This law is almost 30 years old and is not Fashola's creation. Enforcement might have been weak in the past but the number of players has grown and Lagos has grown.

It’s Rewarding to be racist

When somebody mentions Institutional racism immediately the Metropolitan Police comes at the forefront of the mind and how the service appallingly dealt with murder of Stephen Lawrence.

Institutional racism goes deeper than that; one has to look at all professions not just the police. Below is an example where it is astonishing that someone of the Legal profession found to be racist is allowed to carry on with his career unhindered whilst being protected by the institution, in this case, the local authority to which we all pay our taxes and the Law Society.

Rajwinder Singh, a solicitor, of Sikh ethnic origin, was employed by London Borough of Camden in its Legal Department, first as a locum from October 1996 and then from December 1997 as a Commercial Litigation Solicitor. He had an excellent record of work. However, he resigned on 7th March 2000, claiming constructive dismissal. In July 2000, he put in a claim at the London central Employment Tribunal.

On 18th February 2003, the Tribunal at London central in giving a unanimous decision found that Rajwinder Singh was constructively dismissed and found that his immediate boss, Richard Gruet, discriminated against him on racial grounds because he bullied and harassed him. But Mr Gruet’s boss, Ursula Taylor was cleared of discrimination, although the tribunal found her to be “vindictive and spiteful” towards Mr Singh. The tribunal also found that Alison Lowton (Camden’s borough solicitor with overall responsibility for the legal department) did not take Mr Singh’s complaint seriously or support him, so much for her alleged ‘open door policy’ that she operated for Gruet and Taylor but closed the door on Singh. Camden then launched an internal inquiry which the tribunal described as “flawed and a sham” by concluding that “there was a closing of ranks of his managers in order to show him in a bad light. The investigation was used to discredit him (Mr Singh).” The tribunal decision also stated “We did not find Mr Gruet, Ms Lowton and Ms Taylor to be credible witnesses.” The tribunal awarded Mr Singh £25,000 damages.

Any person who has suffered discrimination will know that the above is a reality for many but it is very difficult to prove to middle aged, middle class white people sitting in judgement on tribunals benches who in the main tend to believe the employer than the employee. As they tend to think, as any normal person would think, that a person in a high position with lots of responsibility would not dare discriminate, the reality is that people do discriminate and they do get away with it.

During this period Mr Singh’s health suffered as he was stressed, could not sleep and lost weight. His litigation against the council had cost him £16,000. Whilst those who discriminated against him were being protected by the institution, further taxpayer’s money was then used to put in an appeal to the Employment Appeal Tribunal.

In a local paper a spokeswoman for Camden council said “Camden Council is deeply committed to its valuing diversity policies. We stand by our assertion there was no discrimination in this case. We will be appealing, so cannot comment further.”

In July 2003, the Employment Appeal Tribunal took five minutes to dismiss the appeal by Camden council after four hours of legal arguments. Not learning the lessons, Brian Langstaff QC on behalf of Camden council immediately asked the tribunal’s permission to mount a further appeal. This was turned down.

In a local newspaper a spokeswoman for Camden council said: “We cannot discuss details concerning individual employees, but the council always considers lessons from any Employment Tribunal case.” At last may be not.

[b]No disciplinary action whatsoever was taken against any of those named in the Employment Tribunal judgement, not even against the main discriminator, Richard Gruet. What happened next is even more sickening.

In 2004 Richard Gruet was made head of Litigation at Camden council where he remained there till 2005 when he was appointed Deputy Borough solicitor at Hounslow council. When Terry Welsh retired in 2011 as the Borough solicitor, Richard Gruet was promoted and now holds the title of Chief Legal Officer with a salary band of £90,130 - £106,036. One of his functions is to:

Promote equality of opportunity and the recognition of diversity in the delivery of services and in employment practices

Hounslow is one of the most culturally diverse areas in the UK, with a 40% ethnic minority population of mostly Sikhs and where 140 different languages are spoken. Any person who makes a decision as to who to appoint as the Deputy Borough Solicitor or even the Chief Legal officer surely must have looked into the background of the candidates in particular Richard Gruet. It is a bit like putting a rapist in charge of rape investigations.

What does this case tell us? It tells us that if you discriminate you will be looked after, it tells us that people who are appointed to look at equality and fairness are not doing their jobs, it tells us that the Law Society will turn a blind eye to its racist members worst of all it tells us that unlimited amounts of taxpayer’s money will be used to protect bigots working for the government.

So much for an equal and fair Britain where those who discriminate get promoted whilst the victims suffer. [/b]

The speed with which France launched the operation, ostensibly to protect the Mali from the advance of Islamic rebels, shows that it had long since been planned by France’s Socialist Party President Francois Hollande. The immediate cooperation of the United States and the European Union, which also decided to send military specialists to Mali to carry out training and command functions, shows that it was planned jointly with Washington, Paris, London and other capitals.

The Western powers, whose multinational corporations vie with each other to grab markets and sources of raw materials, come together when their common interests are at stake, such as those in Africa endangered by popular uprisings and Chinese competition.

Mali, one of the poorest countries in the world (with a per capita income one-sixtieth of Italy’s, and with more than half of the population below the poverty line), is rich in raw materials. Mali exports gold and Coltan, the proceeds of which, however, ends in the pockets of multinational corporations and the local elite.

The same is true in neighboring Niger, which is even poorer (with a per capita income less than one-one-hundredth Italy’s) despite being one of the richest countries in uranium, whose extraction and export is in the hands of the French multinational Areva. Not surprisingly, at the same time as the operation in Mali, Paris has sent special forces into Niger.

A similar situation exists in Chad, whose rich oil deposits are exploited by the U.S. ExxonMobil and other corporations (but Chinese companies are also coming): what remains of the proceeds go into the pockets of the local elite. For criticizing such a mechanism, Bishop Comboni Michele Russo was expelled from Chad last October.

At the same time, Niger and Chad are providing thousands of soldiers who, under French command, have been sent to Mali to open a second front. The invasion launched in Mali with French forces as spearhead is therefore one of vast range, extending from the Sahel extends to West and East Africa. It is joined to the one in North Africa that began with the destruction of the Libyan state and maneuvers to stifle, in Egypt and elsewhere, the popular rebellions.

This is a long-term operation that is part of the strategic plan aimed at putting the whole continent under the military control of the “great democracies,” which are returning to Africa with their colonial pith helmets painted in the colors of peace.[/b]

AIDS kills. It does so in extremely nasty ways. By attacking the human immune system, the disease opens the victim to any number of, otherwise, non fatal illnesses. The result is generally a heart-rending debilitating and lingering death.

According to some experts, AIDS - Acquired Immune Deficiency Syndrome - first arose in the middle to late 1970’s in Africa, when a small, infected Green Monkey, sunk its teeth into a local native. From such humble beginnings it then exploded across the globe - as a result of sexual transmission - bringing massive death and misery in its wake.

There are currently 30 million people - throughout the world - who have contracted the killer disease. With a death toll already set at over 8.4 million, estimates indicate this could leap to 40 million by the year 2000. Over 1000 people are dying from AIDS per day. Figures provided by the United Nations show that the geographic spread is almost entirely focused on black Africa and Southeast Asia - which combined - account for almost 90% of all known cases. In effect, AIDS/HIV fundamentally attacks the impoverished Third World.

This geographic spread has led to spectacular charges that the rich industrialised countries secretly developed and deployed AIDS as a biological weapon aimed at decimating the “useless eaters” of the Third World. Researchers point to a number of government documents which they claim supports this charge. Chief amongst these is National Security Memorandum (NSSM 200) authored in the early seventies by then US National Security Adviser, Dr. Henry Kissinger. This document, hitherto marked as top secret, was quietly de-classified in 1990 and lodged in the US National Archives. It is a chilling, cynical document.

“De-population should be the highest priority of US foreign policy towards the Third World.” This sentence formed the hard backbone of NSSM 200. The memo went on to state that “Reduction of the rate of population in these States [Third World nations] is a matter of vital US national security.” Why? Simply because “The US economy will require large and increasing amounts of minerals from abroad, especially from less developed countries.” In stating this the focus was exclusively, on the “…economic interests of the US.”

The arrogant and cynical mindset that underscored Kissinger’s document was nothing new. Third World citizens merely continued to be viewed as useless, lazy degenerates. Years earlier, in 1932, cancer experiments were undertaken by Cornelius Rhoades, then chief pathologist of the Rockerfeller Institute. The experiments involved deliberately infecting a number of Puerto Ricans with cancer. Thirteen died as a consequence. Rhoades explained away the experiments with the comment: “The Porto(sic) Ricans are the dirtiest, laziest, most degenerate and thievesh race of men ever inhabiting this sphere… I have done my best to further the process of extermination by killing off eight and transplanting cancer into several more… all physicians take delight in the abuse and torture of the unfortunate subjects.”

Amazingly, Rhoades not only escaped prosecution for this hideous admission, but was later placed in charge of a number of chemical warfare projects during WW11. He was also given a seat on the Atomic Energy Commission and awarded the Legion of Merit. One may also remark on the known close connections of Henry Kissinger to the Rockerfeller family. It was due to this close family connection that Kissinger was appointed National Security Adviser in the Nixon administration in 1971. According to US News & World Report the appointment “was on the advice of Governor Rockerfeller, who described Mr. Kissinger as ‘the smartest guy available.’[/b]

[b]In December of 1974, shortly after the first major international population conference was held under UN auspices at Bucharest, Romania, several of the major U.S. government agencies involved in foreign affairs submitted a detailed report on population control in developing countries. Contributions came from the Central Intelligence Agency, The Departments of States, Defense, and Agriculture, and the Agency for International Development. Their contributions were combined into one major report with the title, "Implications of Worldwide Population Growth for U.S. Security and Overseas Interests." The final study, which is more than 200 pages in length, covered many topics from the viewpoint of each of the participating agencies. The following questions and answers cover just the most basic aspects of this crucial historical document.

What does the term "NSSM 200" mean? "NSSM" stands for "National Security Study Memorandum," and the number 200 identifies the order in which it was produced. The original request for a review of overseas population policies is also called NSSM 200, and was written April 27, 1974 by Henry Kissinger. The actual study, which covered 229 pages of text, represents one stage of the NSSM 200 correspondence series, and was submitted on December 10, 1974. It became the official guide to foreign policy November 26, 1975, when a National Security Decision Memorandum (NSDM 314) was signed that endorsed the findings of the study.

Who actually was responsible for the study? NSSM 200 was compiled by the National Security Council, which is the highest level of command in the U.S. government. The NSC is headed by the President of the United States and his designated Security Advisor, and its purpose is to coordinate the overseas operations of all executive branches the U.S. government.

Is NSSM 200 still in force? Technically, the answer is yes. It remains the official strategy paper on population until it is replaced by another of equal importance. However, the implementation of the guidelines may differ from one administration to another. Jimmy Carter, for example, showed considerably less interest in curbing population growth than did his predecessors Richard Nixon and Gerald Ford. And the Reagan administration took a somewhat different approach (i.e., the Mexico City Policy that banned direct U.S. financing for abortions). The facts that funds for population control increased rapidly and dramatically during the Reagan and Bush years does not necessarily indicate a newer NSC directive was issued.

Why was NSSM only discovered in 1990? NSSM 200 was originally classified as a secret document, meaning that neither the public in the United States nor the people of the developing world who were the subject of the study were allowed to know of its existence. A schedule for declassification appearing on the cover authorized its release in mid-1989. However, the document was not actually made public until almost a year later, when it was given to the U.S. National Archives in response to a request from a journalist working for the Information Project For Africa.
