In 2009 budget he emphasize on Benin city-

The governor stated that the thrust of the budget was capital projects, hence 60 per cent of the budget was allocated to that sector.

A breakdown shows that N14.60 billion was voted for roads, N10.70 billion was allocated to drainage, erosion and flooding control in Benin City, the state capital. "The road construction projects will be integrated with efforts to address the flooding challenge and generally beautify the city. These substantial allocations to roads, drainages and beautification constitute part of our broader strategy of gradually but steadily transforming our capital city into a 21st century metropolis.http://www.nigeriavillagesquare.com/forum/archive/index.php/t-29606.html

Here we are again 2010 budget he is focusing on the same issue with no positive link to economic development of the state.

The governor said that the priority areas in the proposed budget would focus on massive road construction, flooding and erosion control and primary and secondary education as about 54 percent of the total capital budget has been allocated to roads, erosion /flood control and environmental beautification

Compare these to his agos state counterpart with a clear visionary outlay-

On the sectoral allocations, its demarcation follows the standardised format set by International Development Agencies (IDAs) such as the World Bank and International Monetary Fund (IMF). Sectorally, economic affairs received the highest share of about N145.160 billion (33.79 per cent); general public service gets the second largest allocation of N105 billion (24.58%) while the education sector clinches the third largest allocation of N60.041 (13.985 per cent

There is an old saying that there are none as blind as those who won't see. Those who decry Freemasonry may fall into this category, but we Masons shall continue to educate the public to dispel rumours and eradicate deliberate ignorance.

In Africa, the Craft has, as its members, such eminent sons as John Kuffuor, president of Ghana, Jerry J. Rawlings, his predecessor, Omar Hadj Bongo, president of Gabon, and Paul Biya, president of Cameroon. Others are Blaise Campaore, president of Burkina Faso, Idris Deby, president of Chad, Mamadou Tanja, president of Niger, Denis Sassou Nguesso, president of Congo Brazaville, his predecessor, Pascal Lissouba and Robert Guei, a general and late head of state of Ivory Coast.

In South Africa where the country’s parliament is said to be located on a Freemasonry land, Nelson Mandela, the former president is on record as a member. The record shows that he was initiated into black obedience of American Freemasonry called Prince Hall. Kofi Annan, immediate past secretary general of the United Nations, is a prominent Freemason. In Nigeria, Freemasons were in the drivers’ seats in the public and private sectors of the economy from the colonial era up to the late seventies when the Yakubu Gowon military government promulgated a decree which classified Freemasonry as one of the banned secret societies. Its members in the public services were ordered to renounce their membership or resign. Newswatch investigation has revealed that Gowon was bowing to pressures mounted on his government by Islamic leaders, the Baptist and Catholic Churches that were not comfortable with the activities of Freemasons in their fold.

Adewale Thompson, a high degree Mason and a high court judge in Oyo State, captured the under current that prompted the decree in his recent book titled: “Masonic Experience.” “Somehow some new converts into christianity aided and abetted by some organisations of questionable motives began an orchestrated persecution of Freemasons which they included in their definition of “ Secret societies.”

The movement against the group began in Nigeria in the 1970s: “Sometimes in or about 1974, there was hue and cry in the press by some elements against ‘secret societies.’ It later dawned on us that the campaign was fomented by the church and the mosque using the government as agents. Government departments sent circulars to public officers to denounce membership of ‘Secret societies or be sacked. The church called on communities to swear to affidavits that they were not members of secret societies otherwise they could not hold offices in the church. Those who refused to sign were removed from office. The move to ex-communicate members of secret societies was shelved because of the negative turmoil that it could generate.”

Gov Oshiomhole probes ex-convict status of aide

VINCENT ADEKOYE, Senior Correspondent, Benin.

GOVERNOR, Adams Oshiomhole of Edo State has ordered an immediate investigation into allegation of the ex-convict profile levelled against one of his recently appointed Special Advisers (name withheld).

advertisement

Daily Champion gathered that the probe by the governor is to save the State Government from the embarrassment suffered by the government in the past few days when the news of the ex-convict scandal broke out.

However, the Chief Press Secretary to the Governor, Mr. Kassim Afegbua, denied the allegation and called on the accusers to provide convincing proof that the said political office holder was once a prisoner.

He said the suspect recently contested election and passed security screening.

It would be recalled that Edo State Government had been in the news in the past few days over allegation that one of the Special Advisers had been indicted in the past by a court in the United Kingdom (UK).

Apart from series of internet messages sent to Oshiomhole on the matter, report indicated that the governor had been inundated by callers from both within and outside the country expressing worry over the past records of the said political office holder and the need for the governor to sack him to save the image of his government.

A source at the office of the governor told Daily Champion that in order to give the affected public officer a fair hearing said: "The Governor, as you know, is a man that likes transparency and truth, has called the Special Adviser to his office last week and confronted him with the allegation and the comments of people on him."

An aide of the governor who does not want his name in print also said: "So, in order to be seen to have done what is right in the sight of the law and men, the governor ordered full scale investigation into the past activities of the Special Adviser especially his alleged brushes with law enforcement agents in the United Kingdom.

"From available information, it is clear that the governor did not know that the man had such dirty past which could stain his people oriented government. It is certain that if the information is confirmed, the governor may have no option than to kick him out."

Re-Comrade Oshiomole stumbles again and again

The attention of the Comrade Governor Adams Aliyu Oshiomhole has been drawn to a news report on your website accusing the Governor of appointing Barrister Austin Atakpu as a Special Adviser on Taxation, whom you described in your report as an ‘ex-convict’. We wish to use this opportunity to state the following; that Austin Atakpu is a Special Adviser to the Governor on Taxation and Revenue and not ‘Tax Collector General’ as insinuated in your report. There is a Board of Internal Revenue under the Chairmanship of Ese Owie,Ph.D, an alumnus of Oxford University, UK. Aside from that, he is also a Lawyer and has vast experience on taxation, revenue generation and management. His experience also encompasses international trade law and policy, financial services regulation, insurance and shipping.

Secondly, the Comrade Governor had no knowledge about the alleged conviction of Austin Atakpu in England neither was he aware that Austin Atakpu had brushes with the law in the United Kingdom with regard to conviction. If there is any such evidence of conviction made available to the Comrade Governor, he will apply the necessary logic. Besides, Atakpu has contested election in the past and the understanding would be that he had gone through the screening authorities before he could be certified for election. There was nothing to suggest that he was convicted as alleged at the time of his appointment.

On appointments, the Comrade Governor has repeatedly said that the State would not compromise on merit in recruiting the right personnel to drive development and governance in Edo State. He believes in the ability of members of his cabinet to create the right platform to engage governance and make life meaningful for the average Edo person. He certainly will not compromise on those solemn pledges which he had made when he was being sworn into office as Governor of Edo State. If he possesses the right information, he will act accordingly. Thank you.

PRINCE KASSIM AFEGBUA

CHIEF PRESS SECRETARY TO THE EDO STATE GOVERNOR.

I am just so disappointed with the Press Secretary;s logic-that since Austin contested an election in Nigeria=Austin is clean guy.
Ned Nwoko was a member of Rep after he was convicted along side Mr Austin.
Ibori was convicted also in England before he became the Governor of Delta state.
Mr PS as a one time aide to IBB i expected more than this from you.

Charge (v) was a charge that the three solicitors had made claims for costs on the Legal Aid Fund which they knew or ought to have known they could not justify. The appellant and Mr Nwoko were convicted. Mr Farrell was acquitted on the grounds that the claims in question had been made against the Fund after he ceased to have any connection with the firm. So far as Mr Nwoko was concerned, such claims were made during his second period of stewardship, which lasted between December 1998 and February 1999. The appellant was convicted because such claims were made out during the period when she was held out as a partner in the firm, and she had told the Tribunal that she had supervised the files relating to the immigration work in respect of which those claims were made.

By Charge (vi), the three solicitors were charged with failing to exercise proper supervision of staff. Mr Farrell was acquitted, because the Tribunal was entirely satisfied that during his period as a principal at the firm he had exercised full and proper supervision over the staff. It convicted Mr Nwoko on the basis that the incorrect claims referred to in Charge (v) had been submitted by members of staff who could only have pursued that course in the absence of proper supervision. It is clear from the chairman's oral remarks at the end of the hearing that the Tribunal also intended to convicted the appellant on this count (presumably for similar reasons), although this fact is omitted from its formal Findings and Order.

Under Charge (vii) the three solicitors were convicted of failing to ensure that the office of Awtar Singh & Co was properly supervised, contrary to Rule 13 of the Solicitors Practice Rules. Mr Farrell was convicted on the basis that although he had been careful in his supervision of the practice during the time when he was a principal, Rule 13 imposed a continuing obligation, and Mr Farrell had left the firm on 30th October 1998 without ensuring that it would be properly supervised following his departure. He had made a relaxed assumption that Mr Nwoko was going to pick up the reins, but this did not occur. It was unacceptable that between 30th October 1998 and the beginning of January 1999 the firm had continued to operate without a fully qualified solicitor having responsibility for its supervision.

Mr Nwoko was convicted of Charge (vii) during his first period of stewardship on the basis that he had failed to comply with the requirements of Practice Rule 13 either in the ordinary course of fulfilling the requirement for attendance by a qualified solicitor when the office was open to the public or in the sense that he was acting on behalf of a deceased sole principal's personal representative. With regard to the second period, he had simply abandoned the practice at the end of February 1999 without taking any steps to ensure that proper supervision arrangements were in place following his departure.

The Tribunal said of the appellant that even if she was qualified for a period of less than three years she could not escape the responsibility for ensuring that the firm was supervised in accordance with Practice Rule 13. At the time when she was held out as a partner in the firm she was actually liable for any breach of Rule 13.

Finally, all three solicitors were convicted of failing to deliver and/or delivering late Accountants' Reports relating to the affairs of the firm notwithstanding Section 34 of the Solicitors Act 1974 and the rules made under that section. These reports ought to have related to the year ending 31st May 1999 and the period between 1st June 1999 and 17th December 1999 (when the Law Society intervened in the practice). The three solicitors were convicted in so far as each had been a principal and/or partner and/or had been held out as a principal in the firm during one or other or both of the periods to which the outstanding accountants' reports related.

The Tribunal imposed a fine of 5,000 on Mr Nwoko on each of the four charges on which he was convicted, and ordered him to pay 40% of the costs of the application. We were told that the Tribunal faced the difficulty in his case that because he was absent in Nigeria, a period of suspension would have little real effect, and the Law Society would be able to exercise control over him in future by reason of the fact that he had been fined on this occasion. Mr Farrell, for his part, was suspended from practice for one year and ordered to pay 20% of the costs. The appellant, on the other hand, was struck off the roll and ordered to pay 40% of the costs

Edo State: Oshiomole stumbles again, and again: appoints dubious ex-convict Tax Collector-General
Tuesday, 16 June 2009 16:55 Sahara Reporters, New York E-mail | Print | PDF
Governor of Edo State, Adams Oshiomole
Governor Oshiomole of Edo state seems to be making the headlines for all the wrong reasons. In addition to his involvement is the now infamous Harvard University "MOU" scandal, the Governor recently appointed an ex-convict, Austin Atakpu-Jima, to head the collection of taxes in the state.
The labor leader turned politician rode into office on a tidal wave of popular voters support. For the voters of Edo state who endured eight brutal years of Lucky Igbinedion’s shenanigans ridden government, they saw Adams Oshiomole emergence as divine intervention and they heaped all their hopes and aspirations on him. They believed that as a former labor leader who was familiar with the common people, he knew their pains.

Few months into his administration, the only noticeable constant in Adams Oshiomole’s administration may be his penchant for serious error. Although there has been no public exposé of his rumored insatiable appetite for the opposite sex, two scandalous events within the space of a few days have now left many wondering if he is any different from Lucky Igbinedion, who is believed by many to have bankrolled Oshiomole’s electoral victory. Oshiomole continues to have a very close relationship with Lucky Igbinedion and other reviled PDP chieftains such as Tony Anenih, who held Edo state hostage for eight years.

Recently, Oshiomole shocked many Nigerians by joining three other well known profligate governors on a trip to Harvard University, a trip that has now turned into a scandal. The subsequent announcement of an MOU between the "Governors Forum" and Harvard University has now been repudiated by the University, leaving Oshiomole exposed, and igniting a firestorm of acerbic comments by Nigerians at home and abroad. Many Nigerians were shocked because they expected wiser judgment from the governor who rode into power on the promise of good governance, commonsense, and fiscal responsibility.

Even as Oshiomole offered a tepid explanation of his Harvard University fiasco, people are not impressed as he has ignited another firestorm by appointing Austin Atakpu-Jima to be the "Tax-Collector General" for Edo State. By this appointment, the governor is basically handing over the purse strings of Edo state to a man who once spent 18 months in England’s notorious Canterbury jail and was described by a British court as “dishonest” and “incompetent.”

It has emerged that Austin Atakpu-Jima practiced law in England without the requisite license.

Along the way, he threw into trouble and embarrassment, almost everyone who associated with him through an English law firm, Austin Sheik and Co. Among those who ended up before the Disciplinary Committee of the British Law Society on account of their innocent association with Austin Atakpu-Jima were Ned Nwoko, formerly of Nigeria’s House of Representatives and Isabella Iyama Onibudo, an England based duly licensed lawyer of Nigerian descent.

While Ned Nwoko escaped severe sanctions from the British Law Society, Isabella, who found herself manipulated into a relationship with the married ex-convict, found her law licence to practice suspended for two years by the British regulatory authorities. Even when she got it back, it was stringent supervisory conditions established on her practice. It is not known if Austin Atakpu-Jima has repaid the 8,000.00 pounds he borrowed from Isabella while their extra-marital relationship lasted.

But perhaps Governor Oshiomole was unaware of Austin Atakpu-Jima’s criminal past. If so, that is even worse, because it unveils a Chief Executive who promised the highest standards but who is not even conducting a comprehensive background check before making key appointments, including one to whom he is handing the reins of an entire state’s tax administration. This is the least taxpayers expect from Oshiomole, who must now work harder to rebuild the trust the Edo State people reposed in him.

But now that Oshiomole has made the grievous error of appointing Atakpu-Jima, it remains to be seen if the former labour leader is courageous enough to correct it by immediately relieving the crooked lawyer of the post, particularly if he wants to persuade the people of Edo State that it is not only legal, but wise, to pay their taxes—and to believe “Comrade Governor.”

Ekhabafe served as Commissioner for Justice and Attorney-General of the state from 1999 to 2007. He was appointed the Commissioner for Energy and Water Resources before he resigned from the cabinet of Governor Oserheimen Osunbor.

Shortly after resigning from the Osunbor cabinet, he was appointed chairman of the PDP faction led by Chief Tony Anenih as against Edward Sado, who was elected by the Samuel Ogbemudia/Mike Akhigbe faction of the party.

Sado challenged the action in the court. The case was still on when he died.

At 29, Ekhabafe was the youngest commissioner in 1983 in the short-lived Second Republic Bendel State government of Samuel Ogbemudia, where he served as Commissioner for Special Duties.

Hello there!

There's no such thing as the main company, what it is, is that we are all kia motors under different dealerships and are bound by contract to sell at thesame prices, (just like in the case of toyota nigeria and all their dealers.), As regards the lease, as we are not a financial institiution and are not authorized to give loans, what we do is to send a representative of any of the banks we deal with to you, they will discuss the lease terms and show you a break down of your monthly repayments, then we supply the proforma invoice which the bank will request from you, when your cheque is ready, we deliver your car to you anywhere in nigeria, if you would like us to have a formal discussion, you can give me call on 070829322474, or u can text me and i'll call you right back, Our price comes inclusive of 1 year free servicing and registration is free, and as a gesture of goodwill i'm willing to give you a favourable discount, hope this helped
Can you give the break down of the rates and the monthly instalments.

hi everyone. im highly impressed by the way ppl respond to others prob. im new to this forum and hope i can get response from u lovely ppl.
my mum's visiting visa app was denied. the reason is that she did not show evidence of her circumstances in nigeria- employment. she actually submited an invitation letter from my hubby, his bank statement, my acct statement n my new baby pics, sponsorship letter 4rm my father in law and his bank statement with a very large balance, letter 4rm her office 2 show she's been granted annual leave, letter from my hubbys school 2 show he's paid his 1st,2nd and part of his final fees even thogh he was in 2nd yr then, tenancy agreement. infact we submited all we could just 2 let this ppl know dat she's only coming 2 see her 1st grandchild and has no plans of living in the uk. she was given the appeal pack which she filled and submited(paper hearing and no representative). she submited this on the 14/05/09 @ BHC Abuja with her bank statement showing her monthly salary, sponsors statement & identification letter from her employer. we focused on the reason for denial by the ECO and so didnt put all other docs used in her first application cos they were not returned with the refusal letter so they should still have them.
its 5weeks now and i would like to know how long it takes 4 AIT to acknowledge the receipt of the appeal and also if the docs submitted are ok cos its paper hearing.
would also lik to know when to contact the AIT office about this appeal cos 4 now we dont know wats happening and do not trust the nigerian postal services.

ur response will be much appreciated. God bless
Personally I don;t always suggest the appeal process because of the time(by the time the appeal is held, your child would be old enough to visit the grandmum in Nigeria) and waste of Tax payers money.
Why not try resubmit the requested documents and request a RECONSIDERATION of Application from the ECM.
Morealso, you did not state your immigration status.

Firstly, send them a letter with the claims and give them about 14 days to make the payment. It will give them the option to settle instead of going to court. But if they fail, then legal recourse will be last option.(Contact a local lawyer to file a court claim for you.)
You should be reasonable on the claims/damage.You should should be able to demonstrate all the ECONOMIC loss incurred-Like

When people wants to compare Warri with other cities of Nigeria, they usually forget about the history.Warri is actually one of the best cities in Nigeria that embraces people with diverse ethnic background. She never have a voice of her own because of the different ethnic ownership of the city between the Itsekiri,Ijaw and the Urhobos.Unlike Benin City,Lagos,Abeokuta,Kano etc.
In the face of all of the problems recorded in recent times,Warri is fast moving. The youth agitation today is a result of the Nigerian FACTOR of inability to plan for the future. In the 80s-90s check out the number of JAMB candidates from Warri and the number of Nigeria students from Warri town alone. That suppose to be a hint to Public policy makers that one day there will a burst and here we are with educated militants.
Every growing child in Warri grow up with that type of SELF DETERMINATION life style, preparing yourself for the future, get a better education and possible a good job.But the jobs are not there for the boys.
We have seen Warri in the 70s growing as a town and today is a Cosmopolitan city by extending beyond her natural boundaries to include Effurun,Ovwian,Aladja,Ekpan and almost getting down to Agbarho.
Big thanks to every Waffarian out there.God Bless.

It beats my imagination that after 10 years of continuous democracy in Nigeria, the PDP politicians are still bent on sharing the money meant for the people.
In the Month of March the 18 LG collectively collect 1 ,894,182,550.20 and the least having 85m.I wonder what they spend the money on.
Constitutionally the LG are suppose in collaboration with the state government stimulate economic growth, but reverse is the case in Edi state.

Edo LG bosses reject May allocation cheques
Written by Gabriel Enogholase

BENIN—THE gulf between Edo State government and chairmen of the 18 local councils over deductions from their allocations has widened, with the council chairmen rejecting cheques for the payment of May allocation from the Federation Accounts.

The council chairmen are alleging that they would be in a serious financial predicament, since they would not be able to pay salaries with what was left of the allocation which they placed at between N9m and N10m.

State Chairman of Association of Local Government of Nigeria (ALGON), Mr. Felix Akhabue, who confirmed the development to newsmen in Benin yesterday, said that they decided to reject the allocation, alleging that the state government was deducting withholding tax from the allocation without paying them 10% of IGR as stipulated by law.

“The state government is claiming that we owe them withholding tax, not by this present administration, but by our predecessors.

“We believe that if we owe, we need to pay. Our position is that well, we are owing you, we are ready to pay, the state government is also owing us because by law, the state government is supposed to pay us 10% of IGR. We asked them to give us what they own us,” Akhabue said.

Insisting that over 70% of the council could no longer pay salaries, Akhabue noted that the absorption of UBE teachers by the state government has added another burden to their expenditure.

“If we need teachers, it is our responsibility to write that we need teachers. The teachers would have been taken to secondary schools. Now there are many teachers that we don’t need; we didn’t asked for teachers. They have also started deducting their money from our allocation.

“Workers are also reacting that they should not deduct their money as tax from source. They are supposed to deduct their money at the point of collecting salary. They are not saying they were not paying.

“State council workers are telling us that they cannot allow their money to be collected at source. Workers are now paying tax without collecting salary,” he stressed.

The state commissioner for local government and chieftaincy affairs could not be reached for comments as calls to his phone were not answered.

Gang of illegal immigrants convicted of Britain's biggest visa fraud
A judge has condemned Britain's border controls as "woefully inadequate" as he jailed a gang responsible for Britain's biggest visa fraud.

Police suspect that Jatinder Kumar Sharma and his two wives Rakhi Shahi, and Neelam Sharma helped more than a thousand illegal immigrants into the country but only 41 have been deported.

The trio became so confident in fooling government officials using false paperwork that Shahi, 31, even offered her services on a no-win, no-fee basis, jurors heard.

Thousands of bogus students entering countryThe three fraudsters, all illegal immigrants themselves, submitted hundreds of visa applications backed by bogus documents, which were rubber-stamped by the Home Office.

Jailing them for a total of 19 years, Judge Richard McGregor-Johnson said: "Various criticisms have been made of the actions of the agencies responsible for checking those documents.

"Those criticisms are plainly well founded in my view. The checks were woefully inadequate and frequently non-existent.

"You saw the weaknesses in those systems and dishonestly exploited them."

Working for cash under the company name Univisas, they ran a "fraud factory"creating counterfeit documents, including degree certificates, tax forms and CVs.

Between October 2006 and May last year it submitted 980 applications to the Home Office and raked in £1.5 million in two years, charging around £4,000 per client.

The enterprise, run from their home in Southall, London, was at the centre of a web of false colleges and corrupt employees of genuine institutions who provided bogus documents.

Prosecutor Francis Sheridan said the case presented a "damning indictment" of failures by the UK Border Agency, Home Office and Office of the Immigration Services Commissioner.

Home office employees failed to spot that employment certificates from across India were almost identical and that wage slips did not add up.

In some cases, students appeared to have attended two full-time courses simultaneously in a bid to boost their credentials.

The jury was also told that many people gave the same address and in one case an individual changed sex mid-application.

Mr Sheridan said it was "the biggest immigration scam ever seen in this country", adding: "Shahi was so confident of her ability to cheat the system, she even started offering her services on a no-win, no-fee basis."

Shahi was jailed for eight years after jurors found her guilty of conspiracy to defraud, handling criminal property and immigration offences at Isleworth Crown Court.

Jatinder Sharma, 44, a solicitor, pleaded guilty to his role in the conspiracy before the trial and was jailed for seven years.

Neelam Sharma, 38, was jailed for four years after being convicted of handling some of the money that poured into the business but cleared of conspiracy to defraud and immigration offences.

Most of those who used the scam were from India but around 150 were from Pakistan, raising fears of a possible terror route.

Thousands of people are suspected of obtaining student visas through a network of bogus education institutions in London, Manchester, Bradford and Essex.

Among those who used a similar scam were eight of the 10 Pakistani terror suspects arrested earlier this year during raids in Manchester and Liverpool and who now face deportation.
