If Abuja does not have special status,why did they use the word AND?why is called the Federal Capital Territory (FCT) and why is it not called Abuja State like other states of the federation?who is the Governor Abuja/speaker of the Abuja statehouse of Assembly/Chief judge of Abuja state high court and who appoints the chief judge of Abuja state?why do they have only one senatorial District been represented by a senator unlike other states of the Federation that is made up of three senatorial District?

Respectfully,no one has said the President must win or score the height number of votes in Abuja(FCT) before he/she would be declared the winner but must score 25% of the total votes cast in 2/3 of the 36 states of the Federation 'AND' 25% of the same votes cast in FCT to meet the requirements of the law before declaring he/she the winner. The AND is conjuctive.

Is 2/3 of 36 states 25 states?the law says atleast 25% in not less than 24 states...since the law stipulates in not less than 24 states it means the 2/3 of 36 is 24,my friend Abuja is on it's and 25% is lawful required in Abuja as the FCT(The President appoints the FCT minister who oversees the affairs of Abuja,The president also appoints the chief Judge of the FCT).So for a President to effectively carry out all those appoints in FCT,he/she must get the 25% of the total vote cast in a Presidential Election.
