the country’s gold resources were transacted underground without any record of financial accrual to the country.

He said the government will ensure the losses were plugged in order to attract investors to the industry with the setting up of the Gold Purchase Scheme, GPS, in collaboration with the states.

Fayemi stated that the pilot states for the scheme include Kebbi and Osun States, which will also generate employment, reduce poverty and increase revenue to the Federation account.

“In partnership with some state governments and the private sector is a Gold Purchase scheme. The mandate of the scheme will include equipping of the artisanal miners; provision of extension services; and the off-take of all the gold produced by the participants in the scheme. The aim is to facilitate employment creation, poverty reduction, and increase in revenue to the federation account.


“Towards the accomplishment of this presidential mandate, the FMMSD has extensively reorganized the Mining Inspectorate (MID); and Artisanal Small-Scale Mining (ASM); departments and set up an Investment Promotion and Mineral Trade department (IPMT). A Special Purpose Vehicle (SPV) would be licensed by government to manage the gold purchase scheme.”

The Minister also disclosed that in 2018, the ministry would undertake extensive Electromagnetic Airborne Geophysical Survey, EAGS, in prospecting parts of the country with the aim to work with competent consultants to deploy logistical and technical equipment with radiometric, magnetic, electromagnetic and allied capabilities, to capture and provide analysis of the geology of Nigeria, and the mineralization of the areas covered, which also the ministry has been working assiduously to equip the National Geosciences Research Laboratories (NGRL), Kaduna that would fast-track the process of mining operations in the country.

Northernocracy in what. Which major projects has he done in North so far that aren't continuations of previous administration project. Maybe Lagos Ibadan is new.

The worst that could happen is he copies trickster Jonathan and leaves project abandoned for next president to ignore. Jonathan proves South East are inconsequential since he made sure to deliver North projects and ignored bridges of unspoken 5%.
