I am a civil servant in my 8 years of service.

I have a report which I wish to send to my EXECUTIVE DIRECTOR without my supervisor's notice.


Though the report is based on my experience which could help our office.

if I involve my supervisor, he may discourage me but the report can help my office alots.

Should I send the report or not.
