Federal Government, the 36 states and their local government areas have so far shared N1.4 trillion from the federation account, being revenue generated in the first quarter of 2017.

The breakdown is contained in the monthly Federation Account Allocation Committee (FAAC) report obtained by the News Agency of Nigeria on Sunday in Abuja.

Akwa Ibom gets the highest share of money released from the Federation account

The key agencies that remit funds into the federation account are the Nigerian National Petroleum Corporation, NNPC, the Federal Inland Revenue Service and the Nigerian Customs Service.
The total revenue shared in January between the federal, states and local government was N430.16
billion, meaning that federal took N168 billion, states, N114.28 billion and local government, N85.4 billion.
The federation grossed in N514 billion in February and federal government’s share was N200.6 billion, states, N128.4 billion and local government, N96.52 billion.
However, in March, revenue generation dipped lower, grossing N466.9 billion, and from it, the federal government got N180.5 billion, state governments, N116.5 billion and local government, N87.5 billion.
The allocation was made using the revenue sharing formula of federal government, 52.68 per cent; states, 26.72 per cent and local governments 20.60 per cent.
The report showed that before distribution, state liabilities were deducted.
The liabilities paid by the states in the first quarter, included an external debt of N8.73 billion, contractual obligations of N30.15 billion and other deductions amounting to N50.23 billion.
The other deductions, covers National Water Rehabilitation Projects, National Agricultural Technology Support, Payment for Fertiliser, State Water Supply Project, State Agriculture Project and National Fadama Project.
However, here is what each of the 36 states got in the first quarter after all deductions were made.
Abia N8.42 billion, Adamawa N7.8 billion, Akwa Ibom N34.88 billion, Anambra, N8.7 billion, Bauchi, N7.9 billion, Bayelsa, N22.97 billion, Benue, N8.16 billion, Borno, N9.74 billion and Cross River, N4.28 billion.
Also, Delta got N21.54 billion, Ebonyi, N7.56 billion, Edo, N6.5 billion, Ekiti, N4.97 billion, Enugu, N7.86 billion, Gombe, N6.35 billion, Imo, N7.92 billion, Jigawa, N9.66 billion, Kaduna, N10.56 billion and Kano, N14.02 billion.
Similarly, Katsina’s share from the federation account in 3 months was N10.05 billion, Kebbi, N8.37 billion, Kogi, N8.28 billion, Kwara, N6.9 billion, Lagos, 19.03 billion, Nasarawa, N7.41 billion and Niger, N9 billion.
Finally, Ogun state got N4.98 as allocation for first quarter, 2017, Ondo, N10.22 billion, Osun, N1.76 billion, Oyo, N8.9 billion, Plateau, N5.7 billion, Rivers, N26.8 billion, Sokoto, N9.07 billion, Taraba, N6.9 billion, Yobe, N8.33 billion, and Zamfara, N5.91 billion.
The FAAC committee is made up of commissioners for Finance and Accountant-Generals from the 36 states of the federation.
The Minister of Finance, is the chairman of the committee, while the Accountant-General of the Federation, is next with representatives from the NNPC.
Other members are representatives from the Federal Inland Revenue Service; the Nigerian Customs Service; Revenue Mobilisation, Allocation and Fiscal Commission as well as the Central Bank of Nigeria.
The federation account is currently being managed on a legal framework that allows funds to be shared to the three tiers of government under three major components.
These components are the statutory allocation, Value Added Tax distribution; and allocation made under the derivation principle.

The Legal Practitioner’s Privilege Committee (LPPC), has unveiled a list of candidates to be considered for the rank of Senior Advocate of Nigeria (SAN) for 2017.
A statement by the secretary of LPPC, Ahmed Gambo Saleh, who also serve as the Registrar of Supreme Court, said Tuesday that 91 lawyers were screened for this year’s SAN award, bringing
them another step closer to joining the elite club of legal practitioners.
Mr. Saleh gave a breakdown of the candidates as comprising 67 practising lawyers and 24 legal scholars.
Akinlolu Osinbajo, a brother of Acting President Yemi Osinbajo was amongst those who made the list from practising lawyers category; while Bolaji Owasanoye of the presidential anti-corruption panel was picked from the academia.
The number of shortlisted candidates this year rose sharply over the number of those considered for the award in the previous year.
The committee shortlisted 50 candidates in the 2016 exercise, but eventually cleared 22 and conferred them with the award, which is the highest for the Nigerian bar.
Out of 124 applications received in 2015, the LPPC elevated only 20 Nigerians with senior advocate status.
More than 400 Nigerians have been conferred with the award since it began in 1973 with the elevation of the late legal luminary, Rotimi Williams, as the first awardee.
The LPPC said it would welcome contributions from the general public in further deyermining the character of the individuals named for the award.

The Nigeria Security and Civil Defence Corps (NSCDC) in Nasarawa State has arrested a 21-year-old candidate for being in possession of firearms in one of the centres of the ongoing Unified Tertiary Matriculation Examination (UTME) in the state.

JAMB candidate arrested with gun at Nasarawa examination centre

The state commandant of the NSCDC, Mr. Bashir Lawal-Kano, told newsmen in Lafia on Thursday that the suspect was arrested at the Nasarawa State Polytechnic centre during a search at the entrance to the hall.

According to him, the suspect was arrested on Tuesday after he was found to be in possession of a
locally-made pistol and two rounds of live ammunition.

Upon interrogation, the suspect confessed that someone gave him the gun for safe keeping.

He said that the suspect would be charged to court for illegal possession of firearms, adding that even registered guns were not allowed at examination centres.

In another debelopment, Lawal-Kano said the command arrested one Mohammed Alakayi from Doma local government area of the state for allegedly posing as a recruitment agent for the NSCDC.

“We had reports of some criminal elements posing as our recruitment agents and following our intelligence, we arrested the suspect with full uniform of NSCDC and forged recruitment forms,” he said.

Well at least you admitted the fact that he committed an offense. His offense is bail-able but the way and manner some people are going about this issue is wrong. I have worked with Mr Andy on several occasions and am in the know about one or two things about him. He is a patriot I can forever attest to that, but when he breaks the law, he is suppose to face the consequences of his action. Mr ubah should return the money he "stole"(about 11billion or so) for a start.

Dishing out unnecessary ultimatum will only compound Mr ubah's problem. It will give the case a tribal coloration which won't be good for Mr ubah.

But when people will just wake up and say Mr ubah didn't do any wrong and should be released without any condition(s), that in my own opinion is hogwash.
For u to say 'I av worked with Mr. Andy' goes to show dt you DO NOT know d difference between Mr. Andy Uba and Dr. Patrick Ifeanyi Ubah

Candidates seeking to sit for the Unified Tertiary Matriculation at the Ladoke Akintola University of Technology, Ogbomoso, on Monday were disappointed as students of the school prevented them from gaining access to the two centres located within the university.

According to reports, these were the only centres in Ogbomoso.

This is just as the Head, Public Affairs, Joint Admissions and Matriculation Board, Mr. Fabian Benjamin, said that the candidates were likely to sit for the examination in Ilorin, Kwara State.

It was learnt that students of the institution had, as early as 7am, barricaded the gates of the
university, vowing that the UTME would not hold until academic activities in the school resumed. The students also prevented teaching and non-teaching staff of the institution from entering the school

Efforts to speak to the school registrar, Jacob Agboola, was not successful but a member of staff of the school, who did not want his name in print because he is not authorised to speak on behalf of the management, said the authority of the school had a meeting with JAMB officials where an alternative was decided.

He said, “After the students refused to open the gates, the school authority had a meeting with JAMB officials for a long time. Several alternatives were weighed before it was decided that today’s (Monday) batches of candidates will have to be joined with Tuesday’s batches. However, they have to use an alternative venue because we do not want anything to happen to the candidates. We want to try as much as possible to manage this situation so that it will not degenerate into violence.”

Speaking to one of our correspondents, Benjamin, however, said that JAMB did not cancel the centres.

He said, “We did not cancel the centres. Students of the university blocked the road and said they would not allow candidates to write the examination. There is no other centre in the town.

“We are rescheduling because this is not the fault of the candidates. Again we want to reiterate that we did not post any candidate outside his or her town of choice as expressed in their application, contrary to reports in some quarters. Candidates are always allowed to make a choice of examination town while we allocate centres within the town chosen by a candidate.’’

Benjamin also denied the report that there were no closed-circuit televisions in centres. “We deployed CCTV in all our centres. These are not so visible equipment but we deployed CCTV in all our centres,’’ he said.

One of the LAUTECH students, who preferred anonymity, told newsmen on the telephone that the students embarked on the action to draw attention of the two owner states to its poor condition.

She said, “The school was closed for several months and it took the bold step of the students who staged a protest at the Oyo State secretariat in Ibadan before the state government took an action. After resumption of activities in the school, the condition has remained the same.

“Locking the gate today against JAMB candidate was an opportunity to call on the two states to pay attention to the school. We have nothing against the candidates because we were in a similar position some years ago. Perhaps, what we are agitating for will one day benefit them and those who will come after them.”

Anger and moral in­dignation swelled further yesterday over the continued detention of businessman, Dr Patrick Ifeanyi Ubah, by the se­curity services.
The leadership of the pan-Igbo socio-cultural group, the Ohanaeze Ndigbo (World­wide), waded into the fray and asked the Federal Government to call to order the Department of State Services (DSS).
The youth wing of Oha­naeze has also begun the mobi­lisation of 100 lawyers to press for Ubah’s release without fur­ther delay.
The group said that it has begun preparations to storm the Federal High Court on May 18, 2017, slated for the hearing of the case.
In a reaction on Monday to the DSS refusal to free Ubah or obey the order of the court, the President-General of Oha­naeze Ndigbo, Dr. John Nnia Nwodo, condemned the con­tinued detention of Ubah.
Nwodo said that Ohanaeze was disturbed by the DSS defi­ance of the court order to pro­duce Ubah in court last Friday.
Ohanaeze described the ac­tion of the security agency as a violation of Dr. Ubah’s funda­mental human rights, adding that it amounted to impunity on the side of the DSS.
He urged the Minister of Justice and Attorney-General of the Federation (AGF), Mr. Abubakar Malami, to call the DSS to order.
Nwodo, speaking for the apex Igbo organization, said that what transpired between Dr Ubah, the Chairman of Capital Oil and Gas Industries Ltd., and the Nigerian Na­tional Petroleum Corporation (NNPC), was a mere unset­tled business transaction with claims by both parties.
He stressed that Ubah’s claims have not been proved to be wrong by the NNPC.
Nwodo said: “Ohaneze Ndigbo insists that the refusal to respect a court order is un­constitutional and strikes at the very foundation of our le­gal system. It breeds impunity. No reasonable government will condone this.”
“The Attorney-General of the Federation (AGF) must call the DSS to order. Ifeanyi Ubah must be presumed inno­cent until proven guilty”.
Justice Mohammed Idris of the Federal High Court, La­gos, had on Tuesday, May 9, 2017 ordered the DSS to pro­duce Ubah in court last Friday and to explain why he should not be released uncondition­ally. The DSS is yet to comply with the court order.
Meanwhile, the Oha­naeze Youth Council (OYC) has vowed to storm the High Court with 100 lawyers in sol­idarity with Ubah on May 18 when he is expected to be ar­raigned by the DSS.
The South East youth group condemned his con­tinued detention by DSS over a business dispute with the NNPC, describing it as an af­front on Ndigbo.
The National President of OYC, Mazi Okechukwu Isigu­zoro, in an interview with The AUTHORITY on Monday in Umuahia, vowed to mobilise Igbo youths to show solidarity with Ubah during the planned court session in Lagos.
Isiguzoro urged Igbo youths to troop out to Enugu en mass for onward movement to Lagos on May 17.
The OYC helmsman vowed that the umbrella South East youth body would use all legal means to resist any at­tempt to rubbish or harass any Igbo son or daughter.
He wondered why the DSS would resort to media trial of Ubah or assume the role of the court in a matter that was a mere civil transaction.
OYC had earlier in a press statement described Ubah’s or­deal as part of the plot to per­secute and humiliate illustri­ous Igbo sons and daughters.
The statement read in part: “We yet again condemn this endless clampdown on Igbo sons and daughters by Feder­al Government agencies.”
“It has now become a tra­dition that no week pass­es without either the EFCC or the DSS coming after an Igbo son or daughter. It is a sad commentary considering that these persons are always detained for a prolonged peri­od than permitted by law. We condemn a situation where people are detained before investigations are carried out on the issues leading to their arrest”.
The National Associa­tion of South East Nigeria Students (NASENS) has also demanded Ubah’s immediate release.
NASENS, in a press state­ment issued by Dr. Kingsley Dozie Lawrence, described Ubah’s detention as illegal and a violation of his funda­mental rights and an affront on Ndigbo.
The union urged the Fed­eral Government to stop treating Igbos as second class citizens, warning that no sec­tion of the country should be treated as slaves.
The students’ body, which fixed its national convention in June, called on South East political elite to unite against Igbo marginalisation.

How to check JAMB 2017 Results:
1. Login to your profile HERE
2. Scroll down a bit and find the box that says "Check 2017 UTME Examination Results". Click on

3. It should either display your result or tell you "No Result Yet"

If you have no result yet, JAMB usually release results in batches. Even if someone in your day schedule has seen his/her result, you still need to exercise some patience until your result is finally released.

The Governor of Abia State, Dr Okezie Ikpeazu, has dedicated his victory over Uche Ogah at the Supreme Court to the people of Abia state, who he said stood by him all through the period of litigations.

In a statement by his Chief Press Secretary, Enyinnaya Appolos, Governor Ikpeazu stated that the victory is a re-affirmation of the mandate given to him by the people, and now twice confirmed by the Supreme Court.

He stressed that only God will take glory for the victory, and commended the judiciary for standing firm on the side of the constitution of the Federal Republic of Nigeria.

Governor Ikpeazu wishes to call on all Abians to join hands with him to ensure accelerated growth and development of the state.

According to him; "the time for politics is long over, and I have forgiven all those that were bent on distracting me. Let all well meaning Abians, including my opponents, come and join us to grow and develop our state without distractions as we ultimately have stakes in the growth and development of our state and people

The Joint Admissions and Matriculation Examination, JAMB, has advised candidates for the 2017 Unified Tertiary Matriculation Examination, UTME, scheduled to commence on Saturday, to check their e-mails for notification of their examination centres.
JAMB’s Head, Media and Information, Fabian Benjamin, gave the advice in an interview with the News Agency of Nigeria, NAN, on Thursday in Lagos.
Mr. Benjamin said the advice became imperative because of agitations by some candidates over non-communication on their examination centres by the board to them, less than 72 hours to the commencement of the all Computer Based Test, CBT.
He said that the board commenced issuance of notification of examination centres through candidates’ e-mail addresses nationwide since Monday.
“Candidates are urged to note that the board had sent their notification to their e-mail addresses for them to go ahead and re-print.
“They can also visit any accredited CBT centre and re-print or log in with their e-mail addresses or registration numbers on our website, http://www.jamb.org.ng, www.jamb.org.ng, to re-print their notification which has their examination schedules.
“Candidates are, however, are not to pay more than N100 in these accredited CBT centres for this re-printing,’’ Mr. Benjamin said.
JAMB said that preparations for the smooth conduct of the examination had been concluded with all necessary logistics in place.

Former footballer and England national team captain, David Beckham has made acting debut in a new classical movie “King Arthur: Legend Of The Sword.”

The ex-international made cameo appearance in the trailer of the highly awaited blockbuster released on Tuesday ahead of the film’s premiere on May 19.

Beckham, who also played for Manchester United , having conquered the world of football, now appears to be turning his attention to acting.

The film — King Arthur: Legend of the Sword — is a 2017 fantasy film directed by Guy Ritchie and

The Nigeria army has redeployed 147 officers in the north-eastern part of the country.
Sani Usman, army spokesman, who announced this in a statement on Wednesday, said it was part of the need for the force to restrategise.

TheCable reports that Lucky Irabor, who achieved some success while he led the battle against
insurgents in the region, was redeployed to head the Multinational Joint Task Force (MNJTF).

Ibrahim Attahiru, a major-general, was appointed as his replacement

Also redeployed is Victor Ezugwu, acting general officer commanding, 7 division of the army, who is now replaced by IM Yusuf, a brigadier-general.

Adeniyi Oyebade, general officer commanding (GOC), 1 division one of the army, was moved to the headquarters in Abuja as chief of logistics.

The management of Capital Oil and Gas Industries has debunked the allegation that the company is owing the Nigerian National Petroleum Corporation. In a widely circulated press statement, The company stated that the NPPC was indebted to Capital Oil to the tune of millions of dollars.

The statement read thus ; The incarceration of our Chairman by DSS is unlawful, a disregard for the rule of law and a breach of Dr. Ubah’s fundamental right to liberty, freedom of movement and association.

A similar invitation was extended to Dr. Ubah on the 24th of March 2017, which he honoured as a
law-abiding citizen only to be detained in DSS offices in Abuja for almost a month.

During that period a Fundamental Rights Enforcement Application was brought on behalf of Dr. Ubah at the Federal High Court Lagos as Suit No. FHC/L/C/487/2017.

Although an order was made for his production in court in that action, rather than obey the order, officers DSS, using a combination of coercion and cajoling, constrained him to discontinue that action upon an understanding that he would be immediately released. He was not released until over two weeks after he had complied and completely discontinued that action.

Upon his release on the 13th of April 2017, it was now discovered that during his incarceration he had been coerced into executing various documents committing the company to make certain payments and pledge some assets to NNPC Retail Limited. He was also made to execute a document in favour of the Asset Management Corporation of Nigeria (AMCON).

As soon as his doctors permitted access to him an action was brought at the Lagos Division of the Federal High Court seeking, inter alia, an order to restrain DSS and others from further inviting, arresting or threatening to arrest or detain him in regard to the NNPC/NNPC Retail Ltd matters.

The processes originating the new action filed as Suit No. FHC/L/CS/644/2017, were served on the DSS on the 28th of April 2017.

Dr. Ubah’s lawyers wrote to the DSS pointing out that any preemption of the judicial intervention during the pendency of the new action is totally irregular, a disregard of the rule of law, the constitutional guarantees of separation of powers and breach of the doctrine of Lis Pendens.

Rather than respect its constitutional and statutory limits the DSS has brazenly abducted Dr. Ubah and commenced a media blitz to justify their illegality.

THE ACCUSATIONS OF THEFT AND ECONOMIC SABOTAGE ARE COMPLETELY FALSE.

For the avoidance of doubt and to put the records straight, NNPC owes Capital Oil & Gas Industries Limited over N16 billion represented as follows:

$5,540,000 (N2.2billion) – unpaid berthing fees for NNPC vessels that called at our Jetty.

$2,952,555 (N1billion) -invoice for chartered vessels to carryout STS operations Lagos offshore to ferry product (PMS) to storage at the request of NNPC since 2015.

N1.170billion- amount owed to Capital Oil & Gas Industries Ltd for throughput services from March to October 2016.

N3.146billion: payment made to NNPC for 26,820m litres of PMS vide Pro-forma Invoice No. 53598 which is yet to be delivered to us.

N2.0billion- Payment to NNPC in April to facilitate the release of the Managing Director and engender reconciliation which NNPC reneged on.

N6.266billion- N0.80k and N0.40 Jetty Throughput charge on over 7 billion liters dispensed for NNPC by us.

On economic sabotage, it is unimaginable that a company which has stood by NNPC and by extension the country at very critical petroleum supply crises can now be accused of engaging in activities to undermine the effective distribution of petroleum products across the country having thwarted a nationwide industrial action called by oil marketers during the epic inauguration of President Muhammadu Buhari.

We wish to reiterate that Capital Oil and Gas Industries Limited is committed to serving the nation to the best of its capacity and ability.

The chairman of Capital Oil and Gas limited, Andy Ubah has described his arrest by the Department of State Services as a complete attempt to blackmail him.

The oil magnate said the claim by the DSS that he was involved in theft of petrol kept by the Nigerian National Petroleum Corporation, NNPC, in his tank farm in Lagos was a wrong accusation.

The agency on Friday picked up Ubah over his connection with the missing petroleum product, which was valued at over N11bn.

The department said Ubah’s action amounted to economic sabotage, with “capacity to negatively impact on national economy”.

Reacting, however, in a statement issued on Monday and obtained by DAILY POST, Ubah said his arrest by the DSS was a breach of his fundamental right to liberty, freedom of movement and association.

The statement signed by the management of the company said all the allegations leveled against their boss, Ubah were false and unfounded.

Capital Oil and Gas Limited, owned by businessman, Ifeanyi Ubah has alleged that the Nigeria National Petroleum Corporation (NNPC) owes it N16 billion.

The company stated this in reaction to the arrest and detention of its chairman, Ubah by the Department of State Security (DSS) for what the agency said was based on his involvement in alleged stealing, diversion and illegal sale of petroleum products stored in his tank farm.

But in a statement released on Monday, the management of the company denied the accusation,
adding, that it is an attempt to criminalise a commercial dispute between the company and the NNPC.

While it was widely reported that Capital Oil and Gas was unable to return 82 million litres of petrol, valued at N11 billion, out of over 100 million litres which the NNPC kept with it, the company said rather, it was the NNPC that owes it N16 billion.

According to the company, it is owed “$5,540,000 (N2.2billion) – unpaid berthing fees for NNPC vessels that called at our Jetty, $2,952,555 (N1billion) – invoice for chartered vessels to carryout STS operations Lagos offshore to ferry product (PMS) to storage at the request of NNPC since 2015, N1.170billion – amount owed to Capital Oil & Gas Industries Limited for throughput services from March to October 2016, N3.146billion – payment made to NNPC for 26,820million litres of PMS vide Pro-forma Invoice No. 53598 which is yet to be delivered to us”.

It listed other debts to include, N2.0billion – Payment to NNPC in April to facilitate the release of the Managing Director and engender reconciliation which NNPC reneged on. N6.266billion – N0.80k and N0.40 Jetty Throughput charge on over 7 billion liters dispensed for NNPC by us”.

In the statement, the company also narrated the events that led to the arrest of Ubah, a one-time governorship candidate in Anambra state. “The incarceration of our Chairman by DSS is unlawful, a disregard for the rule of law and a breach of Dr. Ubah’s fundamental right to liberty, freedom of movement and association.

“A similar invitation was extended to Dr. Ubah on the 24th of March 2017, which he honoured as a law-abiding citizen only to be detained in DSS offices in Abuja for almost a month.

Meanwhile, the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) has advised on dialogue to settle the lingering crisis brewing between the government, the DSS and the Management of Capital Oil over the alleged illegal sale of petroleum products stored in their tank farm by the NNPC.

The union stressed its displeasure over the illegal diversion and sale of the petroleum products by Capital Oil, but that it was of the opinion that the Federal Government cannot sit down and watch workers lose their jobs, as in the case of Capital Oil, where over 2,000 workers are presently idle.

It added that the global practice is for government to secure and create jobs.

NUPENG made this known in a statement signed by the President, Comrade Igwe Achese. The Union also stated that workers have the right to protest the non-payment of their salaries and allowances and that the Federal Government should secure the jobs of those working in the sector.

NUPENG also mentioned the case of Seawolf Oil Services that was taken over by the Assets Management Corporation of Nigeria (AMCON) where the workers have still not been paid their backlog of salaries and entitlements for over five years now.

NUPENG believed that the job creation mantra of the government should be allowed to play, rather than paving way for job losses as it is the case of Capital Oil closure now.

It called on the government to allow the workers to resume work at the depot and load products so that their salaries can be paid instead of throwing them into unemployment market for no fault of theirs.
