They funded the Afghan Muhajadeen resistance during the Soviet occupation from proceeds of Afghan opium that they trafficked into western Europe during the 80's. Co-incidentally during this period western Europe witnessed a heroin pandemic.
Also in the 80's in the US, a cheap form of cocaine flooded the streets of America in poor black neighborhoods. All that crack came from Colombia which was being ravaged by a civil war between leftist FARC rebels and right wing militias. The US govt was backing the right-wing militia and funding for this group came from illicit cocaine trafficking.
The CIA is a govt on it's own. The last time a President attempted to cut the excesses of the CIA he had a bullet put in his dome. Since then, the CIA have found means and ways outside budgetary constrains to carry out covet operations globally.
Without the money trail for a congressional committee to folow up, the CIA has been able to operate within the very shadows of the American legal system and also avoid scrutiny as well as enjoy a freedom that most govt agencies can only dream of.
