Please I need your opinion.
My school resumed yesterday 16th of January and classes starts on 21st, but I have an interview appointment on the 22nd January ( next week) . Though before I booked for the interview as I didn’t see earlier date , I wrote to the school letting them know, wether to defer to Fall or issue me an extension letter. The issued me an extension letter to present to the embassy should they ask why am going late.

But now my friend adviced me to cancel the appointment and defer to fall 2020, reason is that I may be denied because my school have already resumed . Please what’s your humble advice , is it to cancel the appointment and defer to fall, or should I go for the interview? Have there been a case where someone’s visa was issue irrespective of the date of resumption on the i-20?

Please, I need people's opinion on my issue. I was denied visa on Tuesday, 4th December 2019. I paid another VISA APPLICATION FEE the following week which was on Thursday, 12th December 2019. I filled another DS-160 on the same day, tried to schedule an appointment, the earliest date I see was 18th February 2020 and my school resumption date is 21st January 2020. So I picked that date (18th, February) with the hope of rescheduling to a favorable date in January. I've been checking morning,day and night, it's only February date I keep seeing.

Is it because I've picked a date in February that's why I'm not able to see a January dates?
As at 8:30pm today 26th, January 30th is still available for previously denied. I booked 22nd of January (a case of previously denied) but trying to reschedule to a later date but seeing January 30. You can re check and pick the date if it will be convenient for you

Travel history: UK, US (twice), Australia, France, Ghana, Benin

Had the interview at window 8 (can’t really remember the number, but I am sure it was the last window). Everyone before me was denied including a couple who had been to US not less than 3 times. The consulate officer on window 4 was just denying people except extremely old people.

The interview went thus;
VO: Good morning
Me: Good morning

VO: Pass me your i20 and passport
Me: passed the i20 and passport

VO: Scan your right four fingers (excluding the thumb)

Me: I did just that

VO then typed in my document id on his system and began to make funny sounds with his mouth for like 10secs………. then, he faced me and asked

VO: why did you want to go to the US?
Me: I would like to go to the US for my post graduate program in Natural Resources/Conservation in the department of Agriculture and Environmental System at North Carolina Agricultural and Technical (NCAT) State University, Greensboro.

VO then concentrated on tying speedily on his system for many seconds. I was just thinking, what is going on here? Then he faced me again and continued

VO: why did you choose this course?
Me: I chose this course because the first postgrad program I had wasn’t thorough enough (I had already studied masters in the UK). The research methodology was qualitative, and I wanted something quantitative. And I’ve had several discussions with Dr ******** who is the head of the graduate studies in the department at NCAT. He has assured me of getting what I want. More so, I have gone through the curriculum of the course and I could see that they are wider enough in scope to deliver what I want.

VO nodding his head as I was speaking.

Believe me, in my mind, I was already thinking that all I’ve said doesn’t really answer the question. I was just tensed with the fact that the fate of all my stress on getting the admission and securing the fund would be determined in few minutes.


VO: what will you be doing after this program?
Me: I just said PhD. Then I continued by saying, I am currently in contact with **** university and ******* research organisation in New Zealand to take up a project in Nigeria towards the award of my PhD.

VO was just nodding

VO: Who will be sponsoring you?
Me: I just answered my uncle, then paused for like 5 secs because I never wanted that question as it raises concerns from what I’ve observed in visa interview trends. After pausing for a while, I continued by saying he owns an integrated farm after he retired as a bank manager some years back. (This was not how I planned to give my response)

VO: But you have an assistantship
Me: (I had already forgotten to mention this. I thought in my mind that it’s been discussed). So, I quickly said yes, I have a full graduate research assistantship.


Then VO started typing profusely till he said today, we are going to issue your visa. At that point, I wasn’t even interested in anything he was saying after as I was too glad that I just wanted to leave to call my loved ones.


I have really learnt a lot on this group and that is the reason I am providing this transcript as it would help others in one or two ways.

I Applied for Computer science an Quantitative method which was the department I was admitted to and also my admission letter bears same, But my I-20 bears Data modeling/Warehouse and
Data administration. Though the school explained why it was written like that in my I-20.

I god admission for spring 2020, and I applied for Graduate assistantship. my i-20 was sent to me last week but no trace of assistantship from the school or department.

After my first refusal 2months ago I decided to bounce back on the 9th of July.
That morning I woke up as early as 3am to do my final rehearsals and after that as at 8am I was at the embassy. I was kabashing and praying seriously.

After the necessary checking in it then got to the interview proper. I stood at the queue for a long time only to observe a young man who was dishing the rejection paper any how. I was just praying not to go to that window. But I was unfortunate that this man who has denied 4 persons in my presence was where I was directed for my interview.
At this point I took a deep breath and said if I perish I perish.

With full courage I was so bold to work up to him and the following conversation transpired.

Me: Good morning

Vo: Good morning, I love your attire, you look good

Me: I was so shocked and I bluntly altered thank you sir

Vo: i can see you are going to Pvamu, why are you going to the US

Me: Am going for a Masters in Engineering with concentration in Civil Engineering.

Vo: Have you been to the US before

Me: No sir, I have not had reasons to even travel out of Nigeria before.

Vo: how many schools did you apply aside from Pvamu?

Me: 3 more sir, and I mentioned the names of the others schools

Vo; who will be paying your bills

Me: My aunt will be taking care of that and also my mother will also add an additional assistance.

Vo: what's your father's name

Me: Mr Bleep

Vo; where does your aunt and mum stay

Me: my aunt stays in Bleep, as a matter of fact I stay with her and I shuttle to work from her home and my mum resides in yyy

Vo: where do the both of them work.

Me: I mentioned my aunt's and mum's work place immediately.

Vo; can I have their bank statements, I did that immediately and he flipped through it and said that he will keep this documents for further perusal and if found forged you will be banned from entering US, should I proceed.

Me: yes sir, with all pleasure you can go ahead and clarify the documents sir.

Vo: OK congratulations on your visa, but you will be placed on AP for sometime, should I still go ahead with checking this documents, I know you understand what it means to be banned

Me: this time I was firm in my response and said yes

He immediately handed the white paper to me and a yellow paper indicating that am place on Administrative processing and I left happily.

Just this morning my status has changed online from AP to ISSUED��

please my people for me I feel an interview at the embassy is not even by how you prepare or your answers, but it is all by GOD'S GRACE and nothing else. We must have to pray that God should favour us anytime we are appearing there.
If you had read well I wasn't even asked all those technical question they normally ask. It was just smooth and easy.

I know you didn't ask for my opinion but I care about you enough to point few things out. First, I can't explain why you didn't get an approval, I am not the VO that interviewed you but I can see areas you could have done better.
Bold one: APSU isn't the only school that offers "broad" course in Mathematical finance and you know it! Choosing a school because of a professor's research is no longer a powerful reason, because a lot of persons have abused it and VOs are getting bored. Predstan and I were "acting drama" the other day and as a "VO" I mentioned that apart from funding and research, some people don't have better reasons why they picked a school. You have to do thorough research on your school and program and come up with a better response.
Bold 2: You currently work as a pension fund administrator? Let's keep that in mind as we proceed.
Bold three: I have said it before and I will say it again. Your post graduation plan has to be about you first, keep Nigeria out of it. Nigeria doesn't care about you, Nigeria probably doesn't know you exist. Nigeria has failed you! Don't say you are coming to contribute quota kini, did Nigeria ask you to do that? Understand where I am coming from please.
Be self centered in your response, when you bag this degree, what are the doors you intend to walk through that you couldn't have access to in the past, what's in it for you! Keep in mind that by becoming a better version of yourself, you indirectly make Nigeria a better place grin

You currently work as a pension fund administrator, you are already in the system , you are in a good place to champion the changes you seek.You can start from the man in the mirror like Michael Jackson grin, you can start from social media platforms. Yes, you don't need this degree to do that! It's highly unbelievable that you will spend millions of naira because you want to " harness your creative energy towards solving the problem of delay or non-payment in our retiree gratuity and pension"

This is also not enough reason to come home, where is your home tie?

Status: Was on AP till 25th June when it turned ISSUED.

BACKGROUND
Previous attempts: 2 attempts in December 2017 for Ball State University (for Spring 2018) and an attempt in July 2018 for George Washington University (for Fall 2018) ....All at Lagos Consulate.

I posted past transcripts when I needed help in preparing for my 3rd attempt. I also posted my proposed transcript for the 3rd attempt, but I did not post the outcome because I was quitting then. Although there was no much difference between the proposed transcript for the 3rd attempt and the outcome other than that not all the questions I prepared for were asked.

However, I requested my admission be deferred to the following term (Spring 2019) only to be informed that admission to the program is strictly for Fall Terms. I requested it be deferred to Fall 2019.

Finally when I decided I was going to try the 4th time (which I promised it would be the final), I returned to this thread as a full-time reader, I chose not to ask any question because there are answers to all the questions that anyone would want to ask here already. I read every posts everyday 'as e dey drop'. I researched more about my school and program. I looked for unique features of my school and program, which I integrated into my proposed transcript. I did not post my proposed transcript because in my head, I was not returning to the embassy the 4th time for an interview but to go and talk (have a conversation)

I chose Abuja this time because I learnt there is a bit of serenity over there than Lagos; like not too crowdy and you could sit for a little while before joining the queue for interview (important for someone like me that doesn't like stress).

I had my conversation with the VO, an elderly white woman at window 6. I was the 3rd she attended to that morning, the two before me were denied.

APPROVAL CONVERSATION

Me: Good morning Ma (VO did not answer greeting. I guess because of her experience with the family she interviewed before me. The old man was reluctant to leave the window after she denied him and his family)
VO: Pass your passport and i20
Me: I obliged
VO: Why do you want to study in the US?
Me: I want to study in US because the US have one of the best educational systems in the world. Also, I like to be taught by world class professors, which would make become a world class program monitoring and evaluation specialist.
VO: How did you hear about this school.
Me: I conducted internet search for top MPA programs in the US, I reviewed the result with USNews.com, Webometrics, Times Higher Education, Princeton Review and the website of the Network of Schools of Public Policy Affairs and Administration, I then streamlined the result based on my area of specialization.
VO: So why this school?
Me: My decision to attend GWU was firstly informed by the opportunity to study under professor Kathryn Newcomer, who happened to be the year 2017 president of American Evaluation Association. She is currently having a research on Public and Nonprofit Performance Measurement and Evaluation which is inline with my area of interest as I am interested in looking into Monitoring and Evaluation Framework with the use of Objective Indicators. Also, the MPA curriculum at this school is such that will equip me with administrative-cum-managerial skills and an in depth understanding of the modern principles and techniques of program evaluation and policy analysis which I will be needing to run a consulting firm back home in proffering solution to the challenges of inadequate monitoring and evaluation framework..(wanted to add the 3rd point which is about my $20k fellowship award, but she cuts in)

Me: I went for NYSC program, after which I started working in June 2014 at ABCD as EFG where I am responsible for HIJKLMNOPQR (she cuts in before I could finish stating my job roles. She kept her eyes on her computer screen and nodding her head while answering this)
VO: Did you applied to other school?
Me: Yes, I did
VO: Which other school?
Me: Uni of Pittsburgh, Pennsylvania and Uni of Georgia at Athens
VO: You got admitted into all?
Me: No, I got admitted to GWU and Uni of Pittsburgh.
VO: Tell me about this program?
Me: This program focuses of the process and products of government and nongovernmental organisations decision making. It is also meant to development and enhance the ability to analyze ramifications of public programs and policies. It comprises of courses like .........I listed about 8 courses( I maintained permanent eye contact while answering)
VO: What's your study plan?
Me: I will be studying for a total of 40 credit hours courses, out of which 12 credit hours are core Public Administration courses, 25 credit hours of concentration and elective courses with a capstone seminar of 3 credit hours at the final semester. I will have to maintain a CGPA of not lower than 3.0 throughout the 4 semesters of the program which I will complete in May 2021 after which I will return to Nigeria
VO: What do you want to do with this degree?
Me: I want to consult for public and nonprofit organisations in the area of Program Monitoring and Evaluation as well as offering policy advice to policy makers in taking the best decisions as it affect program success in this part of the world. I would also love to work as a Country Program Monitoring and Evaluation Specialist at one of the international development organisations around. (we're both looking at each other eyeballs-to-eyeballs as I answer this)
VO: You were denied sometimes ago?
Me: Yes
VO: Why
Me: Well (with smile), I think I was probably not able to convince the Consular Officer that interviewed me then that I am qualified for this class of visa
VO: OK, you took GMAT
Me: No, I took the GRE
VO: Oh, OK, what's your score?
Me: I had 282
VO: OK, What about TOEFL?
Me: I didn't take TOEFL ....(we both looking at each other eyeballs-to-eyeballs)
VO: Is your wife joining you?
Me: (With big smile) That is not in the plan, because of her job. However, I will make it up to my family during school holiday.
VO: OK, who will be sponsoring you for this program? GWU is one of the most expensive schools in the US.
Me: I have a Global Initiative Fellowship Award of $20k and my elder brother will...(she cuts in)
VO: Listen, this school is expensive, you will be having a deficit of $41+
Me: Yes, I know, my brother have what it takes to take care of the deficit.
VO: OK, what does he do?
Me: He is into petroleum products marketing. He is also in charge of the management of my late father's real estate investment
VO: Do you have his bank document?
Me: I have his statement of account
VO: Pass it
Me: Passed (VO checked thoroughly, from opening balance, through the transactions to the closing balance, and checked the account name if it corresponds with what I filled in my ds160)
VO: Now listen, (looking into my eyes) I will keep this with me, we will have to check to be sure it is not fraudulent. If it is fraudulent, you will be banned for life from entering the United States. Do you want me to continue?
Me: Please go ahead ma (while looking into her eyes)
VO: OK, I will give you these papers (the white pick up location paper and a congratulatory-small white one). You will have to keep your i20 with you at all time when traveling and make sure you enter the US before the start date of your program.
Me: Nodding, OK Ma (while packing my stuffs) Have a good day Ma....couldn't wait to hear her respond.

Your last sentence is completely confused. Everyone knows what a Nigerian means by the term "hustler"... and "legit" does not include using fraudulent SOAs. When you tell someone to use an SOA that does not include any money that is available to the intending student, you are indeed explicitly encouraging fraud.

Nigeria is one of the only African countries where drop-box visa applications are no longer accepted - why?
Less than 10% of visa applicants in Nigeria are granted a visa - why?
I have NEVER seen a Canadian visa applicant to
the US have to provide the same level of application documents requested of Nigerians - why? Most Canadian US visa holders only need to show up at the border to get stamped in, often with nothing but a drivers license or passport.

But of course, all the above means nothing to you generation of "hustlers"... cutting off your nose to spite your faces.

Had my visa interview on Monday and here is the transcript.

V.O: Good morning
Me: Good morning

V.O: Pass me your passport
Me: (Passed my Passport, I20 and sevis receipt)

V.O: Did you apply to any other school?
Me: I applied to seven other schools.

V.O: You applied to seven other schools? (She was a bit surprised)
Me: Yes (Actually applied to nine schools)

V.O: Why did you choose this school?
Me: Well, it was actually a tough one. I was awarded a fellowship by the school and given a graduate assistantship by the department. Also, my adviser Dr. Pierson was really keen on having me (stuttered a bit here) and went out of his way to convince me to join his research team. Most importantly, his research work on additive manufacturing, industrial automation and cobots are a perfect fit for me because this was what I worked on in my undergraduate research project, so it's more like a step up. ( she was listening and typing all through. Even after I finished she kept on typing for a while before asking the next question)

V.O: Which engineering are you going for? (My I20 only had "General Engineering " as the course of study)
Me: Industrial Engineering

V.O: Do you have any one in the US?
Me: Yes, my uncle.

V.O: Are you single?
Me: Yes, I'm.

V.O: (brought out the white paper and circled the pickup location before giving it to me.) It will be ready after 3 working days...... you will need your I20 at the point of entry...
Me: Thank you.

Thanks to everyone especially those that took time to share their transcript, they were really helpful. I pray those preparing for their interview shall get their own with ease.

My interview yesterday went below. Visa approved


VO:pass me ur 1-20 and passport
Me: gave her the required documents

VO: how did you hear abt the school
Me: i got to know about the university through an alumni of the uni(VO cuts in). you are tense and talking fast, just calm and dont tell me what you have memorised. she did not allow me to finish
VO: How many school did you apply to and how many gave u admission, name them
Me: GSU, MTU, ohio uni, BGSU , lafayette. All admitted
VO: why Ohio uni
ME: talking fast and obvious that i crammed my transcript(VO cuts in). if u have memorised everything how do you want me to know u are a genuine student, talk gently and tell me about ur research and not reputation or curriculum of the uni. pls answer my question now.
Me : i now spoke about my research in environmental geoscience. she cuts i. again
VO: how did u get the assistantship
Me: i applied then i was scheduled for a skype interview VO cuts in. all memorised she said.
VO: i will approve ur visa but next time when going for an internship u dont need to memorised or have a prepared transcript, just flow with the interview and answer the question asked. I am telling u for future purpose. Have a wonderful time in the US
