APPENDIX 1:
POLITICAL AND ELECTORAL SYSTEM
Nigeria is a federation comprising 36 States and one
Federal Capital Territory (FCT), Abuja and 774 Local Government
Areas. INEC conducts elections for executive and legislative
positions in Federal and State government. In addition, INEC is also
responsible for conducting elections into the Area Councils in the
Federal Capital Territory of Abuja.
Elections into local government councils in the 36 States of
Nigeria are conducted by the State Independent Electoral
Commissions which are outside of INEC’s authority.
1.1 EXECUTIVE OFFICES
For each election, the country is divided into constituencies
With respect to positions in the executive arm of government the
entire country is treated as one constituency for the Presidential
election and the Chairman of INEC is statutorily designated as the
Chief Electoral Officer in Presidential Elections. Each of the 36 States
constitutes a constituency for the purpose of elections into the
offices of the governors at the State level. Each Area Council in the
FCT is also treated as a constituency for the purpose of electing an
Area Council Chairman.
Nigeria’s 1999 Constitution prescribes the conditions
that candidates must fulfil in order to be declared winners in an
election into an executive office. These conditions are as follows:
1.1(a) PRESIDENT
A person is duly elected as president, where if there are more
than one candidates, he or she scores a majority of votes as well as
at least one-quarter of the votes cast in each of two third of the
states of the federation. Where, however, there is only one
candidate, he must obtain a majority of YES votes over NO votes as
well as not less than one- quarter of the votes cast at the election in
each of at least two-thirds of all states in the country and the Federal
Capital Territory.

1.1(b) RUN-OFF (1st and 2nd )
In default of a candidate being elected as stated in paragraph (a)
above, a second election run-off shall be held within seven days as
follows:-
(i) Election between the candidate that scores the highest
number of votes and another with highest majority of votes
in the highest number of states. Where there is more than
one candidate with the highest number of states, the
candidate with the highest total votes among them shall be
second candidate.
(ii) A failure of either of the candidates to meet the majority
of votes and score of over a quarter of votes cast in each of
at least two third of all the states and FCT, winner at two
third and last run-off elections shall be the candidate who
scores the majority of votes cast in the election

The summary of the above is that aside Majority votes(GMB IS already leading by 2,032,226votes), You must have aleast 1quarter(25%) in

atleast 2/3 of all states(24states). Find below how analysis of the 24states where Buhari will have atleast 25%

Recently the Association of Professional Bodies of Nigeria (APBN) brokered an out of court settlement of the rift between the Institute of Chartered Accountants of Nigeria (ICAN) and the Chartered Institute of Taxation of Nigeria (CITN) over who is authorized to regulate taxation practice in the country. APBN moderated a mediation process which led to the signing of a Terms of Settlement (ToS) and subsequently the withdrawal of the case at the Supreme Court. The ToS was signed by President of ICAN Mr. Chidi Onyeukwu Ajaegbu, and CITN President Chief (Dr) Mark Anthony Dike on behalf of their respective Institutes on March 10, in Lagos.

Highlights of the Reconciliation

ICAN will rescind its earlier directive or resolution barring its members from joining CITN. This means ICAN members are now free to join CITN.
All members of ICAN who hold the licence to practice are to be granted direct membership of CITN, with full rights to practise taxation by completing CITN membership form only.
Members of ICAN without licence to practise, who desire to practise taxation are to be granted direct membership of CITN with full rights to practise taxation after fulfilling membership requirements but such candidates need to apply for and obtain CITN practice licence as applicable to other members before they can practise taxation provided such ICAN members do not need to sit for qualifying examination as a condition.
Those who resigned their membership of CITN on the directive of ICAN, should make a written application for reinstatement to their old membership status and pay the subscription for 2015 only if they apply within six calendar months from the execution of the terms of settlement, otherwise they will pay a maximum of two years’ accrued subscriptions.
The Terms of Settlement has already been entered as the Judgment of the Supreme Court in the Suit (No. SC/492/2013) and the case now formally closed at the apex Court.

Significance of the Settlement

ICAN members who so desire can practice taxation, but they should get a practice licence from CITN without writing any examination.

• The devil does not have any new weapon but just building on the existing ones.

• A person soul can be sold and a family can as well be sold.
• The soul hunters strategically hunt for God’s people.
• The soul hunters automatically make a man look like a zombie.
• Unfortunately, a man may decide to sell his own soul.
• There are powers around hunting for souls of men

• If the enemy succeeds in touching one, then there is need to check one's life in the following ways:

…APC candidate, Ambode promises Employment Fund, new jobs
Lagos State Governor, Mr Babatunde Fashola, SAN has called on Lagosians to play by the rules when they go out to elect the next set of leaders to direct the affairs of the country.

The Governor who spoke at the All Progressives Congress (APC) rally in Shomolu enjoined the citizens to be law abiding, reasonable and peaceful so that they could contribute reasonably to the process of changing the country for the better.

He enjoined the people to vote en-masse and elect credible leaders in the Saturday election which, he said, would usher in a new Nigeria, calling on them to stay behind and defend their votes after the election.

He advised all voters to be calm and comport themselves peacefully on voting date and also ensure that they did not canvass for votes at the polling booth.

He explained that the Electoral Law also states that once voting has been completed, the votes must be collated, counted and the result of each voting unit announced and that the result must be pasted at the polling unit.

The Governor also urged all prospective voters including artisans like carpenters, mechanics who by virtue of their trade are exposed to the usage of items like gum, glue and turpentine to wash their hands with soap on the election date before going out to vote so that there would be no issues with their screening by card readers.

He also urged them to invite their neighbours to come along as they proceed to the polling booths on Saturday whilst also ensuring that they take light refreshment and water along to the polling booth as it may be an all day long affair.

She enjoined that everyone including the spouses of military men should also be invited on election date to come and vote out an inept administration as they have also been affected by the mismanaged economy of Nigeria.

He urged all registered voters to come out en masse on March 28 and vote for General Muhammadu Buhari and all the National Assembly candidates of the APC who would assist the incoming President to make good laws.

He congratulated the youths of the nation for the rare opportunity knocking at their doors after 55 years of Independence of Nigeria to be able to effect a change in the leadership of the country, saying they should grab it with both hands.

The Governor who berated some Yorubas who have been collecting huge sums of money from the agents of the ruling party at the centre said they should all have a rethink because what they are doing amounts to a disservice to the Yoruba nation.

He stated that he would not use the occasion to highlight the several projects that the State Government has embarked upon in Shomolu but that if the residents of the area want a continuation of the beautiful programmes of the present administration, they should vote massively to elect Mr Akinwunmi Ambode as the next Governor.

He stated that in deciding if indeed Nigeria needs a change of government at the centre, part of the question that young Nigerians must ask themselves is if they have ever gone through one month of uninterrupted power supply or if they have ever experienced a year without fuel scarcity.

He added that if the answers are not in the affirmative, then it follows that this is the golden opportunity for Nigerians to vote out the PDP from the centre and all the States where they currently hold sway so that Nigeria can change for the better.

Speaking earlier, the APC gubernatorial candidate, Mr Akinwunmi Ambode said he understands the dynamics of Lagos more than his opponent from the main opposition party who does not understand what is happening in all parts of the State except his residential axis.

He reiterated his promise to create an Employment Trust Fund which would make available One Billion Naira every year to each of the six divisions to provide loans for the army of unemployed youths in the state, thereby taking them off the streets.

He also promised to introduce a small scale medium term entrepreneur credit guarantee scheme that would enable young graduates to access loans without having to approach commercial banks that would demand collaterals from them.

Mr Ambode urged all eligible voters in the State to turn out en masse on Saturday with their PVC to cast their votes for the APC, advising them not to fight or allow themselves to be provoked into a row, stating that the PVC is their power and must be used well to effect the desired change in Nigeria.

The Rally which was attended by a large crowd of party leaders and supporters also featured the handing over of the APC flags by the State Chairman of the party, Otunba Henry Ajomale to the candidates of the party like Senator Gbenga Ashafa for Lagos East Senatorial District, Hon Wole Diya for the Shomolu Federal Constituency, Hon Lateef Abiru and Hon Rotimi Olowo for Shomolu Constituencies 1 and 2.

Prominent among those who attended the rally were the Deputy Governorship Candidate, Dr (Mrs) Ranti Adebule, her husband, Mr Saheed Adebule and Senator Anthony Adefuye and other party leaders

'He can't eat so I feed him through a tube': Celine Dion breaks down in tears in candid interview about nursing her husband through difficult battle with throat cancer

Celine Dion broke down in tears while opening up about her manager and husband René Angélil's battle with throat cancer.

The 46-year-old, who took a year off to nurse her husband during his treatment, revealed has to be fed by a feeding tube. (Earlier this week, she announced she is returning to her Las Vegas residency in August.)

'He can't eat so I feed him,' Dion told ABC News reporter Deborah Roberts. 'He's got a feeding tube. I have to feed him three times a day.'
Angélil, 73, was also pictured looking frail while posing with Roberts and Dion after the interview in Las Vegas.

Dion and Angélil have been married since 1994, after meeting 14 years prior.

They have three sons together, René Charles, 14, and fraternal twins Eddy and Nelson, 4, whom Dion says have walked through their father's cancer battle
'We are taking life one day at a time,' she said. '[But] we are choosing to live.'

Dion took an indefinite leave from the stage last year to care for Angélil after he was diagnosed with cancer for a second time.

René was first diagnosed with throat cancer in 1999, and Celine also took a break at that time to help him recuperate.

The singer will resume her residency at Caesars Palace Las Vegas in late August with a new act, according to her rep.
On August 13 last year, Celine released a statement to her fans confirming that she would be leaving her Vegas residency due to her husband's poor health.

'I want to devote every ounce of my strength and energy to my husband's healing, and to do so, it's important for me to dedicate this time to him and to our children,' she said.

'I also want to apologize to all my fans everywhere, for inconveniencing them, and I thank them so much for their love and support.'

Pastor Bakare: I Will Cast My Vote For Muhammadu Buhari

General Overseer of Latter Rain Assembly, Pastor Tunde Bakare has described the main contender of the ruling Peoples Democratic Party, General Muhammadu Buhari of the All Progressive Congress, APC, as a man of integrity who he has a high level of respect for.

“Buhari’s integrity is one factor that appears to be the winning mark for APC. This is one attribute that even the PDP has not been able to fault.”

Another factor working for Buhari, he said, is the fact that those who contested the party’s presidential ticket with him have remained good sportsmen and have remained in the party in line with the undertaking signed before the primary that that they would remain in the party whether they lose or win.

Pastor Bakare was the running mate of Buhari on the platform of the Congress for Progressive Change in the 2011 presidential election.

Meanwhile, he had on several occasions criticized CAN, PFN and others for endorsing President Jonathan for the presidential election at the expense of one of their own, Prof. Yemi Osinbajo, the running mate to the APC, presidential candidate, Muhammadu Buhari.

New ultrasound images show how babies of mothers who smoke during pregnancy touch their mouths and faces much more than babies of non-smoking mothers.

Foetuses normally touch their mouths and faces much less the older and more developed they are.

Experts said the scans show how smoking during pregnancy can mean the development of the baby's central nervous system is delayed.

Doctors have long urged pregnant women to give up cigarettes because they heighten the risk of premature birth, respiratory problems and even cot death.

Now researchers believe they can show the effects of smoking on babies in the womb - and use the images to encourage mothers who are struggling to give up

As part of the study, Dr Nadja Reissland, of Durham University, used 4-D ultrasound scan images to record thousands of tiny movements in the womb.

She monitored 20 mothers attending the James Cook University Hospital in Middlesbrough, four of whom smoked an average of 14 cigarettes a day.

After studying their scans at 24, 28, 32 and 36 weeks, she detected that foetuses whose mothers smoked continued to show significantly higher rates of mouth movement and self-touching than those carried by non-smokers.

Foetuses usually move their mouths and touch themselves less as they gain more control the closer they get to birth, she explained.

The pilot study, which Dr Reissland hopes to expand with a bigger sample, found babies carried by smoking mothers may have delayed development of the central nervous system.

Dr Reissland said: 'A larger study is needed to confirm these results and to investigate specific effects, including the interaction of maternal stress and smoking.'

The Ekiti State chapter of All Progressives Congress, APC, has accused the State Governor, Mr. Ayodele Fayose, of sewing fake Police uniform for thugs to use them to rig the forthcoming general elections.

To achieve the plan, the opposition party said thugs in police uniforms would be unleashed on its members to prevent them from mobilizing voters, which will create fear in the minds of APC members to enable the ruling Peoples Democratic Party have a field day during the elections.

The APC also raised the alarm over alleged plan by the governor to arrest the party leaders on trumped up charges before the March 28 presidential election.

A statement by the Ekiti APC Publicity Secretary, Taiwo Olatubosun, said “After it became clear that soldiers would no‎t be allowed to be deployed for the polls, PDP leaders in Ekiti State have opted for the police. They have discovered that the fake army uniforms they sewed would be useless and they have started sewing police uniforms for their operation”.

He claimed that the young men in six 18-seater buses allegedly brought into the state at night about three weeks ago with military uniforms in their luggage, were still the same personnel the governor and PDP wanted to use for the operation.

In a counter-response, Fayose’s Special Assistant on Information, Lanre Ogunsuyi, said the allegation was unfounded.

“The APC is already conceding defeat before the elections proper. All their tricks are falling apart.

“The allegation is preposterous. Nothing is working in their favour that is why they are concocting all these lies”, he added.

Olatunbosun warned that the APC would use all legal means, including civil actions, to defen‎d their votes against any invaders on Election Day.

“We want to send a strong warning to Fayose that it is not going to be business as usual this time around. He did his worst during the last governorship election‎ when the Nigerian Army personnel deployed to Ekiti State helped him to supervise election rigging.

“Details of the criminal conspiracy are being heard around the world over that despicable act. We have learnt our lessons and he should be told that APC members are prepared for the worst of his plans.

“We will never get ourselves involved in criminalities but we will defend our votes by all means, legal and civil. Let Fayose know that as he is planning for his rigging, we are also planning to defend our votes. If he believes he can’t survive without bending the law, we will show him that upholding the law by defending our votes remains the only way to make democracy work”, he said.

Olatunbosun also urged the police authorities not to be compromised, saying that taking sides in a political contest was a recipe for the breakdown of law and order.

Great employees are reliable, dependable, proactive, diligent, great leaders, and great followers. They possess a wide range of easily defined -- but hard to find -- qualities.

A few hit the next level. Some employees are truly exceptional, possessing qualities that may not appear on performance appraisals but nonetheless make a major impact on performance.

Here are eight qualities of exceptional employees. See how many you possess:

1. They’re a little different...

The very best employees are often somewhat offbeat: quirky, irreverent, even delighted to be unusual. While they might seem slightly odd, it's in a really good way: unusual personalities shake things up, make work more fun, and transform a plain-vanilla group into a team with flair and flavor.

People who aren't afraid to be different naturally stretch boundaries and challenge the status quo (and who doesn't need that?)

And they often come up with the best ideas.

2. ... But they know when to dial it back.

Exceptional employees know when to play and when to be serious; when to be irreverent and when to conform; when to challenge and when to back off.

It’s a tough balance to strike, but a rare few walk that fine line with seeming ease.

3. They don't care about job descriptions.

The smaller the company, the more important it is that employees can think on their feet, adapt quickly to shifting priorities, and do whatever it takes, regardless of role or position, to get things done.

When a key customer's project is in jeopardy, exceptional employees know without being told there is a problem and jump in without being asked -- even if it's not their job.

Especially if it's not their job.

4. They publicly praise...

Recognition from a boss feels good. Recognition from a peer feels awesome, especially when you look up to that person.

Exceptional employees recognize the contributions of others, especially in group settings where the impact of their words is even greater.

5. ... And they privately complain.

We all want employees to bring issues forward, but some problems are best handled in private. Great employees often get more latitude to bring up controversial subjects in a group setting because their performance allows greater freedom. (While all employees should be treated fairly, every employee doesn't have to be treated equally. There's a big difference.)

Exceptional employees come to their boss before or after a meeting to discuss a sensitive issue, knowing that bringing it up in a group setting could set off a firestorm.

6. They speak when others won’t.

An employee once asked me a question about potential layoffs during a meeting. After the meeting I said, “Why did you ask about that? You already know what's going on.”

He said, “I know what's going on, but a lot of other people don't and they were afraid to ask. I thought it would help if they heard the answer from you.”

Exceptional employees have an innate feel for the issues and concerns of those around them, and step up to ask questions or raise important issues when others hesitate.

7. They like to prove other people wrong.

Self-motivation often springs from a desire to show that the doubters were wrong. The kid without a college degree, or the technician who was told she doesn't have leadership potential, or the teacher who wants to change careers but is told he doesn't have the skills -- they often possess a burning desire to prove the naysayers wrong.

Education, intelligence, talent, and skill are important, but drive is critical. Exceptional employees are driven by something deeper and more personal than just the desire to do a good job (or even by their rate of pay.)

8. They’re always tinkering.

Some people are never satisfied (I mean that in a good way) and are constantly working on something: adjusting a timeline, refining a process, tweaking a workflow....

Good employees follow processes. Exceptional employees follow processes but also work to make those processes even better, not only because they are expected to,,, but because they just can't help it.

(That's also true for employees in leadership roles: good bosses care about how things are done. The best bosses care about how things can be done differently.)

Why? That's just how they're made. And we love them for it.
