Dear Compatriots, I greet and felicitate with you all as we celebrate Christmas once again. I join our Christian compatriots and all other Nigerians in giving thanks to God Almighty whose Grace and Benevolence has helped our nation to overcome the many challenges it has had since we celebrated Christmas last year. The annual commemoration of the birth of our Lord, Jesus Christ is a most auspicious time for us, as individuals and as a nation, to rededicate ourselves to the virtues and ideals which the Messiah preached and exemplified during his earthly ministry. Let us all therefore resolve this Christmas to make the ideals of peace,harmony, tolerance, love and goodwill to all even more manifest in our interactions with others. It remains my sincere belief that no height of human accomplishment is beyond us as a nation, if we can overcome our differences, such as they are, and forge a binding national consensus to put the progress and well-being of the country above all other considerations. My administration will do all within its powers and abilities to ensure that when representatives of our people assemble for the forthcoming national conference next year, they will have every opportunity and encouragement to make very significant contributions towards forging the required consensus for sustained national peace, unity and progress. It is also my expectation that the national conference will contribute in no small measure towards the urgent resolution of contentious issues which currently hinder our progress as a nation. Mikhail Kalashnikov, the designer of the assault rifle that has killed more people than any other firearm in the world, died on Monday at 94, Russian state news agency Itar-Tass reported. The Registrar of the University of Ilorin, Mr Emmanuel Obafemi, has said that the institution would, from January 2014, be fully digitalised. Speaking with the News Agency of Nigeria (NAN) on Sunday in Ilorin, Obafemi said that the development would make it possible for lecturers to be able to send assignments to their students via the Internet. “As from Jan. 2014, University of Ilorin lecturers would be able to send assignments to their students through the Internet from the comfort of their homes,’’ adding that students would also be able to respond respond via the same channel. He said that the school had ordered for 25,000 pieces of mini iPads from the U.S. for the students, to enable the lecturers to send assignments to them from home. He noted that the iPads were already fully loaded with the students’ courses and each student would get one as they resume in January. Obafemi confirmed that because the iPad was produced in large quantity,the university had subsidised its price,noting that the whole school had already been connected to the Internet. He expressed the readiness of the institution’s administration to make the university one of the best in Nigeria and Africa. Obafemi noted that the school would continue to encourage programmes and policies that promote global best practices in the education system. The registrar gave an assurance that the institution would sustain the legacy of the past Vice Chancellor,Prof. Ishaq Oloyede. “If you come here in another five months, you will see a positively different Unilorin and well managed institution,’’ Obafemi said. The presidency on Wednesday laboured to prove it has actually paid the sum of N200bn into an account with the Central Bank of Nigeria designated for funding the nation’s comatose universities. Arguing that there were enough reasons for the nation’s striking university lecturers to return to the classroom, Okupe said, “I state categorically that I have personally seen the balance in the account as of today and confirm that it contains the requisite amount and disbursement will commence as soon as on going administrative processes are sorted out.” He said he wanted to re-affirm that the President and the administration have no credibility issues whatsoever. “Mr. President has always honored his words and obligations to the Nigerian people as and at when due,” he said. Okupe dismissed the four items mentioned by ASUU as preconditions for calling off the strike, stating that none of them “remain substantially pending or weighty enough to justify” the continuation of the strike even one day longer. “Having come this far, we believe it is time that we all come together once again as major stakeholders in the affairs of the country and the educational sector in particular to move on and begin to chart a new course for advancing the sector and improving the standard of our institutions for higher learning,” he said. “There are no victor or vanquished in this protracted disagreement.” The federal government last week indicated it would fire the striking teachers today, but ASUU yesterday ignored the threat, opting to continue. Senator Adegbenga Kaka who co-sponsored the controversial social media bill which has scaled through second reading today promised to expunged or replaced unacceptable clauses in the bill to make it acceptable to the generality of Nigerians. He stated this this evening on his facebook page following outburst on social media on the proposed bill. The controversial Section 13 subsection 3 of the bill proposes that: “Anyone who intentionally propagates false information that could threaten the security of the country or that is capable of inciting the general public against the government through electronic message shall be guilty of an offense and upon conviction shall be sentenced to seven years imprisonment or N5 million (fine).” He further stated that proposals in the bill are to ensure that the cyber space is positively utilised for the economic and social development and growth of the nation. Fifa on Tuesday announced the following pots to be used for Friday's draw for next year's World Cup finals when the 32 teams will be placed into eight first-round groups of four. Pot 1 consists of the eight top seeds, one of each to be drawn in Groups A-H. The remaining pots are based on geographical criteria. Nigeria remains one of the most corrupt nations in the world, according to the latest report by Transparency International. In the group’s Corruption Perceptions Index 2013, Nigeria ranked 144th,out of 177 nations in the world,scoring 25 points out of a possible 100 points. Nigeria’s corruption performance this year was worse than last year’s, when it scored 27 points. This year, Nigeria shared the podium of infamy with crisis-torn Central African Republic and neighbour, Cameroon. Denmark and New Zealand are the cleanest countries in the world, sharing the first spot in the index, with scores of 91. Afghanistan, North Korea and strife torn, Somalia are the worst,with scores of 8 points, a woeful performance indeed. Finland, Sweden, Norway, Singapore,Switzerland, Netherlands, Australia and Canada emerged in the top ten of least corrupt nations in the world. With a score of 63 points, Botswana,the southern African nation, is rated the cleanest African country.It is the 30th in the world. Ghana is the star of West Africa, garnering 46 points to emerge 63rd in the world. Transparency says this year’s report underscores the global reality that the abuse of power, secret dealings and bribery continue to ravage societies around the world as more than two thirds of the 177 countries in the 2013 index score below 50, on a scale from 0 (perceived to be highly corrupt) to 100 (perceived to be very clean). “The Corruption Perceptions Index 2013 demonstrates that all countries still face the threat of corruption at all levels of government, from the issuing of local permits to the enforcement of laws and regulations,” said Huguette Labelle, Chair of Transparency International. “The top performers clearly reveal how transparency supports accountability and can stop corruption,” said Labelle. “Still, the better performers face issues like state capture, campaign finance and the oversight of big public contracts which remain major corruption risks.” The Corruption Perceptions Index is based on experts’ opinions of public sector corruption. Countries’ scores can be helped by strong access to information systems and rules governing the behaviour of those in public positions, while a lack of accountability across the public sector coupled with ineffective public institutions hurts these perceptions. Public sector corruption threatens to undermine global initiatives. Corruption within the public sector remains one of the world’s biggest challenges, Transparency International said, particularly in areas such as political parties, police, and justice systems. Public institutions need to be more open about their work and officials must be more transparent in their decision-making. Corruption remains notoriously difficult to investigate and prosecute. Future efforts to respond to climate change, economic crisis and extreme poverty will face a massive roadblock in the shape of corruption,Transparency International warned. International bodies like the G20 must crack down on money laundering, make corporations more transparent and pursue the return of stolen assets. “It is time to stop those who get away with acts of corruption. The legal loopholes and lack of political will in government facilitate both domestic and cross-border corruption, and call for our intensified efforts to combat the impunity of the corrupt,” said Labelle. The University of Jos has received an $8 million (about N1.2 billion) grant from the World Bank to establish an African Centre of Excellence to research on the production of drugs from plants (phytomedicine). The Vice-Chancellor of the University, Hayward Mafuyai, stated this in Jos on Friday when he briefed journalists on the research activities of the institution. He said that the award was given based on the university’s entry in the call by the bank for research initiatives from African universities. “We competed with about 52 universities in Africa and we were lucky to win the grant. “The grant was given to the university to conduct researches to produce modern drugs from plants in Africa.The grant will be used to conduct researches on different leaves, roots and plants so as to extract their medicinal contents for the use of human beings,” he said. Mr. Mafuyai said a team of researchers from the Faculty of Pharmaceutical Science will carry out the research. “The money will be released to the researchers in phases so as to complete the work without hitches,” he said. The vice-chancellor also said that the university emerged as the best in the category of universities in the country during the second Education Innovation Exhibition announced in Abuja on Wednesday, November 13. He said that “the Federal Ministry of Education in collaboration with Federal Ministry of Science and Technology organised the exhibition. “The team of researchers from the university has produced some drugs for the use of Nigerians. “Our researchers have produced anti-hypertension, anti-diabetes, anti-malaria drugs and anti snake venom. “We have sent the newly developed drugs to some overseas universities for further verification on their potency,” he said. Mr. Mafuyai said that the institution had also signed a Memorandum (MoU) of Understanding with the University of Cape- Coast in Ghana to train its staff. “The MOU is signed for initial three year duration for the purpose of omithology: to develop and carry out conservation based training,” he said. Enyeama wins French league award Vincent Enyeama is the best player in the French Ligue 1 for October, goal.com reports.
