UPDATED: No WAEC this year, Nigerian govt declares by RAYYAN ALHASSAN July 8, 2020 The Federal Government has declared that final year students won’t participate in the forthcoming West African Examination Council, WAEC, examinations. The Minister of Education, Adamu Adamu, made the disclosure while speaking with State House Correspondents shortly after the week’s virtual Federal Executive Council, FEC, meeting. According to the minister, schools may not resume any time soon, saying that it is preferable for the students to lose an academic year than to be exposed to COVID-19. He, therefore, urged state governments that had announced school resumption plans to rescind such decision. Mr Adamu said the Minister of State for Education, Emeka Nwajiuba, was misquoted when he spoke on the matter during a Presidential Task Force Briefing on COVID-19 in Abuja on Monday. Mr Nwajiuba was reported to have announced that school facilities would be made available for revision classes ahead of the examination which commence from Aug. 4 through Sept. 5, and called on parents to take note of the date. However, according to Adamu, the Federal Government’s schools will not reopen any time soon until it is safe to do so because of the COVID-19 pandemic. “Schools under the supervision of the Federal Ministry of Education will not reopen on Aug. 4 or any time soon. “Our schools will only open when we believe it is safe for our children and that is when the situation is right, not when the number of COVID-19 infection is going up in the nation. “So, I just want to make that clear. “We will not reopen schools now for examinations or any other reason unless it is safe for our students; even WAEC because WAEC cannot determine for us what we do. So schools will remain closed. The minister frowned at the way and manner WAEC was handling the issue of the examination timetable, saying the ministry of education was consulted before the announcement of the new date for the exams. He, therefore, emphasised that no school would participate in the West African Senior School Certificate Examinations earlier scheduled for between Aug.4 and Sept. 5. “Yesterday we called a meeting of stakeholders to tell us their situation and what needs to be done in order to reopen schools but while the meeting was going on, WAEC announced that they will start exams. “So let’s see who they are going to start with,” he said. “I feel responsible for the whole children in Nigeria not just those in Federal government-controlled schools. Please let’s save our children from this. “You can look at this scenario; just one infected child going into a class, can infect everyone in the class and after classes they go back to the hostel; because children cannot observe social distancing as expected. "If one child in the hostel is infected, the next morning everybody will be infected so this is not the right time to open schools,’’ he said. He, therefore, maintained that final year students preparing for the Senior Secondary Certificate Examination, SSCE, would not be allowed to return to school contrary to earlier announcement. |

Everywhere you go to, they're there; turn on your radio, they're there shouting: "come and make money while at home", "you can be a billionaire in one month" and all many of nonsense. One of them came to me one day and was telling me about how he has left his job and would soon have a car through Forex trade. And I was like how would you leave your job because Forex trade? I said to him go, when you buy the car, tell me, then I can join you. Till today no car and he's still there. But I have bought a car already. Our people don't want to use their brain at all. How can someone think he could become rich through ponzi scheme or money doubling business? After days of intense negotiations, the federal government of Nigeria and the country’s labour unions have reached a deal on the implementation modality of the new minimum wage. Disagreement over how the new minimum wage law signed by President Muhammadu Buhari in April would be implemented had lingered for months, with organised labour threatening to strike. The Minister for Labour and Employment, Chris Ngige, disclosed news of the much-awaited agreement early Friday morning in Abuja shortly after a government team he led concluded a meeting with labour. The meeting, which began at 8:24pm Thursday, ended 3am Friday. The disagreement had centred around the consequential adjustments in salaries that must be implemented across board in line with the new minimum wage law. Labour is demanding a 29 per cent salary increase for officers on salary level 07 to 14, and 24 per cent adjustment for officers on salary grade level 15 to 17. But the federal government offered 11 per cent salary increase for officers on grade level 07 to14, and 6.5 per cent adjustment for workers on grade level 15 to 17. New agreement Speaking after the five-hour meeting, Mr Ngige said the consequential adjustment agreed upon are as follows: “For COMESS wage structure Grade level 7 gets 23 per cent, Salary grade level 8 gets 20 per cent, Salary grade level 9 gets 19 per cent Salary grade level 10 -14 gets 16 per cent while Salary grade level 15-17 gets 14 per cent ”For those on the second category of wages structure, CONHES, CONRRISE, CONTISS etc, Level 7 gets 22.2 percent, Level 8-14 gets 16 per cent , Level 15-17 gets 10.5 percent He said the third category of the country’s wage structure which are military and paramilitary officers were also factored in in the agreement. “Since they are not in the civil service , theirs will be communicated through the appropriate channels. Their percentages of increase is confidential,” he said. |

Nigeria’s Organised Labour suspended its planned strike as both sides agreed to continue negotiations on Wednesday. The Minister of Labour and Employment, Dr Chris Ngige, at the opening of the meeting, said the demand of the workers before the negotiation would shut down the economy. But a source at the five hours meeting, which started at 2.45pm, said the labour leaders and the government’s representatives made concessions. He added that they failed to reach a definite agreement on the salary adjustments. Before the meeting, labour was demanding 29 per cent salary increase for officers at salary grade levels 07 to 14 and 24 per cent adjustment for officers at salary grade levels 15 to 17, while the Federal Government proposed an 11 per cent increase for officers at grade level 07 to 14 and 6.5 per cent adjustment for workers at grade level 15 to 17. The meeting broke into sessions on a few occasions when labour and government teams had to leave the general session to meet their teams separately before continuing with the joint session. It was learnt that the labour team demanded a number of documents from government’s team to verify claims made by the Federal Government during the negotiation. According to a source, who was part of the workers’ team at the meeting, labour lowered its position to 20 and 25 per cent, while government increased its offer to 17 per cent for workers at grade levels 07 to 09, 15 per cent for those at grade levels 10 to 14 and 12 per cent for workers at grade level 15 to 17. The source said, “The two sides made concessions but in addition to the Federal Government concession, the team also introduced innovations which is strange to us. But we have asked for documents to back that position. “However, whatever figures presented now at the meeting are mere proposals that labour is going home to examine critically before tomorrow’s (today) meeting.” |

Organised labour on Wednesday threatened to embark on a nationwide strike from October 16, if the Federal Government fails to reconvene the meeting of the committee negotiating the consequential adjustment on the new minimum wage. The Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC) at a meeting with the Joint National Public Service Negotiating Council (JNPSNC)-Trade Union Side) in Abuja, warned that labour would not guarantee industrial peace in the country if their demands were not met by government. The Federal Government and organized labour have been unable to reach a deal over a new wage that came into effect more than six months ago. In a statement jointly signed by NLC the President, Ayuba Wabba, his TUC counterpart, Quadri Olaleye and Simon Anchaver, Acting Chairman of JNPSNC (Trade Union Side), the unionists said that labour had all along demonstrated restraint and patience with government. They noted that labour had to moderate its initial position of having 66.6 per cent upward salary adjustment for workers on salary grade level 07 to grade level 17 by accepting downward adjustment of 29 per cent for officers on salary levels 07-14 and 24 per cent adjustment for officers on salary grade levels 15-17. “Despite this patriotic gesture, government has kept insisting that it can only pay 11 per cent for officers on grade levels 07-14 and 6.5 per cent consequential wage increase to public workers for officers on levels 15-17.” According to them, the naira has suffered devaluation from N150 to $1 in 2011 to N360 to $1 in 2019, a depreciation of 140 per cent. The unionists said that since the last national minimum wage of N18,000 was put in place, workers had been forced to suffer huge inflation and astronomical hike in the prices of essential goods and services. They pointed out that petroleum price had been hiked from N87 per litre to N145 per litre which translated to 60 per cent price increase and that electricity tariff increased by about 60 per cent. “Of recent, the Value Added Tax (VAT) has been reviewed from 5 per cent to 7.2 per cent. “The nonchalant attitude of the government negotiating side has dragged negotiations for consequential wages adjustment unduly. “The offer by government for salary adjustment of 11 per cent for public workers on salary grade levels 07 – 14 and 6.5 per cent consequential increase for public workers on grade levels 15 – 17 is not acceptable to Nigerian workers. “We view the position of government as a show of insensitivity to the general plight of workers and an attempt to collect with the left hand what government has offered with the right hand. “We demand the reconvening of the meeting of the committee negotiating the consequential adjustment with a view to concluding the process that started on May 28 within one week. “Entering into an agreement with labour to the effect that salary of officers on grade 07-14 should be reviewed upward by 29 per cent while that of officers on grade level 15-17 should be reviewed upwards by 24 per cent. “We demand immediate implementation of the signed agreement on consequential adjustment of public workers’ salaries with effect from April 18 when the new national minimum wage of N30, 000 per month was signed into law,” they said. The News Agency of Nigeria recalls that the new minimum wage bill was signed into law by President Muhammadu Buhari on April 18. However, deliberations has continued as the issue of relativity and consequential adjustment of salaries still persist. On May 14, the Federal Government inaugurated the relativity/consequential adjustment committee, which in turn set up a technical sub-committee, to work out a template for the adjustment of salaries of public service employees. |

emekatex: You mean after the whole rigorous parliamentary process, the joint sessions of the National Assembly approval, and final signing by the President, the State Assembly will come and do repeat the process again? Ahh No...I think it is unnecessary and uncalled for! The state should just go ahead and implement that law. All interests and states were properly represented at the National level, that's why we have house of representatives. Once minimum wage is signed by the President, it is automatically binding on all state governments. |

The Federal Government on Wednesday, shared N619.85 billion, as revenue generated in February to the three tiers of government. The Accountant-General of the Federation (AGF), Mr Ahmed Idris, said the amount showed an increase of about N9.49 billion from what was shared for January allocation. Idris, who was represented by the Director of Funds, Office of the AGF, Mr Mohammed Usman, made this known during a news conference at the end of the monthly Federation Accounts Allocation Committee (FAAC) meeting in Abuja. A breakdown of the revenue accrued in February, showed that the mineral revenue increased by N23.57 billion, moving from N326.52 billion in January to N350.09 billion in February. The non-mineral revenue, however, decreased by N46.27 billion, from N170 billion in January to N124.32 billion in February. According to him, in February, the federation crude oil sales rose by 46 per cent, resulting in increased federation revenue from 425 million dollars in January to 574 million dollars in February. Idris said; “Shut in and shut down persisted while some terminals remained closed due to leaks and maintenance. “Petroleum Profit Tax increased significantly while Companies Income Tax recorded a marginal increase. “Revenues from value added tax, oil royalty import and excise duties decreased in February, 2019.” Idris said that the Federal Government received N223.15 billion, states got N113.18 billion and local governments received N87.26 billion for the February allocation. In addition, N45.09 billion, representing 13 per cent of the mineral revenue was shared to oil producing states. |
