They would both be discriminatory, since both would involve not hiring some who want the job to hire those who don't want the job. And in UK it will be against the law as it stands, which is why what you posted states the hirer wants to change the law, which he hasn't yet.

That said, it is well recognised in UK that the police force should reflect the community it polices. So if non-whites are not applying they will be encouraged to apply, just as South Easterners should be encouraged to join the Nigerian Army if they are not applying. No one wants an army full of Northerners, say, nor a UK police force full of whites.

Perhaps read the Equalities Act 2010. It does not only protect ethnic minorities, but everyone, regardless of religion or belief, disability, age, sex, sexual orientation and gender reassignment.

Some people here in the US, especially those who have been here for a long time, including myself, are either moving back to Nigeria or planning to. Most are just looking for ways to make a living in Nigeria before returning home.

If they sampled the more than a million people who refuse to return to Nigeria it would make more sense, instead of just sampling a few who do want to return to Nigeria.
