North America use Building, Cost or Construction Estimator, specifically not the term Engineer or Engineering (see first screen shot for reasons) for job duties exactly as that of a QS.

Look at the professional organizations;
UK: Royal Institution of Chartered Surveyors
US: American Society of Professional Estimators
Nigeria: Nigeria Institute of Quantity Surveyors

QS/Construction Estimator is not an engineering degree.

Cost Engineering also known as Project control engineering on the other hand is an Engineering degree and its duties is not just providing a cost estimate but also determining profitability or usefulness of the investment and the comparative options hence the Evaluation in the BEME. The evaluation is what differenciates a BOQ to a BEME.

I first heard BEME in class, a civil engineering class and answered test and exam questions on it. Something that is part of the curriculum could not have been coined in Nigeria by Nigerian engineers or my lecturer for the benefit of Nigerian engineers.

This is not a contest bro.

I am aware of the role of a QS and I am aware of my limits as regards your professional roles. Some of these roles of a QS cannot be done by even a Cost Engineer that bears so much resemblance to QS. For example, Contract Management, Contract Laws, contract bids and tenders etc, these duties are not done by even cost engineers.

You really need to calm down and look your profession over, donot limit yourself to quantities and cost, there are no duplication of roles when it comes to the difference between Cost Engineering and Quantity surveying. This rivalry you seem to have developed has no basis simply because you just feel threatened by a similar but otherwise very different profession that you don't seem to understand.

If it were Luminoux International Construction Ltd, you must need an Engineer. Also, your company business as registered with CAC cannot be construction.

Most people register as general contractor.

Well, I know what I incorporated. I made enquiries from people working with CAC and I was told it is no longer a requirement.

Technically, they are closely related but not the same.

Quantity surveying is mostly related to building but cost engineering relates to engineering projects such as Petroleum Refinery, cement factory, Power generation station, substation or transmission line, ship building, tunnel construction, space ship etc.

QS calls their output Bill of Quantities BOQ
Cost Engineer calls their output Bill of Engineering Measurement BEME


What they do is the same but the scope is different.

I disagree sir. UK used QS while most other Western countries used Cost Engineering. Quantity Surveying originated from the UK. Some countries even call it Construction Economics.

@ the bolded, you can go online and read about BOQ and BEME, no country in the world used the word BEME, it is peculiar to Nigeria. It was coined by Nigerian Engineers trying to usurp the place of QS in Civil and Heavy Engineering projects.

Whether building, civil or heavy engineering works, it is Bills of Quantities. The matter was debated at the National Assembly some years ago.

BOQ= Bills of Quantities
BEME= Bills of Engineering Measurement and Evaluation

BOQ is the only recognized document for its purpose in all countries of the world. Efforts are underway to rid Nigeria of BEME.

In Nigeria, yes the contractor must not be a professional engineer or Registered Engineer (RE in our case), but his construction must be supervised by an RE who signs an undertaking for the construction. You may never see the RE on site but he is responsible especially for QC/QA.

The government inspectors like you are hold the RE responsible for the QC/QA issues.

Secondly, every company registered with the government for construction activities must have an Engineer in the board of directors. So an Architect cannot register his own company as a construction company without having an Engr as one of the directors. I have given my credentials to some architects for this purpose.

The bolded is no longer a requirement. I just registered my own construction company Luminoux International Ltd, RC 1694769.

Like you said, a MANAGER can be in charge and oversee a construction project.

In the case being discussed, his father is already the MANAGER of the site. The position left is the Technical Head of the site which the QS is trying to usurp.

Professionally, (correct me if I'm wrong), I don't think a QS has business with quality of materials, just quantity. Also, compliance with design is the work of the Architect. Integrity of structures is the work of the structural Engineer.

But then, the Engineer has been trained to know at least a little out of ALL the other professions and that's why I think he's more ideally suited to lead a site.

For example, When I was doing my Masters in Engineering Management, the curriculum delved into so many aspects. Construction project management; Project planning and control, Optimization techniques, Logisitics and supply, Strength of materials, combinations, Calculation of Man-hrs, etc

I agree with some of your points. I believe the concerned person now has sufficient information to make a good decision

Who is team lead in a bridge construction, a civil Engineer. Who is team lead in a power substation construction, an Electrical Engineer. Who is team lead in a petroleum refinery construction, a petroleum Engr.


Yes, construction project management is relatively new but the practice has been there. People who are qualified for this position are usually people who have proven experience in project management. Another relatively new discipline is cost engineering.

I agree with the bolded. Cost Engineering is what some countries call Quantity Surveying

The debate/argument about superiority or who leads a construction team is not really necessary. It all depends on the peculiarity of the situation. I have seen construction companies whose teams are led by QS, some Architect and some builders.


However, the architect is usually the prime consultant in most project and do lead the project team more. From experience, For government projects, the Architect usually leads the project consultants (QS, M and E Engr, Structural Engr, etc) But that is not about superiority. When you have 2 or more persons, one must take leadership, the same is applicable to family.

Dont forget that a relatively new discipline has emerged in the construction industry which is construction project management.


My input is concluded here: let each professional stay on his track. I am a Quantity Surveyor (QS) and a Certified Construction Project Manager (CPM)

Boss, the work of QS is to prepare BILL OF QUANTITY, visit site to do some measurement during valuation and also prepare variations bow on any projects. Most of QS do not have the real understanding of services work(I mean electrical and mechanical work ). They normally have a lot of omissions and all these leads to additional works /variations.

This is my general advice:

If you are building through direct labour, get material and labour schedule from a QS (I can do this for you). Buy the quantities of materials stated in the material schedule. Negotiate the labour cost base on the amount in the labour schedule. Supervise it yourself or get someone you will negotiate with for supervision It is that simple.


This is the best way I know to get the best deal/bargain. It will save you a lot.

that this is on the high side I would repeat.
his supervision fee might be responsible but truth he has placed the real cost as hiding changes that has being embedded in all other workmanship fee.
this the more reason you see some people supervise their projects themselves. get a reasonable quantity surveyor to quantify the structural plan. after doing this run your price check of every material needed to know where to get the best at reasonable price.
if the quantifier or valuer say, you'll be needing 6000 bricks, even if it is on the high you know you'll buy bit by bit, same goes for sand and other materials that would be given in quotation but would never be brought to site. you'll have supervise yourself.
look for a good bricklayer with experience negotiate charges, don't negotiate daily payment with same but place him on contract.
negotiating daily pay would only make things worse. he might charge 3000-3500 for himself and between 1500-2500 for his labours, this way they reap you off by wasting time (days) on the project as result of them extending their work days which would keep costing you more.
but if on contract they don't waste time for they are running at lost spending more time on your project. if your material and finance can take you to lintel or roofing level you agree on what amount he would charge to finish up. the number of day they spent in working isn't your business any longer. you pay them in part (probably twice) then balance them on delivering.

People have reacted to this already.

But this is my general advice:

If you are developing for yourself, get a material and labour schedule from a QS. The material schedule will guide you on the quantities of materials to buy. Hence, you don't bother to ask artisans for their quote of materials. Buy them yourself. Just ask them to charge for their workmanship.


The labor schedule will also be a guide to negotiate the amount charge for workmanship.
