Anambra State Governor, Prof Chukwuma Soludo has reacted to calls by the presidential candidate of Labour Party, LP, Mr Peter Obi for people of the state to vote massively for his party’s House of Assembly candidates.

Obi had on Friday night met with National and state Assembly candidates of Labour Party in Anambra, while urging the assembly candidates to work with Soludo upon election.

Obi said Soludo remained his brother, and that he should not fear being impeached by Labour Party dominated assembly, as all that was paramount was to bring development to the state.

But Soludo reacting to the call, through his Press secretary, Mr Chris Aburime said the call was rather deceptive, and was meant to lay landmines for Soludo.

He said: That call was meant to deceive Anambra people. Obi can not be talking about development in Anambra and also be talking about asking Anambra people to elect lawmakers from the opposition party to work with Soludo.

He worked with a legislature that was dominated by lawmakers from the PDP, when he first came in as governor, and he knows that it was not easy for him.

“He even suffered impeachment because of that, and we hope it is not the same thing he wants to set Soludo up for.


“Anambra people should go all out next Saturday and vote for APGA, if they want the developmental strides of Mr Governor to continue.

You can not be talking of development and at the same time talking of electing opposition politicians into the House of Assembly, it is not done. It is deceit.

Anambra people supported Obi during the presidential election, and besides, Soludo refused to interfere as the people trooped out to vote for Labour Party, and that was even before Soludo made the environment conducive for people to come out and vote.

“We have voted Labour Party in the presidential election, but for the House of Assembly election, we are voting for APGA, and we want Anambra people to know so.”


Soludo and Obi have had a running battle on the choice of lawmakers in the next session of the Anambra House of Assembly.

Though they will be no governorship election in the state, Soludo is fighting to have majority, if not all members of the 30-man assembly, while Obi who is the leader of an emerging political force in the country, wants to assert himself by using his influence to cause a higher number of lawmakers in the assembly.

Obi had in the presidential election held two weeks ago, won about 92 percent of the total votes cast in the Anambra State, a feat that has shown his dominance in the state.

Popular Nigerian actor turned politician, Desmond Elliot has again tendered a public apology for his insensitive comments about the youths during October 2020 EndSARS protest.

Recall that the Lagos lawmaker representing the Surulere I constituency at the State legislature was dragged on social media after referring to Nigerian youths who reacted to the shootings at the Lekki Tollgate as children. He had pushed for the regulation of social media after the protest.

However, in a swift response, Elliot had in October 2020 issued a statement in which he apologised to those whose toes he stepped on with his comments.

The lawmaker, during his recent interview on TVC’s ‘Your View’, offered clarity on the matter, insisting he wasn’t referring to all youths on social media as children but those who were cursing Lagos House of Assembly Speaker, Mudashiru.

He said: “What I can say is, I think forgiveness is divine. I mean, no one owns it all. Something can be your truth, and to another person, it might not be. I do not think going back to bring out those sensitive moments would do anything.

“I think at the end of the day, I apologised, and I’m still apologising to those who must have misconstrued what I said. I said I was taken by emotions, but in the end, it still didn’t take away from the fact that the hatred was too much. The polity, the hatred is too much. We are all built on love. We can change things through love.”

The Central Bank of Nigeria (CBN) Tuesday said it has not issued a fresh directive to commercial banks on last Friday’s judgment of the Supreme Court ordering the circulation of the old naira notes alongside the new ones until December 31.

A seven-member panel of justices presided over by Justice Inyang Okoro had described as unconstitutional, President Muhammadu Buhari’s directive to the CBN for the redesigning and withdrawal of old notes of N200, N500 and N1,000, without consultation with the states, Federal Executive Council, the National Council of States, and other stakeholders.



Daily Trust reports that there was confusion among commercial banks and business operators following the non-issuance of a directive by the CBN on receiving the old N500 and N1000 notes. The CBN spokesman, Isa Abdulmumin, who spoke to our reporter, said the CBN has not issued an official statement.

However, a senior management source who spoke to Daily Trust said: “Both the old and new notes are legal tender, and banks are currently issuing them to customers. Nigerians should not reject any note, whether old or new.”

More banks dispense old notes

More commercial banks across the country have commenced dispensing the old N500 and N1000 notes to their customers.

This is coming 24 hours after Daily Trust reported that Guarantee Trust Bank (GTB) began dispensing the old notes across its branches nationwide on Monday.


Checks by our reporter in Lagos indicated that banks have started issuing the old naira notes to customers at their various Automated Teller Machine (ATM) terminals and over the counter.


Zenith Bank branch in Festac Town paid the old notes to customers over the counter. The ATMs at the branches of the United Bank for Africa (UBA) close to Agege-Pen Cinema Bridge, and GTB in the Ikeja area of Lagos, were also dispensing the old notes.

Findings also revealed that WEMA Bank has instructed its branches to start dispensing the old N500 and N1000 notes nationwide.

Also, an official of Zenith Bank who preferred anonymity said the branch had “received orders to begin dispensing old notes to our customers.” A Zenith Bank customer, Barrister Dike Amadi said, “I was paid the old N500 notes this afternoon at a Zenith Bank branch in Port Harcourt.”

Another customer, Aina Dipo, said, “Old naira notes of N500 and N1000 are now being dispensed in Osogbo, Osun State.”

First Bank, Polaris and Unity undecided

A check at First Bank, Polaris and Unity bank branches, showed that they were only dispensing the old N200 as directed by the CBN.


A First Bank branch manager in Kano said: “We have not received any circular from the CBN to accept the old notes, and that is why that is not happening as we speak.”

Business outlets reject notes

However, there has been a new twist to the crisis as supermarkets, fuel stations and commercial bus drivers in some parts of Lagos are rejecting the old notes.

Olaiya Simileoluwa, a resident of Lagos said, “What is this confusion. Supreme Court says old naira remains valid till December, banks start dispensing old notes but buses, supermarkets, fuel stations, and so on are not collecting the old notes. It’s like this country is on autopilot.”

Similarly, Kate Hensley Haziel who also resides in Lagos said, “I think after the Supreme Court judgment that the old 500 and 1000 naira will remain legal tender until December 2023. The CBN at least still needs to address Nigerians. Many people are still confused about whether or not to accept the old notes.”

Direct CBN to obey S/Court order, Buhari urged

A financial expert, Gbolade Idakolo, said President Muhammadu Buhari should immediately direct the CBN governor to revert to the status quo ante. “The naira redesign policy has shrunk the economy by over a trillion in business losses. Many SMEs have closed shops due to their direct dealings with cash.

“The policy increased hardship for the already stressed population, and the Supreme Court judgement is a great relief,” he said.

The Lagos State Police Command has confirmed that five out of 23 persons arrested during the Presidential and National Assembly elections would be arraigned for electoral offences.

This came as the command reassured the electorate of optimal security at the governorship and state House of Assembly elections on March 11, 2023, in Lagos State.


The suspects, according to the command, were nabbed in connection with the destruction of electoral materials, ballot box snatching, among others.


The command’s spokesman, Benjamin Hundeyin, while responding to inquiries from Vanguard, said: “During preliminary investigation, only five suspects out of the 23 arrested have cases to answer in court for allegedly disrupting the electoral process in the just concluded Presidential and National Assembly elections held on Febuary 25, 2023.

“They will be charged to court any moment from now for disrupting the electoral process. Their investigations have been concluded. The rest were just victims of circumstances,” he addded.


Meanwhile, assuring Lagosians of maximum safety during March 11, polls, state Commissioner of Police, Idowu Owohunwa, said: “The command has fully deployed its human and operational resources in conjunction with sister security agencies to ensure free, fair and credible elections. Voters are, therefore, encouraged to come out to exercise their franchise and not succumb to the panic tactics of a few unpatriotic elements masquerading as concerned and well intentioned Nigerians on social media.

“It is equally imperative to warn against mischief around the polling units and collation centrs and beyond, as anyone found culpable will be promptly arrested and dealt with in accordance weith the law,” he stated.

The leadership of the Peoples Democratic Party (PDP) has submitted a strongly worded protest letter to the Independent National Electoral Commission, INEC to register its displeasure over the conduct and announced outcome of the Presidential election held on February 25th, 2023.

National Chairman of the PDP, Dr. Iyiorchia Ayu who led other party leaders and supporters to the INEC Headquarters, on Monday, submitted the letter which was received by INEC’s Commissioner in charge of Voter Education and Information, Barrister Festus Okoye, on behalf of the INEC chairman, Prof. Mahmoud Yakubu.


In the letter which was signed by Ayu and the PDP National Secretary, Samuel Anyanwu, and addressed to the INEC Chairman, the party said it’s decision to embark on a peaceful March backed by the protest letter, was taken after a series of meetings to review the elections.

The letter read in part, “…after long sessions of meetings to review and deliberate on the outcome of the Presidential and National Assembly elections held on February 25, 2023 considers it expedient to communicate to you and other critical stakeholders and partners in the advancement of democracy in Nigeria, the position of our great Party (PDP) with regard to the conduct and outcome of that election.


“It is indeed disheartening to say that the election which raised the hopes of all Nigerians to witness an advancement in our electoral process turned out to be a charade.


“You would recall the outcry of many concerned citizens of this country variously accusing your commission of complicity in a planned manipulation of the electoral process in favour of the ruling Party (APC).

“ At each time the issues took the media front burner you were quick in dispelling them as rumors and mere allegations. Today Nigerians have all seen that those allegations were true.

“In many meetings and briefings your commission held with the Political Parties and the Press ahead of the 2023 general elections, you assured Nigerians that INEC under your leadership would conduct a free, fair, transparent and credible election.

“You also promised the use of the Bimodal Verification and Accreditation System (BVAS) technology in voter accreditation and result management whereby the public would have unhindered access to the results uploaded to your Servers online and in real time (iREV). Contrary to this belief there was an abysmal failure on your part to honour your promises.

“Predictably, the conduct and outcome of the Presidential and National Assembly elections fell below acceptable standards. It has resonated the fears of all Nigerians in your integrity and that of your commission to conduct a free, fair, transparent and credible election.


“The confidence you deceitfully made us to repose in you and your commission has been battered and eroded away by the outcome of that election. The masses are angry and have not hidden their resentment and rejection of the purported declaration you made to that effect.

“Without any equivocation, this election, in the history of our country elicited so much interest, awareness, commitment and dexterity in Nigerians to exercise their civic responsibility.

“The major factors that heightened the zeal and confidence of Nigerians to participate in the electoral process were the failures of the ruling APC government, the introduction of the Bimodal Voter Accreditation System (BVAS) technology ,the Electoral Act 2022 and your repeated assurances of bequeathing Nigerians a credible electoral process.

“Everyone recalls with disappointment the reported widespread irregularities and manipulations that marred the election. There are ample evidences to show deliberate complicity of your commission in the entire fraud.

“ The falsification of results and deliberate de-activation of the BVAS and your Servers to frustrate the transmission of election results directly from the Polling Units attest to that. In all these issues brought to your attention you refused to act.


“Nigerians are no more in doubt of your direct involvement in aiding and abetting the monumental rigging and manipulation of the election results in favour of the ruling Party (APC).

“In addition, the refusal and neglect of your electoral officers to transmit the results of the election directly from the Polling Units (PU) to INEC Servers as required by law is a flagrant violation of the provisions of the Electoral Act 2022. This action is not acceptable to Nigerians and neither to the Peoples Democratic Party (PDP). It therefore stands to be challenged.

“For want of clarity, Section 64 (4) (b) of the Electoral Act 2022 specifically provides thus;
“A collation officer or Returning
Officer at an election shall
collate and announce the
result of an election subject to
his or her verification and
confirmation that the –

(b) “Votes stated on the collated
result are correct and
consistent with the votes
or results recorded and
transmitted directly from
Polling Units under Section
60 (4) of this Act”
“Consequent upon the above Section 60 (4) of the Electoral Act 2022, the result you have announced and the declarations made are ultra vires, illegal and of no effect except for results transmitted directly from the Polling Units.”

The letter further read, “It is therefore circumspect that despite the agitations by Nigerians and our Party during the collation process protesting the reported irregularities surrounding the election you proceeded with the announcement of the results in utter disregard of the provisions of the Electoral Act 2022.


“It is funny and a gross abuse of our electoral process for your commission to have commenced transmission of the February 25, election results from the various Polling Units (PU) days after the results of the said election had been announced and purported winners declared. Your action in this regard is an affront on the sensibilities of all Nigerians which we have vowed to resist.

“Notably, the hasty declaration of the election results evidently violating the Electoral Act 2022 places your integrity to total scrutiny going by your deceitful representations and assurances to Nigerians and the International Community that the Electoral Act 2022 is a game changer that would guarantee a free, fair, transparent and credible electoral process especially with the BVAS transmission of election results directly from the Polling Units.

“The Peoples Democratic Party (PDP) detests and condemns this absurdity and brazen rape of our electoral process. Nigeria should be seen as a country governed by the rule of law and it is a responsibility we collectively owe our citizens desirous of entrenching true democratic principles and the rule of law. In this circumstance we call on all Nigerians both home and in the diaspora to stand firmly in defense of their rights, votes and stolen mandate.

“In consideration of the foregoing, the leadership of the Peoples Democratic Party (PDP) acting on the mandate of the Nigerian electorate has resolved as follows;

To reject and declare as
unacceptable the outcome,
announcement and
declaration of the Presidential
election results. “ 2. To call on your commission to
suspend the on- going
transmission of the Polling
Units results to your Servers
which is in complete breach
of the provisions of the
Electoral Act 2022.
To warn your commission
against a repeat of the
experiences of the
February 25, election in the
coming Governorship and
State Assembly elections of
March 11, 2023. Any attempt
to manipulate the electoral
process will be vehemently
resisted.
To call on all Nigerians to be
co- partners in defense of our
democracy, votes, the rule
of law and their Rights to freely
choose the candidates of their
choice.
To demand an explanation why
you proceeded with the
declaration of the election
results marred with
irregularities against all
calls to address the
complaints brought to
your attention before and
during the collation process.
“We are writing to you because we want to bring our grievances and demands formally to your attention for necessary action.


“Furthermore, to inform you and your commission that, the Peoples Democratic Party (PDP) together with the ordinary and aggrieved masses of our dear country will no longer tolerate any act in defiance of our electoral processes and laws.

“We feel pained at the outcome of the February 25, 2023 election and the provocative declaration your commission made against the will of the people. Sadly, this is coming at the time Nigerians were in high hopes of embracing a reformed electoral process.

“Please take caution in your acts to avoid destabilizing our fledgling democracy.”

In his remarks after receiving the protest letter, Okoye said, “So, I have received this protest letter on behalf of the chairman of the Independent National Electoral Commission and I promise you this letter will be transmitted to him.

“If they’re remedial issues we will deal with those remedial issues. But I want to assure you that this Commission is a listening Commission this Commission is a public trust and this Commission belongs to the Nigerian people. Our allegiance is to the people of the federal Republic of Nigeria. This Commission does not owe allegiance to any political party.”

Earlier, dozens of party supporters dressed in black outfits marched from the PDP Legacy House to the INEC Headquarters amidst singing and dancing with armed regular and riot policemen in several trucks providing security cover. The March started and ended without incident.

The Special Adviser to President Muhammadu Buhari on Media and Publicity disclosed this in an article titled, ‘FOR PMB, IT’S NIGERIA AND NOTHING ELSE’ shared on his official Facebook page on Thursday.

Electoral Body, INEC had declared the candidate of the All Progressives Congress, Bola Ahmed Tinubu, as the winner of the February 25 presidential election and subsequently the president-elect.

The former Lagos governor won with 8,794,726 votes, nearly two million more votes than his fiercest challengers, Atiku Abubakar of the Peoples Democratic Party (PDP), who scored 6,984,520 and Labour Party (LP)’s Peter Obi, who got 6,101,533.

The total votes cast were 24,965,218, out of which 939,278 were rejected votes.

However, PDP and LP had called for the cancellation of the presidential election over allegations that INEC did not comply with the law in the collation and announcement of results.


The PDP and LP first made their positions known at a Tuesday press conference attended by their vice-presidential candidates, Ifeanyi Okowa and Datti Baba-Ahmed respectively.

“The election was a sham, and never free and fair,” said Okowa of the PDP, a position corroborated by the LP’s vice-presidential candidate.

Their main grouse is that INEC failed to upload the results of elections in the over 170,000 polling units onto a central server (IReV) as required by law.

That step should have been done before the collation and announcement of results, they said.

In his article, Adesina admitted irregularities in the electioneering process but said his principal, President Buhari was never part of any ‘mago-mago’

He said, “The first phase of the 2023 elections has been held, to elect a new President, and National Assembly members. Asiwaju Bola Ahmed Tinubu has been declared the winner and issued a Certificate of Return. Was it a perfect election? Not so. Electronic transmission of results failed, due to technical glitches, and the Independent National Electoral Commission (INEC) had to resort to manual collation.


“Joseph Stalin, the Soviet Union tyrant had been credited with saying: ‘Those who cast the votes decide nothing. Those who count the votes decide everything.’ But one thing is definite about President Buhari. He would never be part of any mago-mago or wuruwuru. Just give him unimpeachable evidence of underhand dealings, and he throws you away like a bad habit.

“The President’s first loyalty is to the country. Unflinching. Unassailable. Despite being a loyal party man, and committed to the candidate of his party, whom he went round the country campaigning for, he told Nigerians several times: vote for the candidate of your choice across the parties. That’s the heart of a father, a man beyond partisan considerations, as a democratically elected President.

“To prove cynics and septics wrong, the man displayed his ballot paper last Saturday, after voting for APC candidates. Some lawyers have criticized the action, saying it runs contrary to electoral laws. But we know why the President did it. To shut the mouths of conspiracy theorists, who had been trying to establish that he was against the candidate of his party.

“There are contentions about the declared results. Yes, it is part of good electoral practices that those who have issues should be listened to. Even the President himself challenged election results up to Supreme Court three times. When he was ruled out the third time, he said “God dey.” And God eventually showed up. The Almighty is still at work in Nigeria.

“President Buhari has provided a level playing field for all contestants in the election. Any other contrary thing was not at his instance or instigation. Couldn’t have been. He remains the authentic Nigerian hero, a stickler for integrity, accountability and rectitude.”

Nigerian stocks ended a five-day run, falling on the day a new president was declared for the country. The broad stock gauge, the All-Share Index, fell by 0.53 per cent on Wednesday.

The Independent National Electoral Commission, earlier in the day, had announced Bola Tinubu, candidate of the ruling All Progressives Congress, as the winner of the presidential election that was held on Saturday, February 25, 2023.


While a total of 29 stocks gained, they were not enough to counter the impact of 12 that lost. Among the losers were bank conglomerate, ETI, which shed 7.69 percent, to close at N12 per share; the communication giant, Airtel Africa, which lost 5.25 per cent to close at N1,535 per share, and cement producer, WAPCO, whose price fell by 1.46 percent to close at N27. Other losers included John Holt, which lost 9.66 per cent; May and Baker, which lost one per cent.

The gainers included Ardova (9.76%); Wema Bank (8.75%); Geregu (8.20%); Oando (6.25%); BUA Foods (5.25%); Chams (7.69%); FCMB (2.02%), and VERITASKAP (10%).

The Nigerian stock market last Friday had advanced a third time in a row showing resilience as Nigerians proceed to elect new leaders. The Nigerian Exchange All-Share Index gained 0.55 per cent and raised the year-to-date gain to 7.22%. A total of 30 stocks gained, while 11 declined, according to market results released at the end of trading in Lagos.

It was the same trend on the Eurobond market, where the country’s bonds also gained on the eve of the polls. Out of the country’s Eurobonds, only two – those maturing this year and in 2025 fell in price, while the rest gained.

As of Monday, equities trading on the exchange closed positive with investors gaining N21 billion.


The first trading day of the week saw the stock market capitalisation rise by 0.55 per cent to N30.14 trillion from the N29.93 trillion closing value last Friday.

The benchmark indices of the All-Share Index also added 379.21 absolute points to close trading for the day at 55,328.42 from 54,949.21 previous closings.

The price movement chart reflected 37 active stocks with 28 gainers and nine losers.

The Director-General, Asiwaju Tinubu-Shettima Coalition for Good Governance, (ATSCGG), Barr. Adebayo Shittu, gave the advice, yesterday, during a press conference held at his office in Ibadan.


Shittu, in the press conference, themed: “Whither Oyo State 2023,” noted that APC in the state after the glorious victory at the presidential and national assembly elections, had gone to refine its trajectory to guarantee equally over-whelming and undulatory victory and triumph over the main opponent and the current governor.

He said: “It would be recalled that Oyo State, as one of the foremost Yoruba States, had always been ruled by progressive parties under different names and colours.”

“However, the State fell into bad times under the last administration of the late Sen. Ishaq Ajimobi (of blessed memory). Unfortunately, he could not manage well the APC primaries for local governments, state assembly, the gubernatorial and national assembly.”

Consequently all party members who aspired for one position or the other and who were
wrongly disenfranchised decided to leave the party. Apart from exiting the APC, most of them joined Engr. Seyi Makinde and the rival PDP to defeat the APC in the 2019 general elections.”

“This saw the emergence of Seyi Makinde as Oyo State Governor. As God would have it, Seyi Makinde, therefore, got the Oyo State governorship seat without the needed psychological preparation or required political experience.”

“This is someone who had neither been a councillor, a commissioner, a legislator or a political executive at any
level. It was, therefore, very easy for him to prove that experience cannot be purchased from any earthly store.”



“Or, how else do we explain that of all the APC elements who joined forces with him to became governor in 2019, not one of them remains with him till today.”

Shittu pointed out that, the last Saturday presidential and national assembly elections had shown clearly that people in the state have unanimously resolved to completely submit and support APC.

“The results of last Saturday’s presidential and National Assembly elections have shown clearly that our patriotic citizen of Oyo State have unanimously resolved to completely submit and support our great party, the A.P.C. with almost half a million votes for our presidential
candidate, the victory of all three senatorial candidates of our party and ten out of fourteen House of Representative, victory, the A.P.C. is clearly the unrivalled leader among competing political parties in our State.”

“We, are, therefore, assured that with the foregoing results, the state assembly and gubernatorial
The contest on March 11 would be a walk-over for our great party, the APC,” Shittu boasted.

Miyetti Allah Kautal Hore, a Fulani socio-cultural association, has endorsed the presidential candidate of the All Progressives Congress (APC), Asiwaju Ahmed Bola Tinubu, for the 2023 presidential election.

Daily Sun gathered that the endorsement was the outcome of extensive discussions between the Fulani Pastoralists and the representatives of the APC presidential candidate which was concluded recently.



It was also gathered that agreements were reached and both signed the dotted lines, an indication that they would work together to ensure that the presidential campaign of the APC wins the election and succeed President Muhammadu Buhari.

When contacted, the President of the association, Alhaji Bello Bodejo, confirmed the development, adding that Tinubu will be formally endorsed by the Association at its coming meeting in Lafia on Friday.

He said: “We have a large meeting of our people, Fulani Pastoralists, coming up on Friday in Lafia. It’s at that meeting that we will carry out the formal announcement of Tinubu as our choice of presidential candidate. If you could remember, we stated a few weeks ago that we would announce our choice of presidential candidate for the coming elections and that is what will be done on Friday.



“We have consulted widely with our people and other stakeholders, and arrived at the choice of the APC presidential candidate, Bola Ahmed Tinubu. The formal announcement to that effect will be made on Friday in Lafia.

“We have met with his representatives and had extensive discussions on the bases and conditions for our support, and both parties are satisfied with the working conditions. We have also signed the dotted lines, so we are good to go. We would release other necessary information as the need arises.”

The Central Bank of Nigeria, CBN, has raised its weekly cash withdrawal limits set for individuals and corporate organisations to N500,000 and N5 million, respectively.

The earlier limits pegged individual cash withdrawals per week at N100,000; while corporate organisations were limited to weekly withdrawals of N500,000.


The reviewed limits under the new policy were contained in a circular number BSD/DIR/PUB/LAB/015/073 and dated December 21, 2022.

The circular by the Director of Banking Supervision, Mr Haruna Mustapha.

According to the CBN, any withdrawal above the set limits must be approved by the Managing Director of the bank in writing.


Third-party cheques above N100,000 are not eligible for payment


It added that Third Party Cheques above N1 million will not be eligible for over-the-counter withdrawal.

The apex bank warned that any bank that connives with its customers to circumvent the policy would face severe sanctions.

The new policy will become effective on January 9, 2023.

The circular reads in part: “Following our circular BSD/DIRIPUB/LAB/015/069 dated December 6, 2022, on the above subject and based on feedback received from stakeholders, the CBN, hereby makes the following reviews:

“The maximum weekly limit for cash withdrawal across all channels by individuals and corporate organisations shall be N500,000 and N5,000,000, respectively.


“In compelling circumstances where cash withdrawal above the limits in (1) above is required for legitimate purposes, such requests shall be subject to a processing fee of three per cent and five per cent for individuals and corporate organisations, respectively.

“Further to (2) above, the financial institution shall obtain the following information from the customer, at the minimum, and upload the same on the CBN portal created for the purpose

a. Valid means of identification of the payee (National ID, International Passport, or Driver’s License); Bank Verification Number, BVN, of the payee; Tax Identification Number, TIN, of both the payee and the payer; Approval in writing by the MD/CEO of the financial institution authorising the withdrawal.

Extant limit of N10m on clearing cheques still subsists

“Third-party cheques above N100,000 shall not be eligible for payment over the counter, while the extant limit of N10million on clearing cheques still subsists.


Monthly, returns on cash withdrawals above specified limits

“Kindly further note the following: “Monthly, returns on cash withdrawal transactions above the specified limits should be rendered to the Banking Supervision, Other Financial Institutions Supervision and Payments System Management Departments as applicable.

Compliance with extant AML/CFT regulations to KYC, CDD, currency, STR etc. mandatory

“Compliance with extant AML/CFT regulations relating to KYC, ongoing Customer due diligence, CDD, currency and suspicious transaction reporting, STR etc., is mandatory in all circumstances.

“Customers should be encouraged to use alternative channels (internet banking, mobile banking apps, USSD, cards/POS, eNaira, etc.) to conduct their banking transactions.


“Bank and Mobile Money Agents are important participants in the financial system, enabling access to financial services in underserved and rural communities. They will continue to perform these strategic functions, in line with existing regulations governing their activities.

“The CBN recognises the vital role that cash plays in supporting underserved and rural communities and will ensure an inclusive approach as it implements the transition to a more cash-less society.

“All banks and OFls are to note that aiding and abetting the circumvention of this policy will attract severe sanctions.

“The above directives supersede that of December 6, 2022, and take effect nationwide from January 9, 2023.”

The Federal Government is to stop cash withdrawal from all public accounts with immediate effect.


In place of cash withdrawals, public officers are to open domiciliary accounts in foreign and local currencies ahead of the commencement of the new policy, which comes on the heels of the new Naira withdrawal policy announced by the Central Bank of Nigeria, CBN.

Director/Chief Executive Officer, CEO of Nigerian Financial Intelligence Unit, NFIU, Modibbo Tukur, in a statement, yesterday, gave the new directive at a parley with the Chairman of Independent National Electoral Commission, INEC, Prof. Mahmud Yakubu, in Abuja.

Section 1 of Money Laundering Prohibition Act activated

The statement by the NFIU’s Chief Media Analyst, Ahmed Dikko, said that the introduction of the new policy became necessary following the consistent devaluation of the Naira and the introduction of a new Naira Policy, which automatically activates Section 1 of the Money Laundering Prohibition Act.

The action is also said to have been activated following observation that most cash withdrawals from government accounts, including payments for estacode for public officials, were often in excess of the cash withdrawal limit provided by the Money Laundering Act.



The development, according to the NFIU boss, exposes innocent public officials to being liable to imprisonment.


NFIU developing advisory to SGF, state governors, LGs

Tukur also said the NFIU was already developing an advisory to the Secretary to the Government of the Federation, state governors and local government chairmen across the country to direct all public servants in their employ to open domiciliary and Naira accounts ahead of the commencement of the policy, which becomes compulsory by law.

Tukur said governors and local government chairmen would also need to organise training for market men and women on how to use ATM and PoS Services.

Tukur described as false, claims by some persons that the NFIU would block all Federal Government accounts from January 1, 2023.

Policy strengthens latest CBN cash withdrawal limit policy

This move by NFIU is expected to give stronger teeth to the enforcement of the latest CBN policy on cash withdrawal limits where corporate and individual withdrawing amounts above the specified limits can easily be tracked by security agents.

The apex bank, in a circular issued to financial institutions, dated December 6, 2022, and signed by the CBN Director, Banking Supervision, Haruna Mustafa, stated that individuals and corporate organisations’ withdrawal limits are not to exceed N100,000 and N500,000 respectively per week.

Withdrawals above these limits, the circular stated, will attract processing fees of five per cent for individuals and 10 per cent for corporate organizations.


“Third-party cheques above N50,000 shall not be eligible for payment over the counter, while extant limits of N10,000,000 on clearing cheques still subsist,” it said.

The circular also stated that the maximum cash withdrawal per week via ATM shall be N100,000 subject to a maximum of N20,000 cash withdrawal per day as “only denominations of N200 and below shall be loaded into the ATMs.“likewise, the maximum cash withdrawal via point of sale (PoS) terminal was fixed at N20,000 daily.

“In compelling circumstances, not exceeding once a month, where cash withdrawals above the prescribed limits are required for legitimate purposes, such cash withdrawals shall not exceed N5,000,000.00 and N10,000,000.00 for individuals and corporate organizations, respectively, and shall be subject to the referenced processing fees in (1) above, in addition to enhanced due diligence and further information requirements.”

To be eligible for the special withdrawals above the stipulated limit, the CBN said individuals and corporate organizations will have to upload on a CBN portal created for the purpose valid means of identification of the payee such as National ID, International Passport, Driver’s License, Bank Verification Number (BVN) of the payee.

Also, to be made available to the CBN will be the notarised customer declaration of the purpose for the cash withdrawal, senior management approval for the withdrawal by the Managing Director of the drawee, where applicable and approval in writing by the MD/CEO of the bank authorizing the withdrawal.
