GOVERNOR ABUBAKAR SANI BELLO ON EFFORT'S AT CURBING INSECURITY

Governor Abubakar Sani Bello says Niger State and the Federal government are re-strategising to fight and eliminate the bandits terrorizing parts of the State.

Governor Abubakar Sani Bello disclosed this while briefing newsmen at the Government House, Minna.

He said the State is supporting security agencies in an effort to end the banditry attack being faced in some local government areas of the State.

“The State government has been unrelenting to provide logistic support to security agencies including the provision of vehicles, motorcycles and other logistics to dislodge the hoodlums across the State”, he said.

Governor Sani Bello expressed both the State and Federal governments concern over the security challenges facing the State.

He noted that, the major challenge has been in the areas of banditry, kidnappings, and cattle-rustling in Shiroro, Paikoro, Munya, Mariga, Rijau and Mashegu local government areas.

He frowned at the situation where people are using social media to jeopardize the security strategies planned by the security agencies against the bandits.

The governor maintained that for victory to be achieved against the bandits and criminal elements, all hands must be on deck to support the security agencies.

He however expressed worry that there are many informants of the bandits making the fight a difficult task.

He assured that everything and all options are being employed to end the ugly menace that has engulfed the affected areas, pledging the readiness of the State government to continue to participate in all operations of the security agencies.

While decrying a situation where people dislodged are staying at Internally Displaced People's Camps, the Governor says government is doing its best, towards ending activities of the bandits to ensure that the people return to their ancestral homes.

The security briefing was attended by all heads of security outfits in the State and other top government functionaries.

Meanwhile, in order to assist in combating and checkmating activities of bandits, the State government has presented 120 motorcycles, and 12 vehicles to vigilantes in four of the affected local governments on the hot spot of banditry attacks and cattle rustling.

Governor Sani Bello mentioned the four local governments to include, Shiroro, Rafi, Munya and Mariga, promising more provision of such logistics.

He urged the vigilante to support and cooperate with the security agencies and work in accordance with the law for maximum result.

PRESIDENT BUHARI AUTHORIZES DEPLOYMENT OF AIR POWER AGAINST BANDITS IN NIGER STATE, ENVIRONS

President Muhammadu Buhari has received assurances that with the harmattan dust gradually easing its hold on the skies, fighter aircraft would this week join the efforts to provide effective air attacks against bandits, kidnappers and cattle rustlers that have been attacking remote communities around Dogon Gona forest in Niger State.

The President, who described the repeated attacks leading to the losses of several lives in the communities “as a disaster for the nation,” had authorized the deployment of air power to support troops and policemen deployed to the “difficult terrain,” to counter the menace of the attackers operating in the forest area bordering Kaduna, Niger and Zamfara states.

In line with this directive, the Nigerian Air Force is setting up refueling facilities at Minna, Niger State to support the aircraft operations, giving assurances that given the improved weather conditions, a major exercise to “visually acquire targets” and launch attacks will soon follow.

The Police Command in Niger has equally given assurances that the planned dedicated air raids to complement the police helicopter gunship operations remain the best approach given the lack of motorized roads in the areas constantly under attack.

President Buhari commiserates with the government and people of Niger State following the attacks and the loss of lives that followed, and assures that victim communities in the state will not be abandoned by the rest of the country.

Niger State Governor, Alhaji Abubakar Sani Bello has again condemned the renewed armed banditry attacks on kudodo Nakpala, and Gulapai communities of Shiroro Local Government Area of the State.

In a statement issued by his Chief Press Secretary, Mrs. Mary Noel Berje, the Governor expressed worry over the unfortunate attacks, adding that air and land surveillance by security personnel have been deployed immediately to the area to fish and flush out the bandits terrorizing the communities.

The Governor, emphasised that the criminals are taking advantage of the vastness and difficult terrain of the forestland to unleash terror on innocent people, adding that the state government is fully supporting the joint security taskforce to chase the armed bandits out of the state, whom have been reported to be cow rustlers .

While sympathizing with the victims of the recent armed banditry attacks in the affected communities, Governor Sani Bello directed that strigent military action be taken to bring to an end to persistent attacks in the state, warning that a decisive position has been taken to bring the bandits down .

Governor Abubakar Sani Bello re- emphasised that the menace of insecurity in the state is made more difficult because bandits are crossing over from neighboring states of Zamfara and Kaduna States into the axis and to create mayhem by dislodging innocent inhabitants and collecting their cows.

He, however, called for calm in the affected communities and shiroro local government area in particular as well as appealing to them to cooperate with and assist security agencies in the area by providing credible intelligence report that will uncover the hideout of the bandits.

The recently affected communities include; Kudodo, Galapai and Nakpala all in shiroro local government Area which leading to the loss of one live and property.

Governor Abubakar Sani Bello of Niger State and his counterparts in the North Central Geo-political Zone have commended the Nigeria Police Force (NPF) for the establishment of Community Policing in the country as part of efforts to provide a lasting solution to the lingering security challenges in the country.

Governor Sani Bello stated this at the Nigeria Police Regional Security Summit with the theme " Strategic Partnership for Effective Community Policing in the North-Central Zone.

The Governor said, "agreement has been reached by the North-Central states Governors for the establishment of Community Policing in the country in order to help address security challenges"

He called on the Governors to be firm in addressing security challenges as it affects their states noting that although every state has its peculiarity, ensuring an all-inclusive means of addressing the issues will bring about the desired peace in Nigeria.

"We need to be calm, we need to operate an all-inclusive government to accommodate everyone as long as we are Nigerians", he emphasised.

Governor Sani Bello then called on all major stakeholders, including religious and traditional leaders, to support Security Agencies in tackling insecurity stressing that securing the country is a collective responsibility of all and must not be left for government alone.

The Governor Commended the Inspector General of Police for organizing the summit, explaining that it will go a long way towards addressing the security challenges in the country.

Meanwhile, Governor Sani Bello has been named Chairman of the North Central Governor's Forum at the meeting that preceded the Summit, held at the Nasarawa State Government House, Lafia.

The State Governors of the region, comprising the host state Nasarawa, Niger, Plateau, Kogi, Kwara, Benue and the FCT graced the event and spoke on their experiences as well as measures put in place to address security challenges.

In his opening remarks, the Inspector-General of Police, IGP, Mohammed Abubakar Adamu said the essence of the summit is to enable state Governors in the region exchange and share ideas with the Nigeria Police Force and update them on the community strategy already in place.

IGP Adamu explained that in the last 12 months the NPF has been resolute in addressing security challenges of the North-central Region.

He further explained that, through community policing, stakeholders and residents become active in addressing the problems of crime and consequently curb other criminalities from the early stage.

The IGP commended the Governors for the various roles played towards ensuring the success of the summit.

Other stakeholders who spoke at the summit include the Traditional Council members and some religious leaders from across the six states of the region.

At the summit, 37 bandits renounced their heinous activity of banditry begging that they were ready to be fully integrated into the society.

He urged Nigerians to strive hard and ensure that they eradicate this menace of insecurity by giving information to the appropriate authorities about those involved in such acts, as they live in communities with the people.

Acknowledging that the country is at a crossroad and requires that peace be restored through collective responsibility, General Abdulsalami Abubakar urged that all hands must be on deck to address the issue.

Regarded as the father of the present democracy being enjoyed in the country, extolled the legacy of the late Sir Ahmadu Bello, the Premier of Northern Nigeria who pioneered the clamour for peace and unity of the country without ethnic or religious

Chairman Board of Trustees of Sir Ahmadu Bello Memorial Foundation, who is also the former Governor of Niger state, Dr Mu'azu Babangida Aliyu, said this year's awardees of the Foundation are role models who have distinguished themselves in selfless services and uncommon achievements in their respective chosen profession, and which has also impacted greatly to the development of the North and Nigeria at large.

"It is beyond argument that tonight's awardees are role models and shall remain mirrors of exemplary qualities to the present generation, and even generation yet unborn. In fact, it is an undeniable fact that the 2020 awardees have either individually or collectively been key players in rewriting and determining the history of Nigeria".

Recipients of the awards include former Head of State, General Yakubu Gowon, whose award reads "the epitome of Excellent and good leadership". He was represented by Lt. Gen Abdulrahaman Danbazau.

A Posthumous award of Exemplary leadership and commitment to democracy and accountability was bestowed on the late President Shehu Usman Aliyu Shagari and was presented by former Governor of Niger State, Dr Mu’azu Babangida Aliyu.

Another posthumous award was presented to the late Chief Sunday Awoniyi for his excellent service to humanity, progress and unity of Nigeria which was performed by Governor Abubakar Sani Bello of Niger State.

The former first lady of Nigeria and the first female Chief Judge of Niger State, Justice Fati Lami Abubakar, mother of the First lady of Niger State, Dr Amina Abubakar Sani-Bello became the first recipient of award of Excellence in Public and Administrative Justice in Nigeria.

Responding on behalf of the awardees, Justice Fati Abubakar described the event as prestigious and a great honour to them, saying that they were highly humbled.

2020 ARMED FORCES REMEMBERANCE DAY: GOVERNOR SANI BELLO URGES MILITARY NOT TO RELENT IN SAFEGUARDING LIVES AND PROPERTY OF NIGERIANS

Niger State Governor, Alh. Abubakar Sani Bello has appeal to the military as well as other security agencies not to relent but continue to do their best in the provision of security for the safety of lives and property of the people.

Governor Sani Bello made the appeal at the 2020 Nigerian Armed Forces Remembrance Day Celebration and Wreath-laying Ceremony in Minna, the state capital.

Highpoint of the ceremony was the laying of the Wreath on the Tomb of the slain heroes by Governor Sani Bello, Speaker of the State Assembly, Barristet Abdullahi Bawa Wuse, the Chairman of the State Council of Traditional Rulers and Etsu Nupe, Alhaji Yahaya Abubakar as well as the State Chapter Chairman of the Nigerian Legion, Alhaji Abubakar Musa Kutigi amongst others.

There was the symbolic release of Pigeons for peace in the state and country as well as the traditional Military Gun salute. Prayers from both Christian and Muslim faiths were also offered for the soul of the fallen heroes.

NIGER STATE GOVERNMENT TO COMMENCE PAYMENT OF THE N30,000 NEW MINIMUM WAGE THIS MONTH

Governor Abubakar Sani Bello has disclosed that the state government is to commence the payment of the new National Minimum Wage this January.

The Governor made the disclosure when he received Chairmen of the 25 Local Government Areas on a solidarity visit over the recent Supreme Court verdict affirming his election as the duly elected Governor of the state.

Governor Bello said that a committee has been set up already and considerable progress has been made in an ongoing negotiation to begin the implementation of the new minimum wage.

“At the moment our top priority is to address those that have been affected directly by the minimum wage and what it means is, anyone who is below the minimum wage policy".

“I have given the directive that it should be implemented this January, so that those that are entitled or fall within the class of minimum wage will get”, he said.

According to him, those that are not directly affected by the N30, 000 minimum wage will be taken care of in the next phase which is the consequential adjustment.

“If you implement the new minimum wage, then you find out that there will be the need for consequential adjustments for all".

The Governor noted that paying salaries is not the only function of government, adding that, at the moment, 80 per cent of the state's income goes into salary payment.

He expressed concern over the state civil servants who were not enjoying the as they should, stressing that, with a workforce of no fewer than 27, 000, and the state population of over 4 million, executing capital projects and paying salaries regularly have been extremely difficult.

As we place this wreath of remembrance in honour of these fallen heroes, it also represents a trophy of victory for us against every mechanism engineering insecurity in our nation.

The Governor disclosed this while addressing the newly elected local chairmen at the closing of a 3-day retreat held for them in Kaduna.

“The Rule of Law is key. For those of you that have deliberately or mistakenly refused to swear-in councilors because they come from opposition party is wrong".

According to him, imposition of candidates often leads a party to lose election and also forces some candidates to leave the party and run under a different political party platform.

The Governor noted that, it was due to the wrong candidate imposed by 'some people' in his ward in Kontagora, that the APC failed to secure the councilor's position stressing that if he, as the state Governor let it be, why then would the Chairmen not swear in the Councilors from the opposition, he queried.

Governor Sani Bello admonished the Chairmen to find a subtle way to settle their political differences adding that divergent political views would always arise and create challenges in the discharge of their duties with their Vice Chairmen and Legislators.

He said the All Progressives Congress (APC) not only represents change but also stands for fairness, fairplay and justice stressing that this must be seen to be exercised by the members of party and its leaders.

GOVERNOR SANI BELLO TASKS LG CHAIRMEN ON GOOD GOVERNANCE, SERVICE DELIVERY AT THE GRASSROOTS LEVEL

Niger State Governor, Alhaji Abubakar Sani Bello has charged the Local Government Council Chairmen in the state to brace up in the discharge of their administrative duties in order to bring about meaningful growth and development at the grassroots level.

Governor Sani Bello gave the charge at a three-day Post-Inauguration Workshop for the Chairmen and some Ministry Officials of the state, held at the 5th Chukker Polo Club, Kaduna.

The Governor, who called on the chairmen to ensure that all departments in the council are functional, also urged them to ensure that they not only correct all forms of truancy, laxity and maladministration amongst local government staff across the state, but also put up mechanisms to make them committed and dedicated in the discharge their duties.

"Try to restructure the local government and ensure that all department are functional and also put a mechanism to monitor the progress and activities of the workers. I want you to create activities in your local government councils so that we can decongest the state capital and prevent the influx of people into the state capital".

Governor Sani Bello noted that the chairmen have the most difficult work to do in governance as they were closer to the people, especially at the grassroots.

The Governor, who stated that the strength of the Local Government administration in the country had collapsed over time, expressed optimism that with the new set Chairmen the local government administration will become stronger and more responsive to people's aspirations.

He stressed the need for a functional, working relationship between the council Chairmen, legislatures and the executives, stressing that such synergy will, no doubt, help move the state forward.

While urging the LG Bosses to always have the people's interest at heart and to ensure they meet up with the needs of the electorates, the Governor also enjoined them to work closely with their vice and ensure that they are able to manage and tolerate the people.

Governor Sani Bello also admonished them to pay attention to the security of lives and property as there cannot be meaningful development without security.

Speaking on local government funding, the Governor charged the Chairmen to ensure they streamline their nominal roles, and also work in conjunction with the state government to generate revenue.

In his remarks, Commissioner for Local Government and Chieftaincy Affairs, Barrister Abdulmalik Sarkin Daji said the retreat, first of its kind for LG Chairmen in the state, would afford them the opportunity to sensitize, brainstorm and strengthen their relationship with the Ministry and other critical stakeholders in the state towards good governance and service delivery.

Governor Abubakar Sani Bello of Niger State has emphasized the need for the Executive arm of government to work in synergy with other arms of government so as to fast track the development of the state.

Governor Sani Bello stated this when he received members of the Niger State House of Assembly who paid him a congratulatory visit following Wednesday's Supreme Court verdict that affirmed his victory at the 2019 poll.

The governor says the affirmation of his victory by the Supreme Court will enable his administration to focus more on the administrative activities, promising to work with all arms of government.

"We have a lot to do and we are working closely with State Assembly to change the narratives and strategies with a view to seeing that in the next two years we achieve a lot in terms of development and capacity building.

"I believe we have a good team in the State Assembly and at the Local Government level and I believe working together will bring about relative development in the state, he said"

According to him, "we have so many projects ongoing, most of which started from the last tenure. This is time to consolidate and ensure we complete most of them", he added.

In the area of security, Governor Sani Bello assured that focus will be more on combatting the challenges faced in the local government areas as the State government has been working tirelessly to ensure adequate security is provided for the people.
"The local government will focus more on security especially in Rafi, Munya, Shiroro, Paikoro, Rijau and Mariga, those are the areas we are having challenges with bandits", he said.

He said the state
government is working in conjunction with the local government councils to ensure that they provide security for them.
"I hope in the next coming weeks we will see reasonable improvement when it comes to security", he added.

Niger State Governor, Abubakar Sani Bello however described his landmark victory at the Supreme Court as the will of God and reaffirmation of the people's mandate.

Earlier, Speaker, Niger State House of Assembly, Barrister Abdullahi Bawa who led the members of the State House of Assembly to the Government House said the aim of their visit was to congratulate the Governor on the affirmation of his victory at the Supreme Court.

The Speaker expressed the legislators' determination to work with the executive arm of government in order to bring about meaningful development in the State.

He described the Supreme Court verdict as well deserved, saying it will further strengthen the existing cordial working relationship between the executive and the legislature.

NIGER STATE GOVERNMENT ADVOCATES FRESH, HOLISTIC APPROACH TO END BANDITRY ATTACKS IN THE COUNTRY

Niger State Government has called for a fresh, holistic approach to be introduced by the security agencies in tackling the banditry attack that has resurfaced in the state.

The Chief Press Secretary (CPS) to Governor Abubakar Sani Bello, Mrs. Mary Noel Berje made this known in a press release made available to pressmen.

Governor Abubakar Sani Bello has described the recent attack on some communities in Munya Local Government area of the state that left four soldiers dead, as sad and unfortunate.

He said the state government will continue to explore all avenues to ensure that peace return to these troublesome spots which, according to him, needed to be coordinated and be on the watch out against informants of the bandits amongst them.

The Governor explained that normalcy had earlier been restored to these areas until the recent attack by the bandits who were said to have laid ambush on the soldiers on routine patrol in the area.

Governor Sani Bello stated that the government will ensure that the needed support required by the security outfits will continue to be provided and sustained by the state government.

While acknowledging that the bandits may have cross the river from Kaduna and came to launch attack in Munya, the Governor reiterated that the issue of insecurity is a collective battle which must not be left to the security agencies and government alone.

Meanwhile, Governor Sani Bello has commiserated with the Nigerian Army and the families of the deceased soldiers who lost their lives in defense of their fatherland and prayed for reposed souls of the gallant officers.

The Governor appealed to all citizens, particularly those living within the border communities, to remain proactive, provide security agencies with relevant information that will lead to the thwarting of potential attacks by the bandits and report any unsuspecting individual or group that might be connected with any form of crime and criminality.

Niger State government in its bid to promote good governance and ensure adequate monitoring of the activities at the local government areas of the state has distributed 25 Hilux vans to the local government council chairmen in the state.

Handing over the vehicles to the chairmen at the Government House, Governor Abubakar Sani Bello enjoined them to make judicious use of the logistics provided at ensuring that they get in touch more with the people at the grassroots level.

While emphasising his administration's interest in seeing results at the local government areas, Alhaji Abubakar Sani Bello said government would continue to provide more of such to them while tasking them to maintain a close-knitted relationship with their electorate.

He further urged them to make responsible use of their finances, explaining that with the autonomy of the local government, the Council Chairmen are bound to be held solely accountable for the finances allocated to them and as the first line of contact between the people and the government, adding that it is expected that they make judicious use of such proximity to make sustainable impact on the lives of their people.

Commissioner for Local Government and Chieftaincy Affairs, Mohamed Abdulmalik Sarkin Daji, said the vehicles would add more value to the Council Chairmen as it would aid their mobility and enable them to have access to people especially those in the hard to reach places in the local government areas.
The Commissioner then advised the Council Chairmen to ensure they utilize the vehicles strictly for official purposes .
Also speaking, the ALGON Chairman and Chairman, Chanchaga Local Government council, Alh. Ibrahim Abubakar expressed gratitude to Governor Sani Bello for ensuring prompt distribution of the Hilux vans to the Council Chairmen, to ease their movement and to enable them discharge their responsibilities.
The ALGON Chairman promised that they would see the vehicles as their personal property so as to ensure proper maintenance, assuring that the local government council chairmen would also ensure they provide logistical support to local government executives cross the 25 Local Government Areas of the state.

Governor Abubakar Sani Bello while attending the third-day Special prayer Session for the repose of the soul of Malama Fatima Mohammed, the wife of his aide-de-camp (ADC) Liman Tanko described her death as an inevitable sad event.

Governor Sani-Bello disclosed this during the the prayer Session held at the ADC’s residence at the Crystal FM area, Maitumbi, Minna.
He commiserated with the entire family urging them to bear with the loss.

The governor said it was a sad event bearing in mind that she left behind four children and prayed Almighty Allah to strengthen the family and guide the children as they were going to miss her

"What is needed to be done for the family is to pray for the repose of her soul and that Allah gives them the strength to overcome the loss."

The ADC who described his late wife as a calm and pious woman whom he will greatly miss,
said in all situations he gives thanks to God, as he will continue to pray for the repose of her soul.

The ADC appreciated the governor and other top for making it to the third day government functionaries relatives and sympathizers for finding time to attend the prayer Session.

Late Fatima died at the age of 44 leaving behind four children, her husband and other relations; she has since been buried in accordance with Islamic rites.

Among top government functionaries that attended the third-day prayer included the secretary to the State government (SSG), Alh Ahmed Ibrahim Matane, commissioners and Chairmen.

The third-day Fiddau Prayer was led by Imam of Farin Doki, Erena, Shiroro local government Imam Bilyanu Mohammed Gambo.

Governor Abubakar Sani Bello has called on Christians to see pilgrimage to Holy Land as a spiritual exercise.

Governor Bello, represented by the Secretary to the State Government, Alh Ahmed Ibrahim Matane, disclosed this while bidding farewell to 171 intending pilgrims to Israel held at the Government House, Minna, Thursday.

He said that pilgrimage is a spiritual trip and not tourism.

According to him, Christians in the state should show more commitment in their quest to making trips to the holy land through self sponsorship as it will fulfil the spiritual obligation, adding that government will ensure that the number of persons going to Israel is increased.

The governor added that his administration remains committed to making trips to the holy land stress-free.

He urged them to pray for an end in the security challenges that have bedevilled the state as well as pray for the state's development.

The governor congratulated them, urging them to be good ambassadors of the state and country and should not abscond.

Speaking earlier, the Executive Secretary, Niger State Pilgrim Welfare Board, Umar Makun Lapai expressed gratitude to the Governor for making the Jerusalem trip possible.

Makun Lapai assured the government that the 171 pilgrims will not abscond and that the pilgrims have told them that will pray for the success of the state.

Also speaking, the leader of the delegation, Rev. Sama'ila Yerima El-Yakim assured that the Pilgrims will pray for peace and prosperity of the country.

He said that the 171 pilgrims were screened and have proven to be men and women of integrity.

The leader of the delegation thanked the state Governor for all his support and also reassured that no pilgrim from the state will abscond.

The Director Christian Pilgrims, Mrs. Joanna D. Pada said that pilgrimage is a means of fulfilling spiritual life.

She thanked the Governor for making it possible for the Christians to perform the Spiritual exercise.

GOVERNOR SANI BELLO CONDOLES ADC OVER DEATH OF HIS WIFE

Governor Abubakar Sani Bello of Niger State has received, with great shock, the sudden death of the wife of his ADC, Malama Fatima Mohammed, aged 44years.

In a condolence message issued by his Chief Press Secretary, Mrs. Mary Noel Berje, the Governor expressed sadness over the loss and commiserated with the families of the deceased.

Governor Sani Bello eulogized late Fatima Mohammed adding that the deceased lived an exemplary life as a mother and wife who contributed immensely to success of her husband in the discharge of his state duties.

Governor Sani Bello prayed God to accept the deceased soul and grant fortitude to the ADC, Liman Tanko and the family she left behind to bear the consequential loss.

The deceased, a Community Health Worker with the Maternal and Child Healthcare, Gwada died during childbirth and is survived by her husband, four children, aged mother and sisters.

Late Malama Fatima Mohammed has since been buried according to Islamic rites. The third day Fidda'u prayer is slated for Saturday, January 4, @10.am at the husband's residence, FM Area, Maitumbi, Minna.

Governor Abubakar Sani Bello of Niger State has assured that people will remain central and sole target of the policies and programmes of his administration as it stays focused and committed to service delivery to improve on their living standard.

In a New Year Message to the people, Governor Bello although observed that the outgoing year was a bit tough in terms of security and other challenges, says he is optimistic that these challenges are surmountable and would be overcomed.

The Governor, who spoke through his Chief Press Secretary, Mrs. Mary Noel Berje, urged Nigerlites to be tolerant and committed to the collective ideals that will make the New Year a promising and fulfilled one.

"To claim that we reached our potential last year, will be an unfounded presumption. However, this year we are zeroing in on human capital development by constructively investing more in education". We started this in the previous years with the renovation of schools across various local governments in the state, we employed teachers and provided conducive learning environment and by God's grace we intend to continue".

Governor Sani Bello, while acknowledging the deplorable state of some roads in the State, expressed government's readiness to scale up performance this year to complement works already carried out.

He added that the provision of basic critical infrastructure remains very paramount to his administration.

“As I wish Nigerlites a blissful New Year, I want to reiterate that my administration is going to work hard in the coming year to bring developmental projects towards the rapid socio-economic well-being of the people.”

He admonished the people to pray for the sustenance of peace and unity in the state and country at large, stressing that our collective prosperity is uncompromisingly dependent on the unity and peaceful co-existence of the people.

Governor Sani Bello however also called on all Nigerlites to shun indolence and unproductive activities that are capable of causing disaffection among the people and jeopardize the existing and relatively peaceful atmosphere enjoyed in the state.

"We are calling on Nigerlites to remain resolute and firm in their commitment to maintaining law and order, respect for the rule of law and acknowledge the fundamental human rights of every citizen.

We also implore you to support security agents with valuable information that can help them forestall insecurity".

They require land to grow crops for production of edible oil using soya beans, sunflower and cotton seed.

c) PROMAX INVESTMENT is based in Abu Dhabi with operations in Europe, and are ready to explore PPP or BOT opportunities in light rail, renewable energy, water and other infrastructural development with NGSG.

A delegation led by @drmmjibril Commissioner for Investment, Commerce and Industry, Mrs. Asabe Ahmed, Chairperson of the state investment advisory committee and Mr. Hamza Bello, CEO of the Niger State Investment Promotion Agency, Alhaji Muhammad Ahmad Kontagora, a private consultant all participated in the mission.

Overall, the Commissioner disclosed that, the outing was a successful one as the investors have shown commitment towards actualizing the Governor Sani Bello's turning Niger State into the hub of investment in Nigeria.

Niger State Governor Alhaji Abubakar Sani Bello has presented the proposed 2020 appropriation bill to the state house of assembly.

The budget which is to the tone of N148,211,929,549.82 tagged the "Budget of Inclusion for Sustainable Development", anchored on the completion of projects that have attained 75% completion in line with the wishes and aspirations of the people.

The 2020 Budget of "Inclusion for Sustainable Development" which is made up of recurrent expenditure of N69, 968,379,598 and capital expenditure of N78, 243,549,951.32 has the education sector receiving the highest percentage with an allocation of 9, 244,717,304.00 for its activities in 2020 financial year.

The recurrent expenditure is estimated at N 69,968,379,598.50 with the following breakdown Personnel cost N35,679,550,636.00 representing 50.99%.
Leave Grant N 1,953,713,347.00 or 2.80%, Over-head cost N14, 401,700.000.00 or 20.58% as well as Consolidated Revenue fund charges N17, 933,415,615.50 or 25.63%, giving a total N69,968,379,598.50

The estimated capital expenditure for 2020 is N78, 243,549,951.32, with the following broad sectorial distribution; Administrative Sector N5,472,230,000.00 or 7% the Economic Sector N51, 836,708,376.00 or 66.25%, as the Law and Justice Sector is N1, 177,000,000.00 representing 1.50% and the Social Sector stood at N19, 757,611,575.00 or 25.25% N78,243,549,951.32

The proposed 2020 budget shows a decrease of 13.2% as against the 2019 Budget which according to the governor "indicates our readiness to adjust our fiscal responsibility to the current economic realities in the management of the state resources.

The budget estimates are arrived at after a careful analysis of all the major sources of revenue and possible funding options; including Statutory Allocation from Federation Account, Value Added Tax, Internally Generated Revenue (IGR), Capital Receipts.

The proposed budget is based on the following projections; Statutory Allocation N66,790,517,202.00 representing 45.06% of total revenue, Value Added Tax N14,377,012,200.00 or 9.70% of the total revenue.

The Internally Generated Revenue is estimated at N11,270,321,631.00 or 7.60% of the total revenue, Capital Receipt N46,065,534,731.82 which is 31.08% of the total revenue.

Other sources include Dividend from North-South Power N 400,000,000.00 or 0.26%. Refund from Nigeria Electricity Liability Company (NELCO), N3,825,000,000.00 or 2.58%, refund from Federal Government Roads= N 133,543,785.00 or 0.09% ,Refund from Pension Fund Administrators of N 3,350,000,000.00 representing 2.26% and the Family Home Programme (Fed. Min of Finance) =N2,000,000,000.00.

Appreciating the participation of the members of the house for demonstrating interest and commitment to development of Niger state, he assured Nigerlites that the state government will ensure meticulous implementation and monitoring of the Budget so as to meet the yearnings and aspirations of the people, adding that it has become mandatory for MDAs to render progress reports of their activities to the Niger State Planning Commission and the Office of the Secretary to the State Government on monthly basis.

In his remarks, the Speaker, Niger State House of Assembly, Barr. Abdullahi Bawa Wuse said the 2020 budget presentation was a landmark to the activities of the House.

Barr. Bawa Wuse assured that the House would ensure proper scrutiny of the budget and its quick implementation to enable the government to consolidate on the achievement so far recorded in the last four and half years.

The Speaker who assured that the legislative arm of the state would continue to partner with the executive arm for proper utilization of the available resources for the interest of the state and to bring about peace, progress and development in the state said they would continue to do their best to represent the people.

He, however, called for government support in the area of capacity building for its members so as to enable them deepen their capacity as lawmakers and to enable them to carry out proper and effective representation for the people as well as good governance.

BUDGET HIGHLIGHTS
Agriculture and Rural Development
45. As earlier indicated, we remain determined to utilize agriculture to drive our economy and have allocated the total sum of N 8,784,873,358.00 to the sector; of this amount, N2,016,888,623.00 is earmarked for the upgrading of 6 (RAMPII) Rural Access and Mobility Road Projects under the SUKUK/Private Bond; N1,023,384,416 will go for completion of the on-going 403 km Rural Roads projects across the state. The sum of N653,278,149.00 is expected as drawdown under the Value Chain Development Programme on Rice and Sorghum. The sum of N50Million is proposed for the Niger State Agricultural Mechanization Agency for its routine extension services, provision of productive infrastructure and other farm inputs.
46. The College of Agriculture Mokwa and the Farm Institutes in Tegina and Kuta are to be upgraded with proposed allocations of N130Million and N80Million respectively. Government will also continue to facilitate the provision of improved seeds, fertilizers and other farm inputs.
47. In the area of livestock services, large expanse of land will be developed into pastures to help reduce movement of herdsmen around the state. Similarly, government will intensify collaborative development at the Bobi Grazing Reserve and gazette 5 other Grazing Reserves in the State in the 2020 fiscal year.
48. Three new veterinary clinics will be constructed in Mariga, Mokwa and Suleja, while the ones at Bida, Lemu, Kagara, Wushishi, Kuta and Kontagora will be rehabilitated in addition to the purchase and distribution of drugs and vaccines to veterinary clinics. Other Stock Routes and Control Posts will be rehabilitated to check and guarantee ease of livestock movement across the state.
Roads and Transport
49. As I said earlier, most roads in Niger State are in deplorable condition. However, in the next fiscal year we will focus on completing most on-going state and township road projects. We shall continue to pressurize the Federal Government to do the needful on the expansive federal roads in the state.
50. Mr. Speaker Sir, Honourable Members and Distinguished Nigerlites, in specifics, government will ensure the dualization of Minna-Bida and Broadcasting-Shiroro–Imani Clinic roads. While reconstruction of Kontagora Bypass and Paiko–Lapai roads as well as construction of the Industrial Layout Road will be done in 2020. To ensure continuous maintenance of roads, the capacity of the Niger State Road Maintenance Agency (NIGROMA) will be strengthened with provision of necessary plants and equipment.
51. On transport, the Niger State Transport Authority will continue to be supported to enable it sustainably provide affordable transport and haulage services to the people.


Environment
52. Mr. Speaker, Honourable Members, we shall leverage on our relationship with the World Bank through NEWMAP to complete the reclamation and afforestation projects in Rijau, Gurusu and Kutiriko communities. The activities of the State NEWMAP have qualified us for Additional Financing (AF) of $5Million to fix some ecological challenges in the state.
Electrification
53. In line with the focus of the budget, on-going electrification projects spread across the State will be pursued to ensure completion. Communities will continue to be assisted with transformers and accessories to boost electricity supply. We will connect Agwara town and environs to the national grid, while installation of solar streetlight on major streets and special places will continue. Some existing conventional street lightening system will be converted to solar system. The sums of N500Million and N300Million have been earmarked for electrification and streetlight projects respectively.
Water Supply
54. Government will continue to make safe and portable water available by completing ongoing water projects in the state. To this end, the sum of N1, 170,000,000.00 has been earmarked to the water sector. This is to be used to consolidate and continue with the restoration, expansion of water supply and other on-going water projects. Furthermore, government will drill more hand pump boreholes and rehabilitate many others across the State.
Education
55. The education sector is allocated the sum of N9, 244,717,304.00 for its activities in 2020 financial year. Highlight in this sector include the provision of N509,910,274.00 for the renovation and upgrading of post primary schools; N1,145,007,615 is earmarked for Universal Basic Education Intervention and N1,953,999,771.00 as support to Best Education Service Delivery for All (BESDA) and provision of structures at Teachers Professional Training Centres in Agaie and Nassarawa–Kainji. We will continue to work with Development Partners and the Tertiary Education Trust Fund for value addition to the quality of tertiary education in the state.
Health
56. The sum of N6,215,326,020.00 has been earmarked to the health sector for the renovation of some rural health facilities and general hospitals in the State. Out of this amount, the sum of N1,139,388,564.00 is for the re-modeling, purchase and installation of equipment for and Kontagora General Hospital. The sum of N100Million is allocated to IBB Specialized Hospital Minna for its expansion and procurement of modern medical equipment. Similarly, the College of Nursing Sciences in Minna, Bida, Kontagora and Tungan Magajiya will get additional facilities and welfare support.

Social Development, Youths and Sports
57. On youth development, the State government will train 250 youths on Change Youth Skills Acquisition Programme, renovate and furnish Abdulsalam Youth Centre and construction of a male hostel at the NYSC permanent orientation camp with the sum of N200Million.
58. In view of the positive role women play in national development, our government will continue to support all initiatives that enhance the role of women and youths. In the 2020 fiscal year, we will domesticate the National Gender Policy and fully support the World Bank Assisted Programme on Women Empowerment and Livelihood Development with expected drawdown of N952, 735,800.00. Furthermore, as part of our women empowerment programme, the existing six women skills development centers in the three senatorial zones in the state will be renovated and equipped.
59. Mr. Speaker, aware that sports play vital role in the physical and mental development of individuals, we shall in 2020 pursue with vigour completion of the new Sports Complex in Minna, renovation of 123 Sports Field and modernization of the Handball Complex.
Information
60. In the 21st century governance, media and information dissemination play vital role in all participative democracies. In this regard, the sum of over N265Million has been earmarked to this Sector. Priority areas in this sector include: strengthening of NEWSLINE Newspapers, equipping of the Government Printing Press, Purchase of radio and television equipment, Purchase of Photographic and Digital Accessories and the renovation of Information Centres in Bida, New Bussa and Katcha. This is in addition to complete overhaul of NUJ Press Centre, Minna.
Law and Justice
61. This sector has a total allocation of N1.18Billion to be used for the completion of on-gong projects in the Judiciary Sector so as to facilitate the dispensation of justice in the state. Highlight of activities here include the e-library project, construction of new and renovation of existing court buildings across the State and provision of vehicles and accommodation for Judges.
General Administration
62. The Government is committed to ensuring an effective and productive civil service through provision of adequate infrastructure. The sum of N150Million is earmarked for the renovation of both Abdulkareem Lafene and the old Secretariats. Welfare and training needs for all cadres of civil servants and payment of pension to retirees will continue. Other priorities in this area include: the completion of on-going renovation of Government House, renovation of Government Lodges, improvement of the State Fire Service, implementation of the Sustainable Development Goals Projects across sectors. In all, the Administrative Sector has a proposed allocation of N5,472,230,000.00.
63. Mr. Speaker Sir, Honourable Members and Distinguished Nigerlites, what I presented are some of the features of the 2020 Budget estimates, details will be provided by the Honourable Commissioners of Finance, Budget and Planning. We will ensure meticulous implementation and monitoring of the Budget so as to meet the yearnings and aspirations of the people. It is therefore mandatory for MDAs to render progress reports of their activities to the Niger State Planning Commission and the Office of the Secretary to the State Government on monthly basis.
Conclusion
64. Finally, Mr. Speaker and Honourable Members, I wish to thank you all for your unflinching support in the onerous task of governance. I sincerely hope that we will only aim for the best and place our corporate interest above individual expectations.
65. I hereby wish to lay the 2020 Budget of Inclusion for Sustainable Development of N148, 211,929,549.82 made up of recurrent expenditure of N69, 968,379,598 and capital expenditure outlay of N78, 243,549,951.32 to the Honourable House for Legislative Scrutiny.
