They didn't need to hand over data. They gave them real time access to the backend. Twitter was a revolving door for FBI employees.

I don't know the community the OP is from, but my judgement is based on what is common in most areas. There is no community youth without community elders. I believe those guys are acting on directives of the elders and I can bet you, if police arrest the youth chairman today you see the elders behind him.

The street I correctly live in is nothing to write home about, almost everyday cases are judged, somebody is been flogged with cane, the orders are passed by the streetcommunit youth chairman and the rest. They judge matter on a daily basis, takes sides and if you are not financially strong or know someone among them. You go hear am that day... and after that you will be taxed to bring money to settle the issue and drink for them. After enough flogging.

It has become so normal and I am wondering if it's in the constitution that citizens can discipline anytime by appointed community leaders at their freewill.

Where there is no Police station, the community elders must constitute their own ways of policing.
Even in some community, before police can arrest, they will first go and report to the community elders.
